Lake Oroville Spillway Incident• DWR responded effectively to

the multiple threats of the Lake Oroville incident

• DWR completed the reconstruction of the spillway by November 1

• DWR addressed the IFT’s findings and recommendations in the spillway reconstruction

2017 Annual Review of the State Water Project

DWR should brief the Commission on the status of emergency planning in all communities within the inundation area of SWP dams.

Dam Safety

• DWR is incorporating the IFT findings into its efforts to improve the dam safety program.

• DWR is evaluating all SWP dam and spillways

• DWR released updated hazard potential and condition assessments of jurisdictional dams in September.

2017 Annual Review of the State Water Project

DWR should provide regular updates on its progress with dam and spillway inspections, and subsequent plans for remediation work or improvements to SWP dams and spillways, as well as the potential costs.

SWP Infrastructure

• The Asset Management Program will be key to incorporating the lessons learned from 2017

• Asset management will help to adapt the SWP to changing hydrologic conditions

2017 Annual Review of the State Water Project

DWR should regularly brief the Commission on implementation of the Asset Management Program, and how the program improves risk management while maintaining SWP operations.

Page 6: Final Draft 2017 Annual Review of the State Water …...State Water Project Operations and Construction This section broadly describes the SWP operations and major construction projects

Climate Change

• DWR has reduced greenhouse gas emissions from SWP operations.

• DWR has received the Excellence in GHG Management and Organizational Leadership Awards from the Center for Climate and Energy solutions and the Climate Registry

2017 Annual Review of the State Water Project

DWR should integrate climate change planning into its Asset Management program.

DWR should include activities that would improve ecosystem functions of the Feather River Watershed in its Asset Management Program.

Climate Change, continued• Climate change is affecting the

planning and operation of the SWP.

• California is likely to experience more frequent extremes of drought and heavy precipitation, as in the winter of 2016-2017.

2017 Annual Review of the State Water Project

DWR should update the Commission regularly on its plans and progress in adapting the operation of the SWP to changing hydrologic conditions.

DWR and The Climate Registry should brief the Commission on the status of California water suppliers participating in The Climate Registry, the development of the Water-Energy Nexus Registry, and how that may assist water agencies in reducing their GHG emissions.

California Aqueduct Subsidence• Over time, subsidence can

reduce the maximum flow of water.

• During the recent drought, subsidence averaged 4 inches per year between pools 17 and 20 in the San Luis Field Division.

2017 Annual Review of the State Water Project

DWR should brief the Commission in 2018 on the results of additional subsidence studies, and actions taken to address subsidence in the San Luis and San Joaquin Field Divisions.
