Welcome to the IEEE PES InnovativeSmart Grids Technologies 2021 LatinAmerica known as ISGT LA 2021, thisconference is organized by IEEE Power& Energy Society (PES) & IEEE PeruSection. My name is Jorge Lafitte, I amthe conference chair and the presidentof IEEE Peru Section.

Under healthcare authorities’ guidelinesand IEEE advice this conference is heldvirtually.

ISGT is a platform for exchanging ideasabout the future of our industry in LatinAmerica. Its focus includes 1) discussingour industry’s unprecedented evolutiondriven by the energy transition,decarbonization, and digitaltransformation, 2) understanding theimpact of critical challenges in ourindustry, such as climate crisis and theCOVID-19 pandemic, and 3) exploringpotential solutions for a more reliable,resilient, efficient, secure andsustainable electric power grid.

Our commitment is to contribute withthe leading scientific and engineeringinformation provider on electric powerand energy for the betterment ofsociety and become the preferredprofessional development source forour members.

IEEE PES ISGT-LA Conference is one of the most important events in the area ofElectric Power Systems in Latin America. In this 6th edition, the 2021 IEEE PESInnovative Smart Grid Technologies Latin America Conference (2021 IEEE PES ISGT-LA) is organized by IEEE Power & Energy Society (PES) & IEEE Peru Section.

This conference will address technical, regulatory and scientific issues associatedwith the innovation of smart grid technologies, with emphasis on distributedenergy resources, renewable generation, energy storage, electrical vehicles,communication systems, automation, among others. This topics will be treated bydistinguished speakers and researchers through expert sessions, panels, seminars,tutorials, paper sessions and others, as well as sponsors renowned industrialistswho will present their products at stands and technical seminars.

Following the guidelines from healthcare authorities and advice from IEEE PES theLocal Organizing Committee of 2021 IEEE PES ISGT-LA has decided that theconference will be held virtually on 15 – 17 September 2021.

Damir Novosel

Damir Novosel is president and founder of Quanta Technology, a subsidiary of Quanta Services, a Fortune250 company. While at Quanta, he was also president of Quanta Energized Services which achieved a perfectsafety record, Previously, he was vice president of ABB Automation Products and president of KEMA T&D US.Dr. Novosel is also an adjunct professor of Electrical Engineering at North Carolina State University. Damir isan IEEE Fellow since 2003, holds PhD, MSc, and BSc degrees in electrical engineering from Mississippi StateUniversity (where he was a Fulbright scholar), the University of Zagreb, Croatia, and the University of Tuzla,Bosnia and Herzegovina, respectively. Dr. Novosel was selected as Mississippi State University DistinguishedEngineering Fellow.

Ross Baldick is Professor Emeritus in the Department of Electrical and Computer Engineering at TheUniversity of Texas at Austin. He has undergraduate degrees from the University of Sydney, Australia, andgraduate degrees from the University of California, Berkeley. His current research involves optimization,economic theory, and statistical analysis applied to electric power systems, particularly in the context ofincreased renewables and transmission. Dr. Baldick is a Fellow of the IEEE and the recipient of the 2015 IEEEPES Outstanding Power Engineering Educator Award.

Vladimiro Miranda

Vladimiro Miranda is an IEEE Fellow since 2006 and recipient of the IEEE PES Renewable Energy ExcellenceAward 2014. He was President of INESC Macau, China, and International Advisor for the Hong KongPolytechnic University, China. He has been serving also as evaluator of R&D institutions for CONICET, Ministryof Science, Argentina. Besides responsible for many projects in Europe, the USA and Brazil, he served in theBoard of start-up companies generated by INESC TEC. He is the author/co-author of many publications in topinternational scientific journals (SCOPUS h-index: 37 in mar.2021). His main interest domain has been theapplication of computational intelligence to power systems. His innovative solutions have been incorporatedin industrial products in use in several continents.

David Elizondo has a broad range of experience in electric power transmission and distribution whichincludes more than 26 years of extensive experience in power system analysis, simulations, and application ofnew technologies for electric power systems. In 2016-2017 he is directing a USTDA funded project that hasdeveloped the technical, economic and financial viability of applying large scale battery energy storagesolutions in Colombia, Mexico and Brazil. This project has conducted research, analized more than 16 largeenergy storage applications around the world and has identifed at least 9 potencial projects in Colombia,Mexico and Brazil. In 2019, he directed an energy storage study in Peru.

His academic qualifications include first ClassElectrical Engineering of Instituto Universitario Politécnico de la Fuerza Armada Nacional, Venezuela (1994),Master of Business Administration (Honors) of Universidad Bicentenaria de Aragua, Venezuela (1999), PhD inElectrical Power Engineering from the Universidad Central de Venezuela (2008) and Postgraduate Certificatein Higher Education Professional Practice from Coventry University (2013) and Diploma in Leadership andManagement (ILM Level 3), Loughborough University (2018). She is the Director of the Energy platform and is the Coordinator of Life long learning at the School of ElectricalEngineering and Computer Science. Current appointments include: the Program Committee of the World EnergyCouncil, the National Strategic Council for Wind Power, the ISGAN Academy of Smart Grid, the NationalCommittee of CIRED, and she is part of the expert pool for the EU commission.

He has 45 years’ experience in power systems protection, automation, control and communications. He is IEEEFellow and Member of the IEEE PES Power Systems Relaying and Control (PSRC) Committee and the PowerSystem Communications and Cybersecurity (PSCC) Committee. He is IEEE Distinguished Lecturer. He is memberof IEC TC57 working groups 10, 17, 18 and 19. He holds four patents and has authored and presented more than500 technical papers. He is Editor-in-Chief of PAC World.

He has extensive experience in management consulting for electric utility transmission and distributionand also worked for two large technology vendors that provide grid modernization technologies to the globalutility sector.

Eduardo MoralesHead of Product Development of Cybersecurity Corp of the VP Corporationsat Entel S.A.

More than 20 years of experience, in recent years, he has developed and led multiple products, expanding theportfolio of services and businesses of the VP Corporaciones at Entel S.A. and he is one of the creators of theEntel CyberSecure Unit. He was called to collaborate in 2016 in the Cyber Defense Policy Workshops led by theNational Academy of Public and Strategic Studies (ANEPE) dependent on the Ministry of Defense of Chile.
