A former school- teacher in Mexico and TriCities, Catalina learned about restaurants by working as a waitress. “I al- ways looked to see what I could do better,” she says. The Village opened in July 2012, after extensive renovation of the facilities. A single mother of three chil- dren, Catalina is careful to man- age her time so she’s with her chil- dren most afternoons and eve- nings. She works a day at a time in each of her three restaurants and is integral to the kitchen staff and waitresses. Construction begins on TillamookPlant expansion in Boardman

BOARDMAN, Ore., January29, 2013 — After sevearal monthsof planning, the Tillamook CountyCreamery Association (TCCA),producers of Tillamook Cheese,have broken ground and begunconstruction on a more than 63,000-square-foot expansion project at itsproduction facility in Boardman.

The facility expansion will addwhey processing capabilities toTillamook’s existing cheese makingplant in Boardman. The demand forsuch capability has grown signifi-cantly in the last several years, asthe lactose and high-quality pro-tein components derived fromwhey (which is separated from milkin order to make cheese) are in-creasingly being recognized fortheir high nutritional value andused in products like infant for-mula, performance nutrition prod-

ucts and products that help man-age some of the impacts of aging.“Our farm-family owners havecommitted a significant investmentto enhancing our infrastructure inBoardman so that we can maximizethe value we derive from everypound of milk we produce,” saidPatrick Criteser, president and CEOof Tillamook County Creamery As-sociation. “We look forward to theopportunities this expansion willprovide us, including the ability toprovide more jobs here in MorrowCounty.”

Construction of the new facil-ity is expected to take just over ayear, and TCCA intends to havethe new plant commissioned andin production during the first quar-ter of 2014. Additional staffing, aswell as additional technical exper-

tise will be needed to run the newplant, and TCCA is finalizing plansfor hiring and technical training aswell.

Boardman, Oregon, January 15,2013 – Victoria Palacios Gonzalez,a sixth grade student at WindyRiver Elementary, won the school-level competition of the NationalGeographic Bee on January 15,2013 and a chance at a $25,000 col-lege scholarship. The school-levelBee, at which students answeredoral questions on geography, wasthe first round in the 25th annualNational Geographic Bee. The Beeis sponsored by the National Geo-graphic Society.

The kickoff for this year’s Beewas the week of November 12, withthousands of schools around theUnited States and in the five U.S.territories participating. Theschool winners, including Victoria,took a written test; up 100 of thetop scorers in each state will be eli-gible to compete in their state BeeApril 5, 2013

The National Geographic Soci-ety will provide an all-expense-paid trip to Washington, D.C., forstate champions and teacher-es-corts to participate in the NationalGeographic Bee national champi-onship on May 20-22, 2013. The

Fourteen fourth, fifth, and sixthgraders from Windy River Elemen-tary represented their school in theKnowledge Master Open aca-demic competition on January 23,2013. The team placed first againstother Oregon teams while alsocompeting against thousands ofother students in the U.S. and sev-eral foreign lands according toteam coach, Mrs. Proctor-Reece. The team faced their com-puter to answer 100 challengingquestions in the event, whichearned them points for the speedand accuracy of their answers.

This contest is designed tostimulate learning and recognitionfor academic achievement, theKnowledge Master Open runs onclassroom computers to allow allstudents the opportunity to com-pete in a large academic event with-out the expense of traveling to acentral site. The competition is pre-

Since the winter of 2005, Colum-bia River Community Health Ser-vices (CRCHS) has been running awinter coat donation program en-titled “Be an Angel” for those indi-viduals and families in need ofwarm outerwear. In the past,CRCHS has received generousdonations from the community ofgently worn coats, sweaters, hats,gloves, sweatshirts, etc. Every yearthe need has increased and the do-nations have barely kept up withthe demand. In the past four

months they have given out over435 coats.

On November 27, 2012, Colum-bia River Community Health Ser-vices received an early Christmaspresent. A check in the amount of$1,500 was received from TheScudder Family Foundation Inc.This check came in the form of anunrestricted gift from the Founda-tion, which means that CRCHS wasallowed to use the funds for what-ever they felt fit. The funds havebeen used to purchase coats to

help assist with the demand for themuch needed “Be an Angel” pro-gram.

The clinic is still taking any do-nations from the community forthis much needed program. Allwarm clothing can be dropped offat the new clinic building yearround - 450 Tatone Street inBoardman. Thank you to the com-munity and The Scudder FamilyFoundation for your support ofthis program.

The annual Missoula Children’sTheater workshops and perfor-mances will be conducted at ACHoughton Elementary School theweek of Spring Break: March 25-30,2013. Workshop directors will holdauditions on Monday, March 25 inthe school gymnasium. Daily Re-hearsals will begin the afternoon ofMarch 25. No special preparation isneeded to audition. Specific audi-tion and rehearsal times will be an-nounced shortly.

The 2013 play will be “The SecretGarden.” In addition to preparationsfor The Secret Garden, additionalconfidence building workshops willbe offered for all interested youth...Check with Directors at the MondayAuditions for specific topics, daysand times.

At their first meeting of the NewYear, the Boardman City Councilswore in four new members. Mayor

Sandy Toms was sworn in first byoutgoing Mayor Chet Phillips.Mayor Toms then swore in David

Jones, Tony Navarro andMarc Rogelstad as CityCouncilors. All four wereelected in the NovemberGeneral Election to servea four-year term. FormerMayor Chet Phillips wasgiven a Certificate of Ap-preciation for his fouryears in office.

With a vote of six toone, the new Councilvoted to adopt a GangOrdinance, which had itfirst reading in December.The ordinance changesthe City’s MunicipalCode to include languageestablishing a procedurefor law enforcement toidentify and designatepersons who are associ-ated with criminal gangsand involved in criminalgang activity. The ordi-nance also includes language forthose persons to appeal the gangdesignation.

A person who meets the criteriaset in the ordinance, designatingthem as a gang member, will be rec-ommended to the Morrow CountyDistrict Attorney’s Officeto be placed on a list ofdesignated gang members.This list will be a usefultool for law enforcement incases where it may be a pa-role violation for someoneto be in the company ofknown gang members.The designated gangmembers list will clearlyoutline those individuals.In other City businessMayor Toms swore inBoardman PoliceDepartment’s newest of-ficer, George Shimer.Councilors voted to ap-prove a 90-day extensionof the inspection periodwith Love’s Travel Stopand Country Stores for thepurchase of approximately50 acres of City propertylocated on Tower Roadnear Boardman. We will start planning for the FrostbiteGolf Tournament, it is always a fun eventand the students that receive the scholar-ships really appreciate the help with collegeexpenses! Sometime in February or earlyMarch the chamber will start to move thevisitor center and chamber office over to thenew SAGE Center. I am really excited aboutthe move and how the SAGE Center will ben-efit Boardman.

Chamber hosted a CommunityEnhancement public meeting!From that meeting the RecreationCommittee was formed. Theyhave been meeting and are work-ing with the Boardman MarinaPark to do a feasibility study. Atthat meeting we also formed aBeautification Committee; theyhad all the great new parkbenches built and are at the Parksand soccer fields. Now it is timeto get the Beautification Commit-tee together again and see whatother projects we would like tosee done in Boardman. If youwould be interested in servingwith this group please let usknow at the Chamber. After wehave people that would volun-teer their time we will set a meet-

The free trees are part of thenonprofit Foundation’s Trees forAmerica campaign.

“The blue-green hue and dis-tinctive shape of Colorado bluespruce trees will help beautify Or-egon for many years to come,” saidJohn Rosenow, founder and chiefexecutive of the Arbor Day Foun-dation. “The trees will also add tothe proud heritage of Oregon’s ex-isting Tree City USA communi-ties.”

Ms. Jaeger, Ombudsman for theState of Oregon and the agencydirector, appreciates the contribu-tions of over 200 volunteers aroundthe State of Oregon who volunteertheir time to serve as resident-fo-cused advocates. According toJaeger, “These are people withgreat skills to share, and they lovethe flexible schedule, challenges,and the ability to be empoweredand empower the residents to en-sure a quality of life that protectstheir rights and dignity”. The Planning Commission iscomprised of seven members ap-pointed by the City Council and isa permanent advisory body to thecouncil on matters related to plan-ning and development. The com-mission holds monthly public meet-ings to consider land use and zon-ing matters presented by staff,such as plan amendments, zonechanges and amendments, condi-

tional use permits, variances andtentative subdivision projects.Meetings are the third Wednesdayof each month at 7pm at BoardmanCity Hall.
