1. Introduction to HCSA (1/4)
• The content to be shared during this training on the Healthcare Services Act (HCSA) is not exhaustive andtouches on main points that are related to the new licensing system, which will be covered in the laterportions of this session
• For more detailed information on HCSA, please visit www.HCSA.sg to access resources on the act, itsservices, and the implementation approach and transition from PHMCA.
• For any further queries specific to HCSA, details on how you can send in such queries to MOH can be foundon the HCSA website.
1. Introduction to HCSA (2/4)
• The Healthcare Services Act (HCSA) will replace the existing Private Hospitals and Medical Clinics Act(PHMCA).
• In addition to better safeguarding the safety and well-being of patients in the changing healthcareenvironment while enabling the development of new and innovative services that benefit patients, HCSAwill also strengthen governance and regulatory clarity for better continuity of care to patients throughaddressing the wider issues of patient welfare
Some highlights of HCSA are:
• Services-Based Licensing: Healthcare providers will be licensed based on the type of services they provide
a. Licensable Healthcare Services (Underlying Services)
b. Special Licensable Services (SLS)
• Services which can only be provided if the licensee is granted a licence for at least one of thelicensable healthcare services prescribed as underlying to that special licensable healthcare service
• E.g. Nuclear Medicine Imaging or Assay Services
1. Introduction to HCSA (3/4)
• Refined Roles And Responsibilities Of Key Personnel to strengthen governance and oversight of healthcare services through the following roles:
a. Licensee
b. Key Appointment Holder
c. Principal Officer (PO)
d. Clinical Governance Officer (CGO) – For selected services (e.g. Radiological Service, Clinical Laboratory Service, etc.)
1. Introduction to HCSA – Terminologies (4/4)

• Business Name
– Will replace the previously used HCI Name
– To support the service-based licensing regime, licensees will be given the flexibility to assign a Business Name for each service they are providing
2. Introduction to HALP
▪ HALP (Healthcare Application & Licensing Portal) is the new one-stop licensing portal that will replacethe existing e-licensing system (eLis)
➢ ALL HCSA licensing application to be done online, e.g. applying for new services, renewing licencesor making changes to your licence(s);
➢ ALL Data to be submitted online, e.g. submitting data for Laboratory Developed Tests (Phase 1)and Assisted Reproduction (Phase 2); and
➢ Approved licences may be downloaded or printed from HALP
• Licensees which still have PHMCA licence(s) (e.g. clinics, hospitals, nursing homes), will still be required to use the eLis system for their licensing matters. This will be until these services are ported over to HCSA at each respective Phase
• Login to HALP (https://halp.moh.gov.sg) using CorpPass or SingPass.
• Select the types of services provided.
• Key in licensing details and other service-related information.
• Attach supporting documents.
• Pay the fees computed and submit the licence application.
• Indicate preferred inspection date.
3. Overview of Application Processing
1. Application
Submit application at

• Fill in Self-assessment Checklist.
• Receive confirmation on inspection date.
• Ensure documents are ready for inspection (e.g., MOM’s Registration for Pressure Vessels, NEA’s Licence for Irradiating Equipment etc.)
• Inspectors may contact you for further clarifications after inspection.
2. Inspection
• Receive email notification on application status when all licensing requirements are met.
• View e-licence on HALP upon approval.
• Make amendments to your licence should there be any changes required.
• Renew licence on HALP not later than 2 months from the expiry date. 3. Outcome

One licence will be issued per mode of
service delivery.
4. Overview of HALP Functionalities (1/2)
• New Application
• You can apply for new services and special licensable services (SLS) under HCSA.
• Renewal of Licences
• You can renew their HCSA Service Licence(s) in HALP.
• You may choose to either renew one licence or multiple licences together. In the case of a single
licence renewal, you will be allowed to edit/ make changes to licence information.
• Request for Change
• You can make amendments to your existing licence information.
• You can also view and edit your Personnel List, Mode of Service Delivery List, as well as perform
Change of Licensee and Change of Licence information.
4. Overview of HALP Functionalities (2/2)
• Online Appointment
• You can indicate your preferred inspection date range in the system, and reschedule inspections
(where applicable).
• Rectify Non-Compliances (NC)
• You can follow up and rectify non-compliances identified during the inspections.
• Request for Information
• You can submit additional information or documents requested by MOH for processing your
application.
5. Overview of HALP User Roles
There are 2 user roles available in HALP:
1. Company Administrator: Create, Edit, De-activate and Re-activate other authorised user accounts in
the same organization
2. Authorised User: Access HALP as an HCSA Applicant or Licensee to manage HCSA licences

Data Verification Exercise (1/2)
• You will be participating in Data Verification (DV) Exercise in HALP.
– 1st Oct 2021 (Selected Lab Licensees, EAS/MTS)
– 1st Nov 2021 (All Other Licensees for Phase 1)
• The purpose of the DV Exercise is to ensure that your licence information is up-to-date and accurate for a seamless transition into HCSA.
• It is also to update service and personnel related information that may have changed during the service mapping exercise.
– Your licence information will be ported over to the new licensing system, HALP.
– Services will be ported over to HALP at each implementation phase.
