Moreover, theactionplanaddressestheDIGITALSLOVENIA2020–DEVELOPMENTSTRATEGYFORTHEINFORMATIONSOCIETYUNTIL2020.TheDIGITALSLOVENIA2020strategyisacommitmentforafasterdevelopmentof thedigitalsocietyandtheuseofopportunitiesenabledby informationandcommunicationtechnologiesandtheinternetforgeneraleconomicandsocialbenefits.Alongwiththestrategiesfromitsscope,itenvisagesmeasurestotacklethemajordevelopmentgapsinthefieldofdigitalsociety:fasterdevelopmentofdigitalentrepreneurship, increasedcompetitivenessoftheICT industry, overall digitisation, development of digital infrastructure, construction of broadbandinfrastructure,strengthenedcybersecurityandthedevelopmentofaninclusiveinformationsociety.It foresees priority investment in the digitisation of entrepreneurship, innovative data-driveneconomyanddevelopment,andtheuseoftheinternetand,intheseframeworks,intheresearchanddevelopment of technologies of the internet of things, cloud computing, big data and mobiletechnologies.

Action/serviceUsing the SEROI+ process which was developed in the project, we have created the “SlovenianNationalReferenceNetworkofCreativeEnvironments”(shortname:FablabNetworkSlovenia,FNS).FNSaggregatesimportantstakeholdersthatactasproviders,enablers,supportersorpotentialusersofcreativeenvironmentsacrossSlovenia.Creativeenvironmentsaredefinedasanycreativephysicalspacewitharbitraryequipmentandpersonnel,providinginnovation,design,prototypingandotherservices,eg.FabLabs,MakerspacesorCoworkingspaces.FNSactsasahub,thatwillprovidedifferentservicestocreativeenvironments,suchassharingoftheequipmentormentors(personnel,experts)toitsmembers.Itwillalsobeoneofthemeanstorepresentideas,positions,proposalsandremarkstowardsthepolicymakersandgovernmentalbodies,influencingpoliciesandregulatoryframework.Finally, it isalsoamechanismtodevelopnational strategiesand futureactions related todomaindescribedabove.The national FabLab network was recognised by several managing bodies (Ministry of PublicAdministration,Ministry of Education, Science and Sport,Ministry of Economic Development andTechnology,MinistryofLabour,Family,SocialAffairsandEqualOpportunities,MinistryofCultureandGovernment Office for Development and European Cohesion Policy), responsible for theimplementationoftheOP,thepolicyinstrumentchosenbytheSlovenianpartnersfortheERUDITEproject,asaframeworkforpromotinginvestmentinproductandservicedevelopment,technologytransfer, social & eco- innovation, public service applications, demand stimulation, networking,clustersandopeninnovationthroughsmartspecialisation.Asaresult,theUniversityofLjubljanahassubmittedaProposal for theplacementof theFabLabnetwork in the implementationplanof theoperationalprogramfortheimplementationoftheEuropeancohesionpolicyfortheprogrammingperiod2014-2020.Thedocument,availableinSlovenelanguageisintheANNEX.

4.1. BackgroundRepublic of Slovenia is predominantly rural country. There are two larger urban areas, cities ofLjubljanaandMaribor.Urbanareasarerelativelycloseandeasilyaccessible,sothereisatendencyofpopulationmigrationsfromruralareastowardsurbanareas.SincethedeclarationofindependenceofRepublicofSlovenia,27yearsago,itseconomychangedtothegreatextent.Bigcompaniesandfactories,employingthousandsofcitizens,previouslyscatteredaround thecountry, also in rural areas,wereclosingdownand the focusmoved towards smaller,privatelyorfamilyowned,smallenterprises.TherearemanySMEsacrossthecountry,someofthemexportoriented,however,mostof themencounterchallenges intermsof findingqualifiedhumanresources,financialassetsforR&Dandlackoftime.Thismakesinnovation,creationofnewproductsorimprovementsinexistingproductsandservicesverydifficult.Remaininglargerenterprisesoutsideofurbanareasalsohavedifficultiestofindwellqualifiedhumanresourcesinthelocalenvironments.Challenges described above lead to slow but steady decline of rural areas. As a consequence,elementary and secondary schools have less students and local economies gradually shrink.InfrastructuralandotherinvestmentsarebecomingmoreandmoredependentonthenationalandEuropeanfundsandsubsidies.Ontheotherside,ithastobestatedthatduetohistoricalreasonsruralareas in Slovenia still have their specifics and experience in different economic domains (eg.woodenwareinsoutheastofthecountry).SlovenianNationalReferenceNetworkofCreativeEnvironments(FNS)representsoneofthepossiblemechanismstoovercomechallengesand issuesdescribedaboveaswellas tousethepotentialof

ruralenvironmentsforthefuturedevelopment.Itsaimistoempowerruraleconomiesineconomicdomainsthatwerealmostforgottenorinnewdomainswithhigheraddedvalue.Thisservicewasco-designedbyexistinginitiativesandcreativeenvironmentsacrossSlovenia,localmunicipalities,localcompanies, educational institutions andnational policymakers. Itwas coordinatedby theEruditeprojectpartner,universityofLjubljana.MainchallengesthatFNSwilladdressare:• tofosternewproductandservicesdevelopmentinruralcommunities• toreducemigrationsofyoungpeoplefromruralcommunitiesandtoincreasemigrationsintoruralcommunities• tosupportlocaleconomiesoftheruralcommunities• toincreaseknowledgeexchangeandlevelofskillsinruralcommunities,relatedtomaindomainsoflocaleconomies

“Future Digital Service”, LORMES,France:

PresentationoftheexistingFabLabinthe rural environment in Francereasonment behind and its servicesprovided;

DuringourpartnershipmeetinginFrance,wehavevisitedaFabLabinasmallvillageLormes.Beforethevisit,inSlovenia,we only had FabLabs in Ljubljana, the capital city, andMaribor, the second largest city in the country. ThepartnershipvisitwasaninspirationofestablishingFabLabsin ruralenvironments,aswell.We really liked the ideaofenablingpeoplemakingtheirideasintoprototypesintheirown local environment. That is why we started thinkingaboutestablishingFabLabs inruralareasaroundSlovenia,aswell.Whatwehavedonefurther,isweconnectedthoseFabLabs inanetwork,because togetherwithour regionalstakeholdersand themanagingauthority,webelieve thatbecauseof thenetwork, theactivitiescanbecoordinatedandtheimpactwillbehigher.

FamilyLab,Venice,Italy

During our partnership meeting in Italy, we have visitedFamily Lab. What we found interesting there is how thechildrenwere involved and taken care of in a co-workingcentre.Wefoundthispracticeasaveryusefulone,aswebelievethatbyintroducingtheconceptoffamilylabintheFabLab network, we can inspire the children for STEAM,creativityandprototyping.

“CoLab - Innovation Hub in NorthWestIreland“,Letterkenny,Ireland:

Coworking space for more then 20SMEs, provision of all requiredservices

InOctoberwehavevisitedtheAislannCenterinDonegal.Whatwefoundveryinterestingishowsuchdigitalcenterhelpedtheruralenvironmentstay“alive”-bybringingnewpeopleandcompaniesalsofromothercountrieslivingthere.Welearntaboutthetypeofsupportneededfromthecompaniesfromsuchcenter.Thelearningswereusedtodevelopprograms,thataregoingtobeofferedtocompaniesintheFabLabswithintheFabLabnetwork.

TEAKCentre,Finland

TheTEAKCentreinFinland,wehavevisitedduringthepartnershipmeeting,wasinspiringforus,andourregionalstakeholdersasanefficientwayhowcompaniescanskillnewworkforceorre-skillpeoplefortheneedsofthecompany.Oureducationandtrainingsystemisusuallyverylong,andgeneralinmanysenses.Asaresult,companies,cannotgetworkforcewiththespecificskillsneeded.However,byintroducingfocusedandtimeeffectivetrainingswithintheFabLabNetwork,wecanhelpthecompaniesgettheworkforcewiththespecificskillsinamuchshortertime.

4.3. Action/servicedescription

TheFablabNetworkSlovenia(FNS)isalreadybeingestablished. Sofar,allstakeholdersacrossthecountrywerenotonlycontactedand informed,butalsoengaged.TheFNShas80partnersso far,coveringdifferentfieldsofinterest,frompolicymakers,tolocalcommunities,regionaldevelopmentagencies,universitiesandmostimportantlyalreadyrunningcreativehubsinbothNUTS2regionsofthecountry.

Thereare27FabLabsinthenationalnetwork.SomeoftheFabLabwereexistingbeforeERUDITE,forexample MakerLab, and RogLab, and some of them were established or are in the process ofestablishmentbecauseofERUDITE,forexampleFabLabsinPtuj,Koper,Ribnica,Krško,Žalec,Novomesto,..etc.AltoughsomeoftheFabLabswereexistingtheywerenotcollaborating,andtheeffectswereverylimited.BecauseofERUDITE,notonlynewFabLabsarealreadyestablishedoraregoingtobeestablished,buttheyareallconnectedinawellstructuredandcoordinatednetworkwithmuchbigger impact both on local, but also on national level because of the rural-rural and rural-urbancollaboration.

There were several stakeholders FNS meetings already performed and practical workshops withpartnersalreadyconducted.Thetopicsoftheworkshopscombinedopeninnovationstrategieswithsocialandeconomicreturnoninvestmentknowledge.Partnersfollowedstepstoidentifyandclarifytheirownrationales,challenges,stakeholders,indicatorsrelatedtotheirroleinthisfield.

Additionally, five working groups within FNS, consisting of partners’ representatives, wereestablished.Theirfieldsofworkinclude:

1. listinganddescribingavailableequipmentandtools(includingequipmentofexistinghubsandtheirindustrypartners)tobesharedamongFNSmembers

2. listinganddescribingavailablementors,expertiseandskills,tobereusedamongFNSmembers

3. identifyingandspecifyingcontentdomainsinwhichcreativehubsoperateandwilloperate

4. identifying possible and viable business models for creative environments as well as for thesustainabilityoftheFNSitself,aftertheinitial5yearsperiodofpublicfunding.

5. clarifyinglegal,IPRandotheraspectsrelatedtotheoperationofcreativehubsandotherinnovationenvironments.

FNSwillprovidefollowingservicestoitsmembersaswellastothewiderpublic:

• Exchangeoftheavailableequipmentandtoolsamongmembers

• Exchangeofmentors,expertiseandskillsamongmembers

• Both above mentioned services will be performed on the Virtual FNS platform that will beimplementedincrementally.Theplatformwillconsistofrepositoryofwelldescribedequipmentandtools(alreadyunderdevelopment)anddatabaseofmentors,theirexpertiseandskills(alsounderdevelopment).Itwillalsoconsistofthereservationsystemandanareawereallcreativehubswillhaveapossibilitytopresentthemselves,theirprojectsandideas.Finally,theplatformwillsupportmultimediacollaborationenvironment,whereall thememberswillbeable toperformcommonprojects,conferences,webinarsandothercollaborativeactivities.

TheFNSwillactasanecosystemtosupportinnovativeandcreativeprocessesinruralenvironmentsandacrossdifferenteconomicdomainsinSlovenia.Itwillfurthersupportconnectionsbetweentheindustry,educationalsystemandopenminded,creativeindividualsacrossthecountry.

ItisworthmentioningthatoneofthemostimportantareasofFNSoperationwillbeengagementofthethirdagepopulation,peoplethatalthoughalreadyretiredhavevastexpertiseandexperienceandcouldparticipateinthecreativehubsasmentorsandadvisers.

Finally,ithastobestatedthatFNShasalreadystarteditsoperationduetohighdemandforitsservicesacrossthecountry.Thefuturefundingisneededespeciallytooptimise,systemiseandprofessionaliseitsserviceinorderforthenetworktobecomefullysustainableafterfiveyearsofitsoperation.

For eachof the 27 creative hubs in Slovenia, 20.000,00 EUR is proposed as a cumulative sum forequipment; It is also envisaged that on some locations, essential “Building / renovation /refurbishment”activitieswillbeco-financedbytheFNS.

4.7. ViabilityandsustainabilityTheneedsforoperationaldeliveryoftheFNSservicestoidentifiedtargetgroupsofusers(namely,alreadyexistingcreativehubsandtheonesthatarebeingsetup)areimminent.Twoserviceswereidentifiedasessential:providingdifferentkindsofsupporttonewcreativehubs,duringestablishmentprocess and exchanging mentorship and expertise among existing hubs. This means that all thenecessary steps to establish the FNS will continue in parallel with establishment of theaforementionedservices.

Theamount2.8MEURwasdistributedto5FabLabs,whicharepartoftheFabLabnetwork.Forthisamountisverydifficulttosaywhatpartwasinfluencedbytheproject,asmanyactivitiesrelatedtoenhancingcreativityandprototypingweregoinginparallelinSloveniainthelastperiod.However,all5FabLabsareinvolvedinthenetworkandarefollowingtheconceptdevelopedwithintheERUDITEproject.EachFabLabobtainedbetween500000and700000EUR.

Anothersmallerscalefinancingwasalreadyapprovedinthefirstquarterof2018withintheLIVERURHorizon 2020 project andwill support essential steps to start provisioning of the services to thecreativehubs.Thiswillbesufficienttoestablishinitialsystemofmentorshipandexpertiseexchangeamongexistinghubsandtoprovideinitialconsultingtonewhubs.

It is expected that funding from the operational programme will start in 2019, enabling FNS toestablishallenvisagedservicesandtoperformthem.It ispresumedthatthefundingwillcontinuethreeyearsaftertheendofthesecondphase,withgradualannualdecline.Afterthecompletionofthe public funding, the FNS will start to collect member fees from its members, apart from 27connectedcreativehubs,alsootherFNSpartners,currently,thenumber is80.Thefeeswilldiffer,dependingontheservicesprovidedtocreativehubsorFNSpartners.

Thecashflowsandprojectionsarestillunderpreparation,asstatedintheprevioussection,byoneoftheworkinggroupsoftheFNS.

4.8. ImpactexpectedTheimpactsenvisaged,relatetodifferentstakeholdersthatincludewidetargetgroupofcitizensandbusinessesacrossthecountryandarepresentedbelow.Mostoftheimpactswillbearesultofjointorconnectedoperationofindividualcreativehubs,enabledbytheexistenceofFNS.First,itispresumedthatyoungpeoplewillhavemorechancesofgettingaqualityandsustainablejobsintheirenvironment.TheimpactwillbemeasuredsimplybycalculatingnumberofjobscreatedwithinFNScreativehubsmembers.Thereare two impacts expected for theSMEs,First, it is expected that theywill begettingmorequalifiedandwelltrainedemployeesandsecond,itisexpectedthattherewillbemorecollaborationamongSMEs.Bothimpactswillbemeasuredbynumberofpeopletakingpartinthetrainingandotheractivities with creative hubs, being employed by the SMEs and number of joint projects beingperformed.Oneofthemostimportantimpactsforruralregionsisthattheproposedservicewillkeeptheregionalive.Thiswillbepossiblebykeepingtheyoungpeopleintheregionorreturningtotheregionaftercompletionoftheirstudies.Thiswillbemeasuredbycalculatingnumberofyoungpeoplereturningfromstudiestotheirhomeregionormigratingtotheruralregions,aswellasthroughborn/diedratio.Thereareother, justas important impacts thatneedtobeconsidered. It isexpected thathealthyinnovation ecosystem, supported by FNS will result in more women involved in creative hubsactivities,thusprovidingmorethusprovidingmorewomeninSTEAM.Finally, engagement of retired, third age population, will result in active ageing throughintergenerationalcooperationwithotherstakeholdersofthecreativehubsFNSmembers.

4.9. MonitoringactivitiesinPhase2MonitoringactivitieswillbeembeddedintotheFNSmanagementprocedures.TheFNSwillmeasureindicators (most important are described above) on the quarterly basis. It is expected that theindicatorswillstartshowingresultsinthethirdyearoftheFNSoperation.

Also,therealfundingversusanticipatedfundingopportunitieswillbecloselymonitoredandassessed.

FNSwillperformconstantassessmentandevaluationofthemembers’satisfactionwiththeservicesprovided.Thiswillbeperformedviainterviewsorcommonmeetingswithmembers. It isexpectedthat since themembers themselves participate in establishment aswell as in theperformanceofservicesthelevelofsatisfactionwillbesufficientandpossibleactionstoimprovetheserviceswillbequicklyidentifiedandimplemented.
