1. 1. Overview
2. 1.1 Project Overview
Wuding - Kunming Expressway is a section of Lanzhou - Mohan Highway in Yunnan
Province as a part of the National Western Development Corridor Project. Upon completion,
the Project Expressway will open up and connect the northern gate of Yunnan Province into
the National Expressway Network and facilitate the earlier completion and opening of the
international corridor to Mohan Border Trade Port. Construction of the Project will have far-
reaching implications to facilitate the economic growth, enhance the emerging points of
economic growth and speed up the construction of the well-off and harmonious society in the
ethnic minority areas along the Project Expressway.
With a full length of 63.6km, the Project Expressway has a design speed of 100km/h for
the section from Wuding to Fumin and 80km/h for the section from Fumin to Kunming. Along
the whole expressway, there are 3 extra-large bridges with a full length of 8969.24km, 61
large bridges with a full length of 28657km, 5 medium bridges with a full length of 341km and
64 underpasses and culverts, 4 interchanges and 4 tunnels. Along the expressway, 4 toll
plazas (including 1 mainline toll plaza), 1 expressway management sub-center, 2 tunnel
management stations and 1 maintenance section and 1 service area will be provided.
Cities and towns that the expressway runs by include Wuding, Zhebei,Fumin, Daying and
Kunming.
The Project commenced in November 2009 and is scheduled to complete in 2 years.
3. 1.2 Purposes and implications
In the first half of 2010, MOT Environmental Protection Center carried out totally two
construction period environmental monitoring operations in accordance with the
requirements of the construction period environmental monitoring plan proposed in the
"Technical Service Contract for Construction Period Environmental Monitoring for Wuding-
Kunming Expressway", "Report of Environmental Impact Assessment for Wuding-Kunming
Expressway of Lanzhou-Mohan Highway under the National Western Development Corridor
Project" as well as the "Implementation Plan of Construction Period Environmental
Monitoring for Wuding-Kunming Expressway of Lanzhou-Mohan Highway under the National
Western Development Corridor Project".

The Environmental Monitoring Report for the 1st half of 2010 presents the monitoring
outcomes of environmental pollution to the living and learning environment of the local
villagers and school teachers and students as well as the local environment during the
construction of the subgrade, bridges and tunnels under the Project and provides a scientific
basis for strengthening management of environmental protection activities in the construction
period and inspection and acceptance of environmental protection aspect upon the
completion of highway projects.

5. 1.4 Project Implementation Progress in 1st Half of 2010
The main construction activities in the monitoring period lasting from April 2010 to
August 2010 mainly comprise of three parts, namely subgrade construction, bridge
construction and tunnel construction. The subgrade works in the early stage mainly include
retain walls, culverts and underpasses and by August 2010 the majority of the subgrade
works had commenced, except for a few individual sections. The main construction activities
include earthwork and stonework excavation and transportation for the high embankment
slopes, removal and deep excavation of top soil in the right of way, masonry works of the
debris dam around the dumping ground, construction of subgrade retaining walls and access
roads as well as the construction of bored pile bridge foundation and drilling and excavation
works of tunnels.
6. 1.5 Distribution of monitoring sites
Representative sensitive sites involving a relatively large number of affected HHs are
selected as sites for each phase of environmental monitoring in accordance with the principle
that “such sites will be the focal point of monitoring, be representative of the section where
they are located and able to give a feedback on the situation of the entire expressway” and
based on factors of terrain, landform and elevation difference of subgrade in the respective
road section.

Construction progress achieved at each of the monitoring sites by Phase 2 construction
period environmental monitoring in 2010 is shown in Table No. 2 and the progress of on-site
construction activities is shown in Figure No. 1.

8. 2. Monitoring Results and Assessment
This construction period environmental monitoring is carried out in accordance with the
relevant requirements included in the “Implementation Plan of Construction Period
Environmental Monitoring for Wuding-Kunming Expressway of Lanzhou-Mohan Highway
under the National Western Development Corridor Project”.
9. 2.1 Ambient air
10. 2.1.1 Assessment standard
Assessment of the ambient air quality along the project expressway is carried out in
accordance with Class 2 standards specified in “Ambient Air Quality Standard” (GB3095-
1996) and the specific standard limits for total suspended particles (TSP) are shown in Table
No. 3 as follows.

11. 2.1.2 Monitoring Results and Assessment
In the first half of 2010, one monitoring was conducted over the ambient air quality and the results of this monitoring activity are shown in Table No. 4. For information regarding the distribution of TSP and NO2 concentrations of the monitoring sites, see Figure No. 2 and No. 3.

It is known from Table No. 4 and Figure No. 2 and No. 3 as above that the TSP
concentrations measured during this monitoring process at the monitoring sites at Yangliuhe,
Kuinan and Sancun are in the range of 0.12 to 0.29mg/m3 while the NO2 concentrations
measured at these monitoring sites are in the range of 0.03 to 0.7mg/m3, both satisfying the
limit values for Class II stipulated in “Ambient Air Quality Standard” (GB3095-1996).
12. 2.2 Sound environment
13. 2.2.1 Assessment Standard
Assessment of noise level at construction site boundary during the construction period of
the Project Expressway is conducted in accordance with “Noise Limit at Construction Site
Boundary (GB12523-90)”. See Table No. 5 for details of the standard limits.

14. 2.2.2 Monitoring Results and Assessment
Monitoring of noise on the boundary of construction site was conducted totally in 2
operations. Since no construction activities were going on at night in the road sections where
the 7 monitoring sites are located, only noise level in day time was monitored according to the
requirements in the “Implementation Plan of Construction Period Environmental Monitoring
for Wuding-Kunming Expressway”.
See Table No. 6 for the monitoring results. Trend of changes of the noise monitoring results
at each monitoring site are shown in Figure No. 4 to 10.

It can be seen from Table No. 6 and Figures No. 4 to 10 that the construction site
boundary noise level measured at the monitoring sites in the road sections for the 1st half of
2010 ranges from 42.6 to 69.1dB and the noise monitoring results of the majority of these
monitoring sites increased relatively along the development of the construction period.
Construction site boundary noise level measured at these monitoring sites complies with the
specified limit value in the “Noise Limit at Construction Site Boundary (GB12523-90)” and
little impact is produced on the sound environment at the sensitive sites along the project
expressway.
15. 2.3 Water environment
16. 2.3.1 Assessment Standard
For Shalang River (at K53+650) crossed over by the project expressway, water quality is
controlled in accordance with Class II standards specified in "Surface Water Environmental
Quality Standard" (GB3838-2002) while TSP control is carried out with reference to Class II
standards specified in "Quality standards for surface water resources" (SL63-93)
promulgated by the Ministry of Water Resources. For Tanglangchuan (at K30+700) , water
quality is controlled in accordance with Class V standards specified in "Surface Water
Environmental Quality Standard" (GB3838-2002) while TSP control is carried out with
reference to Class IV standards specified in "Quality standards for surface water resources"
(SL63-93) promulgated by the Ministry of Water Resources. See Table No. 7 for the specific
limit values specified in such standards.

17. 2.3.2 Monitoring Results and Assessment
For the 1st half of 2010, totally two surface water quality monitoring activities were
carried out. See Table No. 8 and 9 for the water quality monitoring results. Trend of changes of
the water quality monitoring results are shown in Figure No. 11 and 12.

It can be seen from Table No. 8 and 9 and Figure No. 11 to 14 that:
During the 1st monitoring of 2010 at the monitoring sites of Shalang River and
Tanglangchuan crossed over the project expressway, the monitored concentrations of pH,
COD and petroleum at all the monitoring sites comply with the respective water quality
standards specified in "Surface water environmental quality standard" (GB3838-2000) and
the monitored concentration of SS complies with the relative water quality standards
specified in "Quality standard for surface water resources" (SL63-93), with the exception of
TSP that exceeded the limits of such standards.

pH:The pH values measured each of the water quality monitoring sites of these rivers
ranged from 7.4 to 8.8 and little changes were noticed of the pH values at the upstream and
downstream cross sections at the same monitoring site.
COD: The COD concentrations of Shalang River and Tanglangchuan respectively range
from 2 to 12mg/L and 24 to 39mg/L, both being below the limit values specified in the
national standard. Little changes were noticed of COD concentrations at the upstream and
downstream cross sections of the same monitoring site, indicating that little impacts are
produced on the water quality of the local water bodies during the construction of the project
expressway.
Petroleum: The concentrations of petroleum in Shalang River and Tanglangchuan
respectively range from 0.01 to 0.02mg/L and 0.24 to 0.61mg/L, both being below the limit
values specified in the national standard. Little changes were noticed of petroleum
concentrations at the upstream and downstream cross sections of the same monitoring site.
SS: The SS concentration measured in Shalang River is less than 10mg/L, below the
limit values specified in the national standard while that in Shalangchuan ranges from 43 to
99mg/L in the first monitoring of Year 2010 and exceeds the limits of the national standard
mainly because of the high turbidity caused by heavy precipitation.
18. 3. Monitoring Conclusions
The monitoring data demonstrates that the project area had a sound ambient air, water
and sound environment during the monitoring activities for the 1st half of 2010.
(1)Ambient air
For the year, the ambient air quality monitoring results of TSP and NO2 met the
standard limits of Class II specified in "Ambient Air Quality Standard" (GB3095- 1996).
(2)Water environment
During the 1st monitoring of 2010 at the monitoring sites of Shalang River and
Tanglangchuan, the monitored concentrations of pH, COD and petroleum at all the
monitoring sites comply with the respective water quality standards specified in "Surface
water environmental quality standard" (GB3838-2000) and the monitored concentration of SS
complies with the relative water quality standards specified in "Quality standard for surface
water resources" (SL63-93), with the exception of TSP that exceeded the limits of such
standards.
(3)Sound environment
The construction site boundary noise level measured at the monitoring sites for the 1st
half of 2010 complies with the specified limit value in the “Noise Limit at Construction Site

Boundary (GB12523-90)” and little impact is produced by the project expressway on the
sound environment at the sensitive sites.
19. 4. Existing problems
20. The main problems existing during the construction period of the
Project include: the monitoring results of the monitoring factors of surface water
quality in the two phases of monitoring are found subject to relatively significant
changes and dumping of construction wastes produced by the riverside sections
produced certain impacts on the water quality of the respective rivers. In addition,
heavy dust is raised during subgrade construction in some individual sections and
the frequency of water spraying and dust suppression is relatively low.
21. 5. Conclusion
In the first half of 2010, Wu-Kun Expressway Project Management Office and the
construction and supervision companies paid relatively serious attention to issues of
environmental protection arising from construction of the project expressway. However,
some individual problems still exist. It is thus suggested that the construction companies take
further actions of environmental protection as proposed in the EIA Report and make
continuous and stronger efforts in environmental management of the sensitive sites along the
project expressway by making proper control of the distribution density of the construction
plants, increasing the frequency of water spraying and providing covering facilities to areas
where serious pollution may arise in the course of construction to control dust raising and
well managing construction plants in road sections along the rivers to prevent possible oil
pollution of local water bodies.
