PREFACE
This Environmental Monitoring Report (EMR) for the Machhagaon Subproject presents the salient features demonstrating the compliance status of environmental mitigation measures, environmental monitoring of selected parameters for the civil work contractors. It is in compliance with Loan Covenants of Project ‐2 of the OIIAWMIP for the period January 2016(Date of commencement) to end of June 2016. The report has been prepared for the PMU with guidance support and assistance of Institutional Strengthening and Project Management Consultants (ISPMC).
This report represents Compliance with Environmental Safeguard Policy of ADB which includes preparation of Initial Environmental Examinations (IEE) reports ‐prepared for Project ‐2, Environmental Monitoring Plans (EMP) preparations and implementation monitoring with periodic monitoring reports. The report preparation, field activities for data acquisition was planned and undertaken with PMU/SIOs supported by ISPMC.
This document has been prepared using all available subproject chronological and current data / information, with necessary compilations for presentation; and analysis as deemed practicable to comply with Loan Agreement Schedule 5, Paras 5, 10,11 and 14 item for the OIIAWMIP project –which requires PMU to submit progress report on the EMP implementation as part of ADB’s Safeguards Policy Statement (2009).

EXECUTIVE SUMMARY i. “Orissa Integrated Irrigated Agriculture and Water Management Investment Program” (OIIAWMIP) is a multitranche financing facility (MFF) project with Asian Development Bank (ADB) assistance. Department of Water Resources (DoWR) had completed Project‐1 implementation and Project ‐2 is under progress. Project 2 of the MFF implementation has commenced and will be closed in September 2018. It will modernize irrigation infrastructure of 4 major( Machhagaon, Pattamundai, HLC Range ‐1 and MCII) and 3 medium( Ramial, Kanjhari and Kansbahal) subprojects and 750 minor lift irrigation (MLI) schemes in selected river basin of Odisha. It will also strengthen 169 WUAs in improved land and water management for increase agricultural production, and restore saline embankments in 12 segments covering about 57 kilometres.
ii. The Executing Agency (EA) is the Department of Water Resources and the Implementing Agency (IA) is Project Management Unit (PMU). PMU / Subproject Implementation Officers (SIOs) undertake civil works through Contractors selected through National Competitive Bidding (NCB).
iii. The “Orissa Integrated Irrigated Agriculture and Water Management Investment Program (OIIAWMIP) under Project‐ 2 includes Irrigation sub‐projects and Saline Embankments which are classified as “Category B” according to the Environment Policy (2009) of the Asian Development Bank (ADB). An environmental assessment and review framework (EARF) was also prepared to guide the environmental assessment of the subprojects. An Initial Environmental Examination (IEE) reports were prepared for the proposed sub‐projects. Environmental Management Plan (EMP) is part of the IEE. EMP implementation responsibility mostly lies with the Contractors.
iv. Under Project ‐2, 6 sub‐projects out of 7subprojects commenced civil works {three major subprojects (Machhagaon, Pattamundai and HLC Range‐1); three medium (Ramail, Kanjhari and Kansbahal)} and 10 saline embankments out of 12 have commenced civil works, the implementation of EMP was Contractors responsibility. EMP is part of civil work contract packages executed by Contractors, but not with the civil works carried out by Pani Panchayat (for irrigation subprojects only). The semi – annual Environmental Monitoring Report (EMR) is prepared for each subproject, the present EMR report pertains to the Machhagaon subproject.
v. The Machhagaon sub project was divided into 12 contract packages and one sub‐minor package implemented by Pani Panchayat. , Out of the 13 contract packages (including sub‐minors) during this period 4 contract packages (CW‐ NCB‐ MAC‐01, CW‐ NCB‐ MAC‐02, CW‐ NCB‐ MAC‐03, and CW‐ NCB‐ MAC‐05) have commenced civil works after signing the agreement. While Contract package CW‐ NCB‐ MAC‐01 agreement completed on 25 January 2016; CW‐ NCB‐ MAC‐02 was done on 9 February 2016, CW‐ NCB‐ MAC‐03 contract signed on 9 February 2016 and CW‐ NCB‐ MAC‐05 contract package agreement done on 15 February 2016, while the rest of 8 contract packages and sub‐minors are yet to be awarded
vi. The objective of this report is to assess:(i) compliances of the project with the requirements of ADB’s environmental safeguards contained in ADB’s Environment Policy, (ii) the status of obtaining statutory clearances by the Contractors as per the national environmental laws, Govt.

of India and (iii) status of implementation of mitigating measures suggested in the EMP and difficulties encountered during the stages of implementation. The report findings also assist in formulation of corrective actions by PMU that may improve EMP implementation adjustments and in suggesting mechanism for effective supervision during Project‐2 implementation
vii. Monitoring and reporting on EMP issues was going well there was no change in the scope of work from the approved contract package.
viii. The SIO staff and contractor representatives at site were explained by ISPMC, Environment Specialist on the environmental safeguard requirements and the required measures that are needed at site along with necessary on job – training / sub project level trainings (on national environmental law requirements, environmental safeguards requirements of ADB, contractual clauses for EMP implementation. PMU with the help of ISPM consultants are also monitoring overall project progress and evaluating project benefits, social and environmental impacts.
ix. As part of capacity building program few persons (SIO staff and Contractors) were trained in the EMP implementation, environmental safeguards and an environmental Check list was introduced to the Contractors through PMU for effective monitoring.
x. The environmental monitoring report preparation for the implementation period i.e. from the date of agreement/ commencement to end of June 2016 is based on the monthly EMP checklist submitted by Contractors through SIO staff, feedback obtained from SIO staff especially Junior engineers inputs during day to day field activities, random field checking of work sites and verification and validation of information submitted by the Contractors and feedback from villagers through consultations by ISPMC Environment specialist form the basis for preparation of the report.
xi. the Machhagaon sub project doesn’t require any environmental clearances from the State Pollution Control Board or Ministry of Environment & Forests since this subproject is an existing one, no new canals were formed and only strengthening of existing systems were taken up. The canals are not located in the forest areas nor located in the Coastal Regulation Zone, no clearance were needed.
xii. The Contractors have not established any plants under the sub project. Materials are purchased from the vendors only.
xiii. Overall the EMP implementation was satisfactory in two contract packages and partially satisfactory in two contract packages due to initial delays in documentation / environmental monitoring and testing.
xiv. As per the environmental assessment and review framework prepared for the project, it states that DoWR wants the surface and ground water quality monitoring to assess the source of impacts of upstream urbanization and industrialization and to check the level of deterioration due to increased application of fertilizers and pesticides. The suggested monitoring parameters to the contractor have a dual objective to generate the data base for water quality of WRD and to assess the impacts of construction by the Contractors by

monitoring turbidity. Silt analysis was also incorporated to ensure quality of silt before disposal. The generated environmental data will be utilised for Integrated Water Resource Management Planning. The SIO & Contractors are responsible for the environmental monitoring and the analysis would be carried out by the accredited laboratories.
xv. The environmental monitoring i.e. testing of surface water, silt and noise was carried out during the implementation period.. The surface water quality also shows slightly higher turbidity levels than the CPCB limits acceptable limits, as the river water not used for drinking also, slight change in turbidity levels, which is a temporary impact. The silt analysis results shows the soils are acidic in nature and soils are not polluted due to construction. The noise levels are also with the residential limits as there is limited work activity undergoing at present; however equipment placed away from habitations and the noise levels are within the prescribed noise levels of three wheels vehicles.
xvi. Consultations Focus groups discussions were carried out in two villages (Hajipur and Pandia villages) to obtain feedback from the villagers for taking opinion on EMP implementation. The Consultation revealed during EMP implementation, the Villagers are satisfied with the implementation of EMP measures in the subproject but had some suggestions for undertaking works of sub minors at the earliest.
xvii. In the subproject, SIO has not received any grievances and no grievances were noted during consultations also.
xviii. A compliance review indicates full compliance with Loan Covenants. Table 13 shows the environmental safeguards assurances and the status of compliances.
Conclusions
xix. Overall, EMP implementation is rated generally “Satisfactory” in two contract packages and “Partially satisfactory” in two contract packages. Consultations reveal beneficiaries (local communities) are generally happy with the construction program. No adverse environmental impacts were observed and no grievances noted. The subprojects after under taking renovation of the canals coupled with integrated agricultural activities shall increase economic benefits in the sub project area.
xx. Awareness and Capacity development at PMU/SIOs commenced early in the project and included training on ADB environment policy and its implementation. Orientation programs on Environmental safeguards implementation was conducted during January and February 2016 which involves staff and Contractors of Machhagaon subproject also. Topics included ADB safeguards, environmental laws, contract clauses, and reporting needs
xxi. Subsequently subproject level orientation program was conducted on 21 June 2015 at Balia rest shed to overcome the shorting comings; around 17 persons including the Environment Specialist was present. The key participants were SIO & Contractors staff.
xxii. EMP implementation timelines have been met in general. However, EMP implementation by Contractors is rated satisfactory in two contract packages and partially satisfactory in two contract packages, with only minor initial delays noted by some contractors,

mainly due to understanding of the guidelines, contractual constraints and experience of contractor’s staff.
xxiii. Contractor’s responsiveness is increasing and aided in EMP successful implementation as a Monthly Environmental Check was introduced to monitor all subprojects.
xxiv. The Contractors had recently drilled some tubewells, so SIO had requested contractors to undertake ground water quality test as per IS: 10,500 immediately and the results shall be presented in the next environmental monitoring report.
xxv. The surface water quality also shows slightly higher turbidity levels than the CPCB limits, the river water not used for drinking also and hence impact of surface water observed due to construction is negligible. However SIO will undertake surface water testing form canals after release of water into the canal and also assess the impact of construction.
xxvi. SIO will undertake soil monitoring by collecting samples adjacent to canals as per the suggested frequency of IEE immediately, and the results shall be submitted in the next environmental monitoring report
xxvii. The silt analysis results shows the soils are acidic in nature and soils are not polluted due to construction and desilted material used for filling the low lying areas within Right of Way, hence no impact observed because of construction.
xxviii. The noise levels for all the contract packages are within the residential limits of CPCB; however equipment placed away from habitations and the noise levels are within the prescribed noise levels of three wheels vehicles.
xxix. Contractors provided safety gear/equipment which was not utilized adequately by labour because of discomfort, as observed and informed during monitoring visits, hence there is scope for improvement on the Contractors side to ensure and encourage the labour for a regular use.
xxx. Integrated Borrow area management approach by SIO’s (borrow area test for soil classification, OMC and MDD tests along with agreement with the landowners, obtaining Environmental Clearance from DEIAA/ DEAC) will ensure easy Contractors compliances, as a result this will improve the borrow area management.
xxxi. AIDS awareness program conducted and the contractor shall ensure that they conduct periodically.
xxxii. The EMR data acquisitions may be archived as information and baseline for use in future DOWR environmental program management options and as anticipated policy enforcement changes evolve over time.

1.0 INTRODUCTION
1.1 Project Background
1. “Orissa Integrated Irrigated Agriculture and Water Management Investment Program” (OIIAWMIP) is a multitranche financing facility (MFF) project with Asian Development Bank (ADB) assistance. It aims to enhance the productivity and sustainability of the existing irrigation schemes in the four northern river basins and a part of Mahanadi delta. This will involve renovating irrigation infrastructure, installing participatory irrigation management (PIM) systems with Pani Panchayats (PP) / water users associations (WUAs), and empowering WUAs as a cohesive platform for irrigation operation and maintenance (O & M) and agriculture development. The OIIAWMIP will also strengthen the institutional basis for PIM and integrated water resource management (IWRM) with management reforms and capacity strengthening of the relevant institutions.

In the present report, EMP implementation status of Machhagaon subproject is presented since January 2016( Commencement of award of Contracts) to end of June 2016 The Table 1 Shows the project components contract package wise, starting date of implementation, Scheduled date of completion etc., along with physical progress for each contract package in Machhagaon sub project under Tranche ‐1.

The Machhagaon sub project was divided into 12 contract packages and one sub‐minor package implemented by Pani Panchayat. , Out of the 13 contract packages (including sub‐minors) during the period 4 contract packages (CW‐ NCB‐ MAC‐01, CW‐ NCB‐ MAC‐02, CW‐ NCB‐ MAC‐03, and CW‐ NCB‐ MAC‐05) have commenced civil works after the agreement. 2.0 IMPLEMENTATION STATUS AND EVALUATION 9. In the In Machhagaon Subproject civil works award of contract for 4 contract packages took place during January & February 2016 and while other contract packages are yet to awarded. While sub minors works implemented by Pani Panchayat are also yet to commence. Implementation of Environmental Management Plans is part of Contractors agreement for Contract packages but not for works implemented by Pani Panchayat. Monitoring and reporting on EMP issues was going well there was no change in the scope of work from the approved contract package.
3.0 ENVIRONMENTAL MONITORING PROCEDURE REVIEW 10. To comply with the Environmental Management Plan (EMP) recommendations and Environmental Statutory requirements as per the Initial Environment Examination (IEE) report of the project and loan covenants. Environment Specialist was assisting and advising the PMU, had reviewed the situation of the EMP implementation along with SIO staff of the ongoing contract packages in the subproject and environmental monitoring reports are being prepared as part of Environmental monitoring for the sub–projects under Projects ‐2 which were under implementation (construction stage) after award of contracts.
11. The SIO staff and contractor representatives at site were explained on the environmental safeguard requirements and the required measures that are needed at site along with necessary on job – training / sub project level trainings (on national environmental law requirements, environmental safeguards requirements of ADB, contractual clauses for EMP implementation. PMU with the help of ISPM consultants are also monitoring overall project progress and evaluating project benefits, social and environmental impacts. As part of capacity building program few persons (SIO staff and Contractors) were trained in the EMP implementation, environmental safeguards and an environmental Check list was introduced to the Contractors through PMU.
12. The environmental monitoring report preparation for the implementation period i.e. from the date of agreement to end of June 2016 is based on the monthly EMP checklist submitted by Contractors through SIO staff, feedback obtained from SIO staff especially Junior engineers inputs during day to day field activities, random field checking of work sites and verification and validation of information submitted by the Contractors and PP consultations by ISPMC Environment specialist form the basis for preparation of the report.
4.0 ENVIRONMENTAL COMPLIANCES 13. The environmental compliances are in accordance with the statutory requirements of National, State level authorities, as per ADB safeguard requirements and EMP requirements which were made part of Contractors agreements. The Status of compliances is described below:
4.1. Compliance Status with National / State / Local statutory Authorities
14. The Initial Environmental Examination (IEE) documents have identified the Environmental Regulations and Legislations applicable to the project and the clearances/NOCs to be obtained at various stages of construction. The EMPs detail out the mitigation measures for potential

negative impacts. However, the Machhagaon sub project doesn’t require any environmental clearances from the State Pollution Control Board or Ministry of Environment & Forests since all the subprojects were existing one, no new canals were formed and only strengthening of existing systems were taken up. The canals are not located in the forest areas nor located in the Coastal Regulation Zone, no clearance were needed.
A. Tree Cutting Permission
15. In the IEE document identified there are trees that are present within the existing ROW of embankments out of which some trees might require felling, to the possible extent tree cutting shall be avoided but if any tree needs to be removed shall be done with State Forest Department Permission. The details of tree cutting are provided in Table 2 below:

B. Consent From State Pollution Control Boards:
16. The Contractor doesn’t require any specific environmental clearances from the Odisha State Pollution Control Board since they have not established any crusher/ HMP/ WMM plant etc. The contractors are purchasing the materials (aggregates) from the vendors only details provided in Table 3; they haven’t taken any quarry on lease nor were undertaking any blasting operations.

4.2. Compliances Status on EMP Implementation Machhagaon Subproject
4.2.1 Machhagaon Subproject 21. The Machhagaon Subproject is covering 12 contract packages and one sub minor package. Out of the 12 contract packages only 4 contract packages have been awarded during this period. The status of EMP implementation against different environmental components for each contract package is shown in Annexure 2 to 5.
22. Overall the EMP implementation is rated generally satisfactory with only minor delays (testing of surface water, ground water and silt/ soil) noted by some contractors, mainly due to understanding of the guidelines, contractual constraints and experience of the contractors & SIO staff.
23. EMP implementation quality in each contract packages is rated on a 3‐point scale (i.e. satisfactory, partially satisfactory and unsatisfactory). Ratings are assigned considering the degree of contractors compliance with EMP condition as determined by reports, periodic monitoring by SIO with ISPMC assistance. The definitions adopted for assessment of the EMP implementation quality ratings are: (i) “Satisfactory” (S) ‐ when overall compliant with EMP; “Partially Satisfactory” (PS) mostly compliant with EMP; and “Un‐Satisfactory” (NS)– when inadequately compliant with EMP”.
24. The EMP implementation rating is shown in Table7. EMP implementation out of 4 contract packages, it is generally satisfactory in contract packages ( CW‐ NCB‐ MAC ‐03 and CW‐ NCB‐ MAC ‐05) and Partially Satisfactory in contract packages(CW‐ NCB‐ MAC ‐01 and CW‐ NCB‐ MAC ‐02).

4.2.1.1 Environmental Monitoring 25. During the design phase sub‐project wise IEE’s were prepared incorporating EMP, to make EMP more effective WRD had incorporated Environmental testing and monitoring (Surface water, ground water and silt analysis) as part of environmental budget. As part of technical specification of Contractors BOQ Contractors shall adhere to the mitigation measures as stipulated in the IEE document. As per the environmental assessment and review framework prepared for the project, it states that DoWR wants the surface and ground water quality monitoring to assess the source of impacts of upstream urbanization and industrialization and to check the level of deterioration due to increased application of fertilizers and pesticides. The suggested monitoring parameters to the contractor have a dual objective to generate the data base for water quality of WRD and to assess the impacts of construction by the Contractors by monitoring turbidity. Silt analysis was also incorporated to ensure quality of silt before disposal. The generated environmental data will be utilised for Integrated Water Resource Management Planning. The SIO & contractors are responsible for the environmental monitoring and the analysis would be carried out by the approved laboratories.
26. The details of provisions under EMP as per IEE is detailed in Table 8 which also provides the number of locations against the proposed is also indicated. The analysis of the data is as follows:

4.2.1.1.1 Ground Water Quality Monitoring 27. The project ‐2 do not have a provision of providing tube wells in the on the sides of the canals. However in the subproject contractors had drilled some tube wells under three contract package for providing drinking water to his labour. The details of tube well locations for each contract package is as (Contract package MAC‐01 : 2 (Athanga and Astasambhu villages); Contract Package – MAC‐02 : 2 ( Kahaliapur and Satpura villages); and Contract package – MAC‐05 : 1 in Rambhadeipur village.
28. The Contractors of three contract packaged have drilled tube wells during March / April to meet the water requirements of the labour, hence he was requested by SIO to undertake water quality testing from a accredited laboratories immediately, the results shall be included in the next monitoring report.
4.2.1.1.2 Surface Water Quality Monitoring 29. As per the Initial Environment Examination Report prepared for the subproject there is a provision for testing the surface water in 6 locations. The environmental testing budget was not part of contractor’s responsibility; however SIO had carried out testing from Head Regulator of Machhagaon canal at Jobra.
30. The surface water was not available during the period (January to mid July 2016) as the canal was closed for civil works. So the SIO could not undertake water testing immediately after agreement however after capacity building SIO had carried out testing during June 2016 from Head Regulator which will act as a baseline for the future. However the SIO will undertake testing after release of water in to the canals as per the suggested frequency.
31. The details of surface water quality analysis results are provided in Annexure 6 and the hard copies of test results are available with SIO for reference.
32. The pH of the waters range is 8.52 which is slightly higher than permissible limit of 6.5 to 8.5. While the turbidity of the waters is 2.6 NTU acceptable limit of 1 NTU for drinking water but within the permissible limit of drinking water standards of 5 NTU, which means there is no impact of construction on the activity.
33. The sample was tested for limited general parameters like aluminium, barium, Chlorides, Fluorides, Iron and Nitrates , sulphates etc and total Hardness were tested all the results conform with the CPCB limits.
34. The sample was tested for toxic substances like cyanide, lead, mercury, arsenic and chromium all results confirm within CPCB limits and pesticide residues were also found to be absent
35. The Dissolved Oxygen content is 5.2 mg /l as compared to the inland surface quality standard IS: 2296‐1982 CLASS C i.e. 4 mg/l, BOD is 2.8 mg /l as compared to 3 mg/l and Chemical Oxygen Demand ranges from 16 mg/l. The report also show the presence of total Coli forms in the samples.

36. The water quality monitoring report results shows the water quality is better than Class C and Class E waters, so there would not be any impact on water being used for irrigation. The water quality is not impacted, hence no impact from construction observed.
4.2.1.1.3 Soil Quality Monitoring 37. In the study area, Mahanadi basin is broadly divided into four main regions namely the northern plateau, the Eastern Ghats, the coastal plain and the erosion plains of central table land. The Machhagaon canal falls in coastal plain. The main soil found in the study area are alluvial and laterite soil. The alluvial soil is generally found in Cuttack district. The texture of this soil is sandy loam, silty loam; clay loam and heavy loam and it is very fertile in nature while the laterite soil is generally hard, infertile and acidic in nature.
38. There is a close linkage between geomorphic elements and soils. Soils on the dune regions are deep, sandy and well drained. Those in the intervening depressions are water saturated, clayey and salt enriched. The soils on the levees are silty and well drained. The clay mineral is dominantly illitic. The pH of the soils is about 6.5 at the surface and increases upto 8.0 with depth. The soils are saline as indicated by electrical conductivity, which increases with depth from 1.72 to 5.0 ds/m. The cation exchange capacity of the soils ranges from 16.8 to 21.6 mill equivalent/100 g soil. Exchangeable Mg and Na dominate the exchange complex and this causes low permeability. The organic carbon content is medium in the surface soil due to slower decomposition of organic matter in anaerobic environment. The soils are reported to be medium to low in available P and medium to rich in available K. It follows from the observations recorded above that soil varies from sandy loam of light greyish to light yellowish grey colour to clayey loam of light greyish to deep greyish colour. The soils in the valley flats remain under aquic moisture regime due to shallow ground water level and poor drainage condition, but the situation is different on the dune region.
39. However the soil samples adjacent to the canal embankment were to be tested as per the EMP provisions of the IEE however the SIO was not aware hence he was requested to undertake immediately.
4.2.1.1.4 Silt Quality Monitoring 40. Desiltation of canals are proposed now out of 12 contract packages only 4 packages are in force. Though IEE reports suggested for testing of 6 silt samples in the subproject. However SIO has undertaken testing of silt in 4 locations during the period covering one sample from each contract package.
41. The silt sample from contract package MAC ‐01 was collected from RD 0.060 km of main canal; for MAC‐02 it was collected from RD 25.41 km of main canal; for MAC‐03 it was RD 29.30 km of main canal and for Contract package MAC‐05 it was from RD 0.010 Km of Disty. No‐7. All the samples were tested during 23 June 2016.
42. The details of silt quality report carried out in different locations is shown in Annexure 7, and the copies of test results of acrredited laboratory are available with SIO staff.

43. During 2016 the results of silt analysis shows, the pH of the samples are varying from 5.88 to 6.57 4 which shows they are neutral and electrical conductivity is varying from 36 to 63 . The organic carbon ranging from 0.8 to 0.92 %. The potassium content ranging from 0.021 to 0.024 mg/100g which means low to medium content and phosphorous content varying from 0.1 to 0.16 mg/ 100g, this also indicates low medium content of the silt. The silt was tested from heavy metals as well as pesticide residue the silt does have any pesticide residue nor heavy metals at present .Hence no impact observed in the surrounding environment because of silt disposal.
4.2.1.1.5 Noise Quality Monitoring 44. The ambient air quality standards in respect of noise in the project area for each contract package under Machhagaon were monitored on a hourly basis for each contract package which are under implementation during 24 April 2016. To ascertain the need for mitigative measures to be adopted by Contractors during construction period i.e. Noise emanating from vehicular movements, blowing of horns, and operation of construction equipment like concrete mixer, movement of construction equipments and sound producing instruments etc., were measured for a day during day and night. The noise monitoring reports for each contract package are enclosed as Annexure 8, 8a, 8b, 8b and 8c. The average noise levels in the different subprojects under Machhagaon Subproject are mentioned below in the Table 9.

45. In general the existing noise levels are within the residential category / area limits and also within the three wheelers vehicle noise limits prescribed by CPCB. However, the present work locations are away from the residential areas where the noise levels get diluted hence no impact of noise anticipated, in addition contractors were also instructed to do maintenance of the vehicle and equipments which will also reduce the noise levels further. So Contractor was instructed to adhere to the ambient air quality standards specified under the rules and shall undertake measures for abatement of noise including use of silencer for the vehicle if necessary and sending equipments for maintenance regularly.
4.2.1.2 Plantation Details
46. The IEE has identified that there are some trees within the existing right of way of the embankments, which might get affected due to construction and also to enhance the aesthetics of the area a provision for plantation has been indicated for in the IEE report. The BOQ of the contract packages doesn’t’ have a provision for plantation. However at present no trees were cut

and no plantation was carried out in the subproject areas, however if required as part of compensatory plantation the DoWR shall request State Forest Department in undertaking plantation where ever surplus ROW is available after completion of civil works

4.2.1.3 Consultation( Focus Group Discussion) with Villagers 47. The public consultations were conducted in two villages (Hajipur and Pandia villages) that are located in the Machhagaon subproject.
Hajipur Village
48. The FGD/ consultation was in the Village Hajipur, Birdi Block of Jagatrsinghpur District. The Consultation was carried out on 10 August 2016 with the help of DowR staff, the list of participants enclosed as Annexure 9. The PP/ WUA/villagers expressed happiness over undertaking civil works after a long time where their canals were damaged and not receiving good water supply. The village falls in PP.No 3 ( at present PPs not active) it receives water from Main canal and Hajipur minor A & B canals.
The feedback on environmental issues related to construction was taken. The feedback obtained was good and no environmental issues like dust, irregular borrowing etc in their village. Over all there were no environmental problem associated with the execution of work and the farmers are happy with the works in the main canal however they expressed unhappiness in not undertaking works in minor and subminors as they are dependent on them for good water supply. They suggested there is a need for undertaking packing and lining in many portions of the Hajipur minor as rodents had made holes leading to breach of the embankment. They even suggested during maintenance only scattered works undertaken by SIO that are not sufficient. They even suggested release of early water to facilitate the kharif crop cultivation. Some have suggested the outlet positions in the subminor are not proper which may be rectified. All the issues were brought to notice of Executive Engineer and they will ensure to address while taking up works in minor and subminors
49. The overall feedback got is that there are no environmental issues which are observed as part of the construction activity. Villagers expressed satisfaction for the works completed.

Pandia Village
50. The FGD/ consultation was in the Village Pandia, Birdi Block of Jagatrsinghpur District. The Consultation was carried out on 10 August 2016 with the help of DowR staff, the list of participants enclosed as Annexure 9a. The PP/ WUA/villagers expressed happiness over undertaking civil works after a long time where their canals were damaged and not receiving good water supply.
51. The feedback on environmental issues related to construction was taken. The feedback obtained was good and no environmental issues like dust, irregular borrowing etc in their village. Over all there were no environmental problem associated with the execution of work. The PP have expressed some suggestions for minor and sub‐minors: survey of the sub‐minors shall be undertaken to ensure proper embankment height and to maintain proper bed levels. Even PP expressed they have lot of problem in the subminors which need to be addressed at the earliest to ensure proper supply of water in to their fields.
52. The villagers said they are undertaking only Kharif cultivation at present and no rabi in general. They are cultivating Paddy and the yield is around 17 to 18 quintal and they are using organic and inorganic fertilisers, they use around 75 kgs of fertilisers for one acre at different stages.
53. The overall feedback got is that there are no environmental issues which are observed as part of the construction activity. Villagers expressed satisfaction for the works completed.
4.2.1.4 Grievance Mechanism
54. The subproject is part of Project ‐2 of investment program (OIIAWMIP) which has established a Grievance Redress Mechanism (GRM). In addition, there is an arrangement at the district level which provides a grievance mechanism whereby a grievance cell was located at the Collector’s office. The subproject, SIO has not received any grievances and no grievances were noted during consultations (details of consultations provided in section 4.2.1.3).
1.2 INSTITUTIONAL ARRANGEMENTS 55. The following are the key agencies involved in the implementation of the EMP:
56. DoWR is the Executing Agency for OIIAWMIP. A Project Management Unit (PMU) has been established within the CAD&PIM Directorate with a Project Director of the rank of Chief Engineer operating under the overall guidance of Additional Secretary cum Director CAD ‐ PIM with the

overall responsibility of program implementation. Chief Engineer cum Project Director, PMU will exercise the powers vested by the OPWD code for execution of all civil works.
57. At the field level Sub‐project Implementation Offices (SIO) have been formed to implement the program. For Major irrigation sub‐projects the concerned Superintending Engineer is the Sub‐project manager and the concerned Executive Engineer is the Sub‐project manager for Medium irrigation Sub‐projects. The Sub‐Project Manager, who is a Superintending Engineer (SE) for major irrigation systems and an EE for medium schemes, will manage the Technical Cell as well as monitor and guide the CAD and PP Support Cells for effective integration and coordination of the sub‐project activities, under the support and guidance of PMU, EIC (P&D), and ISPM Consultants provided through regular PMU‐SIO meetings.
58. DoWR for effective implementation of Project‐2 sub‐projects under OIIAWMIP proposes to create one Circle, four Divisions, 12 Sub‐Divisions under the Chief Engineer – cum – Project Director, PMU.
Circle: One Superintending Engineer S.E will be in charge of circle office. He will be responsible for the managing the Technical Cell as well as monitor and guide the CAD and PP Support Cells for effective integration and coordination of the sub‐project activities.
Division: Under each division one Executive Engineer (E.E) will be in charge of the division for, processing tender and bid documents executing the works, check measurement etc. He will ensure the quality of the ongoing works etc.
Sub‐Division: Under each sub‐division Assistant Engineer / Asst. Executive Engineer shall be in charge of the sub‐division office. He will be supported by field functionaries like Junior Engineer and other field for execution, check measurement, monitoring the works and ensuring the quality of the work.
59. The Junior Engineer at the field level will be responsible for day to day environmental monitoring and the overall supervision and responsibility of EMP implementation will be with the concerned SIO ( S.E for Major sub project and E.E for medium sub project).
Institutional Strengthening and Project Management Consultants (ISPMC)
60. The ISPMC will have an Environment Specialist, Resettlement Specialist and Indigenous group Specialist who will support the PMU in advising and monitoring the EMP measures with help of SIO Staff and WUAs. The ISPMC will assist in reviewing all the contractors’ monthly environmental reports submitted by Contractors through SIO in consultation with PMU. They will assist the PMU in preparing environmental monitoring reports and other reports like preparation of IEEs, RP and social assessment reports.
Responsible for carrying out monitoring measures
61. As per the “ Environmental Assessment and Review Frame work (EARF) prepared for the project it states that “PMU will be responsible to undertake (i) environmental screening at subproject identification stage; (ii) preparation of IEEs/EIAs at subproject appraisal stage; and (iii) environmental management and mitigation during subproject implementation and operational

stage. At appraisal, IEEs /EIAs will be done with the engagement of consulting firms who would be guided by the project environmental specialist.
62. Environmental management and mitigation will be undertaken by the construction contractors during construction phase under the supervision of the designated staff in the subproject management offices (SIOs) and monitored by PMU environmental cell. The consultants mobilized for institutional strengthening and project management will also be entrusted to provide necessary capacity development of the DOWR engineers and SIO (S.E for major sub project and E.E for medium subproject) in terms of environmental planning and management”.
63. . The PMU / SIO of DoWR assisted by the WUAs, and the Institutional Strengthening and Project Management Consultants (ISPMC) will be guiding the implementation of the EMP. The SIO (S.E for major sub project and E.E for medium subproject). The field level Junior Engineer shall be responsible for monitoring the EMP activities of the Contractors on a day to day basis. The SIO staff and WUAs with the help of ISPMC, Environment Specialist will monitor the EMP implementation of the Contractor.
64. While the implementation of sub‐minors shall be on WUAs and monitored by SIO. Pani Panchayat Support Unit (PPSU) is the state level apex agency who is responsible for strengthening the PP activities. PPSU ‐ Environmental Monitoring Specialist be made responsible for the monitoring of WUAs along with SIO staff and these will work under the overall guidance of ISPMC.
65. The Environmental Framework prepared for the Project ‐2 states “Environmental management and mitigation will be undertaken by the construction contractors during construction phase. The PMU and SIOs as well as contractors were guided by the ISPMC Environmental Specialist in implementation of the EMPs and associated monitoring and reporting activities.
66. Systematic monitoring of the EMP was facilitated by a check list developed specifically for SIO‐ J.Es and contractors. The format was part of the IEE report and subsequently during January & February 2016 orientation program the format was explained.
67. The SIO staff and contractors representatives at site were explained on the environmental aspects and the required safeguards measures that are needed at site along with necessary on job – training / sub project level trainings (on national environmental law requirements, environmental safeguards requirements of ADB, contractual clauses for EMP implementation).
Capacity Building
68. During January 2016 and February 2016 Capacity building on EMP implementation was carried out by PMU with the help of ISPMC Consultants. So far 88 persons (Senior DoWR staff, SIO staff and Contractors also) were trained (which includes staff and Contractors from Machhagaon Subproject also) SIO staff and Contractor representatives in the EMP implementation and as a result Contractor compliances had improved to a greater extent.

69. The orientation program on Environmental Safeguards for Machhagaon subproject was held on 21st June 2016 at Balia rest shed, Jagatsingpur District to bring awareness on EMP implementation to SIO field staff and contractor representatives. There were 17 number of participants including the speaker. One Junior Engineer for each contract package was identified who will act as an Environmental Co‐ordinator for monitoring the field level EMP implementation. This mechanism had helped in timely EMP compliances but with some delays.
6.0 COMPLIANCES STATUS OF PREVIOUS EMP REPORT ‐ SUB PROJECT WISE 70. For the Machhagaon Subproject i.e. two saline embankment subprojects contract package wise status of compliances with reference to the previous Environmental Monitoring Report (EMR) is stated in Table 11. As this is the first Environmental Monitoring Report for the subprojects so there are no previous compliances reported pending.

8.0 CONCLUSIONS 72. Overall, EMP implementation is rated generally “Satisfactory” in two contract packages and two “Partially satisfactory”. Consultations reveal beneficiaries (local communities) are generally happy with the construction program. No adverse environmental impacts were observed and no grievances noted. The subprojects, after restoration of the canals shall increase economic benefits in the sub project area.
73. Awareness and Capacity development at PMU/SIOs commenced early in the project and included training on ADB environment policy and its implementation. Orientation programs on Environmental safeguards implementation was conducted during January and February 2016 which involves staff and Contractors of Machhagaon subproject also. Topics included ADB safeguards, environmental laws, contract clauses, and reporting needs
74. Subsequently subproject level orientation program was conducted on 21 June 2015 at Balia restshed to overcome the shorting comings; around 17 persons including the Environment Specialist was present. The key participants were SIO & Contractors staff.
75. EMP implementation timelines have been met in general. However, EMP implementation by Contractors is rated satisfactory in two contract packages and partially satisfactory in two contract packages, with only minor initial delays noted by some contractors, mainly due to understanding of the guidelines, contractual constraints and experience of contractor’s staff.
76. Contractor’s responsiveness is increasing and aided in EMP successful implementation as a Monthly Environmental Check was introduced to monitor all subprojects.
77. The Contractors had recently drilled some tubewells, so SIO had requested contractors to undertake ground water quality test as per IS: 10,500 immediately and the results shall be presented in the next environmental monitoring report.
78. The surface water quality also shows slightly higher turbidity levels than the CPCB limits, the river water not used for drinking also and hence impact of surface water observed due to construction is negligible. However SIO will undertake surface water testing form canals after release of water into the canal and also assess the impact of construction.
79. SIO will undertake soil monitoring by collecting samples adjacent to canals as per the suggested frequency of IEE immediately, and the results shall be submitted in the next environmental monitoring report

80. The silt analysis results shows the soils are acidic in nature and soils are not polluted due to construction and desilted material used for filling the low lying areas within Right of Way, hence no impact observed because of construction.
81. The noise levels for all the contract packages are within the residential limits of CPCB; however equipment placed away from habitations and the noise levels are within the prescribed noise levels of three wheels vehicles.
82. Contractors provided safety gear/equipment which was not utilized adequately by labour because of discomfort, as observed and informed during monitoring visits, hence there is scope for improvement on the Contractors side to ensure and encourage the labour for a regular use.
83. Integrated Borrow area management approach by SIO’s (borrow area test for soil classification, OMC and MDD tests along with agreement with the landowners, obtaining Environmental Clearance from DEIAA/ DEAC) will ensure easy Contractors compliances, as a result this will improve the borrow area management.
84. AIDS awareness program conducted and the contractor shall ensure that they conduct periodically.
85. The EMR data acquisitions may be archived as information and baseline for use in future DOWR environmental program management options and as anticipated policy enforcement changes evolve over time.
