• Trial started in September 2002

• Production phase began in January 2006

• Registry/Registrar model, similar to the one for .de domain

• Almost all number ranges available for registration

• No regulation (§ 66 TKG: Exception for the administration of domain names )

• Validation by the registrar using a self-selected method (initially and ongoingly every 12 months)

• Bi-annual „ENUM Day“ for the public

• Registration were up to approximately 7.000

• Charging started in April 2007: x Euro/order (or /year)

Regulatory Environment in Germany• The National Regulatory Agency (NRA) in Germany is Bundesnetzagentur

• Public User ENUM is outside the scope of regulation in Germany.

• The German regulator is not looking at Public Infrastructure ENUM at all .

• Ongoing investigations on a VoIP Interconnection Regime (Successor of the PSTN

Interconnection Regime)

• Several working groups are dealing with this issue

(AKNN, ATRT).

• VoIP Interconnection (NGN) is still in progress.

• VoIP Interconnection (Internet) is not being considered at present.

• A decentralized procedure for LNP is intended to be modified slightly

• Infrastructure ENUM (Private and/or Public) may play an important role for the

Interconnection of PSTN/NGN, Mobile Networks and Internet in future.

• The future role of the European Regulatory Agency is not clear yet.
