The first issue of the series published by Portland, Oregon-based Oni Press Inc. was released Wednesday. It’s illustrated by Alberto Jimenez Alburquerque, colored by Guy Major, lettered by Shawn DePasquale and edited by Jill Beaton.

Soule says the new series is a measured essay on the human spirit, and the quest for knowledge knowing that there is life up there and it may not be friendly.

The story centers on President Stephen Blades who is told about the existence of an alien presence kept secret for years by his predecessor. It’s in the asteroid belt between Mars and Jupiter, it’s unclassifiable, it won’t communicate and it may be girding for war.

From there, it’s one truth after another and

it changes everything for Blades as a leader, citizen, father and person.

Soule said the idea sprang forth in early 2011 about the time “when it was pretty clear that the last space shuttle mission was going to happen soon. The U.S. as a space power was going to change, dramatically.”

Inspired by that change, he was walking along the beach in Cape May, New Jersey, and pondering what it would take for America, among others, to get back to the stars.

“I wanted to write the story about what we could do and, if we really need to, could we get back up there? What would be the incentive? In the 1960s, it was the Cold War and the space race,” Soule said. “What could take us up there? The idea of aliens being up

there, and then it all fell into place.”And so it does, with Soule’s story focusing

not just on Blades and the political ramifica-tions of knowing what’s up there, but also the crew of the spaceship Clarke, which is poised to make the first, human contact with whatever is there.

Soule said the pieces of both plots will come together, over the course of the series, and “everything will make sense,” he says. “Even some of the weird stuff.”

NASHVILLE, Tennessee — Nirvana, Linda Ronstadt, Pe-ter Gabriel, Hall and Oates, and The Replacements are among first-time nominees to the Rock and Roll Hall of Fame.

The hall of fame announced its annual list of nominees Wednesday morning and half the field of 16 were first-time nominees. YES, Link Wray and The Zombies also received their first nominations.

More than 600 voters will determine the class of 2014. Inductees will be announced in December and a ceremony will be held next April in New York. The induction will be aired on HBO in May.

Nirvana is nominated in its first year of eligibility. If se-lected for induction, the band would enter the hall of fame almost exactly 20 years after frontman Kurt Cobain’s suicide at age 27.

Ronstadt receives her first nomination not long after she shared news that she has Parkinson’s disease. Fans have long questioned her absence from the hall’s roster of stars. Simi-larly, long-denied YES joins the list after Rush finally struck a blow for prog rock with its induction earlier this year.

Repeat nominees are KISS, LL Cool J, N.W.A., Cat Ste-vens, Deep Purple, The Meters, The Paul Butterfield Blues Band and Chic. It’s the eighth nomination for Chic since 2003, but comes as co-founder Nile Rodgers is enjoying widespread attention after his collaboration with Daft Punk earlier this year. KISS, LL Cool J and Stevens return to the list after absences of several years.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

worried the residents could not sup-port their family.

Meanwhile, the information ob-tained in Buleleng government mentioned that the traders in the peak region would be tolerable first while waiting for the relocation to a specified place. So far, the land used for relocation had not been avail-able. County government planned to acquire the land around the region in 2014. Street vendors (PKL) at parking lot in the peak area or stop over at Wanagiri village, Su-kasada, have continued to proliferate. Actually, the existence of traders at the parking lot has been disciplined for several times by Municipal Police (Satpol PP) of Buleleng County.

adequate parking space. Therefore, when a booming tourist arrival oc-curs, the available space cannot ac-commodate private cars and tourist

buses. Such condition can certainly tarnish the tourism image in Bali if without a proper handling.

As seen throughout October, after hosting the visit of APEC del-egates and the tourists especially foreign tourists continued to in-crease. On the one hand, such con-dition is certainly advantageous. However on the other side, the unready parking lot can result in a new and quite serious problem. Deputy Chairman of the Klung-kung House, Putu Tika Winawan, admitted on Tuesday (Oct 15) that he had repeatedly told the executive if the parking condition was chaotic. It had become a very disturbing scene for Klungkung tourism since long time having been synonymous with the icon of Kertha Gosa.

This legislator from Selat vil-lage repeatedly screamed to the executive to seriously resolve the parking problem of Kertha Gosa. However, his party considered there was no real measures to follow up the issue properly. “We are surely ashamed of Kertha Gosa being admired by foreign tourists, but having inadequate

parking space. This can tarnish the image of our tourism,” he said. He reminded the executive of utilizing the dormant land around the Kertha Gosa, such as in the area of night market. Actually, this area was un-used from the morning to evening and it would be more elegant to be used as central parking for tourist visiting Kertha Gosa.

Even, with such rapid tourism development, chiefly at Kertha Gosa, relevant agencies should have started thinking about an integrated tourism among the tour-ism potential in Klungkung such as the renowned Kertha Gosa and Kamasan village. “If the govern-ment wants to work, tourists com-ing to Klungkung should not just be offered to visit Kertha Gosa. Klungkung still has Kamasan vil-lage and various handicraft prod-ucts like coconut shell craft that has been known to tourists. Invite them to see the potentials. If there is intention, the local gigs can be empowered. Simply take tourists to see all the potentials while riding local gig,” he explained.

However, to realize the inte-grated tourism, Tika asked the

Klungkung tourism should resolve first the parking problem. Since the administration of Regent Candra to date, this issue was unresolved. But making solid devices is not enough to stand apart from the crowd in the ultra-competi-tive mobile phone market, which probably pushed LG to make some bold design decisions in a bid to differentiate its G series from Samsung’s Galaxy line and Apple’s iPad mini.

For the G2, which was re-leased last month in the U.S., LG moved the power and volume controls to the back of the phone. For the G Pad, which goes on sale in the U.S. next week, LG added a full HD screen, a rarity in 8-inch tablet computers.

While these design choices set the G2 and the G Pad apart from ‘me too’ devices trying to catch up with Samsung and

Apple, they might also limit their appeal.

Not everyone will be pleased with having to change the basic habits of smartphone operation. They will scratch their heads looking for those buttons just like I did. The full HD screen display makes the G Pad a couple of hun-dred dollars more expensive than other 8-inch tablets.

It took a couple of days before my index finger ceased pressing a volume key when I intended to press a power key. But after that, I realized having a power button on the back makes it easier to use a big handset with one hand. The G2 has a 5.2-inch screen.

LG came up with a double-tap gesture to activate the phone. I

found it easier and quicker than pressing a home button and then sliding to unlock as with my iP-hone 4S. This double-tap to start also applies to the G Pad.

LG removed the physical home button on the front for the G2 and the G Pad. Instead, virtual buttons for back, home and menu actions appear when the screen is activated. I preferred these vir-tual buttons over physical ones because I could touch them with the same gesture and pressure I applied to the touchscreen. One downside of Samsung’s Galaxy devices is that the touchscreen and the three buttons for home, back and menu options all need a different level of pressure to be activated.

CUPERTINO, California — Apple is holding an event in San Francisco next week to announce new products — likely updated iPads. The company announced its most recent iPads around this time last year. The announcement included a smaller version, called the Mini, for the first time.

New iPads would get Apple’s latest operating system for mobile devices, iOS 7. The invitation sent Tuesday includes a graphic that mim-ics the color scheme in iOS 7.

Next Tuesday’s event will take place at the Yerba Buena Center for the Arts Theater in San Francisco, a venue Apple has often used in the past.

It follows last month’s release of new iPhones with iOS 7 — the 5S model with a fingerprint sensor and a cheaper, 5C model with a variety of color options.

It’s also possible Apple will use the event to release its new Mac operating system, Mavericks. Apple unveiled the system in June. The system will support tagging to help you find files more easily. It also promises better battery life and a way to keep track of passwords across multiple devices more easily. Apple may also announce new Mac computers at the event.

DENPASAR - Representatives of Governments, business and civil society will gather to examine cross-border Internet governance challenges at the annual session of the Internet Governance Forum (IGF), to take place in Nusa Dua, Bali on 22-25 October. Each year the Secretary-General of the United Na-tions convenes the meeting through the Department of Economic and Social Affairs.

The Forum, which is the leading global multi-stakeholder dialogue on public policy issues relating to the Internet, meets annually as an outgrowth of the 2006 World Sum-mit on the Information Society. It is intended to foster a common under-standing of how to maximize Internet opportunities and address risks and challenges that arise. The IGF, which is not a decision-making body, is also a space that gives developing countries the same opportunity as wealthier nations to engage in the debate on Internet governance and to facilitate their participation in exist-ing institutions and arrangements.

More than 1,500 delegates will convene in Bali over the course of the four-day meeting. Thousands more will actively participate re-motely from around the world. Sev-eral High-level government officials, CEO’s and directors of major global business organizations and civil so-ciety groups will be among those in attendance.

The IGF annually reviews the role of Governments in multi-stakeholder cooperation for Internet governance, and the Bali meeting will aim to create some form of consensus on the issue. Additional focus sessions will be dedicated to the Internet as engine for growth and sustainable development (a topic relevant to on-going discussions on the post-2015 development agenda); cyber-security; human rights and freedom of expression; the principles of Internet governance and enhanced multi-stakeholder cooperation; and emerging issues of concern, such as Internet surveillance.

The IGF in Bali will be preceded on 21 October by a pre-event high-level meeting on cyber ethics, hosted by the Ministry of Communication and Information Technology of the Republic of Indonesia, followed by additional sessions hosted by other stakeholders in the global internet community. The host country for IGF 2013, Indonesia, is estimated to have 63 million Internet users, 47 million accounts on facebook and nearly 30 million twitter accounts. (iah)

A number of housewives in Singaraja said that in this October they were still having trouble to get local fruits such as mango, man-gosteen and others. for his confirmation on Tuesday justified the delay to the peak of local fruit harvest this year. According to him, indeed a number of fruits had entered their harvest period such as mango, mangosteen and others, but their amount was only a few. “Harvest peak of this year delays due to weather condition. Estimated, the harvest peak will fall early 2014,” he said.

Due to delayed harvest peak, said Swatan-tra, the scarcity of local fruits also frequently happened before Galungan. Meanwhile, the local fruits available were banana and grapes. “Indeed, mango is also available, but the amount is not as much as when the harvest peak occurs,” he said.

According to Swatantra, ahead of Galungan his party organized a Farmer Market in the of-fice courtyard of the Agriculture and Livestock Agency to bridge farmers and consumers. In the Farmers Market to be held on Friday (Oct 18)

through Sunday (Oct 20) would be sold local fruits to meet the needs of residents in conjunction with the celebration of Galungan. Other than fruits, the other commodities to be sold would be vegetables, chicken and ritual oblations commonly used for the celebration as well as processed products and plantation crops. “Later, we will provide 22 booths representing each subdistrict,” he said.

Swatantra said that each subdistrict would be given two booths to display their agricultural products, livestock and plantation seed. For ex-ample, Kubutambahan subdistrict would surely display more mangoes, while Banjar and Seririt subdistrict would display grapes. In addition to the subdistricts, the other agencies like the Coop-erative, Trade and Industry Agency, Forestry and Plantation Agency and the Maritime and Fisheries Agency were also given a booth each. “The Mari-time and Fishery Agency will display fishery and plantation products,” he said. Stock of the anti-rabies vaccine (VAR) at Sanglah Hospital has run out in recent days. On that account, some patients bitten by dog in need of anti-rabies vaccine to Sanglah Hospital were advised by the officers to look for to rabies center or buy their own. It was revealed by the Secretary of Sanglah Hospital Rabies Management, Ken Wirasandhi. “VAR stock is not available at Sanglah Hospital. For a while, we recommend them to buy at the pharmacy providing the VAR,” he said.

Emptiness of the anti-rabies vaccine was recognized by the Division Head of Disease Control and Environmental Sanitation, Bali Health Agency, Gede Wira Sunetra. He re-vealed that Bali had 58 Rabies Centers spread in Buleleng (7), Jembrana (10), Tabanan (6), Badung (7), Denpasar (3), Gianyar (14), Bangli (3), Klungkung (4) and Karangasem (4). “At the moment, the rabies centers run-ning out of VAR stock are Sanglah Hospital, Public Health Centers in Denpasar and Karan-gasem,” Wira said.

The Bali Health Agency would endeavor to replenish the VAR stocks at rabies centers running out of stocks considering there were dog bite cases requiring the vaccine and Bali had not been free from rabies. “We are trying to borrow 500 vials of the vaccine to Klung-kung, Buleleng (500 vials) and Department of Health Jakarta (5,000 vials),” he said.

The vaccine stock was expected to arrive on Wednesday (Oct 16) and would be further

distributed to rabies centers running out of stock.

At the moment, the final vaccine stock owned by Bali amounted to 10,137 vials divided further for 9 counties/municipality namely Denpasar (400 vials), Klungkung (1,334 vials), Buleleng (2,700 vials), Ba-dung (117 vials), Jembrana (1,015 vials), Bangli (3,945 vials), Karangasem (26 vials), Tabanan (500 vials) and Gianyar (100 vials). As for the stock of anti-rabies serum (SAR), it totally amounted to 252 vials scattered in the province (80 vials), Jembrana (106 vials), Buleleng (20 vials), Klungkung (8 vials), Ta-banan (21 vials), and the Badung (14 vials). In the meantime, Denpasar and Bangli had no stock at all.

According to Wira, procurement of the anti-rabies vaccine and anti-rabies serum sup-plies would be made again in October through local funds. “Hopefully, it could be realized this October and they will approximately consist of 41,000 vials of anti-rabies vaccine and 200 vials of anti-rabies serum,” he said.Though VAR stock continued to be provided by the government, according to Wira, some rabies centers had run a selective VAR admin-istration for those having the first-time dog bite. If the victim had been given the similar vaccine previously and got another dog bite, then they would not be give anti-rabies vac-cine. For the case of anti-rabies serum, it was only given to victims with deep bite and a lot of injuries and the bite was located on the shoulder upwards. (san)

Ahead of Galungan, the pork need in the community in-creases. The Jembrana Agriculture, Food Crops and Livestock Agency ensured the adequate supplies of pork. The calculation was based on monitoring of pigs made by the Livestock Agency at a number of pig farms.

The Head of Jembrana Livestock Agency, Ketut Wiratma, said on Tuesday (Oct 15) that based on the experience of previous years in Jembrana the pork stock was relatively safe. In contrast to the other regions in Bali, people should not necessarily rely on pork.

Another alternative was by slaughtering chicken, so it rarely experienced a shortage or should be supplied from other regions. He admitted the needs of Galungan always showed an increase in demand. However, the amount was predicted to be still sufficient. Data in the Jembrana Livestock Agency indicated there were 74 breeder groups and 5 pig farms having the stock of pork needs in Jembrana. Each group had ten members and each member raised at least two heads. With the estimation, there were at least 1,480 pigs from the breeder groups. It did not include the five employers of pig farms having at least 500 pigs per entrepreneur. In case the demand increased, according to him, the stock of 2,000 heads of pig was considered sufficient to meet the meat needs for Galungan.

Currently, the price of pork in the market ranges from IDR 37,000 to IDR 40,000 per kilogram. It is estimated the price will continue to rise ahead of Galungan and reach IDR 50,000 per kilogram. (kmb26)

After the joint team demolished two large billboards on Jalan Teuku Umar, then a similar discipline was made again. The billboard owners had been informed if their license had expired and been sent a reprimand letter by the Denpasar Mu-nicipal Police (Satpol PP) to dismantle itself. However, so far the owners had not dismantled their billboards. Therefore, the Denpasar Municipal Police will dismantle the billboard, Thursday (Oct 17).

Chief of Denpasar Municipal Police, I.B. Alit Wiradana, when contacted on Tuesday (Oct 15) said his party with Judiciary team members had been discussing about the demolition plan against the three billboards whose permit had expired. However, the owners did not want to dismantle by them-selves. “We’ve sent a reprimand letter to the owners of the three billboards whose license has expired,” said Alit Wiradana.

He admitted the third reprimand letter delivered to the owners of the illegal bill-boards was positively responded. Among the three illegal billboards, two of them namely Cang Jangkrik and Indomaret had been dismantled by the owners. Mean-while, another billboard, namely the Riori had not, so the judicial team would execute the billboard.

Previously, the Denpasar billboard ar-rangement team led by the Housing and Spatial Planning Agency (DTRP) set up a number of unlicensed billboards. The

first discipline was made to two billboard stages in the Telkom shop and office com-plex on Jalan Teuku Umar. Two billboard stages whose license had expired were dismantled by the arrangement team by in-volving relevant agencies in the Denpasar Municipality such as the Municipal Po-lice, Sanitation and Landscaping Agency (DKP), Revenue Service, Transportation Agency, and the number of elements in the secretariat of the Denpasar Municipality.

The Spatial Division Head, the Denpasar Spatial Plan and Housing Agency, I Gede Cipta Sudewa, met amid the discipline said the billboard demolition was made because the owners did not pay taxes. Having been reprimanded for several times, the owners did not heed them well. Thus, the team was forced to discipline them by dismantling all the billboard stages.

Cipta Sudewa said the discipline against the billboard stage would continue because there were still some billboard stages that no longer paid taxes. “From the existing data, there are 10 billboard stages having been marked with X meaning if they are ready to be dismantled,” he said.

It was said the billboard discipline was by referring to the Mayoral Regulation No.14/2013 regarding the temporary delay of billboard permit in Denpasar, particu-larly the Article 4 paragraph 2. A woman from Tokyo died after falling into a river and being washed 10 kilometers (6 miles) down-river to Yokohama, police said. Two sixth-grade boys and another person were missing on Japan’s main island, Honshu, the Fire and Disaster Management Agency said. More than 350 homes were dam-aged or destroyed, including 283 on Izu Oshima, it said.

The typhoon, which stayed off-shore in the Pacific, had sustained winds of 126 kilometers per hour (78 miles per hour), with gusts up to 180 kph (110 mph), before it was downgraded to a tropical storm Wednesday evening. The storm was moving northeast, off the northern Japanese island of Hokkaido.

More than 80 centimeters (30 inches) of rain fell on Izu Oshima during a 24-hour period ending Wednesday morning, the most since record-keeping began in 1991.

CAIRO - Relations between the United States and Egypt are now in turmoil and the entire Middle East could suffer, the Egyptian foreign minister said in remarks made a week after Wash-ington moved to curtail military aid to Cairo.

Nabil Fahmy told state-run Al-Ahram newspaper that Egypt had been dependent on U.S. aid for too long but Washington was wrong to assume the Cairo government would always follow its line.

“We are now in a delicate state reflecting the turmoil in the rela-tionship and anyone who says oth-erwise is not speaking honestly,” he said in comments published on Wednesday.

U.S. officials said the aid cut reflected Washington’s unhappi-ness with Egypt’s path since the army overthrew freely-elected President Mohamed Mursi of the Muslim Brotherhood on July 3.

Egypt has already criticised the decision and suggested it could turn to other countries for military aid, possibly Russia.

Egyptian security forces have cracked down hard on Islamists since the army seized power, killing hundreds and arresting thousands, including Mursi and other leaders accused of inciting or carrying out violence.

Muslim Brotherhood leaders say they face more severe repres-sion than under veteran autocrat Hosni Mubarak, who was toppled by a popular uprising in 2011. The army-backed government calls the Brotherhood terrorists.

Islamists accuse the military of staging a coup and sabotag-ing democratic gains made since Mubarak’s demise.

Egypt has long been the sec-

ond-largest recipient of U.S. aid after Israel and its military - the largest in the Arab world - has worked closely with Washington for decades.

The United States now faces a policy dilemma - how to promote democracy while not alienating an Arab ally which has a peace treaty with Israel and controls the strategic Suez Canal.

Fahmy said an extended period of instability in ties would “reflect negatively on the entire region, in-cluding American interests”. The current situation was not solely the result of the U.S. decision to withhold aid, he said.

“The truth is that the problem goes back much earlier, and is caused by the dependence of Egypt on the U.S. aid for 30 years. (The aid) made us choose the easy option and not diversify our op-tions,” he said.

The long-standing military relationship caused Washington to wrongly assume that Egypt would always go along with its policies and goals, Fahmy said.

TURN TO RUSSIA?Most worrying for the United

States is the possibility that the army will turn to a rival country for military aid. Egypt’s army is exploring its options. Military sources told Reuters last week that the army is planning to diversify its source of weapons, including a possible turn to Russia.

The government has insisted Egypt would not bow to U.S. pres-sure, saying it found American policy strange at a time when the country was facing what it calls a war against terrorism.

U.S. military aid to Cairo, put at $1.3 billion a year, was born out of the 1979 peace treaty between Egypt and Israel.

The Galungan event takes place to praise the triumph of virtue (Dharma) over evil (Adharma). A week before Galungan, people celebrate Sugian Tenten, and on the following days Sugian Jawa and Sugian Bali celebra-tions. These three celebrations respectively symbolize the process of purifying the mind (Sugian Tenten), body (Sugian Jawa) and soul (Sugian Bali). The following Saturday and Sunday, are called Embang Sugi, and it is the time when people concentrate on the self.

Monday, Pon Dungulan, in the following week, is called Penyajaan Galungan, when people ask for power from God. The next day, Tuesday Wage Dungulan, is called Penampa-han Galungan, symbolizing the time when Dharma or truth fights against Adharma or evil. Penampahan means, “slaughtering” the evil or bad spirit. This moment is visual-ized on Galungan day as the symbol of the

Dharma victory against Adharma. On Galungan day, houses in Bali are splen-

didly decorated with penjor bamboo poles, with offerings hanging from it with woven coconut leaves, fruits, cakes, and flowers. On this day everybody dresses as best as possible in line with Balinese Hindu culture.

According to the Balinese pawukon cycle as stipulated by the traditional Balinese calen-dar, a Galungan celebration could sometimes fall twice within one year. Its occurrence is repeated after 210 days have elapsed.

The days after Galungan are a time for visiting friends and relatives, and this can often cause traffic jams! In many villages across Bali, Thursday after Galungan, known as Manis Ga-lungan, is a special day for young Balinese and many choose to get married on this day.

Kuningan day marks the end of the Galun-gan celebration. On Kuningan there are still more offerings dedicated to ancestor spirits returning to heaven. On this day, housewives usually make nasi kuning or yellow-colored cooked rice, enriched with spices and coco-nut milk. It tastes delicious especially when served with lawar made of sliced pork.

TOKYO - The dollar rose in Asia Wednesday on cautious optimism that warring US lawmakers will reach a last-minute deal to resolve a budget impasse which threatens to spark a catastrophic default.

The greenback bought 98.51 yen in Tokyo midday trade, up from 98.16 yen in New York Tuesday afternoon. The euro was mixed at $1.3514 and 133.16 yen, compared with $1.3525 and 132.77 yen in US trading.

Despite the dollar’s resilience, the unit was likely to face selling pres-sure as the latest efforts to end the two-week US budget impasse fell apart late Tuesday. The Republican leadership failed to muster enough support for its own plans to avert default, with just over a day to raise the debt ceiling by the October 17 deadline.

Fitch ratings agency said it may downgrade Washington’s AAA credit rating, while the US Treasury has warned that if Congress fails to lift the $17.6 trillion debt ceiling by Thursday, it will lose its ability to borrow and could run out of cash to meet all its obligations.

“Tension is building up as we approach this deadline, and talks of hope and progress, rather than con-crete deals, might not be enough to keep sentiment from deteriorating,” Credit Agricole said.

“The dollar remains driven by the political uncertainty in Washington, especially against a backdrop of limited to no macro data.”

Dealers said the US government’s budget situation and its potential im-pact on the global economy meant the US Federal Reserve was likely to delay tapering its $85 billion-a-month bond buying programme -- a move that could weigh on the dollar.

Investors will be looking to the Fed’s Beige Book later in the day to gauge conditions in the world’s big-gest economy. An annual reception of the European Central Bank was likely to see officials hinting again they might launch further monetary easing measures, dealers said.

The vast increase -- an average of almost $400 million each -- highlights the growing inequality between the Communist country’s superrich and the millions who still live in poverty.

“The rich are getting richer,” Forbes Shanghai bureau chief Russell Flannery told a press conference as the magazine unveiled its annual China rich list.

“The rapid growth of wealth in China seems to be out of line with the Chinese eco-nomic slowdown,” he said.

The net assets of the top 100 richest people in China soared 44 percent from a year earlier to $316 billion, the magazine said, while the number of dollar billionaires rose to a record high of 168.

Implementation of the aqiqah tradition was started by spraying water containing colorful flowers to goat body, before the goat body was wrapped in a white cloth. Babies seemed to be slept on the goat before the goat was slaughtered by residents. Blood of the sac-rificed animals was then taken a little to be smeared on the forehead of the baby.

“The ceremony was followed with the sprinkle of dimes by the aqiqah participating families. It poses an expression of excitement of the families because their children can be consecrated,” said Syahidin. The dime sprin-

kles were followed by people who seemed to scramble for collecting the dimes. One of the aqiqah participants, Nuraini, claimed to be grateful to follow the ritual. In order to participate in the ritual, she was saving to buy a goat and collect dimes since the baby was still in the womb.

The goats and cattle slaughtered were not apparently to be distributed to those who participated in the aqiqah ritual only. Syahi-din said the meat was also distributed to the poor at Kampong Gelgel. planning to open more direct flight routes connecting cities in both the countries, thus encouraging tourism, Japan’s Vice Ambas-sador to Indonesia Junji Shimada said here on Wednesday.

“We are planning to open flight routes from Jakarta to Kansai and Haneda airports. It is part of our commitment to have more tourists from the ASEAN countries, particularly Indonesia, coming to Japan and vice versa,” said the vice ambassador.

The Japan government is to ease off entry visa requirements for some ASEAN countries, as per which Malaysia and Thailand nationals will be exempted from visa while Indonesian nationals will get an extension in their period of stay provided they hold a multiple entry visa, official said.

“The visa-related policy will be imple-mented with effect from July 1,” Press At-taché of Japan`s Embassy in Jakarta Takayuki Kawai said.

The new policy has been formulated as part of the celebrations of the 40th Year of ASEAN-Japan Friendship and Cooperation. For Indonesia nationals holding multiple entry visas - ordinary passport holders who reside in their home country - the short-term stay’s duration will be extended from 15 days to a maximum of 30 days.

As a result of this step, Japan-Indonesia exchange will be enhanced, including an in-crease in the number of tourists from Indonesia visiting Japan and further easing of business transactions between the two countries.

“I am glad with what we have built. There was little infrastructure here before, but it has come up quickly now,” he said at the inaugura-tion ceremony. Pacitan has progressed at a fast pace in economic and infrastructural terms compared to the past, he noted.

“What I inaugurated today is part of Indo-nesia’s progress. Development must be spread evenly,” he said. The eight infrastructure proj-ects launched on Wednesday include coal-fired power plants in Paiton Unit 9 of PLTU 2 East Java with a capacity of 1x660 MW; PLTU 1

in Rembang, Central Java, with a capacity of 2x315 MW; and Unit 2 and 3 of PLTU 3, Lon-tar, Banten, with a capacity of 2x315MW.

Yudhoyono also unveiled Darul Falah Grand Mosque and Community Academy, a sports hall, and stadium in Pacitan. He also launched a number of other public works and projects such as a drinking water project, construction of an apartment complex for ath-letes, and building of a road in the district.

“What has been achieved by Pacitan in particular and Indonesia in general must be

continued,” he said. PLTU 1 East Java, built on 65 hectares

of land, is located in the village of Sukorejo, Sidomoro sub-district, about 30 kilometers east of Pacitan, off the Indian Ocean.

The project has two units of generators with in-dividual capacities of 315 MW and a total capacity of 630MW. Power from the plant will be distrib-uted through a 150kV high-voltage overhead line stretching 35.65 kilometers to the main distributing station in Pacitan Baru and 84.8 kilometer to the main distributing station in Wonogiri.

“If the monorail fare is to be expensive, then it is certain that not many people would be interested in using it; it should be cheap,” said Joko Widodo after a monorail project groundbreaking ceremony here Wednesday.

Joko Widodo said that while he was not in a position to specify any ticket fare range for the monorail, it certainly has to be cheaper than what private vehicle usage costs.

“Ticket prices should be cheaper than if we used a private vehicle,” he said.

Joko Widodo also said that the MRT

(Mass Rapid Transportation), Monorail, TransJakarta, Kopaja, MetroMini, and the commuter line train (KRL) will all be integrated to serve those using public trans-portation.

“Once the monorail for the MRT starts functioning, additional new buses, TransJa-karta buses, MRT, Monorail, TransJakarta, Kopaja, MetroMini, or KRL will all be integrated,” he said.

Despite that, it all comes back the mar-ket laws because the city government only executes programs to reduce congestion in the Capital.

“I am only executing these projects, and eventually it will all depend on the laws of the market. Let’s hope that these projects are not stalled in a short span of time. We must remain optimistic,” he said.

Earlier, Jakarta Governor Joko Widodo inaugurated the groundbreaking ceremony for the Jakarta monorail project devel-opment in Kuningan, South Jakarta, on Wednesday.

“The project remained stopped for five years, but thank God that on this day, the monorail project development will resume. We want to continue with the project,” said Joko Widodo.

Joko believes that the physical infra-structure for the monorail project will be completed by the end of 2016.

“If work on a project is carried out diligently through day and night, it would meet the deadline, of course with the help of financial support. We already have the funding and the documents ready from the private sector,” Joko said.

PACITAN - President Susilo Bambang Yudhoyono on Wednesday inaugu-rated eight infrastructure projects, including a 2x315 megawatt coal-fired power plant, in Pacitan, East Java.

That toll is far higher than the nearly 115,000 violent civilian deaths reported by the British-based group Iraq Body Count, which bases its tally on media reports, hospital and morgue records, and official and non-governmental accounts. The latest es-timate by university researchers in the United States, Canada and Baghdad in cooperation with the Iraqi Ministry of Health covers not only violent deaths but other avoidable deaths linked to the invasion, insurgencies and subsequent social breakdown.

It also differs from some previous counts by spanning a longer period of time and by using randomized surveys of households across Iraq to project a nationwide death toll from 2003 to mid 2011. Violence caused most of the deaths, but about a third were indirectly linked to the war, and these deaths have been left out of pre-vious counts, said lead author Amy Hagopian, a public health researcher at the University of Washington.

Those included situations when a pregnant woman encountered difficult labor but could not leave the house due to fighting, or when a

person drank contaminated water, or when a patient could not get treated at a hospital because staff was over-whelmed with war casualties. “These are all indirect deaths, and they are significant,” Hagopian told AFP.

The aim of the study was to pro-vide a truer picture of the suffering caused by war, and hopefully to make governments think twice about the harm that would come from an inva-sion, she said.

“I think it is important that people understand the consequences of launching wars on public health, on how people live. This country is forever changed.”

The research team from the Uni-versity of Washington, Johns Hopkins University, Simon Fraser University and Mustansiriya University conducted the work on a volunteer basis using pooled internal resources instead of seeking out-side funds. Their tally was compiled by asking adults living in 2,000 randomly selected households in 100 geographic clusters across Iraq if family members had died, when and why.

Researchers used the survey data, which was completed by 1,960 of

those chosen, to calculate the death rate before the war and after. When multiplied by the whole population, they returned a number that repre-sented “excess deaths.”

Researchers estimated there were

405,000 excess Iraqi deaths attribut-able to the war through mid-2011.

They also attempted to account for deaths missed because families had fled the country, and estimated 55,805 total deaths, bringing the total

to nearly 461,000.About 70 percent of Iraq deaths

from 2003-2011 were violent in na-ture, with most caused by gunshots, followed by car bombs and other explosions, said the study.

Seoul - South Korea unveiled its new “tourist police” force Wednesday, with snappy uniforms from rapper Psy’s costume designer and a “Gang-nam Style” launch in central Seoul. Around 100 young policemen and women make up the first batch of the new force -- formed to protect tourists from being ripped off during their stay in the South Korean capital.

The officers were handpicked for their linguistic skills, and can speak a range of languages including English, Japanese and Mandarin.

“Those who think they were over-charged by taxi drivers or street food ven-dors can come and talk to us. We will help settle the problem,” English-speaking recruit Park Jae-Hyoung told AFP.

Almost 10,000 delirious fans jumped, cried and screamed ‘Vamos Bosnia’ — or ‘Go Bosnia’ — when striker Vedad Ibisevic scored in the 68th minute to secure a 1-0 win over Lithuania at Kaunas.

Immediately after the match, the Bosnian players were seen on TV crying in each other’s arms at Kaunas, prompting tears to roll down thousands of cheeks at streets and homes in Bosnia. Thousands of fans, meanwhile, headed to the airport to wait for their “Dragons”.

SAN JOSE , Costa Rica — Mexico will play New Zealand for a spot in next year’s World Cup despite losing 2-1 at Costa Rica on Tuesday night.

The Mexicans advanced to the intercontinental playoff series when the United States rallied with two late goals to win at Panama. That kept Mexico in fourth place at the conclusion of the CONCACAF final qualifying round with only 11 points, three ahead of Panama, which would have advanced by holding off the Americans.

Mexico will host the first leg on Nov. 13 or 14 and play at New Zealand on Nov. 20. The Mexicans have made every World Cup since they were disqualified from the 1990 tournament for using an over-age player at a youth event, but they sure cut it close this time.

Goals by Brian Ruiz in the first half and Alvaro Saborio in the second gave Costa Rica the win. The Ticos already had qualified for Brazil 2014 and wound up second to the United States in the round.

Oribe Peralta scored in the 29th minute for Mexico, which won only two games in the 10-game finals. One of those victories came last Friday night against Panama in the first match for new coach Victor Manuel Vucetich, and that was the difference for El Tri. “We thought that we were out,” Peralta said.

Still, Mexico needs to start scor-ing goals against New Zealand. In their last 10 CONCACAF quali-fiers, the Mexicans scored seven goals.

SARAJEVO, Bosnia-Herzegovina — Wild celebrations broke loose Sarajevo’s central square Tuesday after Bosnia qualified for its first World Cup as an independent nation.

Almost 10,000 delirious fans jumped, cried and screamed ‘Vamos Bosnia’ — or ‘Go Bosnia’ — when striker Vedad Ibisevic scored in the 68th minute to secure a 1-0 win over Lithuania at Kaunas.

Immediately after the match, the Bosnian players were seen on TV crying in each other’s arms at Kaunas, prompting tears to roll down thousands of cheeks at streets and homes in Bosnia. Thousands of fans, meanwhile, headed to the airport to wait for their “Dragons”.

“They have no idea what they have done to the people here,” wept unemployed Salih Redzic, 52. “We all need some ‘Brazil’. It’s not even about soccer any more. It’s about this feeling many of us have almost forgotten and the younger ones have never experienced. The feeling of success,” he said.

planning to open more direct flight routes connecting cities in both the countries, thus encouraging tourism, Japan’s Vice Ambas-sador to Indonesia Junji Shimada said here on Wednesday.

“We are planning to open flight routes from Jakarta to Kansai and Haneda airports. It is part of our commitment to have more tourists from the ASEAN countries, particularly Indonesia, coming to Japan and vice versa,” said the vice ambassador.

The Japan government is to ease off entry visa requirements for some ASEAN countries, as per which Malaysia and Thailand nationals will be exempted from visa while Indonesian nationals will get an extension in their period of stay provided they hold a multiple entry visa, official said.

“The visa-related policy will be imple-mented with effect from July 1,” Press At-taché of Japan`s Embassy in Jakarta Takayuki Kawai said.

The new policy has been formulated as part of the celebrations of the 40th Year of ASEAN-Japan Friendship and Cooperation. For Indonesia nationals holding multiple entry visas - ordinary passport holders who reside in their home country - the short-term stay’s duration will be extended from 15 days to a maximum of 30 days.

As a result of this step, Japan-Indonesia exchange will be enhanced, including an in-crease in the number of tourists from Indonesia visiting Japan and further easing of business transactions between the two countries.

“I am glad with what we have built. There was little infrastructure here before, but it has come up quickly now,” he said at the inaugura-tion ceremony. Pacitan has progressed at a fast pace in economic and infrastructural terms compared to the past, he noted.

“What I inaugurated today is part of Indo-nesia’s progress. Development must be spread evenly,” he said. The eight infrastructure proj-ects launched on Wednesday include coal-fired power plants in Paiton Unit 9 of PLTU 2 East Java with a capacity of 1x660 MW; PLTU 1

in Rembang, Central Java, with a capacity of 2x315 MW; and Unit 2 and 3 of PLTU 3, Lon-tar, Banten, with a capacity of 2x315MW.

Yudhoyono also unveiled Darul Falah Grand Mosque and Community Academy, a sports hall, and stadium in Pacitan. He also launched a number of other public works and projects such as a drinking water project, construction of an apartment complex for ath-letes, and building of a road in the district.

“What has been achieved by Pacitan in particular and Indonesia in general must be

continued,” he said. PLTU 1 East Java, built on 65 hectares

of land, is located in the village of Sukorejo, Sidomoro sub-district, about 30 kilometers east of Pacitan, off the Indian Ocean.

The project has two units of generators with in-dividual capacities of 315 MW and a total capacity of 630MW. Power from the plant will be distrib-uted through a 150kV high-voltage overhead line stretching 35.65 kilometers to the main distributing station in Pacitan Baru and 84.8 kilometer to the main distributing station in Wonogiri.

“If the monorail fare is to be expensive, then it is certain that not many people would be interested in using it; it should be cheap,” said Joko Widodo after a monorail project groundbreaking ceremony here Wednesday.

Joko Widodo said that while he was not in a position to specify any ticket fare range for the monorail, it certainly has to be cheaper than what private vehicle usage costs.

“Ticket prices should be cheaper than if we used a private vehicle,” he said.

Joko Widodo also said that the MRT

(Mass Rapid Transportation), Monorail, TransJakarta, Kopaja, MetroMini, and the commuter line train (KRL) will all be integrated to serve those using public trans-portation.

“Once the monorail for the MRT starts functioning, additional new buses, TransJa-karta buses, MRT, Monorail, TransJakarta, Kopaja, MetroMini, or KRL will all be integrated,” he said.

Despite that, it all comes back the mar-ket laws because the city government only executes programs to reduce congestion in the Capital.

“I am only executing these projects, and eventually it will all depend on the laws of the market. Let’s hope that these projects are not stalled in a short span of time. We must remain optimistic,” he said.

Earlier, Jakarta Governor Joko Widodo inaugurated the groundbreaking ceremony for the Jakarta monorail project devel-opment in Kuningan, South Jakarta, on Wednesday.

“The project remained stopped for five years, but thank God that on this day, the monorail project development will resume. We want to continue with the project,” said Joko Widodo.

Joko believes that the physical infra-structure for the monorail project will be completed by the end of 2016.

“If work on a project is carried out diligently through day and night, it would meet the deadline, of course with the help of financial support. We already have the funding and the documents ready from the private sector,” Joko said.

PACITAN - President Susilo Bambang Yudhoyono on Wednesday inaugu-rated eight infrastructure projects, including a 2x315 megawatt coal-fired power plant, in Pacitan, East Java.

That toll is far higher than the nearly 115,000 violent civilian deaths reported by the British-based group Iraq Body Count, which bases its tally on media reports, hospital and morgue records, and official and non-governmental accounts. The latest es-timate by university researchers in the United States, Canada and Baghdad in cooperation with the Iraqi Ministry of Health covers not only violent deaths but other avoidable deaths linked to the invasion, insurgencies and subsequent social breakdown.

It also differs from some previous counts by spanning a longer period of time and by using randomized surveys of households across Iraq to project a nationwide death toll from 2003 to mid 2011. Violence caused most of the deaths, but about a third were indirectly linked to the war, and these deaths have been left out of pre-vious counts, said lead author Amy Hagopian, a public health researcher at the University of Washington.

Those included situations when a pregnant woman encountered difficult labor but could not leave the house due to fighting, or when a

person drank contaminated water, or when a patient could not get treated at a hospital because staff was over-whelmed with war casualties. “These are all indirect deaths, and they are significant,” Hagopian told AFP.

The aim of the study was to pro-vide a truer picture of the suffering caused by war, and hopefully to make governments think twice about the harm that would come from an inva-sion, she said.

“I think it is important that people understand the consequences of launching wars on public health, on how people live. This country is forever changed.”

The research team from the Uni-versity of Washington, Johns Hopkins University, Simon Fraser University and Mustansiriya University conducted the work on a volunteer basis using pooled internal resources instead of seeking out-side funds. Their tally was compiled by asking adults living in 2,000 randomly selected households in 100 geographic clusters across Iraq if family members had died, when and why.

Researchers used the survey data, which was completed by 1,960 of

those chosen, to calculate the death rate before the war and after. When multiplied by the whole population, they returned a number that repre-sented “excess deaths.”

Researchers estimated there were

405,000 excess Iraqi deaths attribut-able to the war through mid-2011.

They also attempted to account for deaths missed because families had fled the country, and estimated 55,805 total deaths, bringing the total

to nearly 461,000.About 70 percent of Iraq deaths

Seoul - South Korea unveiled its new “tourist police” force Wednesday, with snappy uniforms from rapper Psy’s costume designer and a “Gang-nam Style” launch in central Seoul. Around 100 young policemen and women make up the first batch of the new force -- formed to protect tourists from being ripped off during their stay in the South Korean capital.

The officers were handpicked for their linguistic skills, and can speak a range of languages including English, Japanese and Mandarin.

“Those who think they were over-charged by taxi drivers or street food ven-dors can come and talk to us. We will help settle the problem,” English-speaking recruit Park Jae-Hyoung told AFP.

The police are unarmed and are meant to summon regular officers in the event of any serious crime.

The number of foreign travellers to South Korea has steadily grown over the years and topped 10 million for the first time in 2012, partly thanks to interest sparked by the global popular-ity of “Gangnam Style”.

These three celebrations respectively symbolize the process of purifying the mind (Sugian Tenten), body (Sugian Jawa) and soul (Sugian Bali). The following Saturday and Sunday, are called Embang Sugi, and it is the time when people concentrate on the self.

Monday, Pon Dungulan, in the following week, is called Penyajaan Galungan, when people ask for power from God. The next day, Tuesday Wage Dungulan, is called Penampa-han Galungan, symbolizing the time when Dharma or truth fights against Adharma or evil. Penampahan means, “slaughtering” the evil or bad spirit. This moment is visual-ized on Galungan day as the symbol of the

Dharma victory against Adharma. On Galungan day, houses in Bali are splen-

didly decorated with penjor bamboo poles, with offerings hanging from it with woven coconut leaves, fruits, cakes, and flowers. On this day everybody dresses as best as possible in line with Balinese Hindu culture.

According to the Balinese pawukon cycle as stipulated by the traditional Balinese calen-dar, a Galungan celebration could sometimes fall twice within one year. Its occurrence is repeated after 210 days have elapsed.

The days after Galungan are a time for visiting friends and relatives, and this can often cause traffic jams! In many villages across Bali, Thursday after Galungan, known as Manis Ga-lungan, is a special day for young Balinese and many choose to get married on this day.

Kuningan day marks the end of the Galun-gan celebration. On Kuningan there are still more offerings dedicated to ancestor spirits returning to heaven. On this day, housewives usually make nasi kuning or yellow-colored cooked rice, enriched with spices and coco-nut milk. It tastes delicious especially when served with lawar made of sliced pork.

TOKYO - The dollar rose in Asia Wednesday on cautious optimism that warring US lawmakers will reach a last-minute deal to resolve a budget impasse which threatens to spark a catastrophic default.

The greenback bought 98.51 yen in Tokyo midday trade, up from 98.16 yen in New York Tuesday afternoon. The euro was mixed at $1.3514 and 133.16 yen, compared with $1.3525 and 132.77 yen in US trading.

Despite the dollar’s resilience, the unit was likely to face selling pres-sure as the latest efforts to end the two-week US budget impasse fell apart late Tuesday. The Republican leadership failed to muster enough support for its own plans to avert default, with just over a day to raise the debt ceiling by the October 17 deadline.

Fitch ratings agency said it may downgrade Washington’s AAA credit rating, while the US Treasury has warned that if Congress fails to lift the $17.6 trillion debt ceiling by Thursday, it will lose its ability to borrow and could run out of cash to meet all its obligations.

“Tension is building up as we approach this deadline, and talks of hope and progress, rather than con-crete deals, might not be enough to keep sentiment from deteriorating,” Credit Agricole said.

“The dollar remains driven by the political uncertainty in Washington, especially against a backdrop of limited to no macro data.”

Dealers said the US government’s budget situation and its potential im-pact on the global economy meant the US Federal Reserve was likely to delay tapering its $85 billion-a-month bond buying programme -- a move that could weigh on the dollar.

Investors will be looking to the Fed’s Beige Book later in the day to gauge conditions in the world’s big-gest economy. An annual reception of the European Central Bank was likely to see officials hinting again they might launch further monetary easing measures, dealers said.

The vast increase -- an average of almost $400 million each -- highlights the growing inequality between the Communist country’s superrich and the millions who still live in poverty.

“The rich are getting richer,” Forbes Shanghai bureau chief Russell Flannery told a press conference as the magazine unveiled its annual China rich list.

“The rapid growth of wealth in China seems to be out of line with the Chinese eco-nomic slowdown,” he said.

The net assets of the top 100 richest people in China soared 44 percent from a year earlier to $316 billion, the magazine said, while the number of dollar billionaires rose to a record high of 168.

The tradition took place in a familial atmo-sphere, where people were very enthusiastic about implementing it. Syahidin said the tradition had been going on for hundreds of years since the time of the Gelgel Kingdom. Implementation of the aqiqah tradition was started by spraying water containing colorful flowers to goat body, before the goat body was wrapped in a white cloth. Babies seemed to be slept on the goat before the goat was slaughtered by residents. Blood of the sac-rificed animals was then taken a little to be smeared on the forehead of the baby.

“The ceremony was followed with the sprinkle of dimes by the aqiqah participating families. It poses an expression of excitement of the families because their children can be consecrated,” said Syahidin. The dime sprin-

kles were followed by people who seemed to scramble for collecting the dimes. One of the aqiqah participants, Nuraini, claimed to be grateful to follow the ritual. In order to participate in the ritual, she was saving to buy a goat and collect dimes since the baby was still in the womb.

The goats and cattle slaughtered were not apparently to be distributed to those who participated in the aqiqah ritual only. Syahi-din said the meat was also distributed to the poor at Kampong Gelgel. Stock of the anti-rabies vaccine (VAR) at Sanglah Hospital has run out in recent days. On that account, some patients bitten by dog in need of anti-rabies vaccine to Sanglah Hospital were advised by the officers to look for to rabies center or buy their own. It was revealed by the Secretary of Sanglah Hospital Rabies Management, Ken Wirasandhi. “VAR stock is not available at Sanglah Hospital. For a while, we recommend them to buy at the pharmacy providing the VAR,” he said.

Emptiness of the anti-rabies vaccine was recognized by the Division Head of Disease Control and Environmental Sanitation, Bali Health Agency, Gede Wira Sunetra. He re-vealed that Bali had 58 Rabies Centers spread in Buleleng (7), Jembrana (10), Tabanan (6), Badung (7), Denpasar (3), Gianyar (14), Bangli (3), Klungkung (4) and Karangasem (4). “At the moment, the rabies centers run-ning out of VAR stock are Sanglah Hospital, Public Health Centers in Denpasar and Karan-gasem,” Wira said.

The Bali Health Agency would endeavor to replenish the VAR stocks at rabies centers running out of stocks considering there were dog bite cases requiring the vaccine and Bali had not been free from rabies. “We are trying to borrow 500 vials of the vaccine to Klung-kung, Buleleng (500 vials) and Department of Health Jakarta (5,000 vials),” he said.

The vaccine stock was expected to arrive on Wednesday (Oct 16) and would be further

distributed to rabies centers running out of stock.

At the moment, the final vaccine stock owned by Bali amounted to 10,137 vials divided further for 9 counties/municipality namely Denpasar (400 vials), Klungkung (1,334 vials), Buleleng (2,700 vials), Ba-dung (117 vials), Jembrana (1,015 vials), Bangli (3,945 vials), Karangasem (26 vials), Tabanan (500 vials) and Gianyar (100 vials). As for the stock of anti-rabies serum (SAR), it totally amounted to 252 vials scattered in the province (80 vials), Jembrana (106 vials), Buleleng (20 vials), Klungkung (8 vials), Ta-banan (21 vials), and the Badung (14 vials). In the meantime, Denpasar and Bangli had no stock at all.

According to Wira, procurement of the anti-rabies vaccine and anti-rabies serum sup-plies would be made again in October through local funds. “Hopefully, it could be realized this October and they will approximately consist of 41,000 vials of anti-rabies vaccine and 200 vials of anti-rabies serum,” he said.Though VAR stock continued to be provided by the government, according to Wira, some rabies centers had run a selective VAR admin-istration for those having the first-time dog bite. If the victim had been given the similar vaccine previously and got another dog bite, then they would not be give anti-rabies vac-cine. For the case of anti-rabies serum, it was only given to victims with deep bite and a lot of injuries and the bite was located on the shoulder upwards. (san)

Ahead of Galungan, the pork need in the community in-creases. The Jembrana Agriculture, Food Crops and Livestock Agency ensured the adequate supplies of pork. The calculation was based on monitoring of pigs made by the Livestock Agency at a number of pig farms.

The Head of Jembrana Livestock Agency, Ketut Wiratma, said on Tuesday (Oct 15) that based on the experience of previous years in Jembrana the pork stock was relatively safe. In contrast to the other regions in Bali, people should not necessarily rely on pork.

Another alternative was by slaughtering chicken, so it rarely experienced a shortage or should be supplied from other regions. He admitted the needs of Galungan always showed an increase in demand. However, the amount was predicted to be still sufficient. Data in the Jembrana Livestock Agency indicated there were 74 breeder groups and 5 pig farms having the stock of pork needs in Jembrana. Each group had ten members and each member raised at least two heads. With the estimation, there were at least 1,480 pigs from the breeder groups. It did not include the five employers of pig farms having at least 500 pigs per entrepreneur. In case the demand increased, according to him, the stock of 2,000 heads of pig was considered sufficient to meet the meat needs for Galungan.

Currently, the price of pork in the market ranges from IDR 37,000 to IDR 40,000 per kilogram. It is estimated the price will continue to rise ahead of Galungan and reach IDR 50,000 per kilogram. (kmb26)

After the joint team demolished two large billboards on Jalan Teuku Umar, then a similar discipline was made again. The billboard owners had been informed if their license had expired and been sent a reprimand letter by the Denpasar Mu-nicipal Police (Satpol PP) to dismantle itself. However, so far the owners had not dismantled their billboards. Therefore, the Denpasar Municipal Police will dismantle the billboard, Thursday (Oct 17).

Chief of Denpasar Municipal Police, I.B. Alit Wiradana, when contacted on Tuesday (Oct 15) said his party with Judiciary team members had been discussing about the demolition plan against the three billboards whose permit had expired. However, the owners did not want to dismantle by them-selves. “We’ve sent a reprimand letter to the owners of the three billboards whose license has expired,” said Alit Wiradana.

He admitted the third reprimand letter delivered to the owners of the illegal bill-boards was positively responded. Among the three illegal billboards, two of them namely Cang Jangkrik and Indomaret had been dismantled by the owners. Mean-while, another billboard, namely the Riori had not, so the judicial team would execute the billboard.

Previously, the Denpasar billboard ar-rangement team led by the Housing and Spatial Planning Agency (DTRP) set up a number of unlicensed billboards. The

first discipline was made to two billboard stages in the Telkom shop and office com-plex on Jalan Teuku Umar. Two billboard stages whose license had expired were dismantled by the arrangement team by in-volving relevant agencies in the Denpasar Municipality such as the Municipal Po-lice, Sanitation and Landscaping Agency (DKP), Revenue Service, Transportation Agency, and the number of elements in the secretariat of the Denpasar Municipality.

The Spatial Division Head, the Denpasar Spatial Plan and Housing Agency, I Gede Cipta Sudewa, met amid the discipline said the billboard demolition was made because the owners did not pay taxes. Having been reprimanded for several times, the owners did not heed them well. Thus, the team was forced to discipline them by dismantling all the billboard stages.

Cipta Sudewa said the discipline against the billboard stage would continue because there were still some billboard stages that no longer paid taxes. “From the existing data, there are 10 billboard stages having been marked with X meaning if they are ready to be dismantled,” he said.

It was said the billboard discipline was by referring to the Mayoral Regulation No.14/2013 regarding the temporary delay of billboard permit in Denpasar, particu-larly the Article 4 paragraph 2. A woman from Tokyo died after falling into a river and being washed 10 kilometers (6 miles) down-river to Yokohama, police said. Two sixth-grade boys and another person were missing on Japan’s main island, Honshu, the Fire and Disaster Management Agency said. More than 350 homes were dam-aged or destroyed, including 283 on Izu Oshima, it said.

The typhoon, which stayed off-shore in the Pacific, had sustained winds of 126 kilometers per hour (78 miles per hour), with gusts up to 180 kph (110 mph), before it was downgraded to a tropical storm Wednesday evening. The storm was moving northeast, off the northern Japanese island of Hokkaido.

More than 80 centimeters (30 inches) of rain fell on Izu Oshima during a 24-hour period ending Wednesday morning, the most since record-keeping began in 1991.

CAIRO - Relations between the United States and Egypt are now in turmoil and the entire Middle East could suffer, the Egyptian foreign minister said in remarks made a week after Wash-ington moved to curtail military aid to Cairo.

Nabil Fahmy told state-run Al-Ahram newspaper that Egypt had been dependent on U.S. aid for too long but Washington was wrong to assume the Cairo government would always follow its line.

“We are now in a delicate state reflecting the turmoil in the rela-tionship and anyone who says oth-erwise is not speaking honestly,” he said in comments published on Wednesday.

U.S. officials said the aid cut reflected Washington’s unhappi-ness with Egypt’s path since the army overthrew freely-elected President Mohamed Mursi of the Muslim Brotherhood on July 3.

Egypt has already criticised the decision and suggested it could turn to other countries for military aid, possibly Russia.

Egyptian security forces have cracked down hard on Islamists since the army seized power, killing hundreds and arresting thousands, including Mursi and other leaders accused of inciting or carrying out violence.

Muslim Brotherhood leaders say they face more severe repres-sion than under veteran autocrat Hosni Mubarak, who was toppled by a popular uprising in 2011. The army-backed government calls the Brotherhood terrorists.

Islamists accuse the military of staging a coup and sabotag-ing democratic gains made since Mubarak’s demise.

Egypt has long been the sec-

ond-largest recipient of U.S. aid after Israel and its military - the largest in the Arab world - has worked closely with Washington for decades.

The United States now faces a policy dilemma - how to promote democracy while not alienating an Arab ally which has a peace treaty with Israel and controls the strategic Suez Canal.

Fahmy said an extended period of instability in ties would “reflect negatively on the entire region, in-cluding American interests”. The current situation was not solely the result of the U.S. decision to withhold aid, he said.

“The truth is that the problem goes back much earlier, and is caused by the dependence of Egypt on the U.S. aid for 30 years. (The aid) made us choose the easy option and not diversify our op-tions,” he said.

The long-standing military relationship caused Washington to wrongly assume that Egypt would always go along with its policies and goals, Fahmy said.

TURN TO RUSSIA?Most worrying for the United

States is the possibility that the army will turn to a rival country for military aid. Egypt’s army is exploring its options. Military sources told Reuters last week that the army is planning to diversify its source of weapons, including a possible turn to Russia.

The government has insisted Egypt would not bow to U.S. pres-sure, saying it found American policy strange at a time when the country was facing what it calls a war against terrorism.

U.S. military aid to Cairo, put at $1.3 billion a year, was born out of the 1979 peace treaty between Egypt and Israel.

But making solid devices is not enough to stand apart from the crowd in the ultra-competi-tive mobile phone market, which probably pushed LG to make some bold design decisions in a bid to differentiate its G series from Samsung’s Galaxy line and Apple’s iPad mini.

For the G2, which was re-leased last month in the U.S., LG moved the power and volume controls to the back of the phone. For the G Pad, which goes on sale in the U.S. next week, LG added a full HD screen, a rarity in 8-inch tablet computers.

While these design choices set the G2 and the G Pad apart from ‘me too’ devices trying to catch up with Samsung and

Apple, they might also limit their appeal.

Not everyone will be pleased with having to change the basic habits of smartphone operation. They will scratch their heads looking for those buttons just like I did. The full HD screen display makes the G Pad a couple of hun-dred dollars more expensive than other 8-inch tablets.

It took a couple of days before my index finger ceased pressing a volume key when I intended to press a power key. But after that, I realized having a power button on the back makes it easier to use a big handset with one hand. The G2 has a 5.2-inch screen.

LG came up with a double-tap gesture to activate the phone. I

found it easier and quicker than pressing a home button and then sliding to unlock as with my iP-hone 4S. This double-tap to start also applies to the G Pad.

LG removed the physical home button on the front for the G2 and the G Pad. Instead, virtual buttons for back, home and menu actions appear when the screen is activated. I preferred these vir-tual buttons over physical ones because I could touch them with the same gesture and pressure I applied to the touchscreen. One downside of Samsung’s Galaxy devices is that the touchscreen and the three buttons for home, back and menu options all need a different level of pressure to be activated.

CUPERTINO, California — Apple is holding an event in San Francisco next week to announce new products — likely updated iPads. The company announced its most recent iPads around this time last year. The announcement included a smaller version, called the Mini, for the first time.

New iPads would get Apple’s latest operating system for mobile devices, iOS 7. The invitation sent Tuesday includes a graphic that mim-ics the color scheme in iOS 7.

Next Tuesday’s event will take place at the Yerba Buena Center for the Arts Theater in San Francisco, a venue Apple has often used in the past.

It follows last month’s release of new iPhones with iOS 7 — the 5S model with a fingerprint sensor and a cheaper, 5C model with a variety of color options.

It’s also possible Apple will use the event to release its new Mac operating system, Mavericks. Apple unveiled the system in June. The system will support tagging to help you find files more easily. It also promises better battery life and a way to keep track of passwords across multiple devices more easily. Apple may also announce new Mac computers at the event.

DENPASAR - Representatives of Governments, business and civil society will gather to examine cross-border Internet governance challenges at the annual session of the Internet Governance Forum (IGF), to take place in Nusa Dua, Bali on 22-25 October. Each year the Secretary-General of the United Na-tions convenes the meeting through the Department of Economic and Social Affairs.

The Forum, which is the leading global multi-stakeholder dialogue on public policy issues relating to the Internet, meets annually as an outgrowth of the 2006 World Sum-mit on the Information Society. It is intended to foster a common under-standing of how to maximize Internet opportunities and address risks and challenges that arise. The IGF, which is not a decision-making body, is also a space that gives developing countries the same opportunity as wealthier nations to engage in the debate on Internet governance and to facilitate their participation in exist-ing institutions and arrangements.

More than 1,500 delegates will convene in Bali over the course of the four-day meeting. Thousands more will actively participate re-motely from around the world. Sev-eral High-level government officials, CEO’s and directors of major global business organizations and civil so-ciety groups will be among those in attendance.

The IGF annually reviews the role of Governments in multi-stakeholder cooperation for Internet governance, and the Bali meeting will aim to create some form of consensus on the issue. Additional focus sessions will be dedicated to the Internet as engine for growth and sustainable development (a topic relevant to on-going discussions on the post-2015 development agenda); cyber-security; human rights and freedom of expression; the principles of Internet governance and enhanced multi-stakeholder cooperation; and emerging issues of concern, such as Internet surveillance.

The IGF in Bali will be preceded on 21 October by a pre-event high-level meeting on cyber ethics, hosted by the Ministry of Communication and Information Technology of the Republic of Indonesia, followed by additional sessions hosted by other stakeholders in the global internet community. The host country for IGF 2013, Indonesia, is estimated to have 63 million Internet users, 47 million accounts on facebook and nearly 30 million twitter accounts. (iah)

A number of housewives in Singaraja said that in this October they were still having trouble to get local fruits such as mango, man-gosteen and others. Actually, in previous years, the local fruits were easily found at the end of the year because it was in the harvest peak. “But, the mango is rarely found because it has not entered the harvest season,” he said.

If any local fruits could be found, they usually belonged to unseasonal fruits such as bananas and grapes. To that end, many housewives claimed to be forced to buy imported fruits to fill in the ritual oblation. “We actually want to use local fruits because our family is an enthusiast of local fruits. Unfortunately, they are difficult to get be-cause they are rare. At the end, we will probably buy some imported fruits,” said a housewife at Baktiseraga village, Singaraja.

The Head of Buleleng Agriculture and Live-stock Agency, Nyoman Swatantra, when asked

for his confirmation on Tuesday justified the delay to the peak of local fruit harvest this year. According to him, indeed a number of fruits had entered their harvest period such as mango, mangosteen and others, but their amount was only a few. “Harvest peak of this year delays due to weather condition. Estimated, the harvest peak will fall early 2014,” he said.

Due to delayed harvest peak, said Swatan-tra, the scarcity of local fruits also frequently happened before Galungan. Meanwhile, the local fruits available were banana and grapes. “Indeed, mango is also available, but the amount is not as much as when the harvest peak occurs,” he said.

According to Swatantra, ahead of Galungan his party organized a Farmer Market in the of-fice courtyard of the Agriculture and Livestock Agency to bridge farmers and consumers. In the Farmers Market to be held on Friday (Oct 18)

through Sunday (Oct 20) would be sold local fruits to meet the needs of residents in conjunction with the celebration of Galungan. Other than fruits, the other commodities to be sold would be vegetables, chicken and ritual oblations commonly used for the celebration as well as processed products and plantation crops. “Later, we will provide 22 booths representing each subdistrict,” he said.

Swatantra said that each subdistrict would be given two booths to display their agricultural products, livestock and plantation seed. For ex-ample, Kubutambahan subdistrict would surely display more mangoes, while Banjar and Seririt subdistrict would display grapes. In addition to the subdistricts, the other agencies like the Coop-erative, Trade and Industry Agency, Forestry and Plantation Agency and the Maritime and Fisheries Agency were also given a booth each. “The Mari-time and Fishery Agency will display fishery and plantation products,” he said. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Meanwhile, the information ob-tained in Buleleng government mentioned that the traders in the peak region would be tolerable first while waiting for the relocation to a specified place. So far, the land used for relocation had not been avail-able. County government planned to acquire the land around the region in 2014. buses. Such condition can certainly tarnish the tourism image in Bali if without a proper handling.

As seen throughout October, after hosting the visit of APEC del-egates and the tourists especially foreign tourists continued to in-crease. On the one hand, such con-dition is certainly advantageous. However on the other side, the unready parking lot can result in a new and quite serious problem. Deputy Chairman of the Klung-kung House, Putu Tika Winawan, admitted on Tuesday (Oct 15) that he had repeatedly told the executive if the parking condition was chaotic. It had become a very disturbing scene for Klungkung tourism since long time having been synonymous with the icon of Kertha Gosa.

This legislator from Selat vil-lage repeatedly screamed to the executive to seriously resolve the parking problem of Kertha Gosa. However, his party considered there was no real measures to follow up the issue properly. “We are surely ashamed of Kertha Gosa being admired by foreign tourists, but having inadequate

parking space. This can tarnish the image of our tourism,” he said. He reminded the executive of utilizing the dormant land around the Kertha Gosa, such as in the area of night market. Actually, this area was un-used from the morning to evening and it would be more elegant to be used as central parking for tourist visiting Kertha Gosa.

Even, with such rapid tourism development, chiefly at Kertha Gosa, relevant agencies should have started thinking about an integrated tourism among the tour-ism potential in Klungkung such as the renowned Kertha Gosa and Kamasan village. “If the govern-ment wants to work, tourists com-ing to Klungkung should not just be offered to visit Kertha Gosa. Klungkung still has Kamasan vil-lage and various handicraft prod-ucts like coconut shell craft that has been known to tourists. Invite them to see the potentials. If there is intention, the local gigs can be empowered. Simply take tourists to see all the potentials while riding local gig,” he explained.

However, to realize the inte-grated tourism, Tika asked the

The story centers on President Stephen Blades who is told about the existence of an alien presence kept secret for years by his predecessor. It’s in the asteroid belt between Mars and Jupiter, it’s unclassifiable, it won’t communicate and it may be girding for war.

From there, it’s one truth after another and

it changes everything for Blades as a leader, citizen, father and person.

Soule said the idea sprang forth in early 2011 about the time “when it was pretty clear that the last space shuttle mission was going to happen soon. The U.S. as a space power was going to change, dramatically.”

Inspired by that change, he was walking along the beach in Cape May, New Jersey, and pondering what it would take for America, among others, to get back to the stars.

“I wanted to write the story about what we could do and, if we really need to, could we get back up there? What would be the incentive? In the 1960s, it was the Cold War and the space race,” Soule said. “What could take us up there? The idea of aliens being up

there, and then it all fell into place.”And so it does, with Soule’s story focusing

not just on Blades and the political ramifica-tions of knowing what’s up there, but also the crew of the spaceship Clarke, which is poised to make the first, human contact with whatever is there.

Soule said the pieces of both plots will come together, over the course of the series, and “everything will make sense,” he says. “Even some of the weird stuff.”

NASHVILLE, Tennessee — Nirvana, Linda Ronstadt, Pe-ter Gabriel, Hall and Oates, and The Replacements are among first-time nominees to the Rock and Roll Hall of Fame.

The hall of fame announced its annual list of nominees Wednesday morning and half the field of 16 were first-time nominees. YES, Link Wray and The Zombies also received their first nominations.

More than 600 voters will determine the class of 2014. Inductees will be announced in December and a ceremony will be held next April in New York. The induction will be aired on HBO in May.

Nirvana is nominated in its first year of eligibility. If se-lected for induction, the band would enter the hall of fame almost exactly 20 years after frontman Kurt Cobain’s suicide at age 27.

Ronstadt receives her first nomination not long after she shared news that she has Parkinson’s disease. Fans have long questioned her absence from the hall’s roster of stars. Simi-larly, long-denied YES joins the list after Rush finally struck a blow for prog rock with its induction earlier this year.

Repeat nominees are KISS, LL Cool J, N.W.A., Cat Ste-vens, Deep Purple, The Meters, The Paul Butterfield Blues Band and Chic. It’s the eighth nomination for Chic since 2003, but comes as co-founder Nile Rodgers is enjoying widespread attention after his collaboration with Daft Punk earlier this year. KISS, LL Cool J and Stevens return to the list after absences of several years.

The complaints related to ser-vices provided by the PLN, Armaya explained that many people com-plained about the outages without prior notice, voltage fluctuation as well as new connection of the PLN services and some complained about the incessant effort of the PLN asking consumers to move from conventional to prepaid power

subscription. “The PLN may not force consumers to change their payment method from conventional to prepaid system,” he said.

As for the service of the Munici-pal Waterworks (PDAM), consum-ers complained that the clean water ran sluggishly in dry season. “In this condition, the YLPK Bali appeals to the PDAM management across Bali to establish good communica-tion to customers. Although getting no water, a good communication to customer is much needed,” he said.
