ECD Fundamentals: supporting teachers to teach and learn
Presentation to BRIDGE ECD CoP27 August 2013
Context
• ECD fundamentals a long standing issue.• Varying levels of capacity and quality of materials.• Collaborative initiative by Ilifa / DG Murray / Saide :
research reference group included a networking group and curriculum group.
• Still some issues to resolve, but developed a concept.
Fundamental issues• Integral to ECD qualifications pathways,
professionalisation of ECD, articulation of qualifications, bridging the occupational / professional divide.
• Access to high standard of ECD qualification and quality ECD teachers.
• Capacity of ECD trainers to offer fundamentals.• Funding• Cross-sector and inter-departmental: DBE, DSD,
DHET, occupational (QCTO) , professional (CHE)
Current context
• ECD to fall under QCTO;• New occupational qualifications and QCTO
requirements;• FLC will be one component.
Wha
t is
FLC?
A possible solutionECD foundational learning competence:
• Communications and mathematical literacy
• Use generic FLC curriculum framework
• Integrated or parallel, or stand-alone
Identified gaps:
• Verbal and extended writing skills;
• Methodology;• Academic skills.
Materials development:
• Identify existing high quality, relevant fundamentals materials;
• Collaborative shared materials;
• Core development team;• Parallel and aligned to
scoping of occupational qualifications
Providers:
• Interested RTOs / organisations / institutions register with AQP (IEB)
• Offer FLC to own and others
• Subject specialists• Training of FLC trainers• Additional support and
mentoring from core team
• Assessment centres for FLC – external assessment through bank.
Assessment:
• FLC bank of multiple choice assessment tasks;
• ECD preparation – adapt exemplars as formative, developmental assessment activities beginning and middle;
• Final external through assessment centres;
Way forward• Participate in QCTO scoping of ECD qualifications;• Get special dispensation for FLC to apply to current
qualifications;• Begin developing ECD FLC concurrently with scoping.• Broaden reference group – [email protected]
