Excelsior Correspondent JAMMU, Dec 28: Secretary Information Department, Dr Abdul Rashid today held a meet- ing with the officers of the department to review its func- tioning. The meeting was attended by Special Secretary Narinder Singh Bali, Joint Director Jammu Manisha Sareen, Joint Director Kashmir Zahoor Ahmad Mir, Deputy Director PR Jammu Atul Gupta, Deputy Director Central Avleen Kaur, besides other officials from Finance and Information Department. During the meeting, various issues were discussed including categorization of newspapers, operationalization of journalists’ welfare fund, constitution of State Media Advisory Council, filling up of vacancies/ reorgan- ising of DIPR, constitution of departmental promotion com- mittee, framing of empanelment policy for electronic/online media, institution of State Media Awards, institution of health insurance/pension scheme for journalists, construction of media complexes at district headquarters among others. The Secretary Information took stock of the progress made on various issues. He directed the officers to expedite the cate- gorization process of newspa- pers and submit the report at the earliest. Taking note of the progress on institution of Health Insurance/Pension Scheme for journalists, the Secretary direct- ed for expediting the process of formulating the draft proposal in this regard. The Secretary also sought status report on all ongoing works for setting up of media centres at district headquarters. He was apprised that media cen- tres have already been estab- lished in Kathua, Kupwara, Poonch and Budgam. The process has been initiated for establishing media centres in the remaining districts. Excelsior Correspondent SRINAGAR, Dec 28: State BJP general secretary, Dr Narinder Singh, today said that BJP is strengthening its base in Kashmir due to the policies of the Modi Government in the Centre. He said that the masses of the Valley are positively contributing to the establishment of long-last- ing peace in the Valley and the policies of the Central Government and State Government are the harbingers of this change. The BJP leader said that the peace loving people of the Valley are greatly appreciating the hon- esty and good development-ori- ented governance of Prime Minister Modi, and are of the firm belief that he alone will restore peace and pristine glory to the Valley. “The people of Kashmir have understood how past National Conference and Congress Governments in last 70 years have created alienation and lack of development. “Sabka Saath–Sabka Vikaas” is the only mantra of the BJP and to realize this dream of the Prime Minister, BJP is providing inclusive gover- nance said”, he said. Dr Narinder was speaking while addressing a meeting of party workers and office bearers during a tour of all the ten dis- tricts of the Valley conducted from December 25 to 27. During the tour, he held meeting with office bearers of all the 46 Assembly constituencies to take stock of the organizational activi- ties. The presidents of these 46 Assembly constituencies were exhorted to work for strengthen- ing the party at grass root level, constituting booth level commit- tees and short listing the candi- dates for the upcoming Panchayat elections. The district presidents of BJP in the Valley, DK Nehru (Baramulla), Mohd Jamal Bhat (Kupwara), Waseem Bari (Ban- dipora), Gulam Hassan Khan (Budgam), Bashir Bhat (Gand- arbal), Javed Qadri (Shopian) and AG Bhat (Pulwama) along with district general secretaries, Vistaraks (full-timers) namely Mudasr, Mushtaq Noorabadi and Veer Saraf attended the meetings held at district level. Excelsior Correspondent JAMMU, Dec 28: Pradesh Congress Committee president , Ghulam Ahmed Mir today ques- tioned BJP’s silence over the induction of Tassaduq Mufti, younger brother of Chief Minister Mehbooba Mufti, in the State Cabinet, saying the party which had made dynasty rule an issue during election campaigns is maintaining criminal silence on the issue and keeping its eyes shut. “It is easy to deliver sermons but when it comes to one’s own house, the BJP is silent today,” Mir said while talking to reporters at the sidelines of the 133rd Foundation Day function of Congress Party here today. “If you look at this Government, over two dozen rela- tives of Mehbooba are directly and indirectly running the affairs,” Mir added. When asked about the induc- tion of Tassaduq into the State Cabinet, Mir said he had nothing personal against him but “those who spoke against dynasty rule, why are they silent today.” “Tassaduq’s oath taking is the biggest backdoor entry. When they felt that they will be defeated in the by polls (to Anantnag Parliamentary seat), they ran away and now through backdoor entry, he was inducted in the Cabinet,” the Congress leader said. By polls to the Anantnag Parliamentary seat, where Tassaduq was the PDP’s candi- date, was cancelled after large scale violence in Srinagar in April in which eight people were died. “The people of State are politi- cally mature and fully understand every move of the Government. Sometimes the people do not talk, but when the real time will come (elections), their fingers will talk,” he said. Talking about the Government’s decision to hold Panchayat elections in mid February next year, the PCC pres- ident said the decision could be a “political stunt” to convey a mes- sage to the people that “we are ready for elections and the situa- tion has returned to normal.” Earlier, addressing Congress functionaries and workers at party office here, Mir congratulated the party cadre on the Foundation Day of the party which was founded on this day in 1885. He said that Congress has a history of struggle and sacrifices for the nation during the 132 years and united the entire country under one umbrella to attain freedom. Mir lashed out at the policies of Modi Govt and BJP-RSS which have created divisions in the soci- ety. He said that under young leader Rahul Gandhi, Congress has proved that the Modi led BJP would face a tough time in the 2019 elections. The Gujarat elec- tions have proved to be a turning point in the politics of the country and Congress cadres are re-ener- gized by the tremendous support and dynamic leadership of Rahul Gandhi. He asked the party cadres to get ready for Panchayat elec- tions in the State. Excelsior Correspondent JAMMU, Dec 28: Chief Secretary, B B Vyas, today chaired a meeting of Administrative Secretaries of various departments and officers of police, various autonomous bodies and corporations to review the action taken on the recommendations of the anti-cor- ruption agencies relating to sanc- tion of prosecution and regular departmental action against accused employees. Expressing concern over the slow pace in the disposal of these cases, Chief Secretary empha- sised on the need for conclusion of these matters on a fast track basis to ensure timely departmen- tal action against the accused employees. He observed that the non- finalization of the pending departmental enquiries at times acts as an impediment in the pro- motion of an employee. Chief Secretary urged the Administrative Secretaries to personally monitor the depart- mental enquiries so as to bring them to a logical conclusion within the shortest possible time. The Administrative Secret- aries were directed to expedite the disposal of pending sanctions to the prosecution of employees found involved by the Vigilance Organization and Crime Branch in corrupt practices and ensure that a decision is taken within next one month. Chief Secretary further advised the Administrative Secretaries to exercise due dili- gence while writing the Annual Performance Reports of the offi- cers/officials subordinate to them and to specifically bring on record instances of any delin- quency/misconduct or inefficien- cy in these reports. The departments were also advised to take required preven- tive measures on the basis of alert notes/advisories issued by the anti-corruption agencies so as to serve as a deterrent in future. Excelsior Correspondent NEW DELHI, Dec 28: The BJP Member Parliament from Jammu-Poonch constituency, Jugal Kishore Sharma today met Union Minister for Railways Piyush Goyal here today and dis- cussed various development projects regarding Railways in Jammu region. The BJP MP laid stress on stoppage of Uttar Sampark Kranti train at Manwal Railway Station in Udhampur and urged the Minister that the people of Manwal- Kishenpur and adjoining area have to travel more than 60 kms after dropping at earlier station at Jammu which seems very uneasy to them. Sharma said that the people of said area have raised their demand so many times during his tour in the constituency and it is his foremost duty to pay heed to their demands. The MP urged to Minister for Railways to make arrangements for stoppage of Sampark Kranti at Manwal Railway Station. Jugal Kishore had also detailed discussion about the extension of Jammu Railway Station with the Minister for Railways and also dis- cussed the project of Jammu -Poonch Railway Line. He raised his voice to expedite the process and to start the projects at the earliest. The MP also submitted a charter of demands to the Union Railway Minister. The Railways Minister assured the Member of Parliament that his demands would be considered on priority. Excelsior Correspondent JAMMU, Dec 28: Dr Alok Mishra, Chairman, Brain Behaviour Research Foundation of India, accompanied by Subodh Kumar, Scientist- Brain Signals Computing; Dr. Arti Bakshi, HoD Deptt. of Psychology, University of Jammu; Ajay Sawhani (CA) and Lt. Col. Krishna Kapoor, met Governor N.N. Vohra at the Raj Bhavan last evening. Dr Mishra and Subodh Kumar are in Jammu to provide training and deliver lectures at the Faculty Orientation Programme, which is part of the Interdisciplinary Three Weeks Refresher Course in Behavioural Sciences, at the Department of Psychology, University of Jammu. Both of them shared their experiences about the ongo- ing programme with the Governor. Governor emphasized the high importance of Refresher Courses for capacity building and exposure to new techniques and findings in varied fields. For ensuring quality teaching, he stressed the high importance of teachers being well acquainted with the emerging trends in their subjects. Dr Mishra, who is also Chairman of the Brain Behaviour Research Foundation of India explained to Governor about the exploratory work so far done and the very exciting results which have been achieved to brain map individuals. Cold wave conditions in Kashmir, temps plummet Excelsior Correspondent SRINAGAR, Dec 28: Cold conditions returned to Kashmir after a day's relief as the minimum temperature went down last night and the mercury settled below the freezing point across the region. The night temperature went down across Kashmir and Ladakh regions, and stayed below the freezing point. The night tempera- ture had increased across the divi- sion previous night and settled above the freezing point at several places in the Valley. Srinagar city recorded the min- imum temperature of minus 2.7 degrees Celsius last night - down over three degrees from 0.7 degree Celsius of the previous night. The day temperature settled at 12.5 degrees Celsius, 4.6 degrees above normal. The mercury in Qazigund in South Kashmir was at a low of minus 1.6 degrees Celsius - over a degree down from minus 0.4 degree Celsius of the previous night. The day temperature settled at 11.8 degrees Celsius, 3.9 degrees above normal. Kokernag town recorded a low of minus 1.1 degrees Celsius - down from yesterday's 0.4 degree Celsius. The day temperature was 10.1 degrees Celsius, 3.8 degrees above normal. Kupwara town in North Kashmir registered a low of minus 2.4 degrees Celsius last night - a decrease of over two degrees from the previous night's 0.1 degree Celsius. The day temperature set- tled at 14.2 degrees Celsius, 6.2 degrees above normal. The mercury at the famous ski- resort of Gulmarg in North Kashmir was at a low of minus 4 degrees Celsius - nearly two degrees colder than the previous night's minus 2.4 degrees Celsius. The day temperature settled at 5.9 degrees Celsius, 3.2 degrees above normal. The night temperature in Pahalgam recorded a low of minus 2.5 degrees Celsius - over two degrees down from yesterday's minus 0.3 degree Celsius. The day temperature settled at 10.5 degrees Celsius, 4.8 degrees above normal. The night temperature in Kargil decreased nearly six degrees last night as the mercury there was at a low of minus 9.6 degrees Celsius from minus 3.7 degrees Celsius of the previous night. The day temperature settled at minus 2.0 degrees Celsius. Kargil was the coldest recorded place in the State. Leh town recorded a low of minus 7.1 degrees Celsius, com- pared to the previous night's minus 6.2 degrees Celsius. The day tem- perature settled at 2.7 degrees Celsius. Kashmir is currently under the grip of 'Chillai-Kalan' - a 40-day harshest period of winter - when the chances of snowfall are most frequent and maximum and the temperature drops considerably. It ends on January 31 next year, but the cold wave continues even after that in the Valley. The 40-day period is followed by a 20-day long 'Chillai- Khurd' (small cold) and a 10-day long 'Chillai-Bachha' (baby cold). The MeT Office has forecast mainly dry weather in Kashmir for a few days. Fair price shop dealers stage protest, demand permanent jobs Excelsior Correspondent SRINAGAR, Dec 28: Scores of fair price shop dealers today staged protests and demanded implementation of Cabinet deci- sion wherein they were “prom- ised permanent jobs”. Scores of fair price shop deal- ers who have been engaged with Consumer Affairs Food and Public Distribution(CAPD) Department for last fourteen years today assembled in the Press Enclave here in Srinagar and protested against the Government for neglecting their demand of permanent jobs. According to the dealers, they were engaged for a long time on consolidated pay following a Cabinet decision number 127 of July 16, 2014. “Till now the Government has failed to imple- ment the decision. It is unfortu- nate that despite a Cabinet order in place the Government is unmoved. For last fourteen years we are engaged with CAPD Department and has repeatedly demanded permanent jobs but to no avail,” president of Fair Price Dealers Union Tanveer Hussain Pathan said. Demanding implementation of the Cabinet decision he said, “When we were engaged the State Government promised us permanent jobs.” Pathan said there were around 3500 fair price shops employees in J&K including 1200 from Kashmir who had delivered their services during tough times that state faced. During the devastat- ing floods of 2014 and the unrest of 2016, they worked ardently. He, however, alleged inordinate delay in the implementation of the order was to issue licenses to some blue-eyed person, “I do not see any other reason for the delay. If Government can regu- larise the services of the 60000 casual workers why are they delaying the implementation of the Cabinet order,” he added. BJP strengthening its base in Valley: Dr Narinder MGNREGA employees call off strike Excelsior Correspondent JAMMU, Dec 28: Employees of the Rural Development Department, engaged under MGNREGA Scheme today called off their strike after the assurance given by the Minister for RDD, Abdul Haq Khan. The employees working under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) were on strike/ protest dharna for the last 18 days. They were demanding their regu- larization and enhancement of wages. MGNREGA Employees Association, Jammu Province president Sandeep Kalotra and Jan Mohd Provincial president from Kashmir Division said that strike has been called off after getting assurance from the Minister. The Government has given two months time to set up a committee to examine their issues and recom- mend to the Government. A delegation of MGNREGA employees met the Minister of Rural Development Department and discussed their issues with the Minister, Kalotra said. He said the employees are demanding as short terms demands i.e salary hike, yearly increments and long terms demands like job policy, with equal pay for equal work, and other benefits at par with the other Government employees. The Minister directed the Commissioner/Secretary to Govt, Rural Development Department to constitute a committee of senior officers, which will examine all the issues of the MGNREGA employees and make its recom- mendations, Sandeep added. The Government will examine these recommendations sympa- thetically, the minister has assured. Kalotra said claimed if the Government failed to fulfill the demands within two months, they will again take to streets and resume agitation. Addressing party workers' convention at Bandipora today, provincial president of the party for Kashmir Nasir Aslam Wani said that the PDP was guided by a singular goal of empowering a single family while the State is being ruined and its resources misused. Wani further said that the inclusion of the CM's brother into the State Cabinet was a cruel joke with the people of the State, who continue to suffer with each pass- ing day due to the political and administrative failures of the PDP-BJP Government led by Mehbooba Mufti. Today PDP has carried on this trend of deceit for self-seeking ambitions by elevat- ing a practically unknown entity to the State Cabinet after the gen- tleman, facing imminent defeat, literally ran away from the Anantnag Parliamentary elec- tions and then went on to seek a place of extra-constitutional power in the Civil Secretariat as the appointed head of the CM's Grievance Cell", Wani said. While questioning the quali- fications and political experi- ence of Tassaduq Mufti, Wani said his history of jumping from one opportunity to another spoke about his priorities and mindset. He ran away from the Anantnag election and now he has run away from the CM's Grievance Cell. He has spent the last year or more developing a coterie of young businessmen and together with them inter- fered in the transfer processes of the Government at the highest levels. In his elevation, the same coterie of young businessmen are being empowered with unbridled powers to wreak havoc with administrative neu- trality while being granted a backdoor access to the resources of the State", the NC leader added. The Division Bench of Justice Ramalingam Sudhakar and Justice M K Hanjura was informed that Chief Town Planner has prepared a draft action plan for properly main- taining and developing the parks and creating further green spaces. Accordingly, DB directed the Chief Secretary to finalize the draft action plan and report the court by next date. Court has been informed that a draft action plan for properly maintaining and developing the parks and gardens in the State and in addition creating of more green spaces, has been prepared and submitted to Commissioner Secretary Housing Department for approval. The DB observed that parks and gardens are main attraction for the tourists and main source for promoting the tourism. There should full care of all the parks and gardens for all four seasons, DB directed. Director Floriculture was directed to submit the fresh list of parks & gardens which are in public use in Srinagar city and the measures adopted for mainte- nance of these parks and gardens. maintaining criminal silence onthe issue and keeping its eyes shut.

JAMMU, Dec 28: ChiefSecretary, B B Vyas, todaychaired a meeting ofAdministrative Secretaries ofvarious departments and officersof police, various autonomousbodies and corporations toreview the action taken on therecommendations of the anti-cor-ruption agencies relating to sanc-tion of prosecution and regulardepartmental action againstaccused employees.

Expressing concern over theslow pace in the disposal of thesecases, Chief Secretary empha-sised on the need for conclusionof these matters on a fast trackbasis to ensure timely departmen-tal action against the accusedemployees.

He observed that the non-finalization of the pendingdepartmental enquiries at timesacts as an impediment in the pro-motion of an employee. ChiefSecretary urged theAdministrative Secretaries to

personally monitor the depart-mental enquiries so as to bringthem to a logical conclusionwithin the shortest possible time.

The Administrative Secret-aries were directed to expeditethe disposal of pending sanctionsto the prosecution of employeesfound involved by the VigilanceOrganization and Crime Branchin corrupt practices and ensurethat a decision is taken withinnext one month.

Chief Secretary furtheradvised the AdministrativeSecretaries to exercise due dili-gence while writing the AnnualPerformance Reports of the offi-cers/officials subordinate tothem and to specifically bring onrecord instances of any delin-quency/misconduct or inefficien-cy in these reports.

Cold wave conditions inKashmir, temps plummet

SRINAGAR, Dec 28: Coldconditions returned to Kashmirafter a day's relief as the minimumtemperature went down last nightand the mercury settled below thefreezing point across the region.

The night temperature wentdown across Kashmir and Ladakhregions, and stayed below thefreezing point. The night tempera-ture had increased across the divi-sion previous night and settledabove the freezing point at severalplaces in the Valley.

Srinagar city recorded the min-imum temperature of minus 2.7degrees Celsius last night - downover three degrees from 0.7 degreeCelsius of the previous night. Theday temperature settled at 12.5degrees Celsius, 4.6 degrees abovenormal.

The mercury in Qazigund inSouth Kashmir was at a low ofminus 1.6 degrees Celsius - over adegree down from minus 0.4degree Celsius of the previousnight. The day temperature settledat 11.8 degrees Celsius, 3.9degrees above normal.

Kokernag town recorded a lowof minus 1.1 degrees Celsius -down from yesterday's 0.4 degreeCelsius. The day temperature was10.1 degrees Celsius, 3.8 degreesabove normal.

Kupwara town in NorthKashmir registered a low of minus2.4 degrees Celsius last night - adecrease of over two degrees fromthe previous night's 0.1 degreeCelsius. The day temperature set-tled at 14.2 degrees Celsius, 6.2degrees above normal.

The mercury at the famous ski-

resort of Gulmarg in NorthKashmir was at a low of minus 4degrees Celsius - nearly twodegrees colder than the previousnight's minus 2.4 degrees Celsius.The day temperature settled at 5.9degrees Celsius, 3.2 degrees abovenormal.

The night temperature inPahalgam recorded a low of minus2.5 degrees Celsius - over twodegrees down from yesterday'sminus 0.3 degree Celsius. The daytemperature settled at 10.5 degreesCelsius, 4.8 degrees above normal.

The night temperature inKargil decreased nearly sixdegrees last night as the mercurythere was at a low of minus 9.6degrees Celsius from minus 3.7degrees Celsius of the previousnight. The day temperature settledat minus 2.0 degrees Celsius.Kargil was the coldest recordedplace in the State.

Leh town recorded a low ofminus 7.1 degrees Celsius, com-pared to the previous night's minus6.2 degrees Celsius. The day tem-perature settled at 2.7 degreesCelsius.

Kashmir is currently under thegrip of 'Chillai-Kalan' - a 40-dayharshest period of winter - whenthe chances of snowfall are mostfrequent and maximum and thetemperature drops considerably.

It ends on January 31 nextyear, but the cold wave continueseven after that in the Valley.

The 40-day period is followedby a 20-day long 'Chillai- Khurd'(small cold) and a 10-day long'Chillai-Bachha' (baby cold).

Scores of fair price shop deal-ers who have been engaged withConsumer Affairs Food andPublic Distribution(CAPD)Department for last fourteenyears today assembled in thePress Enclave here in Srinagarand protested against theGovernment for neglecting theirdemand of permanent jobs.

According to the dealers, theywere engaged for a long time onconsolidated pay following aCabinet decision number 127 ofJuly 16, 2014. “Till now theGovernment has failed to imple-ment the decision. It is unfortu-nate that despite a Cabinet orderin place the Government is

unmoved. For last fourteen yearswe are engaged with CAPDDepartment and has repeatedlydemanded permanent jobs but tono avail,” president of Fair PriceDealers Union Tanveer HussainPathan said.

Demanding implementationof the Cabinet decision he said,“When we were engaged theState Government promised uspermanent jobs.”

Pathan said there were around3500 fair price shops employeesin J&K including 1200 fromKashmir who had delivered theirservices during tough times thatstate faced. During the devastat-ing floods of 2014 and the unrestof 2016, they worked ardently.He, however, alleged inordinatedelay in the implementation ofthe order was to issue licenses tosome blue-eyed person, “I do notsee any other reason for thedelay. If Government can regu-larise the services of the 60000casual workers why are theydelaying the implementation ofthe Cabinet order,” he added.

JAMMU, Dec 28: Employeesof the Rural DevelopmentDepartment, engaged underMGNREGA Scheme today calledoff their strike after the assurancegiven by the Minister for RDD,Abdul Haq Khan.

The employees working underMahatma Gandhi National RuralEmployment Guarantee Act(MGNREGA) were on strike/protest dharna for the last 18 days.They were demanding their regu-larization and enhancement ofwages. MGNREGA EmployeesAssociation, Jammu Provincepresident Sandeep Kalotra and JanMohd Provincial president fromKashmir Division said that strikehas been called off after gettingassurance from the Minister. TheGovernment has given two monthstime to set up a committee toexamine their issues and recom-mend to the Government.

The Minister directed theCommissioner/Secretary to Govt,Rural Development Department toconstitute a committee of seniorofficers, which will examine allthe issues of the MGNREGAemployees and make its recom-mendations, Sandeep added.

The Government will examinethese recommendations sympa-thetically, the minister has assured.

Kalotra said claimed if theGovernment failed to fulfill thedemands within two months, theywill again take to streets andresume agitation.

The Division Bench ofJustice Ramalingam Sudhakarand Justice M K Hanjura wasinformed that Chief TownPlanner has prepared a draftaction plan for properly main-taining and developing the parksand creating further green spaces.Accordingly, DB directed theChief Secretary to finalize thedraft action plan and report thecourt by next date.

Court has been informed thata draft action plan for properlymaintaining and developing theparks and gardens in the State

and in addition creating of moregreen spaces, has been preparedand submitted to CommissionerSecretary Housing Departmentfor approval.
