Statoil DPN line 2, Incident Management Team (IMT) has 24/7-service on following

products:

• Operation Section Chief

• Sea Branch director

• Air Branch Director through Air Operations

• All co-located in Operation center(OPC) in Sandsliveien 90 in relation to Incident

Command Post(ICP)

• Statoil DPN line 2 general initial response to all incidents is as follows:

• Operation Section Chief(OSC) receives notification from incident site through

Main alarm and Notification center

• Mobilize necessary recourses Sea/Air to incident site

• OSC establishes direct communication with On Scene Commander for incident

brief

• Establish direct contact with IC to decide on mobilization of line 2/IMT

• OSC to give a short brief for arriving line 2/IMT members and if necessary task

them on immediate actions

• OSC to brief Incident Commander before first meeting for line 2 (IMT )

• OSC to perform initial internal/external notification according to check list

• OSC to create incident in CM and set up ER room

• OSC/IC to perform first meeting:

• OSC to give a description of the situation and ongoing tasks

IMS includes a set of proven organization and management principles including

common organizational elements, management structure, terminology, and

operating procedures.

Small incidents can typically be effectively managed with a simplified IMS

approach to both the organizational structure and to the planning process.

Experience has shown that management of a major response, which may

involve hundreds or even thousands of responders, requires the use of a more

structured IMS organization and a defined, scheduled planning process that

produces a coordinated, written Incident Action Plan.

IMS Organizational Principles

• Use a single, integrated organization to manage the response

• Organize by function: Command, Operations, Planning, Logistics, Finance

• Establish clear, hierarchical reporting relationships

• Keep the organization modular and scalable: appropriately sized to achieve

response objectives

Once command has been established, IMS establishes clear rules for the transfer of command to

another individual or individuals. The IMS organization is characterized by an orderly line of authority,

termed chain of command. IMS is also characterized by the concept of unity of command which

means that every individual has one and only one designated supervisor to whom that individual

reports at the incident scene

IMS Management Principles

IMS is based on the following management principles:

• Objectives-driven response

• Incident Action Plan

• Common and consistent terminology

• Manageable span of control

• Resource management and communication

Manageable Span of Control

Span of control refers to the number of individuals or resources than can be effectively managed by a

supervisor during an incident. A recommended span of control should range from three to seven

individuals, with five representing the optimal level. There may be exceptions to this range with lower-risk

assignments, assignments where resources work in proximity to each other, or assignments requiring

minimal direct supervision.
