1) Expression of Interest (EOI) :

Interested bidders shall send Expression of Interest on or before 18.10.2012 to, Mr. Sunil Sarnobat DGM (P&CS), Bharat Petroleum Corporation Ltd. 2) Offers of the bidders from whom expression of interest has been received within the above-stipulated time only shall be accepted and these vendors shall submit the offers as per instructions to bidders (ITB) on or before 10:00 Hrs. of 25.10.2012 at the venue as mentioned above at sr. no. 1. The validity of their offers shall be upto 06.01.2013. This shall supersede clause 12 of RFQ or any other clause in the tender. No extension for bid submission date shall be granted. Bidders shall submit all amendments as duly stamped and signed along with original tender document.

Techno-commercial un-priced offers shall be opened at venue as mentioned above

at sr. no. 1 on 25.10.2012; 14:00 Hrs. 3) Bidders who have already quoted against the subject tender shall note that their

original offer shall remain valid for evaluation and they shall submit compliance to this notice of EOI without any deviation. However, if they wish to submit only negative price implication for each item of the SOR, on the original quoted rates, due to confirmations given post techno-commercial bid opening and amendment – 3, they must indicate the same in their response to EOI with reasons. They shall be permitted to submit only negative price implication based on the communication / confirmation to be given by EIL / BPCL against the response to EOI, in the enclosed format duly signed and stamped, unpriced and priced copy in separate envelopes.

Input credit available to owner as per statutory rules against submission of Vatable / Cenvatable documents by bidder / supplier.

1. Total Cenvatable excise duty (to BPCL) is 100% 2. Total VAT for which input credit is available to BPCL is 42% 3. Total Cenvatable service tax (to BPCL) is 100% 4. Total WCT-VAT for which input credit is available to BPCL is 42%
