The Services Sector Education and Training Authority (Services SETA) is one of the 21
Sector Education and Training Authorities (SETAs) in South Africa responsible for skills
development in the country. The Services SETA facilitates skills development within the
services sector through developing qualifications, accrediting skills development
providers and certifying learners. The Services SETA supports skills development within
six key chambers: Cleaning and Hiring Services, Marketing and Communication Services,
Labour and Collective Services, Management and Business Services, Personal Care and
Real Estate and Related Services.
The Services SETA attains its stated objectives through utilisation of levies collected – 1%
Skills Development levy payable by employers within the services sector. 20% of the
levies collected may be re-distributed, as mandatory grants, back to member companies
via the Workplace Skills Plan (WSP) and Annual Training Report (ATR) process. At least
49.5% of the skills levies collected are for utilisation by the Services SETA, at its discretion
to attain objectives as set out in its Annual Performance Plan and sector Skills Plan. These
funds are referred to as Discretionary Grant Funds. Regulation stipulates that at least 80%
of a SETA's Discretionary Grant Funding is targeted at PIVOTAL programmes. PIVOTAL is an
acronym for Professional, Vocational, Technical and Academic Learning Programmes that
result in a qualification or a part of a qualification on the National Qualifications
Framework. There are 8 types of PIVOTAL programmes supported by the Services SETA
through which skills development can occur. Funding for these learning interventions can
be accessed through an application process.
Adverts for funding are intervention and qualification specific.
This guide has been prepared for entities to guide them as to how to access Services
SETA funding, and, if successful, to effectively recruit learners. The Services SETA
welcomes all opportunities to collaborate and work better with its stakeholders”

The Services SETA was established in 2000 in terms of the Skills Development Act of 1998. It is one of
the 21 Sector Education and Training Authorities (SETAs) that are licensed by the Department of
Higher Education and Training (DHET). The current Licence, National Skills Development Strategy III
(NSDS III, runs from 1 April 2011 to 31 March 2016).
The Minister of Higher Education and Training, Blade Nzimande, has relicensed the 21 Sector
Education and Training Authorities, including Services SETA. The relicensing is valid until 31 March
2018. The Services SETA is responsible for Skills Development in the services sector.

The Services SETA’s legislative mandate is to facilitate skills development within the service sector through:• Development of Sector Skills Plans
• Development of qualifications
• Accreditation of Skills Development Providers
• Certification of learners
The investment in skills development is supported by disbursement of Discretionary Grant Funding for use in skills development within the Services sector• Allocate grants in the prescribed manner to employers, education and training providers and other
stakeholders to the services sector
• Collect skills development levies, approve workplace skills plans and disburse mandatory grants
• Support skills development in the informal sector, cooperatives, NPOs and other income generating initiatives for the unemployed
The Services SETA promotes development of qualified learners through• Workplace identification
• Supporting the development of learning materials
• Improving the facilitation of learning
• Assisting in the conclusion of learner agreements
• Registration of learner agreements

Learnerships
Apprenticeships
A learnership is a structured learning programme which includes theoretical and practical
workplace experiential learning over a period of at least 12 months and which leads to an
occupationally related qualification registered on the NQF.
Learnerships are funded for both employed and unemployed learners.
Funding:
Employed learnership (18.1) – R18 000
Unemployed learnership (18.2) – R36 000 of which R1500 must be paid to the learner as a
monthly stipend
An apprenticeship is a learning programme towards the achievement of a listed trade, which
includes a trade test in respect of that trade. It covers theory, practical and structured workplace
learning (on the job training).
A person certified as competent, via a trade test, to undertake a listed trade in accordance with
relevant legislation.
Apprenticeships are funded for unemployed learners.
Funding:R50 000 per learner per annum, of which R2500 must be paid to the learner as a monthly
stipend

An assessment is the process used to identify, gather and interpret information against the
required competencies in a qualification or a part qualification in order to make a judgment
about a learner's achievement.
A trade test is the final external practical and summative assessment undertaken by candidates
who meet the requirements included in an occupational qualification for a listed trade that is
administered by an accredited trade test centre. The trade certificate is issued by the QCTO.
Funding:R4 500 per learner
An internship is a structured and monitored workplace experience gained through exposure and
interactions within a real work environment. The Services SETA funds three types of internships:
1. Graduates from Higher Education and Training (HET) institutions with full qualifications at
NQF level 5 and above
- R36 000 per unemployed learner, of which R2 500 must be paid to the learner
as a monthly stipend for 12 months.
2. Learners seeking workplace experience to complete the Nated (N6 only) National Diploma
- R36 000 per unemployed learner, of which R1 500 must be paid to the learner as
a monthly stipend for 18 months.
3. Graduates who have achieved a National Certificate Vocational (NCV) from a Technical,
Vocational and Training (TVET) college
- R24 000 per unemployed learner, of which R1 500 must be paid to the learner as
a monthly stipend for 12 months.
A bursary is a monetary award made to learners to follow an approved course of study. This is a
grant awarded to learners enrolled for qualifications registered on the National Qualification
Framework level 5 and higher (excluding learnerships).
The Services SETA funds both employed and unemployed learners.
Funding:Up to a maximum of R35 000 per employed learner enrolled for NQF 5 or higher

employment. This learning must result in a General Education and Training Certificate, Numeracy
and Literacy Adult Basic Education and Training (ABET) L1-4.

Recognition of Prior Learning (RPL)
Skills Programmes
Principles and processes through which the prior knowledge and skills acquired by a person are
identified, mediated and assessed for purposes of admission to a formal course of study,
recognition and certification.
This learning intervention is targeted at the employed.
Funding:R6 500 per learner
The short skills learning intervention has been designed as an occupationally based, short term
learning programme. When successfully completed by the learner, it constitutes credits towards
a qualification registered on the NQF. The Skills Programme comprises of a cluster of unit
standards derived from the same qualification between 25 and 60 credits.

The SDP will assist with the compilation and submission of the project commencement requirements to the Services SETA
The organisation / institution that is contracted with the Services SETA is always the LEAD employer
1. IDENTIFY AN ACCREDITED SKILLS DEVELOPMENT PROVIDER
(SDP)
Ÿ A list of accredited training providers is available from the Services
SETA Quality Management Department (QMD)
Ÿ It is important to check that the SDP is accredited for the specific
qualification that you have been awarded
Ÿ The SDP must provide valid accreditation certificates indicating the
qualifications they are accredited for
Ÿ A sub-contract needs to be completed and signed between the
organisation / institution and the SDP
2. IDENTIFY APPROPRIATE HOST EMPLOYER
Ÿ Identify and confirm employers to host learners
Ÿ Lead employers are allowed to host learners in organisations /
institutions other than their own, provided that the practical
learning experience aligns with the learning pathway being
delivered and the practical experience required

1. IDENTIFY AN ACCREDITED SKILLS DEVELOPMENT PROVIDER

Ÿ A list of accredited training providers is available from the Services
SETA Quality Management Department (QMD)
Ÿ It is important to check that the SDP is accredited for the specific
qualification that you have been awarded
Ÿ The SDP must provide valid accreditation certificates indicating the
qualifications they are accredited for
Ÿ A sub-contract needs to be completed and signed between the
organisation / institution and the SDP
2. IDENTIFY APPROPRIATE HOST EMPLOYER
Ÿ Identify and confirm employers to host learners
Ÿ Lead employers are allowed to host learners in organisations /
institutions other than their own, provided that the practical
learning experience aligns with the learning pathway being
delivered and the practical experience required

3. RECRUIT LEARNERS

Frequently Asked Questions (FAQ)
• Do I need to be a levy paying company to apply?
No, but if you are a private company you would have to be in the services sector to apply or be in
a sector applicable to the advertised qualification.
• If I applied for previous Discretionary Grant allocations, may I apply again?
Yes, all applicants who fulfil the criteria set out in the DG Advert online, whether successful or
not, may apply for the Discretionary Grant Funding.
• If I have applied for a previous Discretionary Grant, can I still use my username and password?
No, you must create a new account for this Discretionary Grant application
• If I currently have a contract with the Services SETA, may I apply?
Yes.
• Is my company still eligible to apply if they have foreign nationals in the management structure?
Yes. Your company is eligible to apply. The company has to be registered & based in South
Africa; the learners have to be based in South Africa as well.
• Why do we need to submit all these documents?
Services SETA needs to complete and up-to-date information on applicants to ensure a just and
equitable allocation process with applicants who meet the necessary compliance requirements.
• Can I nominate someone to make enquiries and/or apply with the Services SETA on my behalf?
Services SETA will require written authority from the applicant to represent the company and to
conduct dealings with Services SETA in relation to the discretionary grant process. A template
(Form 1b – Declaration of Authorised Person) is provided for this purpose.
• How do we identify which documents to complete?
The application portal contains instructions which will guide the applicant through each stage of
the application.
• Is there an alternative to the current electronic method of applying?
No. If Applicants are unable to complete this application, they are urged to visit their nearest
provincial office for assistance.
• Are the Discretionary grants available for students who are already registered in the fields of
study in which the applicant is interested or should the applicant be recruiting new students who
are not yet registered?
Discretionary grants are available to students already registered in the required fields of study, as
well as new students.
• Does Services SETA provide assistance in recruiting learners?
The Services SETA has a Learner Portal for potential recruits. A written request must be sent to
the Services SETA LIPC Unit for more information about the Learner Portal. It is the responsibility
