Diversity of the LASDOne out of three people who live in Los Angeles County were born outside the United States, and over 50% of households speak a language other than English. The sheriff’s deputies, civilians and volunteers of the Los Angeles County Sheriff’s Department (LASD) reflect the diversity of the communities we serve. At least 58 different languages are spoken by the culturally diverse personnel of the LASD, including over 80% of the national languages of the 114 foreign consulates serving the residents of Los Angeles County.

Diplomaticrelationshipshavelongbeenthefoundationsoftrustbetweennations.Infact,akeycomponentofciviliandiplomatsworkisthecross-borderexchangeofpolitical,religiousandculturalvalues.Lawenforcementagenciesfromdifferentcountriescandothisbyexchangingbest-practicelaw enforcement procedures. The results will be the same: Gaining abetterunderstandingofeachregion’sparticularchallenges,whilereducingmistrustandprovidingahigherlevelofpublicsafety.

An essential component of this process involvesmoving from a closedsystemtoaninclusiveandopensystemofpublicparticipationinthepublicsafetymission.

ThetheoryandpracticeofpolicediplomacyisanaturalextensionofwhatIcallpublictrustpolicing;policeworkthatincorporatesandencouragespublicparticipationinanotherwiseclosedsystem.

Policediplomacy,simplyput,isapoliceexchangeprogramwherelawenforcementfromdifferentcountriescross-train,andshare resourcesandexperience toenhanceeach regions’publicsafety.Americadoesnothaveanationwidepoliceforce.Whatitdoeshavethough,are19,000sheriffsandpolicedepartmentswillingandabletoofferexpertiseinlawenforcementtechniquesandtacticssuccessfullyimplementedhereintheUnitedStates.

Ihavetraveledextensivelyacrossthisgreatplanetofours.Ihavespokenwithleadersandfollowersalike,andwhatI’velearnedisthatallculturesaredesirousofpeacefulrelations.Lawenforcementmustplayavitalroleinachievingsuchharmony.Thismaysoundabitnaïve,butIassureyouitisnot.

TheLosAngelesCountySheriff’sDepartmenthasdevelopedexchangeprogramswithour internationalneighborsforoveradecade.Wehavetrainedandbeentrainedbycountriesonallcontinents.Thistraininghasinvolvedurbanpolicingtactics,interventionandpreventativetechniquesaswellastechnologysharinginthefighttocombatglobalterrorism.

Thecentralingredientinallofthisistheparticipationofthepublic.Theywanttobeincludedandmustbeincludedifwearetosucceedinprovidingqualitypublicsafetytoeachandeveryregionintheworldcommunity.

The LosAngeles County Sheriff’s Department (LASD) and theFederal Bureau of Investigation (FBI) developed a four weektraining program at the request of Genaro Garcia-Luna, theMexicanSecretariatofPublicSecurity. Thefirstsessionbeganin September 2008 at the LASD Academy. The courseworkemphasized leadership, ethics, internal accountability, riskmanagement,publictrust,independentoversight,humandignity,andcommunitypolicing.

Thisacademy ispartof theeffortby theMexicanSecretariatofPublic Security to reform the police by improving managementandleadershipskillsthroughtraining.ThisisthefirstFBI/locallaw enforcement agency partnership effort to work closely withtheMexican federalpolice tocreateand implement this typeoftraining.

CentralAmericanLawEnforcement

Exchange Program (CALEE)

TheLawEnforcementExchangeProgramwasdevelopedbytheFederalBureauofInvestigation,theLosAngelesCountySheriff’sDepartmentandtheLosAngelesPoliceDepartment.Thegoalistocombinetheexpertise,resources,andjurisdictionoflocal,state,federal,andinternationallawenforcementinvolvedininvestigatingandcounteringtransnationalcriminalactivityintoasingle,focusedcoalition tomaximize intelligence,operationaleffectiveness,andprosecutionpotential.

During 2008 this programsent sheriff’s deputies toElSalvadorto work side-by-side with officers to mentor and teach variousmethodsofinvestigatinggangcrimes.In2009,sheriff’sdeputiesworkingwithofficersfromElSalvador,Guatemala,Honduras,andtheFairfax,VirginiaTaskForcecametogethertosharetechniquesand practices in fighting transnational gang crime. AdditionalexchangeswithNicaraguaandPanamacontinue toexpand thecombinedeffortsofpeaceofficersofmanynations.

Training ExchangeTheLASDSpecialEnforcementBureau(SEB)hasalonghistoryofinterrelationshipsandtrainingexchangewithcommandandtacticalpersonnel from other domestic law enforcement agencies, theU.S.military,andlawenforcementpartnersfromtheinternationalcommunity.Inrecentyears,SEB(whichincludesSpecialWeaponsandTactics,SWAT)hashostedextensivetrainingprogramsforthePoliceForceoftheSlovakRepublic,theInteriorSecurityForcesofQatar,RoyalJordanianSpecialOperationspersonnel,andtheGermanPoliceSpecialForces(SEK).Duringtheseexchanges,teampersonnelfrombothsidesgainvaluableinsightinareassuchastactics,equipmentandemergingtechnologies.

Global Policing PartnersSafety equipment is important to police officers throughout theworld. The Los Angeles County Sheriff’s Department andgovernmentofficialsrecognizethatasnewequipmentisissuedtosheriff’sdeputies,recentlyoutdatedequipmentinLosAngelescanstillbeofgreatvaluetopoliceofficersinothercountries.Donationsmadehave includedholsters,helmets,gunbelts,ballisticvests,batonsandpatrolcarstopoliceauthoritiesinMexicoandThailand,vests to police in Iraq, and more. By working closely with theCountyofLosAngelesBoardofSupervisors, theUnitedStatesgovernment, and law enforcement officials, our dedication toassisting global policing partners is illustrated. We unite ourcounterterrorismeffortsbybetterequippingourpolicingpartners,whilebuildingbondsofmutualrespect.

InternationalPolicingInteractionAbroad:SheriffBacaAddresses

Hate Crime Conference in Moscow, Russia SheriffLeeBacawasinvitedtoaddressaninternationalconferenceentitled“BuildingCivilSocietyinRussia,”whichwasheldinMoscow,Russiain2005.Theconferenceaddressedtheroleofcourts,lawenforcement, prosecutors and citizens in building a civil societyandcombatinghatecrimesinRussia.

Hungary 2002 and 2009TheSheriffwasinvitedtotraveltoHungarybyDr.KrisztinaBertatomeetwithexpertsattheMinistryoftheInterior,NationalPoliceHeadquartersandImmigrationandCitizenshipOffice,delegationincludingChief ofBudapestPoliceBrigadierGeneralDr.GaborTothvisitedSheriffBaca.In2009,aHungarianPolicedelegationvisited Sheriff Baca and the LASD in Los Angeles County tocontinuetheongoingexchangeofideas.

International Liaison Unit TheInternationalLiaisonUnitoftheLosAngelesCountySheriff’sDepartment fosters a spirit of cultural exchange. By offeringsupport to consulates in the area, arrangingmeetings betweenSheriff Baca and foreign delegates, coordinating tours of LASDfacilities,andattendingculturalfunctions,theInternationalLiaisonUnitfortifiestieswiththeinternationalcommunityandsharesbestpractices.ThisexchangeincreasestheLASD’sunderstandingoftheglobalcommunityweserveinLosAngelesCounty.

International Liaison UnitMissionStatement

TheLosAngelesCountySheriff’sDepartmentisaleadagencyintheUnitedStates’interactionwithinternationallaw enforcement. Through the exchange of policiesand cultures, the International LiaisonUnit of Sheriff’sHeadquartersBureauenhancesgloballawenforcementpracticesandthus,helpstheLASDbecomeameaningfulparticipantinanincreasinglyglobalizedworld.


Sheriff Baca and sheriff’s personnel visited Riyadh, SaudiArabia to confer with law enforcement and governmentofficialsonsubjectsincludingterrorism,ananti-radicalizationprogram,andlawenforcementoperationsandtraining.

Thistripprovidedanoverviewoflawenforcementprogramsandoperations,includingpolicingofTheHajj,apilgrimagetoMecca thatmustbecarriedoutat leastonce in the lifetimeof every able-bodiedMuslimwho can afford to do so.Thismassiveevent is the largest annual pilgrimage in theworldattractingoverfivemillionpeopleinaspanofjustfourdays.Even with crowd control techniques, there are still manyincidentsduringtheHajj,aspilgrimsaretrampledinacrowd,orrampscollapseundertheweightofthenumerousvisitors.This was a unique opportunity to gain inside knowledge ofeventsecurityandcrowdcontrol techniquesofamagnitudeunseenintheU.S.

Exchange ProgramThe Cultural Exchange Program is a voluntary program whereDepartment personnel, including sworn and civilian personnel,journeytoothercountriesattheirownexpensetoacquireabetterunderstanding of the respective countries’ cultures and to learnfromvariouslawenforcementorganizations.Someoftheareasoftheworldthatsuchoutreachhasoccurredinare:

TheInterpolInternationalTerrorismConference,“Preventingthe Emergence of the Next Generation of Terrorists,” washeldinLyon,France,in2007.ThisconferenceresultedfromSheriff Baca’s request to the Director of Interpol, to bringtogetherrepresentativesfromnationsthathaveexperiencedterrorist activities and attacks. Sheriff Bacawas one of theprimarypresentersandspokeonterrorismandradicalization.Heconcentratedhiscommentsontheimportanceofoutreachto theMuslim community for cooperation to fight terrorism.HedescribedthecreationoftheMuslimAmericanHomelandSecurity Congress (MAHSC) by the Los Angeles CountySheriff’sDepartmentasameanstoaccomplishaneffectivepartnership.

During an exchange trip to Beijing, sheriff’s departmentpersonnel from the International Liaison Unit visited theChinesePeople’sPublicSecurityUniversity(PoliceAcademy).The experience was eye-opening, and a great exampleof exchange between two metropolitan law enforcementorganizations.Through thisshared learningexperience, thesimilarities between the two systems, especially in ethics,weaponstraining,andphysicalconditioningwerediscussed.Differences appeared in the application of criminal law,emergency vehicle operation, and the trainees’ curriculum.TheLASDYearinReviewbookletwaspresentedtothePublicSecurityUniversity.ThebookletexplainsLASD’sperspective,organizational chart, services, jail system, and communityrelations. Like many other global trips, these exchangesare necessary for improvements in law enforcement on aninternationalscale.

Europe

IsraelSheriff Baca and department personnel went to the“UnitedAgainst Terror: Law Enforcement in the Eraof Global Terror,” Israel Police Seminar, in Tel Aviv,Israelin2003.In2006SheriffBacaalsoattendedtheHomeland Security Conference on Terrorism, heldby Israel’sMinistryofForeignAffairs, inJerusalem, Israel. SeveralotherexchangeswithLASDpersonnelhaveoccurred.

JordanSheriffBacaanddepartmentpersonneltouredAmmanandthesurroundingareatomeetwithlawenforcementandgovernmentofficialstodiscussissuesofmutualconcernandtourrecentsuicidebombingsitesatlocalhotels. PossibletrainingforJordanianpolicebytheLASDwasalsodiscussed.SheriffBacaalsoattendedanaudiencewithHisRoyalHighnessKingAbdullaII.

AustraliaIn 2007, Sheriff Baca and department personnelattendedtheLeadershipinCounterTerrorism(LinCT)Pacific Program, sponsored by the FBI and theAustralian InstituteofPoliceManagement(AIPM), inManly,Australia; LosAngeles,CA;Quantico,VA. This program focusedon joint counter terrorism efforts and new ideas between the differentagencies.

PakistanThe Sheriff and selected Sheriff’s Departmentpersonnel tookpart inaDelegation toPakistan totourthecountryandmeetwithlawenforcementandgovernmental officials. Common issues such ascounterterrorismeffortsand local lawenforcement

practices were discussed. Sheriff Baca and personnel attended anaudiencewithPresidentPervezMusharrafandtouredthecitiesofLahore,Islamabad,PeshawarandtheKhyberRegionalongtheborderofPakistanandAfghanistan.

CanadaSheriffBacaandformerCanadianConsulGeneralfrom LosAngeles (Alain Dudoit) visited local andnationallawenforcementandgovernmentofficialsinthecitiesofOttawaandVancouver.Thisvisitallowedbothcountriestosharelawenforcementideasand

discusstechniquesforadvancement.LatervisitstoBritishColumbiahaveincluded topics suchaseducation, leadership, homelessnessandmediarelations.

QatarSheriff’sDepartmentpersonnelaccompaniedSheriffBacaonvisitstoQatartomeetwithlawenforcementand government officials to discuss areas ofmutual concern. This included the InternationalAssociation of Chiefs of Police IACP/MILIPOL

InternationalConferenceonTerrorismTechnologyin2008. Inadditiontoan audiencewithPrimeMinisterAlThani, visits included discussions onemergency management, law enforcement training exchange programs,andtheproposedinitiationofanInternationalConferenceon“ProfessionalDiplomacy”whichisscheduledtobeheldinLosAngelesin2009.

Police and Sheriff’sDepartments? AreviewofUnitedStateshistorywillhelpanswerthisquestion.Thefoundersof theUnitedStatesstronglybelieved indecentralized,local control whenever possible.Americans continue to believein local control, especially with regards to the law enforcementofficerswhoprotectthem.

TheUnitedStatesdoesnothaveanationalpoliceforce.Instead,therearethousandsofpoliceandsheriff’sdepartmentsacrosstheU.S. While therearedifferences inpolicingamong the50U.S.statesandcounties,California’spolicingsystemiscommon.

ThestateofCaliforniaisdividedinto58counties.TheresidentsofeachcountyelectaSherifftobethechieflawenforcementofficeroftheircounty.TheSheriffandsheriff’sdeputiesareinchargeofthejailsandcourts,andarethesolepolicingforceforthecountyareasthatarenotinacity.Onceacommunityincorporatesandbecomes a city, the city can either employ their own appointedpolice chief and police officers to patrol the city, or they cancontractwith the sheriff’s department of their county to be theirpolicedepartment.

Sheriff’sdeputiesandpoliceofficershavepolicepowersthroughouttheentirestate.Statepolicehavestatejurisdictionincludingoverstatehighways,andfederalagentsenforcefederallaws.

About the LASDLedbySheriff LeroyD.Baca, theLosAngelesCountySheriff’sDepartment is the largest sheriff’s department and third largestpolicing agency in the United States. It is the largest contractpolicing agency and the second largest transit police force inthecountry.TheLASDmanagesthenation’sbiggestcountyjailsystem (nearly 20,000 inmates) and the largest court securityoperation(600benchofficersand48SuperiorCourts).

Over four million people are directly protected by the LASD inover3,100ofthe4,013squaremilesofLosAngelesCounty.Thisincludes 40 incorporated cities, 90 unincorporated communities,ninecommunitycolleges,andoveramilliondailycommutersofthe buses and trains of the LosAngeles Metro and six-countyMetrolinktrains.TheLASDincludesover10,000budgetedswornand8,000civilianpersonnel,aswellasover830reservesheriff’sdeputies,420youthexplorers,andover4,000civilianvolunteers.

MajorCrimesBureau(HALT)

Health Authority Law Enforcement Task Force TheHealthAuthority LawEnforcement Task Force (HALT) is amulti-jurisdictional, multi-agency unit funded and managed bytheLosAngelesCountyDepartmentofHealthServicesand theLosAngelesCountySheriff’sDepartmentMajorCrimesBureau.TheHALTTaskForceworkswithseverallocal,state,andfederallawenforcementagencies,andprivateindustryinvestigatorsthatexplorecrimeswhichthreatenpublichealthandsafety.

Globally,HALT dealswith different issues in different countries.Organized crime groups from Russia, Armenia, Nigeria andthe Philippines are the most common organized crime groupsassociatedwithhealthcarefraud.CriminalsfromMiddleEastern

countries are also prevalent in these crime groups. The taskforce mainly deals with stolen health care funds, smuggledpharmaceuticals,andcounterfeitdrugsandmoney.

Pearls in Policing participants are nominatedby the Curatorium on the recommendation of the Board ofInternationalAdvisors.Theyarepersonallyinvited,basedontheirprofessionalexperienceandleadershipqualities.SheriffLeeBacahasbeenhonoredwith invitations toattend. With a few clicks,foreignattachéscanquicklylocateofficetelephone,mobilephoneandemailcontactinformation.

It also contains timely and accurate contact information, robustfunctionsincludinginternalemailcapability,aforum/bulletinboard,andanelectronicevitesystem.ThissitewasdevelopedbytheLosAngelesCountySheriff’sDepartment.Itrepresentsanimportantuse of technology to improve and strengthen the relationshipsbetweenInternationallawenforcementagencieswiththegreatergoalofachievingworldpeaceandmutualtrustamongthepeoplesofallnations.

Liaison OfficeTheLosAngelesCountySheriff’sDepartmenthasbeendesignatedthe official point of contact for INTERPOL matters within LosAngelesCounty.Thisnewdesignationappliestoallareaswithinthecounty,exceptthecityofLosAngeles.

In order to combat the increasing globalization of crime, it iscrucial fortheUnitedStates’stateandlocalpoliceauthoritiestobeabletocommunicatewith,andaccessinformationfrom,theirinternational counterparts. The communication network anddatabaseresourcesofINTERPOL,theInternationalCriminalPoliceOrganization,areideallysuitedforthispurpose.Toaddressthisneed,theU.S.NationalCentralBureauofINTERPOL,theUnitedStates’official representativeto INTERPOLandacomponentoftheU.S.DepartmentofJustice,incoordinationwithstateandlocalauthorities, has established “INTERPOL Liaison Offices”. TheLASDbecamethe64thU.S.lawenforcementagencydesignatedtomeetthisneed,joiningexistingofficesineachofthe50states,PuertoRico, theU.S. Virgin Islands,AmericanSamoa,Boston,NewYork,Chicago, the city of LosAngeles,Washington,D.C.,Miami-Dade County, Houston, San Diego, San Francisco, andSeattle.

Intelligence Center (JRIC)The JointRegional IntelligenceCenter is a cooperative venturebetween the Los Angeles County Sheriff’s Department, theFederal Bureau of Investigation (FBI), the Los Angeles PoliceDepartment,andtheLosAngelesTerrorismEarlyWarning(TEW)group.JRICestablishesacenterfortheaccumulation,analysis,and dissemination of all terrorist related information to assist inthefightagainstterrorism.Itisafusioncenterforthesharingofinformationbetweenlocal,state,andfederalagenciesinaspecialfacilitythatisstaffed24hoursaday,7daysaweek.Terrorismisanationalandglobalbattle.Withthepartnershipofthesehighlyregardedlawenforcementagencies,weareanotherstepclosertostoppingterrorism.

Terrorism Early WarningIn 2008, Sheriff Baca commissioned a book recounting thegroundbreaking experiences and conceptual framework of theLosAngelesTerrorismEarlyWarning(TEW)Group.Theresultingpublication,Terrorism Early Warning: 10 Years of Achievement in Fighting Terrorism and CrimecontainsaforewordbySheriffLeeBaca,aswellasessaysfromaninternationalteamofscholarsandpractitioners.Thebooklooksattheconvergenceofterrorismandcrimeandprovidesadetailedoverviewof thehistory,evolution,and operational concepts developed by the TEW. The LosAngelesTEWwasestablishedbytheLosAngelesCountySheriff’sDepartment in 1996 to perform interagency, multidisciplinaryanalysisof terrorismandemerging threats. Assuch, itwas theforerunnertotheemergingnationalnetworkoffusioncenters.

Thegoalof thebookwas todocument theanalyticalprocessesthat evolved after a decade of experience in counterterrorismintelligence operations within the LA TEW, and establish aframework for sharing these analytical techniques with lawenforcement organizations worldwide. PublicTrust

PolicingPublictrustpolicingistheuseofpoliceresourcesinamannerthatincludesthepublic’sparticipationinthemissionofpublicsafety.

Thepurposeofpublictrustpolicingistoprovideahigherlevelofpublicsafety.Itisincumbentuponlawenforcementtorecognizethatwithoutthefullfaithandcooperationofthepublic,themissionofpublicsafetyisseverelyimpaired.

The process of public trust policing involvesmoving fromwhatwasgenerallyknownasaclosedsystemtoaninclusiveandopensystemofpublicparticipationinthepublicsafetymission.


Independent Oversight

Publictrustpolicingisthekeyinstrumentforengagingthepublictobelieveintheirpoliceorsheriff’sdepartment.Beyondtheneedforgood,respectfulcommunicationbetweenthepublicandthepoliceistheneedfortransparencywhenthingsgowrong.

Typically,whenmisconductoccurs, the lawenforcementagencyinvestigates itself without any outside assistance. While aninternalinvestigationcanbedonewithgreataccuracy,inthisageofmediaanalysisandinfluence,publicopinionmaystillbeledinthedirectionofgreatermistrustofthepoliceservice.

TheOfficeofIndependentReview(OIR)wascreatedtobuildtrust.TheOIRmonitors all criminal and internal affairs investigationsfromstarttofinishandpublishesitsresultsontheinternet.Itsgoalistoensureaccuracy,objectivity,fairnessandcompliancewiththedisciplinarystandardsoftheSheriff’sDepartment.

TheOIR is staffedbysix civil rightsattorneys. Forover sevenyears, this independentofficehasensuredthatall incidents,bigorsmall,are investigatedproperly, reportedaccurately,and thatpolicyandmanagementareimprovedwhennecessary.

AnindependentLosAngelesCountyOmbudsmanalsorespondsto thepublic’s complaints regarding thequality or statusof anycomplaintaboutLASDemployees.Thisreviewprocessensuresthatallpublic-initiatedgrievancesareheardandexplainedtothepublictothefullestextentpossible.

ArrestandjaillocationinformationisavailabletoconcernedfamilymembersgloballyontheInternetthroughtheSheriff’sDepartmentInmateInformationCenter(IIC)atwww.lasd.org.PersonsarrestedbytheLosAngelesCountySheriff’sDepartment,theLosAngelesPolice Department, and the over 50 municipal and specializedpoliceagencies inLosAngelesCountyarepostedontotheLosAngelesCountyAutomatedJailInformationSystem(AJIS).TheIICcontains legallyavailablepublic information includingname,bookingnumber,birthdate,bailamount,andcourtdate.

Russian Cultural ProgramThecityofWestHollywoodisknowntopeopleworldwideasacenterforculturaldiversitycoupledwithaneclecticnightlife.Amongthecity’s residentialpopulation, the largestculturesrepresentedareimmigrantsfromthesouthCaucasusareanearEasternEurope/WesternAsia.Almost one third of the peoplewho live,work orplay inWestHollywoodare immigrants fromcountries includingArmenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan,Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan,Turkmenistan,Ukraine,andUzbekistan.

Because of a mistrust of police that developed in their homecountries, few immigrants were willing to report crimes. LASDWestHollywoodSheriff’sStationdeputiesandoutreachworkersfromWestHollywoodCityHalleducatetheimmigrantcommunitywiththecustomsandlawsoftheU.S.,therebybuildingtrustandempowerment.

SHARE(StopHateandRespectEveryone)

Tolerance ProgramThe mission of the LASD “SHARE Tolerance” program is topromote change inattitudesabouthateand intolerance,and toencouragerespectandtolerance.

TheprogramcapitalizesontheleadershipskillsandauthoritativecommunitystandingofuniformedLASDsheriff’sdeputies.Deputiesmake presentations, lead discussions, and inspire thought andactionabouttheimportanceoftolerance,andthevalueofdiversityinLosAngelesCountyandinsocietyingeneral.

“SHARETolerance”attemptstoinstillinthecommunitythesameprinciplescitedintheDepartment’sCoreValues:respect,integrity,wisdom,commonsense,fairness,andcourage.


EducationLeadsto

LeadershipPolicinginthe21stCenturyrequirestoday’slawenforcementofficialtobeaversatilethinker,performerandcitizen.Thisprimaryrealityisdrivenbythecomplexityofmodernsocietyandthecomplicatedissuescrimecreates.Thereisnosinglesolutiontosolvingtoday’scrime problems. The only factor that is constant is that humanbeingswillalwaysbe involved,eitherasavictimorperpetrator.Education is the cornerstone in successfully responding to themulti-faceted,intricatedemandsofmodernpublicsafety.

The Los Angeles Sheriff’s Department University (LASDU) isa consortium of dozens of colleges and universities whosemission is to provideLASDemployeesand local police officerswithaccessible,multi-variedlearningprogramsthatwillenhancepersonalandprofessionalgrowth,promotealifelongcommitmentto learning, and enable all employees to better serve theircommunity.Overonethousandpeaceofficershaveearnedorareearningdegrees.

Employees to be LeadersA major goal of public trust policing is to reduce oreliminate police misconduct. Inappropriate behaviorby police reduces public trust, particularly in high-crimeareas. Encouragingall ranksofpoliceofficers toincorporate leadership skills into their lives will lead tostronger,moredefinedethics.Aleadershipacademywithacomprehensivecurriculum forallemployees isoneofthebestmethodswithwhichtosolidifyindividualintegrityandpersonalandprofessionalgrowth.TheLASDDeputyLeadershipInstitute(DLI)wascreatedbySheriffLeeBacain1999toachievethesegoals.

Partnership ProgramThisofficeorganizescommunitygroupsandprogramstofightgangs,drugsandviolence,inadditiontoprovidingsupport to stations through the Volunteers on Patrolprogram.Over 4,000 volunteers assist in planning andexecutingspecialevents,suchassheriff’sstationgrandopenings,townhallmeetingsandNeighborhoodWatchmeetings.


Uniformed VolunteersVolunteersoftheLosAngelesCountySheriff’sDepartmentperformcritical services at each of the stations throughout the county.ThesedutiesgreatlyadvancethegoalsofthisDepartment,raisethelevelofservicetothecommunity,andgivethevolunteeragreatdealofpersonalsatisfaction.ThesethousandsofcitizensaretheeyesandearsoftheSheriff’sDepartmentinthecommunity.Theyvolunteertoperformnonhazardouspatrolduties,includingtrafficcontrol,searchingformissingchildrenandconductingresidentialvacationchecks.

Ethnic Advisory CouncilsHearingfromthecommunity

Inordertoremainconnectedtothemanydiversecultureswhichexist in Los Angeles County, Sheriff Baca instituted The LosAngelesCounty Sheriff’sAdvisoryCouncils. These groups aremade up primarily of ethnic groups, andmeet with the Sheriffregularly. They keep theSheriff advised of issueswhich affecttheircommunities,andassisttheSheriffinbeingsensitivetotheirunique customs and beliefs,whichmight affect their interactionwithdeputies. It is through thisconnectivity that theemployeesoftheSheriff’sDepartmentareabletotreatthesevariousgroupswithdignityandrespect,whileprovidingthehighestlevelofservicepossible.

Interfaith Advisory CouncilComprised of clergy and religious leaders, this groupaims to raise the levelof communicationbetween theSheriff’s Department and citizens and improvecommunities’ quality of life by addressing importantissues and concerns. It also assists with spiritualguidanceduringcrisissituations.

Community AcademiesThis program is specifically designed to educate communitymembersonlawenforcement’srole.For13weeks,participantsattendclassesthatfocusontopicssuchascriminallaw,firearms,internalinvestigations,patrolproceduresandgangenforcement.They also observe deputies on patrol and tour the WeaponsTrainingCenter, EmergencyOperations Bureau and a Sheriff’sjailfacility.

Rowland HeightsInassociationwithAsiancommunitygroups,theWalnut/DiamondBarSheriff’sStationopenedastorefrontcommunityservicecenterintheRowlandHeightsServiceCenter.ThemajorityofcommunityresidentsareKoreanandChinese,andthecenterisstaffedwithinterpreters who speak Cantonese, Korean and Spanish. ThecenterisoperatedbyStationvolunteersfivedaysaweekandisavaluableresourceforthecommunity.Thepurposeofthisprogramis tobuild trustandfriendshipbetweentheSheriff’sDepartmentandallcommunitymembers.Thecenterespeciallyhelpsbridgeunderstandingbetweenforeignlanguagespeakingresidentsandlawenforcement.

Operation Safe Community WorkingTogetherfortheGoodofAll

OperationSafeCommunity (OSC)was organized in 1990 as acommunity response to the alarming growth of issues relatedto at-risk youth. There are numerous programs within theSheriff’sDepartmentsuchas theYouthActivitiesLeague (YAL),Vital Intervention Directional Alternatives (VIDA), and SuccessThroughAwarenessandResistance(STAR).Theseprogramsarededicated tobridgingculturalgapsand reconnectingwith youththroughvariouscommunityactivities.LosAngelesCountyyouthare provided a safe, supportive haven where they can interactwithpositiverolemodels,includinglawenforcementofficers,andreceive life guidance, factual information, educational tutoring,andparticipateinafter-schoolandselfesteem-buildingactivities.Theseprogramshaveadirectandpositiveimpactfortheindividualsinvolvedandforthecommunity.
