The Strategic Planning team completed a significant amount of consultation and project work over the past 18 months with internal and external stakeholders to finalise the 'Voluntary Mechanism for Stormwater Quality Management' policy. This newly adopted policy offers developers, depending on the receiving environment, the opportunity to provide a monetary contribution to Council which will be put towards regional water quality improvements. In development approval news, we have seen a similar amount of planning applications and Operational Works in comparison to July 2014. A total of 38 Minor Works applications were lodged in August, whilst the total of approved construction work for August 2014 was $9,917,800 compared to $10,639,089 in August 2013. Notable new applications include the Redevelopment of Ex-Rivers tenancy in Centrepoint for a hotel use for bars as well as re-development of the Victoria Street bar (under assessment), and Operational Works approval for Civil Works - Sugarview Estate Stage 7. Although the number of client requests received remained in line with previous month, the Health & Regulatory team experienced substantial reductions in overgrown/untidy properties and wandering dogs. This has allowed the Officers to increase their completion rate for abandoned vehicle requests. Finally, with levels of development applications and planning advice enquiries consistent with last month's numbers, Planning Advice Officers started assisting with the assessment of 'low risk' applications. These applications were developed as part of Council's 'Focus on Development' project; a corporate project currently being implemented which aims to improve Council's performance in delivering development-related services to industry and community. Total Incidents 2014
Three incidents were reported for the month. Incident 1 - A staff member was attacked by a dog when visiting a property, put hole in jeans but did not break the skin. This was a non-injury incident. Incident 2 – Staff member was giving directions to a tourist when a non-staff member drove along side curb and threatened officer. This was a no time lost incident. Incident 3 – Officer was returning from call out in foggy conditions and collided with kangaroo. This was a non-injury incident.

Rural and Rural Residential Land Review
In November 2013, as a result of a number of submissions on the Draft Mackay Region Planning Scheme regarding rural and rural residential land matters, Council embarked on a Rural and Rural Residential internal review. A summary report and a fact sheet on the findings of the review will be made available to the development industry and submitters to inform them of the policy position for rural and rural residential land as part of responding to the draft planning scheme submissions.
Voluntary Mechanism for Stormwater Quality Management
On 13 August 14, Council adopted the ‘Voluntary Mechanism for Stormwater Quality Management’ policy. This policy was the culmination of over 18 months of project work which included extensive consultation, both internally and also with external bodies such as the Urban Development Institute of Australia, Reef Catchments and Mackay Conservation Group. The policy investigates alternative options that enable developments to meet their on-site operational phase design objectives through planned regional water quality improvements. Depending on the receiving environment, developers are now offered the opportunity to provide a monetary contribution to Council, which will be put towards regional water quality improvements. Receiving projects include regional wetlands, revegetation projects, construction of vegetated waterways, as well as investing in the improvement of on-farm best management practices. The policy is now entering the ‘Implementation’ phase, with the first working group meeting in September.

The average number of applications for August was the same as July being 48 applications. Council will need to continue to monitor the activity levels to see if the rising trend line since January continues. The applications received in August were for five Dual Occupancies, one Rural Industry, four requests to amend conditions/extend currency periods, five Rural Sub-division and Boundary Realignment applications (two lots per application) and four Urban Sub-divisions (two lots per application) as well as 17 Setback requests and six Dwelling House Overlay applications.

Value of Development The total of approved construction work for the Month of August was $9,917,800 which is slightly lower than August 2013 of $10,639,089. The August 2014 total was similar to the previous month of July which had a total value of $10,861,267.

Engineering
The number of Operational Works applications that were received for the month of August was 7 which is a slight decrease from the 9 that were received in the previous month of July. Development Engineering issued 9 approvals in August with 100% meeting their target timeframe. 28 Operational Works applications have been carried forward; these applications may be under an applicant’s response period, an extension period or a Council issue period. The number of Survey Plans sealed in the month of August was 21 which is a slight decrease from the previous month of July. 23 new Plan Sealing applications were received in August, those that have not have been approved for sealing are under assessment or Action Notice (Information Request). 38 Minor Works application were lodged in August. Throughout the month, 36 applications were approved with 62 carried forward.

Operational Works The number of new Operational Works application received for August was 7. Out of the 7 new applications, 3 applications remain in the Decision Making Period, 2 applications are in the Not Properly Made Period, 1 application in the information Request Period, and 1 application in the lodgement phase. Overall timeframes for the month of August were or are going to be met.

Plan Sealing
The number of Subdivision Plans sealed in the month of August was 21, which is a slight decrease from the previous month of July. The number of new applications for the month was 24; those that have not been approved for sealing are still within legislative assessment timeframes or on Action Notice.
Out of the 21 Subdivision Plans sealed in August, 10 applications were sealed without an Action Notice being issued within legislative timeframes. The remaining 11 applications sealed required further information from the applicant, therefore an Action Notice was required to be issued. These applications are within legislative timeframes however do not meet the 85% target.

Client Requests
Overall, numbers of client requests received remained steady when compared to the previous month. There was a slight decrease though in Local Laws related requests received, particularly a 48% reduction in Overgrown/Untidy Properties and 78% reduction in wandering dogs. With the reduction in Local Laws related requests, Officers were able to increase their completion rate to 79% for abandoned vehicles requests. Outdoor events have featured predominantly this month with Environmental Health Officers assessing increased numbers of applications and carrying out inspections with respect to conditions of approval and temporary food. There has been a slight decrease overall of illegal or non-compliant development, figures remain high due to ongoing matters awaiting outcomes of reviews.

Monthly Infringements Activity
Total Infringements issued from 1 August to 31 August 2014 was 514
Infringements required to be issued by Officers this month decreased across the full spectrum of regulatory activities undertaken.
Numbers of infringements issued relating to regulated parking decreased from 745 in July to 481 in August. This 35% decrease has been attributed to the impacts of Officers on Leave and responding to wandering cattle during the drier, winter period.

Total Infringements issued from 01 July 2013 to 31 August 2014 is 6,769.
Total Infringements issued YTD 01 July 2014 to 31 August 2014 is 1,314. Well over half or 67.6% of all infringements issued since 1 July 2013 have been paid by offenders within the required timeframe. To date, 23.6% remain outstanding and are transferred to our collection process where they are issued a reminder notice and finally referred to the State Penalties and Enforcement Registry (SPER) for recovery.

Out and About – North Mackay Dog Park opens The North Mackay Dog Park was officially opened on Saturday, 23 August 2014 by Mayor Deirdre Comerford and Whitsunday MP Jason Costigan. Local Laws Officers attended the ceremony and on the following Saturday, 30 August, were highly involved in the Open Day at the Park. The event encouraged dog owners to come along and check out the new facility. Over 100 dogs visited the park during the Open Day.

Business Support
Month’s Highlights Development applications are consistent with last month. Planning Advice enquiries are also consistent with last month. Planning Advice Officers have commenced assisting Development Assessment by assessing “low risk” applications. After advisement from DSDIPS that Smart eDA will cease to operate by approximately May 2015, steps have commenced in sourcing an alternative lodgement and assessment platform for development applications.
