Legal Requirements•All team members must have signed
confidentiality agreements.•No member is permitted to release to a
third party or otherwise make public, at any time, any financial or proprietary information submitted by a proposer or any records created during the evaluation and selection process containing such information.
Evaluation of Final Proposal• The purpose of the E&S Plan is to ensure the
impartial, equitable, and comprehensive evaluation of each Proposal.
• Two separate submittals: Technical Proposal and Price Proposal.

Chairperson Responsibilities• Each Committee shall select a Chairperson.
Their responsibilities include:▫ Chairing any meetings of the specific Committee;
▫ Ensuring that the other members of the Committee are present during the meetings;
▫ Ensuring that the other members of the Committees have reviewed the Proposals and relevant RFP Documents;
▫ Ensuring that evaluation is conducted in a fair and impartial manner consistent with this Plan;
▫ Ensuring the preparation of the Committee’s evaluation report;
▫ Presenting the findings of the Committee’s evaluation report to the PSC or Selection Official as appropriate;
▫ Facilitating the resolution of conflicts and/or impasses among Committee members; and
▫ Making requests for substitute assignments of Committee members to the PAT, if necessary.
Project Manager Responsibilities• Provides independent support of Selection Official,
PSC, PAT, TEC(s), and PPC;• Appoints PSC, PAT, TEC(s), and PPC members with
approval of Selection Official;• Maintains and approves changes to project
schedule;• Provides project specific information and answers
questions as requested;• Ensures availability of Department staff and
consultants; and• With PAT, ensures that appropriate facilities are
available for reviews and meetings.
Selection Official Responsibilities•Department Director or designee•Does not participate in PSC, PAT, TEC(s),
or PPC evaluation or deliberations.•Accepts or Rejects PSC recommendation.•Can request that BAFOs be sought.•Responsible for ensuring integrity and
impartiality of selection process.
PSC Responsibilities• Deputy Directors, Assistant Directors, Division Heads
and may include Stakeholder representatives• May seek to deviate from any procedure• Reviews Evaluation Criteria and assessments of TEC(s)• Evaluates and scores Proposals• Reviews assessment of PPC• Verifies Proposal Price, Technical Score, Two-lane
Configuration Value, and Completion Value• May make selection or re-evaluation recommendation
and prepare report for Selection Official• May not change evaluation criteria
PAT Responsibilities• Agreement Services, Department’s legal counsel, and consultant
(with approval)• Serves as point of contact• Provides orientation sessions, guidance and assistance for PSC,
TEC(s), and PPC• Ensures PSC, PAT, TEC(s), PPC, Selection Official, and PM execute
Confidentiality Agreement• May waive minor deficiencies in Proposal• Reviews Proposals for satisfaction of Pass/Fail Criteria• Coordinates with Committees and facilitates participation• Notifies PM on any member changes required• Ensures progress of evaluation• Responsible for integrity and impartiality of evaluation process• Prepares request for BAFO
TEC Responsibilities• Department technical staff• Assists PSC during evaluation process• Reviews Technical Evaluation Criteria• Reviews and evaluates relevant sections of
Technical Proposals• Reports any “Unacceptable” Proposals to TEC• Develops consensus ratings and
recommendations and presents them to PSC• Available to PSC during evaluation process• Chairperson reports progress to PAT
PPC Responsibilities• Department technical staff• Assists PSC during evaluation process• Evaluates Price Proposals, Schedule, and Time
Information• Available to PSC during evaluation process• Chairperson presents Price Score Sheet to PSC
Technical Evaluation Criteria• The four assessment levels of general competency of the
Proposal are:
▫ Exceptional (E): This rating indicates a consistently outstanding level of quality, with very little or no risk that the Proposer would fail to meet the requirements of the Contract Documents.
▫ Good (G): This rating indicates a generally better than acceptable quality, with little or moderate risk that this Proposer would fail to meet the requirements of the Contract Documents.
▫ Acceptable (A): This rating indicates an acceptable level of quality, where the Proposal demonstrates a reasonable probability of success.
▫ Unacceptable (U): The Proposal fails to meet the stated criteria and/or lacks essential information and is conflicting and/or unproductive.
Price, Schedule & Time Evaluation Criteria
•All Schedule and Time Information and Price Proposal evaluations will be performed by the PPC.
•The PPC will use the Price Proposal Score Sheet.
•The PSC shall use this information on the Evaluation Summary Sheet
Notification and Debriefing•Each Proposer who was not selected will
be notified in writing promptly following notification of the selected Proposer.
•Each Proposer will have the opportunity to request a debriefing conducted at the Departments’ sole discretion
Schedule Goals
