SUBJECT DILGWEBSITE PUBLISHINGAND CONTENT MANAGEMENT

POLICIES AND GUIDELINES

The DILGwebsite (URLhttp://dilg.gov.ph) is the official publication ofthe Departmentthat aims to provide relevant, accurate and up-to-date information about the Department'sthrust, programs, projects and activities. It has been re-designed to be more responsive tostakeholders and to the general public. Aside from giving easy access to DILG relatedinformation, it also serves as a link to other government agencies and a gateway for the public

to access information about their local government units.

I. PURPOSEL To ensure that the information about the Department's thrust, programs, projects

and activities are relevant and up-to-date.2. To establish DILG content management standards, guidelines and procedures.3. To clearly define roles and responsibilities of concerned offices and personnel in the

website content management.

II. POLICY STATEMENTIn order to ensure that the information about the DILG are reliable, accurate and

up-to-date, the DILG official website must adhere to the following standards and policies:

1. DILGWebsite Standardsa. The website must be compliant to the DILG Brand Identity ManuaLb. The website must be compliant to Administrative Order 39 s.2013.c. LGU related data posted must be compliant to Circular 2015-08, Policy on the

Development of Application Systems and Data Administration.d. All information I web content should be relevant, accurate and timely, concise

and factual.e. All operating units should adhere to the timeline of submission of the

information or content as specified in "Annex A - DILGWebsite Content and

Timeline Matrix." For data with separate application system, the OPR should

be responsible for updating its content.

2. DILG Website Content Management Procedures and Processes must be strictly

followed.a. Content Provision

• All operating units including attached agencies, LGSector bureaus/servicesand the Regional Offices should provide the necessary information/content

for the website regularly.• All information for posting should be reviewed, validated and formatted

before posting to the DILGWebsite.

b. Content Review and Approval• The operating units must thoroughly review the content and ensure

accuracy of the data and submit the information to the Web Content Editor

for formatting and final editing, if applicable.• All information/content formatted and finalized must be submitted to the

Webmaster for posting to the DILGWebsite.

c. Posting of Information/Content• Procedures for Posting of Information on the DILGWebsite stated in the

DILG-Central Office Quality Procedure (QP-ISTMS-20) must be strictly

followed.• The Webmaster must ensure that posted information / content is always

accessible and links to the documents are viewable and/or downloadable.

d. Maintenance• The DILG Website must be available 24/7 and must be accessible on

different browsers and platforms.• Backup of the DILG website including its databases must be performed

regularly.• Website performance must be regularly checked to ensure it is secure and

accessible 24/7.• Computer hardware and software must be regularly tested to make sure that

they are operating normally.

III. ROLESAND RESPONSIBILITIES1. Web Steering Committee (WSC)

• Provides strategic direction for website management and operations.

• Responsible for formulating policies and procedures on overall website

management.Composition:Chairperson - Undersecretary for Local GovernmentMembers - Head Executive Assistant

Director, Public Affairs and Communication Service

(PACS)Director, Information SystemsManagement Service (ISTMS)

and Technology

2. Webmaster - Chief, Technical and Operations Support Division, ISTMS• Ensures that the posting of data / information adheres to the ISTMS Quality

Procedures as approved by the DILG Central Office-Deputy QualityManagement Representative (DILG CO - Deputy QMR).

• Supervises the conversion of contents into appropriate web-readable format.• Supervises staff in the compilation and uploading of web content.• Verifies that uploaded contents are viewable online and formatted properly.• Ensures staffs preparation of certifications for the draft issuances posted within

seven (7) days for comments by the general public.

3. Web Administrator - Chief, Network and Technology Management Division,

ISTMS• Takes charge ofthe overall technical functionality and operations of the website

and performs software updates.• Monitors and assesseswebsite security and performance.• Ensures the accessibility and availability of the web host and servers for the

Department's URL including the email accounts of Public Assistance Center.

• Ensures accessibility of the DILGwebsite 24/7.

4. Web Content Editor - Chief, Information and Communication Research Division,

PACS• Provides editorial guidance and input to content providers.• Supervises final editing of relevant materials and information for posting, if

necessary.• Ensures the timely submission of contents for posting of the Webmaster.

5. Web Creative Editor - Chief, Creative Services Division, PACS• Provides photos, videos, and other creative materials for posting.• Provides creative inputs to the website design.• Provides proposals for the creative enhancement of the DILG website.

6. Content Providers (All Operating Units) - Bureaus I Offices including the DILGRegional Offices and attached agencies (LGA, PNP, BFP, BJMP, PPSC,

NAPOLCOM)• Ensures the accuracy and integrity of information coming from their respective

offices.• Supervises the timely submission of web content materials to the Web Content

Editor.• Proactively utilizes the website to market their activities.• Provides updated materials and suggest amendments, if necessary.• Reviews, checks and updates on a regular basis all data/information Iweb

contents assigned to them.• Sees to it that approved web content for posting is accessible and viewable

online, and feedback the Webmaster of any technical problems.

IV. EFFECTIVITYThis circular takes effect immediately. Previous department circulars and other

related issuances inconsistent herewith are hereby rescinded or modified accordingly.
