Digit-All Enterprises is a single-proprietorship
business based in Batangas City. The firm was established in
2012 producing advertisement materials and corporate
giveaways. Business activity of the firm includes designing
and printing banner, signage, plaques, medals, nameplates,
t-shirt printing and others. The production site is located in
Bry, Calicanto, Batangas City and the other branch in Rizal
Avenue, Batangas City serves as the company's market outlet
for their finished products display and office for business
transactions with their customers.
The majority of customers of Digit-All Enterprises
are government agencies, schools and companies located in
Batangas City, Batangas such as Batangas Provincial
Capitol, Department of Education, Batangas State University,
University of Batangas, Lyceum of the Philippines -
Batangas, De La Salle Lipa, Jetster Enterprises, Batangas
National High School, Saint Bridget, JG Summit, Shell
Corporation, etc. There are also walk-in customers in a very
small percentage as compared to their regular customers.
Presently, they are looking forward to gain regular customers such as schools, companies
and government agencies outside of Batangas City.
To upgrade the capability of the company in catering large format printing, which
is outsourced before, the DOST PSTC Batangas through SETUP provided the company
with the Large Format Printer acquired last December 2015. With this S & T intervention,
the firm is expecting to increase the production volume and sales by 30% with the
improved product quality and elimination of dependency to other printing shops that
caused major delay of production. The firm is also expecting for savings and provide
more services to meet the need of their customers.

Metalock Engineering UK Limited is
an established mechanical equipment repair
company with proven expertise in quality
repairs, maintenance, bespoke modifications
and equipment upgrades around the world. It
was started in the year 1930’s. After a long
journey of the company, they hired more specialists and engineers. In 1947, they were
acknowledged leader in specialist mechanical repair, ranging from on-site machining and
metal stitching repairs, welding and alignment, metal spraying and electromechanical work.
Because they are offering all these services in one place, the customers are enjoy with
peace of mind and satisfy to their cost-effective one-stop repair and maintenance service.
Year 2006, Metalock Philippines located at Makati, Philippines was bought by Mr.
Cabotaje and renamed it to Fleet Maintenance and Consultancy Services, Incorporated having
the same service offering with Metalock Engineering. Metalock Engineering allowed
FMCS to use the brand “Metalock” or represent the
Metalock Philippines by not using the name of the
company. From meager resources and personnel in its
early years of operation, the company grew and increased
in all aspects of operations. The successful growth of
FMCS has been achieved through their quality of work
and emergency services provided. The FMCS services
have its application in almost every field of the industry.
The company started as an all-in place service firm. “It
has no shop nor plant but only tools plus the know-how”.
Today, the FMCS shop support facility is being developed. Steps are being
undertaken to further improve and expand company’s service capabilities. The company
availed the SETUP program through the DOST PSTC Batangas for technological
interventions in upgrading their production facilities. The project was approved in December
2015 with the provision of the Vertical Turret Milling Machine which will be implemented in
the first quarter of 2016. The project aims to speed up the production process and increase
sales, to eliminate the subcontracting practice of the company, strengthen the capability of
FMCS in terms of fabrication, improve their product and service quality, reduce rejects,
generate savings and increase the production capacity.

In 1950, the couple Aurelio and Celinda Pantoja arrived in
their inherited house in Barangay IV, Tanauan City, Batangas and
found a worn out brick oven in the backyard. The oven inspired
Aurelio to start a bakery business. With only a capital of Php 50, 000,
Aurelio rehabilitated the oven and hired few bakers from neighboring
towns. During that time, there were no mechanical equipment such as
mixers, rounders, dough rollers and slicers. Everything was made and
processed by hand. Aurelio performed multiple jobs and functions
from being the purchaser, delivery man and production manager while
Celinda handled the day-to-day operations of the bakery. There were
only two bakeries in Tanauan, Panaderia Pantoja and Almeda Bakery.
The couple relied only on “word of mouth” to market their products
which at that time were only limited to pandesal, jacobina, paborita, and a few other old time
favorites.
The couple has six (6) children and their eldest son Arturo had a strong interest in the
business. Arturo, after obtaining a degree in Business Administration from the University of
the East, took over the business in 1970 and started mechanizing the operations and hired
more people. By that time, new bakeries have emerged in town. Panaderia Pantoja was no
longer affected since it has already established its name and a loyal customer base. Panaderia
Pantoja has become one of the largest bakery chain business in the province of Batangas with
franchisees, dealers, and company owned branches in different towns in Batangas, Cavite,
Laguna and the Greater Manila Area. Panaderia Pantoja has also entered the international
market by exporting some of the products from the Sortidos (biscuits) line through a
consolidator.
In 2012, Panaderia Pantoja was awarded their first SETUP project in upgrading their
production facility. DOST interventions provided to them were the following: acquired
equipment to increase production capacity and compliance to GMP and HACCP through
SETUP; nutritional and shelf-Life Analysis of jacobina
(SETUP) and biscocho product; manpower training on GMP,
5s and HACCP; conduct of Energy Audit; and consultancy
(MPEX) and technical advisory services on production
process and plant lay-out and facilities. Over-all impact of the
project is 33% increase in the production and sales. Seeing
other needs for improvements and upgrades due to increasing
market demand, Panaderia Pantoja applied again for DOST
assistance through TAPI Venture Financing in upgrading their
sortidos production line. Through TNA, they identified the
need for acquisition of cookie forming machine and senior

dough roller. MOA signing of the project was conducted last December 2015 and equipment
acquisition will be in the first quarter of 2016. Expected outputs of the project include
elimination of backlogging in the rolling process and maximizing the production line,
improve in production of sortidos, ensure product quality for fixed roller adjustment for
sortidos line, improvement in production time, reduction of remnants of dough using the
machine, savings on man-hours, reduction of rejects from deformed cuttings and
maximization of mixer capacity.

The Marzel Woodworks and Sash Factory began its
operation in the furniture industry in the year 2003 in Brgy.
Tubigan, Lemery, Batangas. However, the business was
stopped in the year 2005 to 2008 because his brother went
abroad. Engr. Marcelo Mendoza decided to continue the
business in the year 2009 for his son, an student in college
with a Bachelor of Science in Entrepreneurship to have this
actual experience in the field of entrepreneurship.
He established Marzel Woodworks and Sash Factory
in Brgy. Malinis, Lemery, Batangas because of its
accessibility to the customers. At first, he did not know who
their customers are but with the help of old customers and
referrals, he continued to grow the business. It is a family
business with his wife as the manager and his son as business
adviser.
To upgrade their production facility, Engr. Mendoza
tapped the assistance of DOST PSTC Batangas for SETUP
program. The project proposal was submitted/endorsed for TAPI Venture Financing
Program to acquire the FPRDI-designed kiln dryer and other equipment for furniture
business. The TAPI/DOST Team already visited and validated the project proposal. The
project is expected to be approved and implemented in 2016 with target outputs of increased
production volume and sales, improved the processes on planing, sanding, cutting, curving
and drying from 30 to 75%, eliminated the sub-contracting system for metal works and saved
on its production cost, installed one unit of kiln dryer to ensure the desired drying
requirement of the wood for better quality of finished products, utilized the wood waste as
kiln dry fuel and reduced the production cost on raw materials, processes and subcontracting
of some metal works.

The root of this business started in the old times when
her parents went to Lian Public Market to individually
distribute their first products, vinegar and soy sauce to market
stores. Her parents said that “di naman ganoong kahirap.
Sipag at tiyaga lang ang kailangan.” to put the business. Due
to their astonishing diligence and dedication to their work, it
started to grow exponentially, from selling the products until
such time that they distribute to the stores as their outlets.
In 2010, this success was followed by the additional
product to the industry, the Cristie Banana Catsup. It leads the
company into a new surrounding and an opportunity to
increase the capability in providing Filipinos distinguished
condiments and spices for their kitchen needs.
As of today, Cristie Food Seasonings is delivering
food products in the whole province of Batangas as well as
some parts of nearby provinces of Cavite and Laguna.
In June 9, 2015, the firm started to coordinate with PSTC Batangas the SETUP
assistance to upgrade her plant site. The project proposal was already approved and will be
implemented in the first quarter of 2016. The S&T interventions to be provided is the
acquisition of automatic liquid and pouch filling machines, steam boiler and GMP training.
On the other hand, the GMP implements such as installations of foot bath, stainless steel
tables and sinks as well as renovations of the production facility to align to the layout
recommended by the Food Safety and TNA Team will be the counterpart of the proponent.
The expected outputs of the project is to increase the production capacity, reduction in
length of time conducting equipment maintenance, increase in sales, improve the quality of
the products, processes and production site in compliance with FDA requirements.

Eggciting Products Manufacturing is a company with
a VISION for every Filipino to enjoy our culturally rooted
love affair with salted eggs without the usual quality
disappointment. It was established in 2013 with the
MISSION to migrate the family-owned salted egg business
that started in 2008 from traditional methods of salted egg
processing to the present technology-based salted egg
manufacturing with GOALS of achieving higher productivity
and better product quality; thus, enhanced competitiveness
and profitability.
Today, Eggciting Products Manufacturing stands as the
only company in the Philippines and the world that
commercially manufactures salted eggs using accelerated curing,
requiring only half the time of traditional methods (i.e. 14-30
days in clay smear or brine solution method), or lesser. This
technology innovation delivered higher productivity and
maintained egg’s freshness better than traditional processes.
With the company's product quality, institutional and retail
clients are able to develop end-consumer loyalty whilst
eliminating inventory losses from premature “best before”
product spoilage (public market & institutional client, e.g.
Binalot sa Dahon).
Driven by the quality of its salted egg products using its rapid hygienic curing
technique introduced in 2013, the company enjoyed unprecedented market acceptance and
growth particularly within the institutional market segment.
In view of this, the company sought to overcome the manufacturing challenges posed
by its antiquated rapid hygienic curing production line with upgraded equipment as it starts to
open its doors to toll manufacturing arrangements with small and large egg farms,
institutional clients, and egg traders, as the more "inclusive" market strategy that can "rapidly
respond to market situations", accelerate its quality-product reach, expand market base to
better manage market situations risks, and ensure sustainable revenue growth and
profitability. The company decided to request DOST SETUP intervention to implement
equipment upgrade and achieve the above objectives. As identified in the Technology Needs
Assessment, in order to maximize the use of all equipment in the production line, provision
of the following is needed: disinfection equipment, pulse pressure control equipment, heating,
recirculation, and recycling equipment, rack and tray equipment, vacuum pump, vacuum egg
lifter equipment, and scroll pump. The project is for implementation in 2016 and expected
output are to reduce the egg breakage due human handling; improve the processes and
product quality, generate saving due to lower production cost and raw materials on curing,

longer shelf life of the product, reduce energy input but comply the cGMP requirements,
safe control and operation and eliminate motor breakdown and increase the useable life of
the curing solution and reduce the salted egg production time.
Adoption of Safety Equipment Technologies and Upgrading of Production Facility of
MZ Design Furniture

In 1999, the father and uncle of Mr. Gerard
Mendoza planted hectares of mahogany trees registered
with DENR in Laurel, Batangas. While waiting for these
trees to become productive, the family ventured into fuel
business in partnership with Caltex Philippines and Rental
business. In early 2011, the land with mahogany trees
was transferred to Mr. Gerard Mendoza and his wife, Liaa
Encarnacion. Since then, the couple started to venture into
furniture business. In 2012, when the couple
already gained knowledge on furniture business,
they eventually established their own furniture
shop. The business is registered under the name of
Mauro Zamora Design Furniture which is derived
from the name of their children. It is managed and
operated by Ms. Liaa Encarnacion-Mendoza assisted by experienced and dedicated
workers during the start of its operations. Her ability to
run the business made her realized on how to enhance the
production and improve the quality of their products for
better market opportunity in the nearby municipalities and
even outside the province. They have attended schooling at
SoFA Design Institute, attended trainings and seminars
organized by Chamber of Furniture Industries of the
Philippines and benchmarked other well-established
furniture shops such as Marsse Tropical Timber
Plantation, Inc. In 2014, they tap the assistance of Forest
Products Research and Development Institute for the establishment of their kiln dryer.
FPRDI’s Ms. Grecelda A. Eusebio advised the company to seek the assistance of DOST
SETUP to upgrade their production facility.
Through the Technology Needs Assessment, the provision of the following
equipment is needed to upgrade their production facility: horizontal vertical sander, auto
one sided planar, double bag dust collector, radial arm saw, cutter head, and finishing
spray booth. The project is for implementation in 2016 with expected results of 8%
increase in sales for the first year of implementation and additional 2% every year
thereafter up to the 4th year, improved the existing processes by adoption of current
technology in furniture production, attained high quality products and compliance to
occupational safety requirements.

Padre Garcia Development Cooperative (PADECO)
is a producer cooperative duly registered under Cooperative
Development Authority. It was established in 1988 and now
classified as Medium Enterprise in terms of capital and
categorized as Small Enterprise because of the number of
workers. Its main product is to produce feeds for swine and
cattle and provide services on artificial insemination of hogs.
One of the biggest programs of PADECO is Feeds
Dispersal Program. The cooperative produces and supplies
feeds to the members for the consumption of their livestock
farms on a credit basis. It has exclusive haulers to ensure
that the hogs are sold and payment is properly collected.
PADECO tapped the SETUP program through PSTC
Batangas office. The project proposal was submitted and
endorsed by DOST IV A to TAPI Venture Financing for the
adoption of pelletizing technology in producing pellet-type
feeds with improve palatability and nutritional content.
Expected to implement in the first quarter of 2016 with an output of reducing the shrinkage
cost, conversion of mashed to pellet type feeds, increase volume and sales and increase the
milling revenue.
Product Quality and Process Upgrading of Panaligan Bagoong and Patis in Balayan,
Batangas

Sometime in 1950s, Mrs. Efifania Atienza-Panaligan
started the bagoong business using tapayan (traditional) way
in making bagoong for additional income as fish vendor. She
was selling these bagoong in bulk as the whole tapayan
(including the container) to other bagoong (fish-paste)
producers in Balayan for repacking / bottling. The business
was eventually handed down to her children knowing what's
best for the business will be best for the family.
In 1987, when one of Mrs. Efifania’s daughter,
Virginia Panaligan Javier, married Mr. Cesar Javier, the
couple ventured into bottling the bagoong produced by Mrs. Efifania. Mrs. Virginia
Panaligan resigned from her job as bank employee at the City Trust Branch in Calamba,
Laguna in which her savings from her work was used to start the repacking business. During

the start of their business, their mother was still the one
making bagoong while they are repacking them and do
the marketing. They produced around 50 bottles for 2
weeks and delivered it in Tanauan, Batangas and
Calamba, Laguna. Eventually, they hired workers who
will deliver the products until such time their business
turned into a huge success. The volume of production
have increased in number and become extremely large.
After putting 5 years of hard work into bagoong business
they already purchased a vehicle and in the year 2000 her
father gave her a vehicle as a gift which they used as
service vehicle for delivery of bagoong from 1000 bottles
per day. They now owned 2 delivery vehicle due to expansion of their products to the market
which produces 5,000 bottles per week.
To comply for FDA LTO acquisition, they need to upgrade their production facility
and tapped the assistance of DOST PSTC Batangas for this improvement. The project
proposal was submitted/approved and will be implemented in 2016 with the S&T
interventions of the pneumatic liquid filling machine with compressor to upgrade their
bottling process. Other recommendations by the Food Safety and TNA Team are the
acquisition of stainless steel grinder, packaging and labelling design improvement, conduct of
cGMP training, and renovation of production layout to comply with FDA standards which
will be handled by the proponent. The project is targeted for implementation in 2016
with the expected outputs of improving the filling process, increase production volume
and meet market demands and comply the FDA standards on the product and production
facility requirements.

Samahan ng Nagkakaisang Mamamayan Para sa
Pagsulong at Pag-unlad sa Brgy. Sawang (SANAMAPPBS) was organized under the leadership of
Hon. Mayor Gaudioso R. Manalo of Lobo, Batangas. It is one
of the organized associations in the locality for the coastal
community. The LGU-Lobo aims to establish different
sectoral groups in the municipality to develop them as
People’s Organization who are independent from the
municipal government and to develop their own livelihood
projects. The association was registered to DOLE-Batangas
with the assistance of Mayor Manalo.
In 2007, the LGU-Lobo established salt production
facility using fractional crystallization technology that they
adopted from Pangasinan. Before, the production facility was
operated by the local government. Due to change of
leadership caused by local election, the salt production was
not prioritized by the new leadership leading to its closure.
As part of the Community Empowerment thru Science
and Technology (CEST) Program of DOST IV-A, one of the
livelihood identified by the Local Government Unit of Lobo was the rehabilitation of the salt
industry due to its market viability and acceptable by the locals of Lobo due to its adjacency
with sea waters and good quality of salt. The salinity of the sea water in the area is 4.5°Be as
tested by Engr. Armando T. Mallillin of ITDI-DOST. The assessment was conducted and
reported that the salt facility can be rehabilitated and restored for production of salt in the
locality. Through DOST IV-A GIA fund, the project proposal was approved and for
implementation in the first quarter of 2016 with the support from LGU-Lobo. The joint
funding of DOST IV A and LGU- Lobo will materialize the rehabilitation and re operation of
the salt industry in Lobo. It is the first salt project in Region IV that can be operated using
the fractional crystallization technology. The project is expected to generate income for the
fisher folks, increase in employment opportunities, create livelihood in the area and
produce the quality iodized salt.

Bisig at Galing ng Kababaihan para sa Isang Sambayanan (BISIG)
Association was first established as womens’ group in 2002. They are
first engaged in managing Materials Recovery Facility (MRF) in their
barangay which then made Brgy. Sta. Cruz won 5th place for Model
Barangay awarded by the former President Gloria Arroyo. The
association is composed of 40 members. The group is currently involved
in vegetable gardening and native delicacies production such as atsara,
sumang kamoteng kahoy and malagkit, sampaloc candy making. Every
summer, the group produced souvenir t-shirts being sold to tourists
trekking in Mt. Manabu. The group always do different fund raising
activities such as bingo sa barangay, to be used to fund different
activities of the group.
The Local Government Unit of Sto. Tomas initiated in 2014 the production of buko
wine using technology from University of the Philippines-Los Banos as a unique product of
the municipality. Since then, the BISIG Association handled and operated the production of
buko wine in the locality.
In 2015, BIGKIS Association was awarded GIA project by DOST IV A through
DOST PSTC Batangas. The project proposal was approved and released the fund this
January 2016 for the acquisition of ITDI Developed wine kit, ebulliometer, refractomer,
conduct of GMP training and wine development, packaging and labelling materials,
thermometer and stainless working tables. The project is expected to increase the wine
production and sales of the association by 20%, improve production facility of buko wine
and ensured the quality and safety of the buko wine produced. PSTC Batangas also enrolled
the association for the Label Design Assistance through the Tanauan Packaging Service
Center and the presently, the association used the developed label design.
Provision of Solar-Powered Fish Dryer for the Common Service Facility Establishment

Taal Volcano Protected Landscape is located in the Provinces of Batangas and a
portion of Cavite at N 130 15' to 140 8' latitude and E 1200 50' to 1210 10' longitude. It
embraces 13 municipalities and 2 cities within the Province of Batangas and 1 City in the
Province of Cavite. It has a total of 62,292.14 hectares. It is the 3rd largest in area next to
Laguna Lake and Lake Mainit. It is home to 2 endemic species, i.e. Sardinella tawilis
(freshwater sardine), and Hydrophis semperi (fresh water sea snake); and the high valued
migratory fish species Caranx ignobilis (Maliputo) among others. Taal Lake's only exit point
to Balayan Bay is Pansipit River (about 9km) located and stretches from the Municipalities
of San Nicolas, Agoncillo, Lemery and Taal.

Pusod Taal Lake Conservation Center was established in 2010 in partnership with
the Local Government of Mataasnakahoy. UPS
Foundation funded the initial construction and
community development trainings, while the LGU
provided counterpart funding for further enhancement of
the Center. Pusod TLCC also serves as a venue for
conservation and protection training, info seminars and
community assemblies. It is also a knowledge center
which is the storage for researches and studies related to
TVPL. The Kilusan ng Maliliit na Mangingisda sa Lawa
ng Taal (KMMLT) has been a long time alliance of
Pusod, Inc. in lake conservation. Both are members of
Taal Volcano Protected Landscape Protected Area
Management Board (TVPL-PAMB). KMMLT is the
People Organization's representative while Pusod, Inc. is
the NGO member. KMMLT has representations in 11
lakeshore Municipalities, including Mataasnakahoy
where TLCC is located. The KMMLT Mataasnakahoy
Chapter has 700 members. One of the aims of Taal Volcano Protected Landscape Protected
Area Management Board (TVPL-PAMB) is to increase climate change resiliency of the
community and members of KMMLT. They also promote ecotourism, disaster preparedness
and livelihood programs.
In November 20, 2015 at Pusod TLCC, DOST IV A through PSTC Batangas
inaugurated the GIA project as one of the highlights of the 52 years of DOST IV-A
Anniversary Celebration. It was graced by the Undersecretary of DOST, Dr. Amelia P.
Guevara. The S&T intervention was the provision of solar-powered cabinet dryer designed
by the mechanical engineering students of the Batangas State University. The whole set up of
the solar powered cabinet drier was co-funded by the Pusod, Inc and Seacology, both NGOs
concerning environmental preservation and conservation. The facility is intended for the
communal use of the KMMLT members who are engaged in fish processing. The aim of the
project is to speed up the drying process and produced high quality dried fishes and
vegetables from Taal Lake area. The success of the implementation of the project is expected
to outcome 10% increase income for fisher folks, 100% improvement in drying time and 20%
increase in employment opportunities.

The Municipality of Lobo is one of the
beneficiaries of the Community Empowerment thru
Science and Technology (CEST) program which aims
to uplift the socio-economic status of its people
through S&T interventions focused on five entry
points: Health and Nutrition, Water and Sanitation,
Basic Education and Literacy, Economic Enterprise

Development and Disaster Risk Reduction/ Climate Change Mitigation. The association was
organized and registered to DOLE-Batangas with the assistance of LGU-Lobo.
In the Economic Enterprise Development,
several technology trainings and projects have been
provided and for implementation to different people’s
organizations in the locality. Some of these were the
rehabilitation of the salt industry, trainings on buri
dyeing and weaving, technology trainings in soap,
shampoo, lotion and perfume and buri vinegar
production facility.
Presently, the people of Brgy. Calo is
traditionally making ‘tuba’ derived from buri which will be improved for better
marketability. The wine technology will be incorporated in the buri vinegar production
facility. Last November 2015, the ITDI developed vinegar acetator and wine kit were
delivered to the association for their production facility. The experts from ITDI-DOST
scheduled the conduct of training on buri wine and vinegar using the equipment in the first
quarter of 2016 at Brgy. Calo.

II. S&T Services
Testing and Calibration
Regional Volumetric Calibration Laboratory (RVCL)
The RVCL started its operations on November 28, 2003 and continuously delivers
calibration services up to present. The calibration laboratory has one permanent staff
designated as the laboratory head and one support staff who rendered the services under the
supervision of the PSTD/Quality Manager.
The laboratory accredited to the ISO/IEC 17015:2005 on November 11, 2011 until
November 24, 2016 by Philippine Accreditation Bureau (PAB) as the First Accredited
Laboratory on Big Volume in the Philippines. The approved scope of accreditation were 10
to 20 liters calibrating bucket; 100 to 2000 and 250 to 4,000 liters proving tank; and vehicle
tank and trailer truck up to 40,000 liters capacity. RVCL provides in-house and on-site
calibration services for Batangas, Quezon, Marinduque, Occidental and Oriental Mindoro
and Palawan including depots (Shell and Petron).
As part of ISO/IEC 17025: 2005 Requirements, Regional Volumetric Calibration
Laboratory had conducted its annual Internal Audit led by Ms. Agnes G. Morales as a team
leader and auditor for management aspect and Ms. Kim Fjorda R. Zerrudo as a team member
and auditor for technical aspect on July 29, 2015. A total of 23 audit findings composed of
(1) one Major Non-conformity, (5) Minor Non-conformities, (15) Observations and (2) two
Good Observations were found and then cleared on September 15, 2015.
The Management Review was conducted at the Office of the Regional Director
Conference Room, DOST IV A CALABARZON, Los Banos, Laguna on August 26, 2015
to discuss all these findings and other concerns for management decision. It was attended by
Dr. Alexander R. Madrigal, Ms. Lydia S. Manguiat, Ms.Emelita P. Bagsit, Mr. Bernard L.
Soriano, Ms.Felina C. Malabanan and Mr.Brigido K. Casanova Jr.
Highlights of the management review were the designation of Mr. Casanova as
Laboratory Head and deputy Quality Manager in the absence of current QM Felina C.
Malabanan, Mr. Paul Irish S. Magsino as Calibration Officer and the revision of the Quality
Objectives particularly the target number of trainings to be attended by the staff. Other
matters arised during the review were the application for the renewal of the ISO
accreditation which will be submitted on May 2016 before its expiry date on November
24, 2016; Proficiency Testing participation of Mr. Casanova, additional calibration scope
of work and services, the Customer Satisfaction Feedback, the plan for the development of
software on the automated report generation of the laboratory to enhance its service and
improvement of RVCL facilities to cater the demand of the customers.

Regional Volumetric Calibration Laboratory rendered the total of 1,159 services
for 2015. These were distributed as 717 vehicle / trailer tank, 439 buckets and 3 proving
tanks. The month of July was the peak month for calibrating vehicle tank and trailer trucks
while November was the lean month. Compared with the 2014 data, there was drastic
increased on calibration rendered for both vehicle tank, trailer trucks and buckets due to
temporary stopped operation of ITDI/NML Calibration Laboratory. Slight decreased of
calibration services rendered were observed in the months of January, April, May and
November 2015 which was attributed to early calibration of some trucks prior to their
expiration date.

Regional Volumetric Calibration Laboratory served 260 firms in CALABARZON
and other neighboring Regions for 2015. There was 35.4% increased in the number of
firms served due to temporary stopped operation of ITDI-NML and its accessible
strategic location and quality service.
RVCL had generated an income deposited to the Bureau of Treasury and TAPI
Account. The amount of monthly collection was directly related to the number of
calibration services rendered.

Regional Volumetric Calibration Laboratory had conducted Customer Satisfaction
Measurement for the improvement of its quality service. Based on the graph, staff
attitude is the most rated among satisfaction measurement (SM) with 1.19 rating (closer to 1)
and delivery time is accounted to have lowest rating (1.29) because of over target capacity of
customers per day due to the customers who have just arrived without schedule. These
customers have spent long waiting time to calibrate their calibration item resulting to lower
rating of delivery time. The cost is still on its excellent rating equal to the rating on the
quality service provided.

Consultancy Services
MPEX
Manufacturing Productivity Extension for Export
Promotion (MPEX) is a program intended to help increase the
productivity of small and medium scale enterprises (SMEs) in
the Philippine manufacturing sector. The Technology
Application and Promotion Institute (TAPI) of the
Department of Science and Technology (DOST) implements
MPEX to cover the following objectives: identify strategies to
improve productivity of small and medium manufacturing
enterprises in the export sector and potential exporters;
recommend productivity improvement measures for
immediate implementation; and develop capability to provide
other forms of assistance to develop the manufacturing sector.
A consultancy team from the Summit Consultancy and
Research Services served to cover enterprise beneficiaries in
Batangas namely Joshua’s Bread House in San Pascual,
Batangas, Taliba Soap Manufacturing in San Luis, Batangas
and Pantoja Bagoong and Patis Balayan in Balayan, Batangas.
The MPEX team prepared a Work Program for the
activity. Each firm designated their own personnel to assist
the team during project implementation. Basic performance
indicators assessed/measured at the start of the study included
capacity utilization, output per worker, wastage levels, existing manufacturing systems and
related operations.
The MPEX team in consultation with the customers selected
an area where productivity improvement potentials are great. An in-
depth study on the selected productivity improvement concern was
conducted and recommendations were formulated for
implementation of firm beneficiaries. A technical report was
submitted by the team documenting the assessment, analysis,
evaluation and recommendations made.
Participation to the program was free of charge and firm
level reports are treated with outmost confidentiality.
As of December 2015, the consultancy services for the
enrolled three (3) firms is on-going and expected to be finalized in the first quarter of 2016.

Cleaner Production Technology
The Cleaner Production Technology Program of DOST is the
assistance to SMEs on how to minimize waste generation. The DOST
deploys CP Assessment Team to conduct plant evaluation and
monitoring, identify problems and causes of process inefficiency and
generate CP options through engineering and management tools.
Energy Audit
Energy Audit is the technical consultancy
for SMEs which provides critical examination of
an energy consuming facility. The aim of the
project is to enhance efficiency and productivity,
identify areas where energy waste can occur and
recommend energy saving options.
The 2015 enrolled MSMEs for both CP and EA were the PADECO in Padre Garcia,
Biofarm and Natural Health Ingredients Company and Panaderia Pantoja, Inc. in Tanauan
City the Technical experts from Summit Consultancy and Research Services will conduct the
CP and EA starting in the first quarter of 2016.
Food Safety
The Food Safety Team of DOST CALABARZON provides assistance to SMEs in
their application for FDA-LTO, HACCP certification and other food related registrations.
The 2015 enrolled SME for the program was Buklod-Unlad Multipurpose
Cooperative in Taysan, Batangas. Other Food Safety activities conducted in Batangas were
GMP trainings for Passion fruit processors in Taysan, Batangas, Tamarind and Guyabano
processors in San Juan, mango processors in Lemery, sardines processors in Bauan,
TASIMPCO in Batangas City, peanut butter processors in Batangas City and Novoagri, Inc.
in San Jose, Batangas.

Biogas
Five (5) biogas system facilities were established in
Batangas using the DOST IV-A biogas design under the
supervision of the DOST IV-A biogas expert, Mr. Fernando E.
Ablaza. These biogas system facilities were provided to backyard
hog raisers in Agoncillo, Batangas funded by the Protected Area
Superintendent Office – DENR for three (3) units and the other
was established in Jfarm Agri Enterprise in Alupay, Rosario
funded by SETUP. Another biogas system facility funded by
SETUP was built at Mario Reña Piggery in Balibago, Rosario,
Batangas. LGU-San Luis Batangas also tapped the assistance of DOST IV-A PSTC Batangas
in the construction of their biogas system facility in which consultative meeting and site visits
were conducted prior to its construction
One of the Batangas Provincial NSTW activities was the conduct of training on
biogas operation and maintenance held at the Municipal Hall of Mataasnakahoy, Batangas on
July 22, 2015. After the forum, PSTC staff together with the resource speaker, Mr. Fernando
Ablaza, visited the one unit constructed biogas facility in Mataasnakahoy to determine the
factors for its non-generation of biogas.
Technology Trainings
The PSTC-Batangas conducted a total of 16 trainings attended by 37 firms and 399
participants. Some of the trainings conducted were support to
other existing projects in Batangas. Most of the technology
trainings were coupled with seminar on Good Manufacturing
Practice (GMP) to improve the safeness of the products produced
(see Listing of Technology Trainings).

The PSTC-Batangas conducted a total of 6 fora and
seminars attended by 49 firms and 366 participants. Most of
the topics discussed in the forum were the Small Enterprise
Technology Upgrading Program, DOST Stakeholder’s Forum,
Dengue and Disaster Preparedness Seminar (see Listing of
Fora).
The 1st DOST PSTC Batangas Stakeholder’s Forum
was attended by the various sectors. These include National
Agency partners, Cooperatives, Associations, Local
Government, Academe and Media personnel. This a way of
reporting to the public the accomplishments and plans of the
DOST Batangas in providing its services.
To promote the SETUP Program in the province,
PSTC Batangas accepted the invitations of PUSOD Inc. to
discuss the program during the conduct of business clinics for
MSMEs coming from the municipalities around Taal Lake
held in Cuenca and Mataasnakahoy.
The Orientation on Dengue and Disaster Preparedness seminar were conducted for
the students, teachers and other personnel of Batangas National High School during their
celebration of Science Month on September 29, 2015.

S &T Scholarships
PSTC-Batangas had evaluated and processed 15 applicants for 2015 Junior Level
Science Scholarship (RA 10612) examination conducted last July 10, 2015 at the Batangas
State University. This scholarship opens the avenue for accommodating scholarship
applications from other private universities and colleges like University of Batangas.
Out of the 15 applicants, 13 students took the qualifying examination and 12 of them
qualified for the scholarship. Presently, the total of 12 JLSS scholars were awarded and
signed contract with DOST PSTC Batangas on October 23, 2015. The 11 students have
enrolled in Batangas State University and one in the University of Batangas.
As of December 2015, the total of 290 on-going scholars enrolled at the Batangas
State University are being assisted by PSTC Batangas regarding their scholarship concerns.
One hundred twenty five (125) elementary pupils were also assisted by PSTC
Batangas for the application to the entrance examination in the Philippine Science High
School Scholarship Program. There were 20 pupils from Batangas qualified for PSHS
scholarship. Presently, the PSHS CALABARZON Campus started the operation and
temporarily housed at the Batangas National High School, Batangas City. The construction
of PSHS CALABARZON Campus is on-going at Brgy. Sampaga, Batangas City.
Roll Out Projects
Complementary Food Production Facility
The established Complementary Food Production facility
managed and operated by the Calatagan Women’s Circle under
the supervision of E. Zobel Foundations, Inc., is continuously
producing the complementary food blend and crunchies. They
currently sold the products in the different schools nearby
Calatagan and supplied other areas in the province of Batangas.
The Provincial and Local Government Units also used the product
to their feeding programs.
DOST IV-A also extended the assistance to the group by
providing the equipment as packaged in the project entitled
“Enhancement of Complementary Food Products through
Packaging and Labeling Assistance and Feeding Program
Evaluation / Assessment” which was approved and released the fund
on April 29, 2014.
Presently, the FNRI, DOST IV A and E. Zobel Foundation have
collaborative projects to use the food blend and crunchies for the feeding
programs of LGU Magdalena, Laguna and LGU-Lobo, both were the
beneficiaries of the Community Empowerment thru Science and
Technology (CEST) Program of DOST IV A.

Disaster Prevention and Mitigation Program
DOST is the Vice-Chairman of the Prevention and Disaster Mitigation Program.
DOST IV-A initiative projects include fiberglass rescue boat, Hazard Notification
Dissemination and Awareness (HANDA) and LGU Information Dissemination System
(LGUIDS) and Hydro Meteorological Devices consisting of Automatic Rain Gauge, Water
Level Monitoring Station and Automatic Weather Station which are under the project
Nationwide Operational Assessment of Hazards (NOAH). Presently, there were total of
twelve (12) Automatic Rain Gauges and one (1) Automatic Weather Station and one (1)
Water Level Monitoring System strategically installed in Batangas.
On November 20, 2015, The projects on “Sensing Environmental Parameters
Through Telemetry (SENTRY)” and Tactical Operative and Amphibious Drive (TOAD)
were launched at PUSOD TLCC, Mataasnakahoy, Batangas as one of the highlight activities
in the 52nd DOST IV A Anniversary Celebration. It was attended by the partners agencies
such as NGAs, SUCs, Media Men/Women, LGU/Barangay officials and residents of
Mataasnakahoy. The occasion was graced by the DOST Undersecretary, Dr. Amelia P.
Guevara who rendered her inspirational message.
SENTRY is an innovative project for the real-time water quality monitoring in Taal,
Lake. This was deployed at the Lipote River under the bridge connecting the Municipalities
of Mataasnakahoy and Balete. The TOAD on the other hand is an amphibious vehicle to be
deployed on areas experiencing calamities during rescue operations. The development of both
devices were in partnership with Batangas State University. The SENTRY was deployed
through collaborative efforts of DOST IV A, PUSOD Inc., LGUs Mataasnakahoy and
Balete, Batangas State University and Barangay residents and officials of two municipalities.
Through the Management Information Unit (MIS) of DOST IV A, the total of 12
Automatic Rain Gauges and Water Level Monitoring System were installed to the different
municipalities in the province of Batangas (see Listing of Hydromet Devices).

Community Empowerment through Science and Technology (CEST)
Community Empowerment through Science and
Technology – LGU Lobo, Batangas project of DOST IV-
A was launched on December 12, 2014 at the Conference
Room of the Municipal Hall of Lobo, Batangas.
Highlights of the activity were fora to present and discuss
the programs and projects of DOST to be part of S&T
Intervention on CEST Lobo. These include support
programs on disaster prevention and mitigation, S&T
Undergraduate Scholarships and DOST STARBOOKS,
Water Purification System, Iodized Salt Production,
Vinegar Production and Complementary Food.
On the economic aspect of CEST, the livelihood
trainings on soap, shampoo, lotion, perfume, and
essential oil extraction were provided to women’s groups
in Lobo for establishment of products which may support
the uprising tourism industry in the locality.
The Samahan ng Nagkakaisang Mamamayan Para
sa Pagsulong at Pag-unlad sa Brgy. Sawang was
organized and registered to DOLE to manage and operate
the GIA project “Improvement of Salt Industry in Lobo, Batangas to support the ASIN Law
Implementation in the Province of Batangas”. The assessment of the existing salt facility
was conducted with the technical expertise of Engr. Armando Malillin, ITDI/DOST. The
rehabilitation and improvement of the salt facility will be funded by DOST IV A and LGU-
Lobo. Consultative meeting and site visitation of the expert and PSTC Batangas with LGU-
Lobo was conducted to start the construction/rehabilitation of the facility.
The Organisasyong Pangkabuhayan ng Taga Brgy. Calo was also organized and
registered to DOLE to manage and operate the project “Upgrading of Buri Wine Production
in Lobo, Batangas.” The ITDI-DOST Vinegar Acetator and Wine Kit were delivered to
Brgy. Calo on November 2015. The technology training using the equipment was scheduled
on February 2016.
PSTC Batangas endorsed the associations for the packaging and labelling assistance
program. The draft of the label design is still on going.
On the health aspect of CEST Lobo, ITDI Ceramic Water Filter was launched and
distributed during the 144th Founding Anniversary of LGU-Lobo in September 2015. The
recipients of ceramic filter were based on the result of the water testing conducted by
RSTL/DOST IV A. Orientation seminar on the use of the ceramic water filter was also
conducted for the beneficiaries.
The feeding program using the FNRI-developed food blend and crunchies was also
started to implement in September 2015. There were identified children from the barangays
to be fed by the complementary food. The FNRI/DOST had conducted the training on the
implementation of the feeding program as well as the continues monitoring of the project.
The weighing scales for use in the feeding program were calibrated by RML/DOST IV A.

On the education side of CEST, STARBOOKS was installed in the Municipality of
Lobo for use of their constituents. The LGU-Lobo assigned an staff who managed and
handled the operation of STARBOOKS installed at Lobo Central Elementary School.
On the Disaster Prevention and Mitigation side of CEST, LGU Information
Dissemination System (LGUIDS) was installed on November 2015 at the Municipality of
Lobo. Automatic rain gauge was already installed in Brgy. Calo, Lobo.
DOST Academe Technology Based Enterprise Development (DATBED)
In support to TAPI’s DATBED program, there were two projects of the
Batangas State University approved by TAPI/DOST namely “Manufacturing of Toge (Vigna
radiate) Fresh Pancit” of Rosario Campus and “Establishment of Daing Flakes
Manufacturing” of the Main Campus. The program aims to put into reality of business the
feasibility study of the students. This will also empower students in upgrading their skills and
knowledge on the technology and entrepreneurship.
Establishment of a Centralized Facility of Ultra High Temperature / High Temperature
Short Time (UHT/HTST) Pasteurizer for Milk Coconut Water and Other Juices
The UHT/HTST is a centralized facility equipped with
pasteurizer capable of being run in two modes: Ultra High
Temperature and High Temperature Short Time. It is designed
by Batangas State University that are locally fabricated to
address the current need. The use of the equipment will help
coconut water, milk and other juices become competitive to
other products available from other countries. The project was
implemented by Batangas State University and situated at the
CEAFA Building of Main Campus II funded by PCIEERD.
S & T Promotion- Press Releases
PSTC Batangas for this year became the venue for
some Regional and Provincial major events. The 1st DOST
Batangas Stakeholder’s Forum at Batangas State
University on February 12; Launching of SENTRY and
TOAD projects at Mataasnakahoy, Batangas and the
Stakeholders’ Night at Pontefino Hotel, Batangas City
highlighting the 52nd DOST IV Anniversary on November
20, 2015.
The Stakeholder’s Forum served as the avenue for
the presentation of DOST Batangas’ accomplishments for
the past years and also presented the tactical plans for the
next years. In that event, the panelist composed of

representatives from LGU, NGO, Academe and NGA was formed to present their ideas in the
improvement of the plan and gave their comments and suggestions for better services of the
office.
Local media also plays important roles for S&T Promotion and Information
Dissemination. On May 2015, ABS-CBN’s news anchor, Paul Hernandez, had an interview
with PSTD Felina C. Malabanan regarding the DOST Batangas’ programs and projects that
focused on the implementation of the Small Enterprise Technology Upgrading Program.
During its airing, SETUP assisted projects were flashed and promoted by TV Patrol
Southern Tagalog. ABS-CBN TV 10 also featured some of the SETUP projects namely
Eco Tray Manufacturing Corp, Eggciting Products Manufacturing and Macky Industrial and
General Services. There were published printed articles regarding S&T in Batangas by
Dyaryo Balikas and Philippine Information Agency. On the radio promotion, Radio Totoo
conducted three (3) on-air interviews with PSTD Felina C. Malabanan particularly on
SETUP (February 12), water sampling in Lobo (March 30) and DOST programs and projects
(May 19).
Batangas Provincial Bantay Asin Task Force
ITDI, FNRI and DOST Batangas, one of the
members of the Batangas Provincial Bantay Asin Task
Force, participated in the implementation of the ASIN Law in
the Province of Batangas. Engr. Armando Mallilin of ITDI
demonstrated the process of iodization of salt in Balayan,
Batangas together with Ms. Marcela Saises of FNRI and the
members of the Provincial Asin Task Force. Ms. Marcela
Saises, Sr. SRS of FNRI-DOST prepared the experimentation
on bagoong making using iodized salt. The result of the
experiment will validate the claim of the bagoong makers that
iodized salt has adverse effect in bagoong making. The
experiment was monitored by the team in July 10, 2015 and
observed results were presented on September 10, 2015
during the tasks force meeting at the Mansion Building,
Provincial Capitol, Batangas City. Follow up monitoring of
the experiment will be done in 2016.

PSTC and RVCL Staff Training
PSTC has four permanent and three technical support staff and one permanent
and one support staff in the RVCL. These personnel attended the trainings to improve the
capability and develop the individual competency. There were 22 trainings attended by
