The Taliba Soap Manufacturing is a business
operated by group of women named “Samahan ng
Kababaihan” of Brgy. Taliba. They acquired the
technology from a training conducted by Dra. Lingor,
a private individual who was contacted by the
concerned citizen in their barangay. The first training
did not work-out. Instead, they got the help of the NBI
Chemist, Ms. Felicisima Francisco who acquired the
technology on chemical processing through training
at the ITDI, DOST. Ms. Francisco after the training
put her own business but eventually closed it due to
work conflict. The group was trained on making of
powder detergent, dishwashing liquid, liquid
detergent and fabric softener by Ms. Francisco.
They started the business in June 14, 2009
with the capital of P 25,000.00 borrowed from the said concerned citizen from the place. Due
to good business performance, they were able to pay the borrowed amount in the same year.
They organized these group of women into one single type of business organization. The
business was registered as a single-proprietorship under the name of Mrs. Rufina L. Salvador,
the selected president among the group. The group decided to have this type of ownership for
speedy transaction of registrations and other permits. They are selling their product under the
brand name of “Sabon Ga!”
A SETUP fund of P150,000.00 was provided for packaging materials to improve the
product marketability and technical trainings on manufacturing productivity. The fund was
released on August 4, 2014 and the new packaging and label was initially used in November
2014. Total project cost was estimated at P170,000.00 for the acquisition of other packaging
materials and trainings costs and the exceeding amount was the counterpart of Taliba Soap
Manufacturing.
The project aims to develop a label design and package the product for better
marketability; to avoid the adulteration of the product and ensure the credibility of the firm by
having its own packaging and labeling design. Presently, the firm has able to expand their
current Batangas market to Manila, Makati, Ilocos, Isabela and Rizal.

Biogas System Facility for Proper Farm Waste Disposal and Source of Renewable Energy

JFarm Agri Enterprise started its operation as
backyard hog raiser in 1998 when Mr. Belzazar S. Fajutagana
bought a farm with existing pens. He started the operation of
the farm with 50 heads of hogs for fattening. During those
days, Mr. Fajutagana was working in abroad so his wife
managed the farm. As OFW, it was his chance for great
opportunities of having extra capital to be used in the
expansion of his farm. In 2005, he started to produce sows
and eventually sell piglets. In 2010, he ventured to other business, the JMart grocery store that started selling products
and became distributor of B-MEG feeds. In the same year,
he started “paiwi system” with initial 5 contract farmers
where he supplied the piglets, feeds, medicines and other
veterinary products. Presently, a total of 8 contract farmers
ranging from 20 to 50 heads of hog fattener availed the
“paiwi system” as his way of helping the people in the
barangay.
A financial assistance of P403,978.38 was provided
through SETUP for the provision of 40m3 biogas system
facility. The project objectives include contribution in the
reduction of global climate change by converting the manure
into methane gas as source of renewable energy, reduction of
the operational cost of the farms in terms of electricity and fuel gas consumption, minimization
and control of the environmental pollution through proper disposal of the farm waste in
compliance to LGU / DENR requirements, and contribution in the protection of bodies of
water in the locality. The counterparts of the proponent for this project amounting to
P 93,000.00 was intended for the lot, installation and uses of biogas, training on maintenance
and operation of biogas and the installation of the first Biogas Scrubbing System Facility in
Batangas in collaboration with MIRDC-DOST. The target date of project implementation is at
the initial quarter of 2015.
Other technological interventions previously extended by PSTC-Batangas to JFarm
Agri Enterprise were technology needs assessment (TNA) with DOST IV-A biogas expert Mr.
Fernando E. Ablaza, packaging of project proposal for the SETUP program, and technical
consultancy on the establishment of bakery as one use of biogas.

Upgrading of the Processing Facility of Biofarm and Natural Health Ingredients (BINHI)

BINHI started as distributor of food supplement (Charantia) in 1998 under the name of
Healthy Habits Enterprises as single proprietorship by Mr.
Patrick Roquel. At the same time, he also works at UNILAB.
In 2006, he retired from UNILAB and pursued the business as
distributor in the name of Global Habitz Co. Ltd. wherein he
is also a member of the company. In 2009, they started to
distribute lagundi and sambong tablet to DOH. In the same
year, when he found out that DOH-PITAHC needs supplier of
raw materials of lagundi and sambong, he started to establish
the plantation of these herbal raw materials. In 2010, they
started to supply lagundi to Herbs & Nature Corp
and sambong to DOH-PITAHC and eventually in
2011, they formally established the Biofarm and
Natural Health Ingredients Company to
manufacture pre-process herbal raw materials to
their customers. They are currently works in
partnership with Global Habits in the distribution
of their products produced. BINHI is engaged in
the production of herbal plants, processing of the
powdered herbal products and extraction of essentials oils from citronella and later on the other
plants with essential oil.
SETUP technical assistance of P1,123,000.00 will be provided for the acquisition of
various machines and equipment. The project aims to upgrade the processing facility of the
company by improving the processes on drying, pulverizing and storing of the herbal
powdered products through equipment acquisition, upgrading of the processes on the raw
material preparation and extraction of essential oils to reduce the production cost through
equipment acquisition and upgrading the entire processing facility to conform with the
requirements of the FDA for the acquisition of the FDA-LTO as Pharmaceutical
Manufacturing Company through the provision of the equipment and processes improvement.
Some of the project components were provision of Spin dryer / hydro-extractor, mobile
rack, pulverizer, dust collector, dehumidifier, essential oil extractor set, and the proponents’
counterpart amounting to P110,000.00 intended for installation of UV lighting for and
dehumidifier in the storage room, modification of the existing oven, and laboratory equipment
for essential oil content testing. Training on current Good Manufacturing Practices and Food
Safety Standards will also be conducted as part of the project.
Other technological interventions previously extended by PSTC-Batangas to BINHI
Company were technology needs assessment (TNA) with Engr. Melchor Valdecañas of
ITDI-DOST and preparation of project proposal and other supporting documents for the
SETUP program.

Upgrading of Oyster Mushroom Production Through Adoption of Steam Boiler
Technology

3G Country Farms is a Filipino family owned enterprise
established in 2006 in response to the growing demand of the
public towards affordable organic food. Its main product is white
oyster mushrooms which are now gaining popularity due to its
nutritional value, anti-oxidant and anti-cancer properties.
3G Country Farms, based in Sitio
Kaybibisaya, Barangay Aga, Nasugbu, Batangas,
is mainly producing the white oyster mushrooms
which are supplied in selected branches of
Puregold, Robinsons and South Supermarkets.
Due to its proximity to Metro Manila, it can
deliver the oyster mushroom freshly to the
market.
At present, 3G Country Farms has established a high-quality mushroom plantation,
quality control storage facility as well as a well-trained staff to produce the fresh and nutritious
oyster mushrooms to the consumers. The firm gives attention to Research and Development by
adopting technologies such as alternative sources of raw materials and boiler as source of fuel
on the pasteurization of the fruiting bags to cope with the changing times.
In 2013, the enterprise had been recognized by the Bureau of Plant Industry as the
largest Filipino producer of oyster mushroom in the Philippines.
For 3G Country Farms, nurturing mushrooms is like watching a baby to grow, with
patience, understanding and love for every oyster mushroom harvested, carefully delivered and
made available to the outlets in affordable price.
SETUP technical assistance amounting to P 988,000.00 will be provided to the
enterprise for adopting steam boiler technology in the pasteurization of fruiting bags for the
production of white oyster mushroom to increase productivity and ensure quality products.
Specific objectives of the project include provision of vertical steam boiler and training on
current Good Manufacturing Practices and Food Safety standards. Upon project
materialization, the following outputs are expected: 44.93% increase in production capacity of
fruiting bags daily from 690 bags to 1,000 bags; 75% reduced time on pasteurization time from
7hrs to 4hrs; there will be ensured supply of fuel by using diesel rather than using firewood;
increase in production and sales of oyster mushroom by properly replacing fruiting bags
whenever the produced oyster mushroom is not on its optimum quality, and therefore resulting
into better production performance and; reduce in fuel cost by replacing firewood by diesel.

Company are technology needs assessment (TNA), packaging of project proposal for the
SETUP program and endorsement to Batangas State University for project conceptualization.

Proper Farm Waste Disposal and Source of Renewable Energy for Mario Reña Piggery
through Biogas System Facility

Mario Reña Piggery is engaged on piglet production
and recently ventured into hog fattening. It started the trial
production with two (2) sow level in 2005. These sows were
not produced piglets so the owner asked for help from his
relative who also engaged in this kind of business. After
gaining knowledge on proper way of taking care of sows, the
owner increased the sow level into 11 heads. Aside from this
effort, he visited the John and John Farm in Rizal to acquire
more knowledge and skills on proper sow rearing. The farm
maintained its sow level and he went abroad to earn money to
support the farm while his family continued the operation of
the business. In 2010, the farm expanded the sow level to
currently 90 heads and started selling 100 piglets per month.
In October 2013, they started to raise the hogs into fattener
and sold 30 heads per month. At present, they have raised
120 total fattening hogs and maintained 90 sow level for
piglet production.
SETUP technical assistance of P 1,187,255.00 will be provided for the installation of
90m3 DOST designed biogas system facility to convert waste into gas as source of renewable
energy for the farm and neighboring households; reduce the cost of the farm in terms of
electricity and fuel gas consumption and minimize and control the environmental pollution
through proper waste disposal of the farm in compliance to the DENR/LGU requirements.
Counterpart of the proponent amounts to P 73,000.00 for the land, installation and uses of
biogas for gas generation and scrubbing system and training on proper biogas maintenance and
operation.

proposal and other supporting documents for the SETUP program.

Upgrading of the Production Capability of Joshua’s Bread House through Equipment
Acquisition

Mrs. Josefina I. Monserrat and her husband started
their business in year 2000 as a jewelry workshop. Because
they noticed that their business is risky for their own health,
they shifted their business into a grocery store in 2003. In
October 2003, they finally ventured into putting up their own
bakeshop because they noticed its marketability in their area.
They found out that bakery business is very favourable in the
locality so they started renting basic bakery equipment from a
closed bakeshop and provided the capitalization of P
50,000.00. Most of their processes before are done
manually. Eventually, when their business grown up
they were able to purchase their own bakery
equipment. Presently, they have now an established
bakery shop in the locality.
SETUP technical assistance amounting to P
1,150,000.00 will be released to the company for the
upgrading of its production facility under SETUP program. The expected impact of the project
includes thirty-five percent (35%) increase in sales; ensured food safety on the products;
increased the production of “sortidos” / biscuits / cookies through mechanization of cutting
process; upgraded their process of cutting bun for increase accuracy of the si ze and shape of
buns; upgraded the dough kneading through provision of appropriate capacity machine for
smaller production volume; and provided training on food safety. The proponents’
counterpart for this project is the cGMP Training expense amounting to P 5,000.00 and the
relay-out of the production facility.

the SETUP program.
Upgrading of Muscovado Mill in Balayan, Batangas

The Center for Agrarian Reform & Rural Development
(CARRD) is a non-stock non-profit organization established by a
working group of professionals in 1988. The Center was
registered with Security and Exchange Commission (SEC) on
February 13, 1989.

CARRD works closely with farmers and agrarian reform beneficiaries (ARBs) and
provides support services such as land tenure improvement, land productivity enhancement
activities, capacity building of cooperatives and setting up and operation of rural enterprises.
CARRD's work scope consists of farmlands in Batangas,
Zambales, Capiz and Iloilo. In Batangas, CARRD works hand
in hand with Nagkakaisang Mamamayan sa Kanlurang Batangas
Multi Purpose Cooperative (NAGKASAMA MPC), a primary
cooperative composed mostly of ARBs in the municipalities of
Tuy and Balayan.
In 2007 CARRD entered into an agreement with the
Industrial Technology Development Institute of the Department
of Science and Technology (ITDI-DOST) in setting up a
muscovado plant in Barangay Caybunga, Balayan, Batangas. The construction started in
February 2008 to complete phase 1 of the building and facilities enough to operate the
muscovado mill. After the trial run from November 2008 to March 2009, experts from the
ITDI-DOST recommended to complete and upgrade the mill
through DOST SETUP Program.
The SETUP provided assistance to the company
amounting to P 2,330,000.00 for the 50hp biomass boiler to
upgrade the muscovado mill; to enhance energy and
production efficiency and be environment friendly. Expected
output for the project are the following: new boiler will allow
100% operating capacity and meet the target production of the
mill; with higher pressure capacity, the boiler will be able to
heat and cook the 4 cooking vats and 2 pasteurization tanks simultaneously; achieve high
quality muscovado (i.e. color, moisture content, aroma and sediment free) in compliance with
the market requirements especially for export; allow compliance for organic muscovado
processing certification; achieve clean and green production process and efficient energy
consumption. Implementation would be beneficial in complying to market-driven needs and to
minimize wastes; and over-all production system will be enhanced resulting to an improvement
in operational productivity.
Other technological interventions previously extended by PSTC-Batangas to CARRD
were technology needs assessment (TNA) and preparation of project proposal and other
supporting documents for the SETUP program. Technical consultancies and support for
DOST EXECOM evaluation was also extended by DOST Batangas.
“Process and Product Quality Improvement of R.R. Magcawas Iron Works and Services”

R.R. Magcawas Iron Works and Services was
established in 1984 by Mr. Reynaldo R. Magcawas. Due to
increased demand in well drilling and tank fabrication as well,
he registered with the DTI, PCAB and PhilGEPS. Thereafter,
he continuously rendered his services to the satisfaction of the

clients both in the private and government sector. Having worked for more than fifteen years in
the Middle East with Chicago Bridge International (CBI), he has gained the expertise
particularly in tank fabrication / erection so that his works easily conform with the ANSI/API
and other accepted quality standards. His years of exposure to tank construction in the
petroleum industry while in Qatar is reflected in the quality of fabrication works his company
process.
The company is managed by Mr. Reynaldo R.
Magcawas and ably assisted by trained personnel who are
not new to the nature of services rendered. He plans and
controls the daily company activities and sets the priorities.
In order to meet deadlines he meticulously prepares the
work schedules and directly distributes workloads. His
systematic managerial analysis usually ends up in timely
project turnover, hence, to the satisfaction of the clients.
After the approval of the SETUP project for upgrading their well drilling services, the
Memorandum of Agreement was signed last June 4, 2014. The technical assistance for the
acquisition of well drilling machine amounting to P1,300,000.00 was released to the firm on
June 25, 2014. Expected outputs of the project were maximizing production capability; lessens
the expenses in terms of reduction of number of days and workers to complete the project;
savings in rental expenses; and increase in customers who need well drilling for 1,000 ft.
Upon implementation of the project, the firm has recorded 50% decrease in production cost.
The company reduced the labor cost by utilizing the employees to do other works. They have
saved rental fees for well drilling machine estimated amounting to P 50,000.00 / project.

Upgrading of Production Facility of MAB Poultry Farm Through Equipment
Acquisition

The MAB Poultry farm, formerly Alloysius Poultry
Farm, was established in July 2006. The construction of
building was finished last 2007. They started growing
10,000 heads of day old pullets with the capital of P
4,000,000.00 loaned from bank and borrowed capital from
siblings. As the time goes by, many merchants demand the
farm to deliver eggs to their company. Due to the growing
demand, they constructed additional building with the
capacity of 10,000 heads in 2009 and other building for the
8,000 heads after a year. All of these poultry buildings were
constructed in Brgy. Pinagkawitan, Lipa City wherein the
land was leased.

Presently, the entire business was transferred to Brgy. Pansol, Padre Gacia, Batangas
wherein the land was owned by the proponent.
SETUP technical assistance amounting to P1,650,000.00 will be released for the
upgrading of its production facility. The expected outputs for the project are increase efficiency
to 92% average production output and 5% reduce in cost of production. This can be attained
through provisions of following S&T interventions: upgrading of feeding process through use
of semi-automatic feeders, more sanitized drinking method through use of nipple drinking
system and efficient and effective grading of eggs through use of egg grading machine.

“Upgrading of Soap Production Facility of Da Twins Marketing through Equipment
Acquisition”

It started from the ROBLEDO BROTHERS INCORPORATED that is having a
building rental business and selling dry goods products particularly clothes manufacturing and
nationwide distribution from the past 20 years.
As time goes by, one of the members of the Robledo
clan marries a talented man who is equipped with
experiences, knowledge and ideas about distribution
business. In abrupt manner, they were offered to distribute
one of the leading brand in the country in the field of health
and beauty products line, the Renew Placenta Beauty
Products that will be operating the whole Region IV areas.
Thus, in May 2005, DA TWINS MARKETING was born.
DA TWINS MARKETING is a company registered under the
law of the Philippines with business address at Blk. 9 Lot 8
Osaka St, Sakura, Marawoy Lipa City, Batangas. This
company started the business operation by distributing the
health and beauty products to drugstores, salons and
supermarkets. The company grows by developing additional
products being distributed to multinational companies
through credit line basis. They are also producing their own
soap beauty products.
Da Twins Marketing requested technical assistance to DOST SETUP in upgrading
their production facility through equipment acquisition. This assistance amounts to
P 1,355,400.00 to be released in 2015. This project will provide S&T interventions such as
provision of pillow pack machine, soap cutting machine, soap mixer, pH meter and stability
oven. Expected impact for the DOST interventions are 90% increase in sales, 89% increase in
production, 88% increase in revenue, 28% increase in operating expenses, and 108% increase
in profit.

“Upgrading of Food Production Facility of Ann’s House of Macaroons”

Ann’s HOME of Macaroons offers a broad range of cakes and pastry products, all
made from high quality ingredients. It caters to all of its customers by providing each one with
products made to suit the client, down to the smallest detail. The products have a homemade
goodness that makes them known in Batangas City. The local residents of Batangas City have
already proudly claimed our products as its owned. Some of
the bakeshop’s bestsellers include carrot cake, red velvet
cake, caramel cake, tiramisu cake, food for the gods,
brownies, lengua di gatto, cappuccino brownies, chocolate
chip cookies, blueberry cheesecake and banana loaf.
The bakeshop provides freshly baked cakes and pastry
products at all times during business operations. Batch after
batch of cakes and pastries are prepared during the day to
ensure that fresh-baked goods are always available.
Ann’s Home of Macaroons is a sole
proprietor business in the city of
Batangas. It is owned by Mary Ann P.
Reyes. She has been into cakes and
pastries industry since 2008 and to date
she has three stores strategically located in
Batangas City.
SETUP technical assistance
amounting to P361,536.00 will be released to Ann’s House of Macaroons to upgrade their
production facility and ensure food safety. The S&T interventions to be provided through this
project are the provision of fruit shredding machine, heavy duty mixer, product storage
freezer, glass door freezer and upgraded oven. The expected outputs of the DOST interventions
are to improve the processes on shredding, mixing, storing and baking; increase production
volume and sales by 20% on year 1 and 2; 30% in year 3 and 10% in year 4 and 5; prevent
food contamination due to proper storage and GMP Training; and improve product quality and
prolong its shelf life.

The name of the Association is BAUAN ORGANIC FARMING ASSOCIATION
(BOFA) INC. is registered under the Security and Exchange Commission with COMPANY
REG. NO CN201014502 and COMPANY TIN NO. 007-869-262 dated September 09, 2010.
BOFA was organized thru the effort of UP Los Banos College,
Laguna and with the participation and assistance of National Economic
Development Authority (NEDA), RP-Japan Grant Assistance for
Underprivileged Farmers (KR2) , Department of Agriculture, Lipa
Batangas and the Municipal Office of Agriculture, Bauan Batangas. BOFA
members are composed mostly of farmers recruited to avail assistance given
by these various agencies. The assistance given focused on ORGANIC
FARMING in BAUAN BATANGAS.
The organization is a non-profit corporation that was organized to
support the farmers to implement organic farming. BOFA purchased all the
vegetables, organic fertilizers from the farmers and marketed the products. They also assisted
farmers through trainings on crop planning and other support services. They have an existing 23
farmer members and continuously recruiting members from the different barangays of Bauan,
Batangas through conduct of forum.

BOFA will adopt the technology on Charcoal Briquetting to utilize the farm wastes
coming from different barangays in Bauan. The central facility will establish to produce the
charcoal briquettes and will market the product. This will also help to preserve the trees and
woods in the forest that being used by the farmers to make charcoals.
GIA financial assistance amounting to P150,000.00 will be released to BOFA for the to
provide technology on charcoal briquetting. Component of the project is the conduct of trainings
on production of charcoal briquettes, and technology conversion on briquetted charcoals into
fertilizer, insecticides or pesticides, and also provision of equipment on charcoal production such
as hot metal plate carbonizer with receiver, modified drum kiln carbonizer, ram type briquettor
and grinder. Provision of packaging materials for the products produced is also part of the project.
The project aims to provide training on charcoal briquetting technology to utilize the farm wastes; to
introduce technology on converting briquetted charcoal into other products such as fertilizer, pesticides and
insecticides; to control the cutting of trees by illegal wood cutters by introducing the briquetted charcoal
made of farm wastes; and to provide additional livelihood and income generation to the farmer members of
BOFA . Expected output of the project are –provision of trainings on charcoal briquetting technology to
utilize the farm wastes; introduction of technology on converting briquetted charcoal into other products
such as fertilizer, pesticides and insecticides, 20% savings on production implements; controlled the
cutting of trees by illegal wood cutters by introducing the briquetted charcoal made of farm wastes,
provided additional livelihood and income generation to the farmer members of BOFA; provided
additional income to BOFA members and 100% increase in income of BOFA members

Product and Process Improvement of TASIMCO Dairy Processing Facility

Talumpok Silangan Multi-Purpose Cooperative is an
agricultural cooperative with most members as farmers. The place
has verdant forest and abundant source of green grass for the
cattle raising and milking. The cooperative has full support from
the local government of Batangas City through OCVAS or Office
of the City Veterinary Office located at Bolbok, Batangas City.
Dairy farming is an important source of subsidiary income
to small/marginal farmers and agricultural laborers. The manure
from animals provides a good source of organic matter for improving soil fertility and crop yields.
Since agriculture is mostly seasonal, there is a possibility of finding employment throughout the
year. The main beneficiaries of dairy programs are small/marginal farmers and landless laborers.
Even more profits can be earned depending upon the breed of animal, managerial skills and
marketing potential.
Dairy milk production is one of the projects in TASIMCO Organic Farm. It includes Hog
Raising and Vegetable production. The milking cow came from the local government as part of
the economic support for farmers in the community in the form of dispersal method. The farmers
were recommended by the cooperative as qualified milking farmer. Memorandum of agreement

between the city government, barangay and cooperative as market for milk was signed with the
end view of giving source of income among farmers. The milk collected were pasteurized in the
cooperative and brought to City Social Welfare Development Office as prime market for milk.
Thus, there is tremendous potential for increasing the milk production.
Grants-in-Aid project amounting to P150,000.00 will be released to TASIMPCO for the
improvement of their dairy production facility. The project includes conduct of necessary
trainings, provision of storage equipment and milking cans and upgrading of the packaging and
labeling design. The expected outputs for the S&T interventions include improvement in the
dairy processing through conduct of current Good Manufacturing Practices and other appropriate
training like milk classification to ensure the product’s quality and safety, production of other
different value-added products from dairy that may increase their income and expand their
market; improved product’s packaging and labelling through provision of more appropriate and
market appealing packaging and labelling and alignment of the storage equipment of TASIMCO
to their anticipated increase in milk production and value-added products developed.

Upgrading of the Product, Process and Production Facility on Native Delicacies of Mahacot
Multipurpose Cooperative

Mahacot Multipurpose Cooperative was formed in the third quarter of 1997 and was
registered in the Cooperative Development Authority as an agricultural cooperative on October 2,
1997. At the time of its establishment, there were only 46 members with a start-up capital of Php
46,000.after more than 17 years of existence, membership increased to 219 members and the total
paid up capital as of December 31,2013 is now at Php 3,333,221.27. The cooperative is engaged
in hog raising, credit operation and consumer store.
The cooperative is engaged in production of five main native products, namely Achara,
Suman lihiya (native rice cake), roasted/boiled peanuts, cassava cake (suman kamoteng kahoy),
kalamay (glutinous rice). With these products, the cooperative aims to boost its income, current
benefits and privileges enjoyed by its members.
Grants-in-Aid project amounting to P150,000.00 will be released to Mahacot MPC for the
upgrading of their production facility. Project components include tools and equipment such as
shredding machine, juice extractor, working table, and stainless basin, conduct of training on
current Good Manufacturing Practices, production layout improvement and acquisition of
appropriate packaging and labeling for their product. Expected outputs of the project are to
increase production volume and sales by 20% per annum, development of label design for the
products, creation of 2 new markets for the products, speeding up of the manual shredding and
squeezing process by 200%, conduct of GMP training for food safety compliance and
establishment of one common service production facility for the cooperative.

Upgrading the Production Facility of Rosario Dairy Raisers Association (RODRA) Mr. Hilarion D. Marasigan (Chairman)

The Rosario Dairy Raisers Association (RODRA) is a duly registered association under
the Department of Labor and Employment (DOLE) with Registration Number RO4-BPO-WA-
19-19-06-12. Organized and first registered in June 21, 2012 at DOLE Region IV-A Batangas
Provincial Office. RODRA as it is also known locally, produces an average of 50 kilos of fresh
raw milk daily produced by 19 dairy buffalos in the milk line. Dairy farmers are using hand-
milking method. The milk produced is being processed in the Kitchen-Type Processing Unit
located at the Agriculture Compound, Poblacion B, Rosario, Batangas.
The association is composed of dairy farmers who were trained and supervised by the
Philippine Carabao Center at UPLB. The association is also being assisted by the Local
Government Unit of Rosario, Batangas thru the Office for Agricultural Services (OAS). The able
Board of Directors are led by Chairperson Hilarion Marasigan, Vice Chairperson Hon. Maximino
Alagar, Directors Martin Cabanig, Apolonio Macaraig and Nelson Alzate. The committees are
Production Committee, Promotion and Marketing Committee, Audit and Inventory Committee,
Dairy Processing Committee, Membership Committee and Mediation & Conciliation Committee
headed by Noel Marasigan, David Abaya, Raul Pasia, Teresita Perdiguera, Alvin Virtucio and
Hon. Maximino Alagar, respectively. Its membership is open to farmers with dairy buffalo and
has the capacity to pay a membership fee of P100.00 and an initial share capital of P 2,200.00.
RODRA is compliant with the government regulations, with all the necessary permits, licenses,
and registrations. It is inspired by the PCC’s objective of elevating the nutritional status,
improvement of income and betterment of the overall living standard of smallholder farm
families.
PCC provided the technology and continuously assisted them as technical consultant.
PCC and DOST PCAARRD have a joint project called Technomart wherein the association was
provided of equipment, trainings and label design to increase the production volume, improve the
product quality and marketability.
Grants-in-Aid project will be released to the firm amounting to P150,000.00 for the
upgrading of dairy production and processing facility. Components of the project include chest
type freezer, milking pail, double boiler, and milking machine. They are also enrolled for
packaging and labelling design development. Training on food safety and current Good
Manufacturing Practices will also be provided to the firm. Expected outputs on the S&T
intervention include increase in the productivity and quality of the products through equipment
acquisition, provision of proper storage to milk and other food products, improvement in the
consistency of products’ taste and provision training on GMP for food hygiene and safety
requirements.

Regional Volumetric Calibration Laboratory
The RVCL started its operations on November 28, 2003 and continuously delivers
calibration services up to present. TAPI-DOST released a financial assistance of P 300,000.00 on
September 2009 for the project entitled “Cleaner Production System for the Regional Volumetric
Center (RVCC): A Support to the Oil Industry in Southern Tagalog” to support the continuous
operation of the RVCC services and address the environmental issue on the disposal of waste. The
calibration center is manned by a technical staff under the supervision of the PSTC personnel. The
repayment for the acquired oil skimmer through TAPI-DOST was completed in July 2014.

Internal Audit
As part of ISO/IEC 17025: 2005 Requirements Regional Volumetric Calibration
Laboratory conducted its annual Internal Audit, led by Ms. Jane U. Olivarez as a team leader and
auditor for management aspect and Ms. Kim Fjorda Rubian as a team member and auditor for
technical aspect on June 27, 2014 and they found 3 Major Non-conformities and 17 Observations,
and such findings are all cleared on September 24, 2014.
Management Review
For the continual improvement, Regional Volumetric Calibration Laboratory conducted
an annual Management Review and it was held at DOST-PSTC-Batangas Conference Room,
Kumintang Ilaya, Batangas city on September 29, 2014, attended by Dr. Alexander R. Madrigal,
Ms. Emelita P. Bagsit, Mr. Bernard Soriano, Ms.Felina C. Malabanan, Ms. Lyn F. Aggangan and
Mr. Brigido K. Casanova Jr.
Ms. Felina c. Malabanan presiding the meeting and presented the agenda of 5th
Management Review Meeting, Ms. Malabanan also presented the Action plan focusing on the 20
non-conformities found by IQA auditors during the internal audit.

E. Consultancy Services
MPEX
MPEX or Manufacturing Productivity Extension for
Export Promotion is a program intended to help increase the
productivity of small and medium scale enterprises (SMEs) in
the Philippine manufacturing sector. The Technology
Application and Promotion Institute (TAPI) of the Department of
Science and Technology (DOST) implements MPEX to cover
the following objectives: identify strategies to improve
productivity of small and medium manufacturing enterprises in
the export sector and potential exporters; recommend
productivity improvement measures for immediate
implementation; and develop capability to provide other forms of
assistance to develop the manufacturing sector.
A consultancy team from the Summit Consultancy and
Research Services served to cover enterprise beneficiaries in
Batangas namely, Sabuhin Bakery in Rosario, Batangas, Eco
Tray Mfg. Corp in San Jose, Batangas and PHP Noodle Haus in
San Luis, Batangas.
The MPEX team prepared a Work Program for the activity. Each firm designated their
own personnel to assist the team during project implementation. Basic performance indicators
assessed/measured at the start of the study included capacity utilization, output per worker,
wastage levels, existing manufacturing systems and related operations.
The MPEX team in consultation with the clients selected an area where productivity
improvement potentials are great. An in-depth study on the selected productivity improvement
concern was conducted and recommendations were formulated for implementation of firm
beneficiaries. A technical report was submitted by the team documenting the assessment, analysis,
evaluation and recommendations made.
Participation to the program was free of charge and firm level reports are treated with
outmost confidentiality.
Cleaner Production Technology
The Cleaner Production Technology Program of DOST is the
assistance to SMEs on how to minimize waste generation. The DOST
deploy CP Assessment Team for conduct plant evaluation and
monitoring, identify problems and causes of process inefficiency and
generate CP options through engineering and management tools.
Technical experts deployed were the Faculty Engineers from Batangas
State University.

The 2014 beneficiaries of the project were the Qualimeal Feedmills, Inc and Macky
Industrial and General Services in Lipa City.
Energy Audit
Energy Audit is the technical consultancy for SMEs
which provides critical examination of an energy consuming
facility. The aim of the project is to enhance efficiency and
productivity, identify areas where energy waste can occur and
recommend energy saving options.
The 2014 beneficiaries y of the project were the
Qualimeal Feedmills, Inc and Macky Industrial and General
Services in Lipa City.
Food Safety
The Food Safety Team of DOST CALABARZON provides assistance to SMEs in their
application for FDA-LTO, HACCP certification and other food related registrations.
The 2014 beneficiary of Food Safety Consultancy was the Batangas Egg Producers
Cooperative in Brgy. Don Luis, San Jose, Batangas.
Biogas
Five (5) biogas system facilities were established in
Batangas using the DOST IV-A biogas design and with the
supervision of the DOST IV-A biogas ex pert, Mr. Fernando E.
Ablaza. These biogas system facilities were provided to backyard
hog raisers in Mataasnakahoy, Batangas funded by the Provincial
Government of Batangas for three (3) units, Tanggol Kalikasan
for one (1) unit and Protected Area Superintendent Office –
DENR for one (1) unit.
F. Human Resource Development
Technical Manpower Training
The PSTC-Batangas conducted a total of 15 trainings
attended by 54 firms and 294p articipants. Some of the
trainings conducted were support to other existing projects in
Batangas. These were the “Training on Mongo and Sesame
Production/ Demonstration in Support to the “Roll-Out of
FNRI Developed Complementary/ Snack Foods in the
Regions” for the farmers in Calatagan, current Good
Manufacturing Practice trainings for SETUP / GIA project
beneficiaries such as Jacob Meat Products, Kabuhayan Para sa

Maykapansanan, Inc, and Batangas Seaweed Farmers Association, and the “On-Site Training on
Non-Mist Clonal Propagation Technique of Male Bignay Tree for Sustainability” for farmers in
Nasugbu, Batangas.
Conducted also in 2014 were the 55 days trainings provided by DOST agencies such as
MIRDC and PCIERD entitled “Human Resource Intervention for the Sustainable Growth and
Competitiveness of the Metals & Engineering Sector: Development and Implementation of
Appropriate Training Curriculum Design for CNC Machine Tool
Programming and Operations” constituted of three (3) batches.
The venue and resource speakers for the training were provided
by TESDA Regional Training Center in Batangas City. The
project aims to develop an appropriate training curriculum
design aligned to the goal of effectively developing a pool of
skilled CNC programmers and operators whose acquired
knowledge and skills match the requirements of the
metalworking sector and concerned agencies in the conduct of
training programs that will ensure the
replenishment of CNC Machinist skills. The
trainees specifically those who are unemployed
will be provided stipends to defray their
expenses while undergoing the training either at
MIRDC, TESDA or Partner Support
Organizations (PSO’s). A contract will be
executed between MIRDC, PSO’s, trainee and if
applicable, the company where the trainee is
employed. One stipulation will require the
trainees to work in the Philippines for three (3)
years minimum after graduation from the
training program. There were 14 participants for
CNC Batch 2.
Technology Clinics / Investors’ For a
The PSTC-Batangas conducted a total of 9 fora
and seminars attended by 158 firms and 310 participants.
Most of the topics discussed in the forum is the Small
Enterprise Technology Upgrading Program, Biogas
Technology, Securing Technical Requirements for FDA
License to Operate and Related Topics to Food Safety,
and the Project of Upgrading of Street Food Vending in
Municipalities & Cities in CALABARZON. Through
these fora, PSTC Batangas have gathered clients for their
projects such as LGU-Agoncillo for biogas technology and upgrading of streetfood vending.
S &T Scholarships
PSTC-Batangas have evaluated and processed 718 application forms of 2015 applicants
for undergraduate scholarship examination conducted last September 21, 2014 at Inosluban-
Marauoy national High School, Dacanlao Gregorio National High School and Casa Del Bambino
Montessori School.

In 2014 examination, out of the 718 examinees, a total of
155 passed the examination of which 136 RA 7687 and 19 Merit
Scholarship. Currently, there are 163 on-going scholars assisted
by PSTC Batangas enrolled at the Batangas State University and
Polytechnic University of Philippines, Sto. Tomas.
The Summer Orientation Enrichment Program (SOEP) for
new DOST scholars was conducted on May 5- 30, 2014 at the
Batangas State University, Batangas City. It was attended by 52
scholars who enrolled in Batangas (BSU/PUP-Stomas).
Twenty-five (25) students were also assisted by PSTC Batangas for the application for the
entrance examination in Philippine Science High School. The PSHS also announced this year the
establishment of PSHS Batangas City Campus situated in Brgy. Sampaga, Batangas City. For the
opening of school year, the students will be temporarily occupying school building of Batangas
National High School.
G. Other Projects
Complementary Food Production Facility
The established Complementary Food Production facility
of Calatagan Women’s Circle under the supervision of E. Zobel
Foundations, Inc., is currently on its continuous production of
complementary bend and crunchies. On their 2014 reports, they
have produced 1935.93 kg of food blend and crunchies and
generated P364,742.50 annual sales. They are being endorsed to
different localities in Batangas especially for use of Provincial
and Local Government Units on their feeding programs.
A support project by DOST IV-A was also given to the group entitled “Enhancement of
Complementary Food Products through Packaging and Labeling Assistance and Feeding
Program Evaluation / Assessment”. The financial assistance of P 496,000.00 was released to
Mr. Joselito B. Rodriguez, Jr., Executive Director of E. Zobel Foundations, Inc. last April 29,
2014 during the Batangas S&T Roadshow at Mataasnakahoy, Batangas.
Presently, the FNRI, DOST IV A, E. Zobel Foundation and the LGU Calatagan were
collaboratively implemented the feeding program of the complementary food
for 6 months to the identified malnourished children in the different
baranagys of Calatagan. Continuous monitoring of the feeding program is
conducted by FNRI.
Disaster Prevention and Mitigation Program
DOST is the Vice-Chairman of the Prevention and Disaster
Mitigation Program. DOST IV-A initiative projects include fiberglass
rescue boat, Hazard Notification Dissemination and Awareness (HANDA)
and LGU Information Dissemination System (LGUIDS) and Hydro Meteor

ological Devices consisting of Automatic Rain Gauge, Water Level Monitoring Station and
Automatic Weather Station which are under the project Nationwide Operational Assessment of
Hazards (NOAH). Presently, there were total of twelve (12) Automatic Rain Gauges and one (1)
Automatic Weather Station and one (1) Water Level Monitoring System strategically installed in
Batangas.
Community Empowerment through Science and Technology (CEST)
The Municipality of Lobo, Batangas was the chosen
beneficiary of the Community Empowerment through
Science and Technology project of DOST IV-A in
Batangas. The project was launched last December 12,
2014 at the Conference Room of the Municipal Hall of
Lobo, Batangas. Highlights of the activity were the fora
on S&T Intervention. These include support programs on
disaster prevention and mitigation, S&T Undergraduate
Scholarships and DOST STARBOOKS, Water Purification
System, Iodized Salt Production, Vinegar Production and
DOST Intervention to Combat Malnutrition.
Establishment of a Centralized Facility of Ultra High Temperature / High Temperature
Short Time (UHT/HTST) Pasteurizer for Milk Coconut Water and Other Juices
The UHT/HTST is a centralized facility equipped with pasteurizer capable of being run in
two modes: Ultra High Temperature and High Temperature Short Time and that are locally
fabricated can answer to current need. The use of the equipment will help coconut water, milk and
other juices that will make it competitive to other products available from other countries. The
project was implemented by Batangas State University and situated at the CEAFA Building of
Main Campus II. The cooperating agencies for the project were Batangas State University and
PCIEERD. The project cost is amounting at P 7,590,103.85.
S & T Promotion- Press Releases

Executives and members held at LIMA Hotel, Malvar, Batangas on March 6,
2014.

Botanical Extract Plus – presentation of a research conducted by scientist
from UPLB covered by ABS-CBN Southern Tagalog last MARCH 24, 2014
at DA-STIARC, Lipa City.
PSTC Batangas 1st S&T Roadshow was conducted to
inform the public of various programs and projects of DOST
Batangas. This was attended by stakeholders of different projects

and potential clients for project collaborations. The event was gathered last April 29, 2014 at
Malyn’s Purple Place, Brgy. Upa, Mataasnakahoy, Batangas. It was attended by different
stakeholders of DOST Batangas.
Awarding of the GIA financial assistance to some Cooperatives was also highlighted the
roadshow. Press conference and radio interviews were also conducted as well as the project
visitation of some SETUP and GIA projects nearly located at the venue of the roadshow.
