DUNDEE DANCE PARTNERSHIP REVIEW AND FORWARD PLAN (OCTOBER 2012)

1. Background Dundee Dance Partnership (DDP) was started as an initiative which brought together

Dundee City Council Departments, Scottish Dance Theatre and Dundee College in order to develop dance in the City.

Membership Dundee Dance Partnership (DDP) is open to all public sector/charitable and not-for-profit

organisations which promote Dance. It works closely with private dance groups but they are not able to join the partnership.

The overall aim of the Dundee Dance Partnership (DDP) has always been to make

Dundee Scotland’s dance capital. This aim has been pursued by addressing five themes: Access and Participation

Promoting and facilitating access to and participation in dance and dance related activities, for all of Dundee’s communities; with particular focus on meeting the needs of the disadvantaged, and those who would not normally become involved in dance.

Children and Young People

Providing all children and young people in Dundee, with a range of opportunities to experience and participate in dance in its widest sense, through both statutory and non-statutory mechanisms.

Creative and Technical Skills

Establishing Dundee’s reputation as the location for dance of the highest standard by fostering the further development of Scottish Dance Theatre and the Scottish School of Contemporary Dance, with a particular focus on excellence and innovation in both creative and technical fields.

Audience Development

Devising and implementing a co-ordinated programme of audience development based upon all three areas outlined above, in order to ensure strong and increasing audiences for dance made up of a balance of local people, those who are prepared to travel from further afield and visitors to Scotland.

Partnership

Working in close collaboration through Dundee Dance Partnership and with other local and national organisations toward the achievement of this strategy.

2. History DDP was established in 1998. Up until 2004, DDP’s main funding came from Dundee City Council, Arts and Heritage

department - between £8,000 and £11,000 per annum. For a number of years, half of this amount went to Dundee College to help part fund the Dance Development post.

Festivals ran in 1999, 2000, 2001, 2002, for which the Partnership applied for and

received money from the Scottish Arts Council. The Partnership also applied to the Community Chest Fund and, occasionally, for SIPs funding for events. It also applied for and received funding from ERDF (European Regional Development Funding) for marketing in relation to the Festival.

In 2003, it was decided not to run a Festival, partly as it was becoming increasingly

difficult to fit the organising of this into the Scottish Dance Theatre work schedule, and partly because all the research into dance programming says to build audiences, events have to spread throughout the year.

The Partnership ran a Summer School in 2003 at the Space and in 2004, a Performance

Platform involving groups from Rep, the Space, SDT and other dance groups. Ahead over Heels projects took place in 2004 in collaboration with the McManus

Galleries, for which a film was created, largely funded by DCC leisure and Arts Department, DCC Education Department and Community Fund and small input from DDP.

3. Priorities 1998 – 2003 • Sustain the development of dance in the City. • Continue work started by DDP in the City and develop the role of “The Space”. • Facilitate networking both locally and nationally by hosting performances at Dundee

Rep and the Space featuring both local groups and groups from outwith Dundee. • Further facilitate networking by hosting conferences, workshops and other dance

events. • Develop a coherent programme of professional dance performances in Dundee at the

Rep and the Space. • Summer School – work in collaboration with Dundee Rep’s Community Team to run

summer schools for ages 4 upwards. • Collaborate in cross art form projects with visual art, music, craft, drama, creative

writing etc.

4. Priorities 2003-2007 • Raise profile of dance in Dundee.

• Provide life-long active participation opportunities by providing accessible taster

workshops. • Highlight the positive impact dance can have on physical and mental health and well-

being. • Create forum for a national discussion regarding dance education in formal and

informal contexts. • Share good practice in aspects of dance education i.e. Girls in Sport, high quality

dance experiences for boys/young men.

Page 3: DDP Review and Forward Plan Update

Macintosh HD:Users:thomaspro:Desktop:DDP Review & Forward Plan October 2012.doc 3

• Celebrate diversity of dance styles in Dundee and area. • Aspire for Dundee to be recognised as a city of good practice, partnership working

and a high level of quality activity in dance. • Design performance opportunities for community based and professional dance artists

to come together. • Through working together, allow the independent organisations of the Dundee Dance

Partnership to better understand shared aims, challenges and aspirations. In 2007, after a “quiet” period, it was decided to refresh the Partnership and broaden its

membership. By this time, the City Council had created a full-time Dance Development Officer post, and the numbers of staff involved in professional dance, dance education, local dance groups and school-based dance had increased significantly. (A list of partnership members is attached - Appendix A).

5. What do we want from the Partnership? Feedback from Partnership members in 2007 highlighted the following: • Greater awareness of what different organisations did, and what their focus was.

• An understanding of how young people could be helped to get on to the pathway in

the first place. • The opportunity for all young people going through secondary school to be able to

choose dance and to receive appropriate professional support. • The opportunity for those who are unable to receive dance instruction in their own

school to obtain "passports" to Dundee College (The Space). • The promotion of skills exchange between professional dance teachers to raise the

level of dance skills within the City. • CPD for PE teachers to enable them to, more confidently, deliver dance. • The promotion of stronger collaboration between dance partners/agencies. • An analysis of the gaps and barriers which prevent the development of dance and

progression for individuals (for example, the promotion of dance for boys). • The development of more understanding and tolerance between dance partners and

recognition of the constraints on different partners. • The promotion of an annual mini-festival, under the auspices of the Dundee Dance

Partnership, which provides a common platform for learning, performing, sharing and celebrating dance in the City.

• The development a shared understanding of pathways and opportunities for

progression in dance.

6. Priorities 2007 - 2012 • Networking and information exchange.

• Programme co-ordination and marketing.

Page 4: DDP Review and Forward Plan Update

Macintosh HD:Users:thomaspro:Desktop:DDP Review & Forward Plan October 2012.doc 4

• Audience development. • Promoting participation in dance. • Clarification of pathways and linkages. • Support for dance teacher training. • Sharing of information on funding and pricing policies.
