A. Specific Conditions

i. Continuous stack monitoring facilities to monitor gaseous emissions from all the stacks shall be provided and limit of particulate matters shall be controlled within 50 mg/Nm3 by installing adequate air pollution control system. Electrostatic precipitator (ESP) to clinker cooler and captive power plant, bag house to raw mill / kiln and cement mill shall be provided to control air emissions within 50 mg/Nm3

and reports submitted to the Ministry’s Regional Office at Bangalore, Central Pollution Control Board (CPCB) and Karnataka Pollution Control Board (KPCB).

Online Continuous Emission monitoring systems (OCEMS) for gaseous emissions from all the stacks at Cement plant & CPP are provided and connected to CPCB server.

The Copy of CEMS report is attached as Annexure 1

Air Pollution control systems were in place for clinker cooler and captive power plant (ESP), raw mill/ Kiln, coal mill and cement mill were provided with Bag house.

The emissions from above stacks are well within the stipulated standards. Copy of statistical analysis of third party monitoring reports is attached as Annexure 2

ii. Secondary fugitive emissions shall be controlled within the prescribed limits and regularly monitored. Guidelines / Code of Practice issued by the CPCB in this regard shall be followed.

Bag filters with ventilation system shall be provided to coal mill, all the raw material handling areas, clinker, cement & fly ash silos, clinker hoppers etc. to control fugitive emissions from the material handling areas.

Closed clinker stockpile system shall be adopted and bag filters shall be provided to clinker hoppers.

Water sprinkling arrangements shall be made in the material stockyards and cement bags loading areas.

To eliminate fugitive emissions, transportation of the ash to the cement plant shall be in closed containers and pneumatic transfer of the ash into ash silos in cement plant.

Bag filters had been installed in all emission sources.

Bag house for Coal Mill, Raw mill and ESP for clinker cooler is already installed.

Closed clinker stockpile system implemented with bag filter.

Water sprinkling arrangements made as per the conditions laid. Presently fugitive emissions controlled by dust suppression system through water tankers.

In addition to this, to eliminate fugitive emissions, transportation of the ash to the cement plant done in closed containers only and the ash transfer to ash silos are being carried out pneumatically.

All conveyors are covered.

The fugitive emissions are within the CPCB standards.

iii. Efforts shall be made to reduce impact of the transport of the raw materials and end products on the surrounding environment including agricultural land.

Wagon and truck tipplers for unloading and transportation shall be covered with tarpaulin. Internal roads shall be asphalted and sprinkled with water regularly.

All efforts implemented to reduce the impact of the transport of raw materials and end products on the surrounding environment.

Fully covered conveyor system implemented for transportation of crushed limestone, coal and gypsum within the cement plant.

Closed Raw material, Additive and coal storage yard provided to prevent airborne fugitive dust emission in the surrounding environment.

Covered tarpaulin system implemented at truck tipplers for unloading.

Internal roads are made of RCC.

Water sprinkling facility had been provided to minimize fugitive dust on roads as well as in and around the raw material handling areas.

iv. As proposed, total water requirement from Ghattaprabha River shall not exceed 3,100 m3/day. No water shall be drawn from Dodahalla nallah. Captive Power Plant shall be provided with air-cooled condensers to reduce the water intake. The process effluent from captive power plant (CPP) shall be treated in effluent treatment plant (ETP) and treated waste water shall be recycled and reused in the cement manufacturing process and/or for dust suppression, green belt development and other plant related activities etc. No process waste water shall be discharged outside the factory premises and ‘zero’ discharge shall be adopted.

Obtained Permission from KNNL, Govt. of Karnataka, Bengaluru, vide Order No. WSD 56 NIN 2012, dated 6th Feb. 2014 for withdrawal of 3100 m3/day of water from Ghattaprabha River. Application for Renewal is submitted on 12.02.2019.

The process effluent from captive power plant (CPP) is being treated in ETP and treated waste water recycled and reused in the cement manufacturing process and plant related activities etc.

v. ‘Permission’ for the drawl of 3,100 m3/day from River Ghattaprabha shall be obtained from concerned Department. Captive Power Plant shall be provided with air-cooled condensers to reduce the water intake.

Got Permission from Water Resource Department, Govt. of Karnataka, Bengaluru, vide Order No. WSD 56 NIN 2012, dated 6th Feb. 2014 for withdrawal of 3100 m3/day of water from Ghatprabha River. Application for Renewal is submitted on 12.02.2019.

The Captive power plant is provided with air cooled condensers to minimize the water intake.

vi All the fly ash shall be utilized as per Fly ash Notification, 1999 subsequently as amended in 2003.

All the Fly ash generated from our CPP has been utilized in the process and used for cement manufacturing.

vii Efforts shall be made to use fly ash generated from the power plant maximum in making Pozzolana Portland Cement (PPC). Bed ash shall be collected in ash cooler hoppers and then conveyed to a bed ash storage silo for further use as boiler bed material.

Fly ash from CPP is being utilized in the cement manufacturing process. Bed ash is being collected in ash cooler and then conveyed to bed ash storage silo for further use as boiler bed material.

viii All the dust collected from pollution control devices shall be recycled and reused in the process and used for cement manufacturing. Refractory bricks having high recycling values shall be sold to outside agencies or disposed off in environment-friendly manner. Domestic solid waste i.e. sludge shall be composted and used as organic manure for the green belt development within the plant and colony area. Used oil and scrapped auto mobile batteries shall be sold to authorized recyclers/ re-processors only.

All the Dust collected from pollution control equipment’s are being reused in the process and for cement manufacturing.

Refractory bricks shall be sold out to outside agencies and in the event of disposal all environment protection measures shall be taken to avoid any pollution.

Domestic solid waste is used organic manure for green belt development.

Used oil are being stored separately in covered leak proof containers on concrete floor and recyclable part are being sold to authorized processor approved by the State Pollution Control Board.

Used batteries are being sold to authorized recyclers / re-processors only.

ix An effort shall be made to use of high calorific hazardous waste viz. municipal solid waste, solvents, spent oil, agro waste, sludge from DG sets and used tyres etc. in the cement kiln and necessary provision shall be made accordingly.

The high calorific value hazardous wastes are being used in kiln as fuel based on availability and feasibility.

We have authorization from KSPCB for co-processing of hazardous and other waste.

Efforts are being made to explore the possibility of increasing the usage of Hazardous Waste

During April 2020 to September 2020, we have co-processed 26620 MT of hazardous waste, and other waste including RDF received from various CMC’s.

x. Efforts shall be made to use low grade lime, more fly ash and solid waste in the cement manufacturing.

Fly ash is being used in the manufacturing process of cement. Efforts are being made as a continuous process to utilize low grade limestone to the optimum level.

xi. As proposed in EIA/EMP, out of total 120 ha., green belt shall be developed in 40 ha (33 %) in and around the plant as per the CPCB guidelines to mitigate the effects of air emissions in consultation with local DFO.

Since commencement of project work, massive plantation program is undertaken.

During April to September 2020, total 1500 Nos saplings planted over 0.5Ha area along with Gap plantation. Photographs are attached as Annexure 4

xii. Prior environmental clearance from the Ministry of Environment & Forests for the Captive (Yadwad) limestone mine shall be obtained.

xii. All recommendations made in the Corporate Responsibility for Environment Protection (CREP) for cement plants shall be implemented.

All recommendations made by CREP for Cement Plants are implemented.

B GENERAL CONDITIONS

i. The project authority shall adhere to the stipulations made by Karnataka Pollution Control Board (KPCB) and State Government.

All the conditions made or laid down by KSPCB in CFO and subsequent directions as well as conditions laid by State Government shall be adhered

ii. No further expansion or modification of the plant shall be carried out without prior approval of this Ministry

No modification carried out since commissioning. Any modification or expansion will be carried out with prior approval from the Ministry.

iii. The gaseous and particulate matter emissions from various units shall conform to the standards prescribed by the Karnataka Pollution Control Board. At no time, the particulate emissions from the cement plant shall exceed KPCB limit. Interlocking facility shall be provided in the pollution control equipment so that in the event of the pollution control equipment not working, the respective unit(s) is shut down automatically

Interlocking facility had been provided to pollution Control Equipment’s. So that in the event of the pollution control equipment not working properly the respective unit(s) will shut down automatically.

Report on stack emissions confirming to KSPCB standards is attached as Annexure 2

iv. One ambient air quality monitoring station shall be installed in downwind direction. Ambient air quality including ambient noise levels shall not exceed the standards stipulated under EPA or by the State authorities. Monitoring of ambient air quality and stack emissions shall be carried out regularly in consultation with KSPCB and report submitted to the KSPCB quarterly and to the Ministry’s Regional Office at Bangalore half-yearly.

One online Ambient Air Quality monitoring station installed in the downwind direction. Copy of Online AAQM data (day Average) is attached as Annexure 5

Online Continuous Stack Emission Monitoring System (OCEMS) is also installed in all the stacks including CPP stack. The data has been uploaded in CPCB server continuously.

All the Emission levels were maintained within standards stipulated by the board.

A Third party agency approved by MoEF&CC, M/s Cosmo Conscious Research Laboratory is also engaged for manual monitoring of Air, Water, soil and Noise and monitoring is being carried out continuously.

Half yearly report are being submitted to Ministry’s Regional Office at Bangalore .

v. The company shall install adequate dust collection and extraction system to control fugitive dust emissions at various transfer points, raw mill handling (unloading, conveying, transporting, stacking), vehicular movement, bagging and packing areas etc. Asphalting/concreting of roads and water spray all around the stockyard and loading / unloading areas shall be carried out to control fugitive emissions. Covered sheds for storage of raw materials and fully covered conveyors for transportation of materials shall be provided besides coal, cement, fly ash and clinker shall be stored in silos

vi The company shall harvest the rainwater from the rooftops and storm water drains to recharge the ground water and use the same water for the various activities of the project to conserve fresh water

About 20000 KL capacity rain water harvesting pond developed with catch drains to collect all the surface runoff during monsoon is developed to conserve water.

In addition to this Water Reservoir is also made to a capacity of about 1.3Lac KL which can directly receive and store the rain water.

vii The company shall undertake Eco-development measures including community welfare measures in the project area

Maximum efforts are being undertaken Eco development measures.

Some of the following measures are being implemented as a continuous development at surrounding villages

o ODF village

o Community hall development etc

viii The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards prescribed under Environmental (Protection) Act, 1986 Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time)

Overall noise levels in and around the plant area are being maintained within the standards prescribed by Board.

Noise monitoring is being carried out by Third party agency on regular basis and the reports were confirming to the standards.

The report on Noise monitoring is attached as Annexure 9

ix. Proper housekeeping and adequate occupational health programmes shall be taken up

Proper housekeeping measures taken up for mitigating waste.

Pre-employment medical check-up has been undertaken for all employees. First aid facility is provided at OHC centre inside the factory premises with 24 hrs ambulance availability.

Health awareness programme and special first aid training are being provided on continuous basis. Enclosed as Annexure 10

x. A separate environmental management cell to carry out various management and monitoring functions shall be set up under the control of Senior Executive

xi. As proposed in EIA/EMP, Rs. 31.05 Corers and Rs. 4.28 Corers earmarked towards capital cost and recurring cost/annum respectively for the environmental pollution control measures shall be suitable used to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government. The funds so provided shall not be diverted for any other purpose

The funds so provided are exclusively for the implementation of the Environment Management Plan.

Till date we have incurred an expenditure of about 56.10 Cr. for Bag house in cement mill, Raw Mill, Coal Mill and ESP of clinker cooler and implementation of EMP as well as for green belt development.

xii The Regional Office of this Ministry at Bangalore / CPCB / KPCB shall monitor the stipulated conditions. A six monthly compliance report and the monitored data along with statistical interpretation shall be submitted to them regularly

The monitoring activities are being carried out regularly. Six months compliance report and the monitored data along with statistical interpretation submitted to RO Bangalore, CPCB/KPCB regularly.

xiii The Project Authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work.

Date of Financial Closure: 31st March 2016.

Date of commencement of land development work: 1st October 2012.

xiv The Project Proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the Karnataka Pollution Control Board and may also be seen at Website of the Ministry of Environment and Forests at http:/envfor.nic.in. This should be advertised within seven days from the date of issue of the clearance letter at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the Regional office at Bangalore

It was advertised in Deccan Herald in English and Prajavani in Kannada and copies of same sent with previous compliance Report. A copy of the same forwarded to the Ministry’s Regional Office at Bangalore.

Initiatives for Prevention of COVID-19.

Employees are screened by thermal scanner at the entrance, if found to be having temperature above 99.5’ F or 37.5’ C. They will be given medication and advised home isolation.

Those with breathing difficulty or fever, cold & cough will be screened with pulse oximeter and if their oxygen saturation is less than 94% they will be referred to higher center for further evaluation and management.

Wearing of mask is mandatory for all employees inside the plant. Hand sanitization with sanitizer while entering the premises is mandatory, and they are advised hand wash at an

interval of 2 hours. All vehicles will be sanitized at the gate with a chemical (Lysol) containing quaternary ammonium compound. Employees coming from other states are quarantined for 14 days after which they will be allowed to work if they don’t

have symptoms like fever, cold and cough. We have created an isolation room next our OHC, in which if any of our employee falls sick during work shift with

fever, cold, cough and breathlessness etc. The doctor and paramedical staff will examine the patient with complete set of PPE like N95 mask, gown, shoe cover, face shield etc.

While examining or dispensing medicine to patient with cold and cough and also during health check up staff nurse instructed to appropriate PPE like face shield, gloves, mask etc.

TRAINING ON COVID RELATED PHYCHOLOGICAL ISSUES

During our next Apex meeting we are also educating them about various psychological stress the people are going through and how to handle them.

POST COVID MANUAL

We have conducted COVID testing for more than 500 employees in our plant.

Those who were found positive we have provided them all assistance like consultation with a specialist, treatment, breakfast, lunch and dinner and medicines were served at their doorstep.

Those who required admission we assisted them in getting admitted at a reputed hospital at Belguamby arranging beds for them as there is huge scarcity of beds for corona patients. We had extended our support in getting them cashless insurance facility at the hospital.

Daily we are counselling them over the phone. We are preparing a manual on POST COVID heatlh

issues. We will shortly conduct a training session for them on overcoming these health problems.

An isolation room is created for patients coming with COVID like symptoms viz. Fever, cold, cough, breathlessness.

The patient will be taken to this isolation room and checkup will be done by medical officer and first aid given by Staff nurse with full PPE.

After the patient is stabilized he is sent to higher center for further

testing and treatment. Three patients were treated in

this isolation room in which 2 of them came with breathing difficulty.

The isolation room is well ventilated and equipped with oxygen, nebulization, 4 beds.

COVID-19 TESTING FOR EMPLOYEES.

Screening of our employees both Dalmia talents and Contractual workmen done.

More than 500 employees were tested by Rapid antigen testing.

Primary contacts of positive cases were also screened including family members.

90% of the detected cases were asymptomatic remaining symptomatic cases treated and recovered.

All kinds of support were extended to positive cases and their family members including consultation with specialist doctors, online consultation for their children, blood sample collection at their door step, assistance in admission, insurance processing etc.

Almost all our employees have recovered successfully due to timely intervention.

Daily telephonic counselling was done for all patients including contractual workmen.
