Welcome to Transport for Wales Rail Services. Our vision for Wales is to deliver a transformational, integrated transport system, providing high-quality, safe, affordable and sustainable transport for all. Over the next 15 years, rail travel in Wales and the Borders will be transformed by delivering a £1.9 billion investment for the benefit of passengers. Transport for Wales will operate this new service in partnership with KeolisAmey, a proven joint venture that helped to deliver significant change with the Greater Manchester Metrolink and London’s Docklands Light Railway.

Welcome
What we will deliver in the next five years...
• Transform the look and feel of the rail network so that stations, trains and facilities are recognisable as part of the new Transport for Wales network
• Modernise all existing stations and build five new stations through an investment of £194 million
• Spend £800m replacing trains in Wales. From 2023, 95% of journeys will be made on new trains, half of which will be assembled in Wales
• Generate a 61% increase in Sunday services, with an extra 294 trains operating across Wales on Sundays, creating a true seven-day service for the first time
• Create 600 new jobs to deliver the contract, and 30 new apprenticeships every year
• Act ethically and sustainably, contributing to a more globally responsible Wales that delivers improvements now and for future generations
• Deliver a new South Wales Metro with on-street vehicles with level access between platform and train, improving accessibility

We’ll publish a new edition of this document every six months which will inform you of the changes coming your way as well as our performance targets, so you can see our progress and success along our journey.Our Customer Report is available to view on our website, at staffed stations and from our Community Rail Partnerships. Versions will be available in Welsh, English, and in all accessible formats on request. We will let you know of new editions on our social media channels, through our staff and on posters at stations and on trains.

• Ensure price is not a barrier to travel with our “Lowest Available Fare” promise

• Employ eight new customer ambassadors to create a greater sense of community around the rail network

Ticket vending machines (TVMs)
As part of our program of investment to improve retailing at all stations we’ll start to install TVMs at stations that are currently without. This will make it quicker and easier for you to buy tickets before making a journey with us. Our TVMs offer a wide choice of destinations and fares including weekly and monthly season tickets.
Catering
Our catering services will be expanded to offer you a greater variety of choice and healthy options. Food will be sourced from local producers, where possible, to support businesses across Wales and the borders. Catering availability will be communicated through on-board announcements and on our website.
Raising standards
A new Service Quality Regime will begin in April 2019 to improve presentation standards. This means your stations, trains and facilities will be in good working order. When things do break, we’ll make sure we fix them in reasonable time. As well as this, we will:
• Deep clean all stations
• Refurbish and refresh all trains
Investing in trains
We’ll invest £800 million in new trains to offer a more comfortable and modern customer experience:
• All existing trains will be refurbished and enhanced
• By 2024, every train on the network will be replaced, with 95% of your journeys being made on new trains by 2023. Other journeys will be made on modern, refurbished trains

• All trains will offer easy access, superior ride quality, power sockets at all seats and WiFi
• We’ll roll out free infotainment. This will be available to all, so you can watch the latest box sets, play games or listen to podcasts - all of which will be available in Welsh and English
Transforming our stations
We’ll invest £194m to modernise all 247 stations:
• We will add four new stations - Gabalfa, Crwys Road, Loudoun Square and Cardiff Bay and rebuild Treforest Estate
• By 31 December 2020, fast and free WiFi will be rolled out at all stations
• All stations will receive new digital information screens and help points
Improving security
To ensure a safer network, we will:
• Work in partnership with the British Transport Police to introduce more officers across the network
• Roll out a new and monitored CCTV system by the end of 2024
• Achieve Secure Station Accreditation by 2029 and accredit our car parks as secure by 2025

Lowest Available Fare
We’ll always offer you the Lowest Available Fare when you purchase tickets through our website, app, at stations, on board (if you are not able to buy a ticket before you board) or through our ticket-vending machines. We’ll provide accurate, timely and up-to-date details of fares at the point of purchase to help you to identify our cheapest prices so that you can buy the most appropriate ticket for your journey.
If you purchase a ticket and then discover you could have bought a cheaper product for the same journey, you will be entitled to a refund to the value of the difference in cost under our Lowest Available Fare promise within 28 days from the date of travel on your ticket. Please contact our Customer Relations team by email or webform with the relevant information.
Delay Repay 15
If you’re delayed by 15 minutes or more on our services, based on the time you should have arrived at your final destination station, we’ll compensate you. It’s simple to apply for compensation and you can do this through our website, online claims form or by writing to us. You’ll find more information on our website and in our Passenger’s Charter.

We will introduce new services and timetables to:
• Create a true seven-day service for the first time. There’ll be an extra 294 Sunday services introduced across Wales by December 2019, a 61% increase from today
• Introduce new services between Cardiff Central to Liverpool via Runcorn and Llandudno to Liverpool from December 2022
Timetable
We’ll hold a Community Rail and Station Adoption conference every April. This event will give us the opportunity to meet our partners, update them on our plans and celebrate our joint achievements. Over the next 15 years, we will:
• Support the existing five Community Rail Partnerships with funding to develop their existing plans
• Work with the community to create an additional seven partnerships by 2023 to cover the Wales and Borders network
• Increase the number of adopted stations from 57% to 90% by 2023.
Transforming local areas
To kickstart improvements in local areas we’ll start to plan the transformation of disused station sites to create contemporary community facilities or retail spaces. We’ll work with local stakeholders, Community Rail Officers and Station Adopters to identify potential sites across the Wales and Borders network. We are always looking for suggestions so please contact us through our website with your ideas.

Supporting the local economy
We want to increase our use of local suppliers and small-medium enterprises (SMEs). We’ll use the Sell2Wales portal as our main source for finding local suppliers to work with and support the growth of Wales and Borders. Over the next 15 years, we’ll invest in the upskilling of our workforce. We’ll also create more than 600 new jobs, plus 30 new apprenticeships every year. Keep an eye on our jobs page on our website for more information.
Active travel
To encourage walking and cycling to our stations, we’ll invest more than £1.5million to:
• Improve lighting and CCTV across our facilities
• Secure cycle storage at stations
• Provide dedicated pedestrian and cycle paths to and from stations.
To keep you informed of progress, we’ll publish a summary of our investment and initiatives every six months.

Innovation
There’s a lot of interest in autonomous vehicles and we’re keen to better understand whether this can help our customers in making travel from stations easier.
We’ll pilot a Passenger Assist app in early 2020. This uses technology to provide staff with information about where our customers are before, during and on arrival to provide them with the assistance they require. This will help to make travelling on the network easier, with a more simplified booking process through the dedicated app.
We’ll establish the Wales and Borders Innovation Lab, a new innovation centre, by 31 March 2020. We’ll partner with Welsh universities to nurture entrepreneurs and innovators. This will ensure the network is at the cutting edge of customer service and operational reliability. These improvements will raise the profile of Wales’ STEM (Science, Technology, Engineering, Maths) capabilities while creating new jobs for Wales and offer exciting placement opportunities to students.

The South Wales Metro
We’ll develop the South Wales Metro to create a new transport system. By 2023, we will have transformed the Valley Lines, offering an accessible and modern service with new vehicles and 100% electrified track.
For you this means:
• Increased frequencies and capacity• Four trains per hour from each of the Heads of
the Valleys• Reduced journey times• Modern vehicles• Level boarding
We’re working on it...
In the next six months we’ll begin to prepare the site at Taffs Well for our new Metro train depot and control room. We’ll provide further updates as works progress.

North Wales
• New trains will be introduced in 2019 on the Conwy Valley line between Llandudno and Blaenau Ffestiniog
• New Hybrid trains (fitted with WiFi, power sockets and bicycle spaces) will be introduced on the Crewe to Chester route and Wrexham to Bidston routes, helping to increase passenger capacity
• Introduction of a direct service between Manchester Airport and Bangor from December 2022
• Increase in frequency to three trains per hour on weekday services between Chester and Llandudno Junction from December 2022
• Investment at Blaenau Ffestiniog station by 2023 and at Shotton and Wrexham General stations by 2024
South East Wales
• During the first year we will install a total of 45 new TVMs across the South Wales Metro
• Electrification of 172 km of track to deliver the Central Metro and enable four trains per hour from the top of each Valley line
• Station improvements at Abergavenny, Cardiff Central, Merthyr Tydfil and Chepstow; and new stations at Loudoun Square, Crwys Road, Cardiff Bay and Gabalfa
• Introduction of a new Ebbw Vale to Newport service with one train per hour from May 2021

Mid and South West Wales
• Refurbished trains with electronic information will be introduced between Swansea and West Wales
• Station investments at Carmarthen in 2021, Machynlleth in 2024 and Llanelli in 2025
• Doubling of the frequency of services on the Cambrian line from December 2022
• Additional services on the Heart of Wales line, and between Carmarthen and Fishguard Harbour
• Introduction of a new first-class service from Swansea to Manchester from 2024
• Existing trains on the Cambrian line will be refurbished and upgraded, with power sockets at all seats
The Borders
• Delivery of the North East Wales Metro with increased frequency to two trains per hour on the Wrexham to Bidston line from December 2021
• Introduction of a new Liverpool to Llandudno service (one train per hour), a Liverpool to Shrewsbury service (one train per hour) and a Liverpool to Cardiff service (one train every two hours) by December 2022
• Doubling of the frequency of the weekday Shrewsbury to Chester service from December 2022

We will provide a service you can rely on. We will provide an honest update on our performance in the next edition of the Customer Report. This will be published every 6 months, providing more customer-focused metrics than today, including progress against targets for:
• Passenger Time Lost (PTL) – a measure of train punctuality that takes account of arrival times at numerous points along each journey, as well as the numbers of passengers on the service
• Short Formations – a measure of train capacity based on the number of services that operated with less than the planned number of vehicles
Our published metrics will also include standard rail industry measures that enable you to compare us with other operators with confidence. These are:
• Public Performance Measure (PPM) - the percentage of trains that called at all planned station stops and arrived at their destination within 5 minutes of the scheduled arrival time
• Right Time - The proportion of trains that called at all planned stations stops and arrived no more than a minute later than the arrival time at their scheduled destination
• On Time – the percentage of station calls during a journey that were made on-time (ie. less than a minute late)
• Cancellations and significantly Late (CaSL) - The proportion of trains which are cancelled, or late by 30 minutes or more, at their final destination

Environmental management
We’re proud to introduce changes to the network which will benefit Wales for generations to come. We’ll operate our services in line with the goals of the Well-Being of Future Generations Act to achieve this. One of our commitments to carbon reduction across the transport network will be achieved with a move towards 100% renewable energy, 50% of which will be sourced from within Wales.
In our next Customer Report, we’ll provide you with more detail on our environmental targets and our plans to achieve these.
Customer feedback and fault reporting methods
We’ll do our best to keep things in good working order, but if you spot a fault before us then you can report this through our customer app, by speaking to staff, by email or by contacting our Customer Relations team. You’ll also be able to access a transport issues and complaints portal on the on-train WiFi loading page.
