for direct World Bank-Global Environment Facility $20M grant drawdown to

NGOs and POs in the country;

Led the initiative to allow indigenous peoples to determine the boundaries of their

ancestral domains;

Supervised DENR support for multisectoral forest protection councils and the conduct

of multi multisectoral forest protection activities;

Conducted the final negotiations for ASEAN agreement to establish the ASEAN

Regional Biodiversity Center in the Philippines

Initiated the efforts to institute a programmatic EIA system in the Philippines which

seeks to (a) complement the present project-based EIA system and (b) repose on

local communities the task and responsibility to monitor and enforce compliance to

ECCs;

Instituted a tenure-based national promotion system for DENR field personnel;

Supervised the implementation of major programs.
