Work Continues on New $555M SanDiego County Central Courthouse

Work is proceeding on a new $555 million, 704,000 sq.ft. (19,935 sq m) Central Courthouse for San DiegoCounty.

The Judicial Council of California expects the downtown San Diego building —designed to house 71 courtrooms and stand 22-stories tall — to be completed by thefourth quarter of 2016. The project is more than 50 percent complete.

Workers have installed the main structural steel and will erect a structural trusscanopy at the beginning of 2016.

“Currently the labor has been fluctuating between 530 to 600 trades people, notincluding management staff and inspectors,” said Howard Mills, project executive ofRudolph & Sletten Inc. in Redwood City, Calif.

Shift work has been made possible for strategic construction activities so produc-tion can be maximized, Mills said.

The new building will provide a consolidated facility for criminal, civil, probate,family court and small claims services. Included in the design are spaces for courtservices, administration, security operations and holding areas. It also will have asecure vehicle sally port for the transportation of in-custody detainees.

courthouse from level three to the existing Hall of Justice building at

level four. The bridge will cross over C Street. It is currently being

installed.

The height of the building came into question as a possible threat to

aircraft flying in the area. Lindbergh Field is only about a half mile away.

Work halted for a week in October when the San Diego County

Regional Airport Authority filed a lawsuit that called on contractors to

lower cranes from about 600 ft. (183 m) to 511 ft. (156 m) as mandated

by the Federal Aviation Administration.

But attorneys for the airport authority and Brewer Crane and Rigging

in Lakeside, Calif., later agreed to a 580 ft. (177 m) height limit. The air-

port authority reported that it could revive the suit if the 580 ft. limit is

violated.

Workers broke ground on the building at Union and C streets in

March 2014. Construction is funded by sale of lease revenue bonds.

They are a type of municipal bond that does not require the raising of

taxes.

When finished, the structure will replace the existing county court-

house built in 1961. That building features the look of a traditional court-

house with columns and bell towers.

A new courthouse was needed because an earthquake fault lies

beneath the present county courthouse at 220 W. Broadway St., making

it unfeasible for the building to be rehabilitated. Also the existing coun-

ty courthouse contains asbestos, making even simple repairs costly. The

new building is more of a skyscraper.

Project architect is Skidmore, Owings and Merrill in San Francisco.

Rudolph & Sletten Inc. is construction manager at risk.

The Administrative Office of the Courts requested that as construc-

tion manager at risk, the company enter into a project labor agreement

with the State Building and Construction Council. The council requires

that all subcontractors, whether union or non-union, agree to pay prevail-

ing wages and to follow specific work rules and dispute resolution meth-

ods to prevent work stoppages or delays. That is considered important

because any delay of a project the size of the courthouse, can be costly.

The building will help in the process of developing a civic zone called

for in a downtown community plan. The idea is to provide city, county,

federal and court facilities all within walking distance.

The new building’s design incorporates features characteristic of civil

buildings like a podium that raises the entry off the street and also sepa-

rates it from the commercial realm. Other features include a large interi-

or public space and an identifiable sharply-angled crown at the top.

In constructing the new courthouse, an existing building on the site

had to be demolished. That took place in late January 2014. Excavation

and foundation work was completed in summer 2014. Structural steel

erection began in November 2014 and was completed in August 2015.

The building enclosure began in May 2015 and is scheduled to be

complete in January 2016. Commissioning, testing and final inspections

of building systems begin in January 2016.

Specialty EquipmentMills said the most unique equipment used to date has been used to

hoist and erect materials. That includes flying jibs for pre-cast erection,super decks to land material on and joist decks to safely stock materialsin quantity.

To lift heavy materials, three 5342 HC-L18 Liebherr Luffing boomcranes are being used. A tower crane is being used to lift more than35,000 lbs. (15,875 kg).

But during the first phase of tier column erection, a crawler crane wasused to lift columns that weighed as much as 75 tons (68 t).

Georgia Aquarium in Atlanta, Ga., is North America’s largest at more than

600,000 sq. ft. (55,742 sq m). Despite its massive size, a recent remodel of the

facility including a new display benefited greatly from a Maeda mini-crane.

Limited access required general contractor Brasfield & Gorrie with headquar-

ters in Birmingham, Ala., to devise a way to remove large structural compo-

nents in order to build out a new sea lion venue.

“We thought a carry deck crane might be feasible, but they are really meant

to work on level ground which we do not have in the work area,” explained

Todd Hamby, project superintendent.

After some research, the company chose a Maeda MC 405 CRME mini-

crane with 67 ft. 10 in. (20.67 m) max lift height and 8,400 lb. (3,810 kg) max-

imum capacity rented from ML Cranes & Equipment, a Maeda distributor

with locations in Carolina, Virginia, Maryland and Delaware. Most important-

ly, the track-mounted MC 405 has a 54-in. (137.16 cm) width and an outrig-

ger spread that fits in a 20 sq. ft. (1.9 m) area.

“Initially we thought of cutting a hole in a wall for crane access but the

Maeda crawled right into the freight elevator and powered itself into position,”

Hamby explained.

The Maeda operates on dual power to move into position with the diesel

engine and can operate on electric power for the indoor work.

“We are gutting an existing space which is below grade,” said Hamby.

“This includes elevated concrete slabs and structural steel that was part of the

original display.”

The company used the full reach of the five-section telescoping boom and

moved loads up to 5,400 lbs. (2,449 kg). Once completed, they walked it out

of the new project with inches to spare.

“It would have been a lot harder without the Maeda,” Hamby said. “The

schedule is pretty aggressive on this project and we have been able to get a few

days ahead with the help of the mini-crane.”

Brasfield & Gorrie are the original constructors of Georgia Aquarium in

Manitowoc MLC165 Helps UpdateHistorical Pennsylvania Landmark

The man-made reservoir that supplies water for the Shenango and

Beaver Valleys also acts as flood control and is a very popular recre-

ational site in the northwest corner of Pennsylvania.

Originally completed in 1932 it is now a state historical landmark.

Looking back at original construction photos of the Pymatuning Dam

provided by Linda Armstrong environmental education specialist of the

reservoir you can see a true contrast between the lifting equipment used

then and what Clearwater Construction is using present day to work on

the restoration of the original gate house and the surrounding rock you

see being laid in the old photo.

Gary Gorski, CEO of Clearwater Construction, approached Gabe

Lash of Stephenson Equipment about acquiring the Manitowoc

MLC165 for the Pymatuning job. Clearwater Construction is a family-

owned contractor that performs public work contracts over the entire

state of Pennsylvania. It was founded in 2003, and has 175 employees.

In addition to construction, they offer in-house design services and are

able to self perform nearly 100 percent of any project from design to

construction.

Gorski said “Right now the crane is being used to help restore the

gatehouse at Pymatuning State Park in Pennsylvania. That project is

going really well, and the MLC165 has been a big part of that. We love

its capacity for both lift and reach, and it’s really easy to operate. Most

importantly, the safety features really put it over the top and make it an

all around quality machine. Plus Stephenson Equipment is really easy to

work with. They are always available and responsive to me, and they are

clearly experts in the field of lift equipment. They know what they are

talking about. They always have machines in stock and available at com-

petitive pricing, and they do right by their customers.”

Gabe Lash, the area territory representative of Stephenson

Equipment, said “Clearwater has purchased several cranes from

Stephenson over the years, including three 100-ton (90.7 t) Manitowoc

crawler cranes and a National 55-ton (50 t) boom truck. Right now they

are renting the MLC165 from us with the option to purchase it. They

haven’t decided if they are going to buy it yet.” Gorski added, “but we’re

definitely leaning in that direction.”

The project at the reservoir includes the restoration of the original

gatehouse and adding water control gates. The project will see the

replacement of the original gates and the addition of several more gates,

the additional gates will allow for downstream water temperature con-

trol. To allow Clearwater to dewater the area around the gatehouse they

will be using the MLC165 to set a cellular coffer dam.

Once dewatered the MLC165 will assist in the task of replacing and

adding the gates and the restoration of the gatehouse.

Al Jaber Heavy Lift and Transport recently used its 3,527-ton (3,200

t) capacity Terex CC 8800-1 TWIN crane to help complete a series of

super-heavy lifts on a petrochemical development in Qatar.

The project involved a total of 143 lifts, 31 of which were carried out

using the 1,763-ton (1,600 t) capacity Terex CC 8800-1 crane and two

lifts — installing two AGR (advanced gas reactor) absorbers each

weighing 1,433 tons (1,300 t) — with the crane in its TWIN format.

Sevi Phillip, Al Jaber site manager, planned the lifts over a period of

18 months with the two AGR absorber lifts critical in the company being

awarded the contract. With the single boom 1,763-ton capacity CC

8800-1 crane already on site to carry out the smaller capacity lifts, the

crane was then adapted to SSL TWIN configuration by adding the sec-

ond boom to lift the two AGR absorbers.

Once fully rigged in TWIN format, the self-propelled modular trail-

ers (SPMT’s) used to move the huge columns into position also were

assembled. Each absorber was raised from the horizontal to the vertical

using the CC 8800-1 TWIN crane as the main lift crane and using a tail

frame to control the base of the absorber.

Once the CC 8800-1 TWIN crane lifted the absorber clear of the

SPMT’s, the trailer was moved out of way and the lift continued until the

column was vertical. At this point the tail frame was then removed leav-

ing the crane to carry the whole weight of the absorber.

Next the crane slewed through 90 degrees and placed the column into

its final position on the specially prepared foundation. The TWIN was

then partially de-rigged so that it could track a short distance into the cor-

rect position to carry out the second lift and then be re-assembled to carry

out the identical lift sequence with the second AGR absorber.

Mark Rowlands, project manager of Al Jaber Heavy Lift, based in the

Middle East, said that the contract was further complicated because of

the intense heat in the summer and wind variations.

“The Terex CC 8800-1 TWIN is not just the best crane for the job, but

the best crane,” he said. “It was comfortable, easy to use, stable and flex-

ible and the operators were very happy with its precise and user friend-

ly controls.”

“We were all very pleased with the crane and how it performed.

Everything went according to the plan — it was a dream come true,”

said Phillip. “We were all surprised how compact the CC 8800-1 TWIN

was given its huge lift capacity. There were 27,000 people on site so

space was at a premium. We worked with the client to minimize time

and space requirements which really benefitted the whole project.”

The AGR absorber column is a critical item in the liquefied natural

gas processing train helping remove hydrogen sulphide, carbon dioxide

and organic sulphurs in the raw feed gas so it complies with LNG lique-

faction process or sales gas production standards.

Alex Mullins, executive director of the Al Jaber Heavy Lift Group,

responsible for all international activities said that the project was an

example of the excellent working relationship with Terex.

the right people and equipment to ensure the right outcome. We were

involved at an early stage with the development of the Terex CC 8800-

1 TWIN and we are very pleased with the end result.”

For the 2016 model year, the 140-ton (120-t) HTC-3140 and HTC-3140LB hydraulic truck cranes will receive feature upgrades along withemissions updates. The 581 hp (434kW) carrier engine graduates to EPA2013 on-highway requirements and 250 hp(186kW) upper engine moves up to off-high-way Tier IVf/Stage IV. Both models willmaintain a twin-engine platform.

The highlight of these upgrades is theaddition of side-to-side suspension tilt thatcan go up to 4 degrees. An auto-lubricationsystem is a new feature on both carrierframes and “all temperature” hydraulic oil,lubrication and anti-freeze packages are nowstandard. Carrier cameras connected toviewing monitors in the cab offer an opera-tor a rearview when backing up or a view ofthe right side of the carrier when making aright turn.
