The g uide clarifies the c ontra ctua l a rra nge ment, d uties , res pons ibilities a nd risks involved w henhiring mob ile c ranes .
The Lifting Operat ions a nd Lifting Eq uipme nt regula tions 1998 (LOLER) provide d eta ils o f the
st a tutory provisions for lifting o pera tions . This is supported b y the co de o f pra c tice B ritish S ta nda rd
S a fe Use of Cranes : BS 7121 a nd in particula r pa rts 1 and 3. Both of these d oc uments clearly define
the qualifications and duties of all personal involved.
TRAINING
The importa nce of c orrec tly trained a nd c ertified perso nnel is c ritica l King Lifting is c ommitted
to training and conducts regular training courses for employees and customers we are an CPCS
accredited test and training centre.

INSURANCE
The hire of a ny item o f pla nt or eq uipment is inevita bly ac co mpa nied by risk- either throug h a cc ide nta l
da ma ge , theft or misus e. With the c os t of mod ern mob ile c ranes rang ing from 100,000 to o ver 2.5
million, the financial implications for customers in the event of a serious incident are significant.
BS7121- Safe Use of Cranes- notes these risks and highlights the need to protect against their
consequences through appropriate comprehensive insurance cover. A factor which is now
considered by many customers to be as important as the specification of equipment.
We a t King Lifting a re a ble to offer a d a ma ge w a iver which is s pec ifica lly ta ilored to the c rane hire
market at an increased cost and rely on own insurances.
Da ma ge Wa iver Sc heme For CPA Crane Hire Only.
CPA Crane tire waives the right of recovery under Clause 13 of the CPA Model Conditions of Hire
Hirers Responsibility for Loss and Damage at 16.5% of invoice value:
Acc identa l da ma ge to c ra ne on hire to full repla ce ment value.
Loss of hire cha rges a s a result of loss or da mag e to the crane.
Co ver in resp ect of go od s being lifted up to a value of 25,000.
Limit can be increased on request and the appropriate charge made.

DEFINITION OF CPA CRANE HIREAND CPA CONTRACT LIFTCPA CRANE HIRE
Under the terms of a standard CPA Crane Hire agreement, the crane and the operator are theresponsibility of the customer once the crane leaves the public highway in order to access site.
This includes tra vel on a ny ac ces s roa ds in the event that the site is not immediately ad ja ce nt to the
public highway.
The C usto mers Appo inted P erson is respons ible for pla nning the lift and a ll the pe rsonnel and
equipment involved. In addition, under CPA Model conditions, the Customer is responsible for and
we recommend should provide for the following:
Loss or dama ge to our plant a nd eq uipment whilst on s ite a nd under the
customers control;
Loss of or da mag e to the good s being lifted;
Co ntinuing hiring cha rge s whilst the eq uipment is unable to work a s a res ult ofloss or damage;
Leg a l Lia bility-injury to the driver/ope rato r w hilst unde r the supe rvision a nd co ntrol of
the Customer along with injury to third parties, including damage to their property,
a rising from crane operations.
For hires under CPA Crane Hire agreements, it is important to note the following:
The C ustomers Appointed P erson must ha ve the know ledg e a nd understa nding of a ll
a spe cts of the lifting operation;
The C ra ne Owner must s upply a co mpetent ope ra tor and crane fit for the intended
purpos e, B S 7121- Sa fe use of C ra nes gives a full desc ription o f suc h res pons ibilities.
If you wish your responsibilities to be waived an additional charge will be levied.
In summary, under a CPA Crane Hire agreement, it is the customers responsibility to fully plan,
co ntrol, s upervise a nd insure the crane operation a nd p ersonnel.
CPA CONTRACT LIFT
Under the terms o f sta nda rd CPA Contrac t Lift, the crane/eq uipment, ope ra tor and a ll perso nnel
supplied w ith the cra ne, (including the Appo inted P erson/Cra ne S uperviso r) a re the res pons ibility o f
the C ra ne Ow ner.
The C rane Ow ner is res pons ible for a ll a s pec ts o f the pla nning a nd e xec ution of the lift and w ill be
insured for the follow ing: Los s of or da ma ge to pla nt/eq uipment ca used so lely by the ow ners negligenc e in the
performance of lifting contract;
Los s of or da ma ge to third party property ca used so lely by the owners neglige nce in
the performa nce of the lifting co ntra ct subjec t to:
A ma ximum lia bility of 25,000 in respec t of g oo ds be ing lifted ;
A ma ximum lia bility of 5 million in res pec t of los s of or da ma g e to third pa rty
property or d ea th/injury to third pa rty perso ns.

It is important to note that a CPA Crane Hire agreement only becomes a CPA Contract Lift when
the cra ne ow ner supplies the Appo inted P erso n/Cra ne S uperviso r a nd henc e, a cc epts lia bility for
planning a nd supervising the lift.
Specifying the correct type of contract will ultimately improve safety and ensure that the correct
system of w ork is a dopted .
Under Contract Lift conditions the Customer still retains certain liabilities and therefore should hold
a deq uate insurance to provide protec tion a ga inst incidents a rising from:
Own negligence;
Inad eq uate or unsta ble g round c onditions; Inad eq uate or incorrect informa tion supplied in co nnection with the go od s being lifted.

1. APPOINTED PERSON
The role o f the Appointed P erson, a s defined by B S 7121 part 1, is to provide a sa fe sys tem of w ork
for all lifting o pera tions w hich a re properly planned a nd a de q ua tely supervis ed . This include s t he
preparation of a comprehensive risk assessment and an adequate method statement. As well as
selecting the correct crane for the lift the Appointed person must also select the appropriate load
handling accessories (chains, slings, webs etc.), the method of attaching the load to the crane (the
slinging technique) and calculate the down rating of the accessories where necessary to ensure asafe operation.
2. CRANE SUPERVISOR
The c rane s uperviso r s hould d irec t a nd s upervise the lifting o pera tion, ens uring tha t thes e a re
ca rried out in ac co rda nce w ith the method s tate ment. The crane s uperviso r should b e c ompetent
and suitably trained and should have sufficient authority to stop the lifting operation if the supervisor
cons iders it d ang erous to proceed.
NOTE: The a ppointed person ma y dec ide to und ertake the duties of the crane supe rviso r or to delega te these to ano ther perso n with
a ppropria te e xpertise for the lifting opera tion.

The c ra ne ope ra tor should b e respons ible for correct operation of the crane in a cc ordanc e w ith thema nufac turers instructions a nd w ithin the sa fe sys tem of w ork. The cra ne driver s hould o nly res pond
to a signal from the slinger to carry put initial lifting of the load, and then only to signals from one
slinge r/signa ller, w ho sho uld be ea s ily identified , d uring the rema inde r of the lifting ope ra tion.
WARNING: It is essential that the crane driver does not tamper with any controls, mechanisms orother eq uipment, including the rated ca pa city indica tor.
The c ra ne o perator s hould be:
Tra ined on the spe cific mode l of crane used ;
Able to ass imila te a nd apply informa tion co ntained in reports a nd duty cha rts rela ting
to the rang e of duties a nd sa fe use o f the crane;
Familia r w ith the ma nufac turers instructions for the rigg ing ope ration a nd for
maintenance of the crane;
Awa re tha t the crane should be us ed o n level ground or else se t level on outrigg ers
before any loa d is a pplied;
Fully co nversa nt with the co rrect use of outrigg ers a nd where outrigg ers should
be fitted, and aware of how to properly support the outrigger feet (this requires
regular monitoring to ensure that no movement occurs throughout the operation);
Able to set and check the functioning of the ra ted ca pa city limiter a nd ra ted
capacity indicator;
Awa re of the effec ts of wind a nd other clima ctic effects on the crane and loa d;
Able to res ist press ures from other persons to ca rry out unsa fe operations; Able to take the a ction to a void dang erous situa tions , including sto pping operations;
Able to operate fire suppress a nt eq uipment, if fitted.

The s igna ller sho uld be res pons ible for relaying the s igna l from the s linge r to the c ra ne d river. Thesignaller may be responsible for directing movement of the crane and load instead of the slinger,
provided that only one person is respons ible at a ny time.
During the lifting operation, hand signals and voice instructions to the crane driver should be given
by only one person at a time. If, during the lifting operation, responsibility for directing the crane and
load is transferred to another signaller, the first signaller should clearly indicate to the crane driver
tha t this res pons ibility is trans ferred a nd to w hom. The first s igna ller sho uld c lea rly indica te to the
se co nd signaller that the tra nsfer is ta king pla ce. The c ra ne d river and the s eco nd s igna ller should
clearly indicate that they a cc ept the trans fer.
NOTE: It is com mon prac tice t o train personnel to ena ble them to c a rry out duties o f both s linger a nd s igna ller.
5. SLINGERThe s linger should b e respons ible for atta ching a nd d eta ching the load to a nd from the c ra ne loa d
lifting attachment, and for using the correct lifting accessories and equipment in accordance with
the o peration plan.
The s linge r should d irec t initia l movement o f the c rane. If there is more tha n one slinge r, only one
slinge r sho uld direc t initia l movement.
If co ntinuous signa lling is req uired a nd the s linge r is not visible to the c rane driver, a nother s linge r or
signaller should relay the signals to the crane driver.
NOTE: Alternat ively, other a udio or visua l methods m ay b e used . If other a udio or visua l method s a re used, the e q uipment or mea ns
of eq uipment use should be s o tha t the crane d river can be come immediately a wa re if equipment fails, s o tha t movement of the cranecan be stopped.
The follow ing indica tions of eq uipment fa ilure s hould ca use the c ra ne d river to immed ia tely stop
movements of the crane:
Blank sc reen on a television monitor;
Ces sa tion of co ntinuous instructions from a signa ller using ra dio,
to e.g. lower...lower...lower etc;
NOTE: If rad io is us ed a s me a ns o f signa lling, then s elected personnel involved s hould be kept c lea r of other co mmunica tions . All
personnel involved in signalling should be given a clear and unique call sign and all communications should be preceded by the call
sign. The cra ne driver should not resp ond to signa ls not p receded by the c all sign.

RESPONSIBILITY
The Appo inted P erson is res pons ible for ens uring the g round c ond itions a re s uita ble to se t up and
operate the c ra ne, a nd therefore s a fely c a rry out the lifting operation.
In most cases the Appointed Persons role has 3 stages:
Ensure that a cc urate data is obtained in respec t of the imposed loa dings.
Ensure that this da ta had been as ses sed by a suitably competent person,
such that suitable support systems have been specified.
Ensure that the sp ecified s ystem of suppo rt has been c orrectly insta lled
and maintained.
SOURCES OF INFORMATION
Under the Co nstruction (Design a nd Mana ge ment) Regula tions , the client a nd thedes igner ha ve a duty to ma ke a vaila ble to the P la nning S uperviso r informa tion
relating to the site.
If this is not a vaila ble the ground co nditions should be a ss es sed by a suita bly
co mpetent eng ineer, who ma y have to p be a spe cialist G eotec hnica l Engineer.
In extreme ca ses physica l loa d tes ts ma y have to be ca rried o ut in ad vance of the
lifting operation, to verify the load bearing capability of the ground.
METHODS OF DISTRIBUTING LOADS
The s tand a rd outrigg er support eq uipment c a rried by mo st crane suppliers ha s been proven by
experience to provide effective load distribution in the majority of cases.
However, in certain situations additional load distribution is required to achieve acceptable ground
bea ring p res sures .

FOS of 3.0 is more normally used for permanent work foundations and will give a conservative size
of foundation area. It should be used for outrigger foundations where minimum ground information
is a vaila ble, w here so ils a re va ria ble or where minor se ttleme nts c ould be c ritica l to a precision lifting
and placing operation.
FOS of 2.0 is adequate for most situations.
FOS of 1.5 is the absolute minimum and should only be used where ground conditions have been
a cc ura tely identified under the guida nce of a n experienced
geotechnical engineer.

SLING CONFIGURATION AND RATING
Slings are available in single, two, three and four leg or endless form. In practice it will be found thatcha in, w ire rope a nd fibre rope slings a re a vaila ble in a ny of these co nfigurations but the fla t w oven
sling is limited to single leg and endless, whilst the roundsling is supplied in endless form.
The ma ximum loa d tha t the s ling m a y lift in use is g overned by the s ling ing a rra nge ment (mod e o f use)
and may vary from the marked SWL. In the case of textile slings the SWL for the various modes of
use is us ua lly given on the informa tion lab el. In other ca se s it will be nec es sa ry to multiply the ma rked
S WL by a mod e fa ct or. The follow ing three simple rules w ill ens ure tha t the s ling is not o verloa de d.
In s ome ca se s this w ill mea n tha t the s ling is und er utilized a lthoug h this is unlikely to hinder the us er
unduly. Where the maximum utilization is required reference should be made to a competent person
who understands the factors involved and who can perform the necessary calculations.
1. For a st raight lift never exc eed the ma rked S WL a nd in ca se s o f multi-leg s lings the s pec ified a ngleor range of angles.
2. When using slings in a choke hitch, multiply the maximum SWL by 0.8 to obtain the reduced
maximum SWL the sling may lift.
3. With multi leg slings when using less than the full number of legs, reduce the maximum load in
proportion to the numbe r of leg s in use . S imply multiply the marked S WL by the numbe r of leg s in
use expressed as a fraction of the total, thus
1 leg of a two leg sling in used = 1/2 ma rked S WL
3 legs of a four leg sling being use d = 3/4 ma rked SWL a nd so on.

SAFE USE OF SLINGS
Good slinging practice must ensure that the load is a safe and secure in the air as it was on the
ground, a nd tha t no ha rm is do ne to the loa d, lifting e q uipment, other property or perso ns.
Establish the weight of the load and ensure the lifting method is suitable and inspect the sling and
a ttac hments for obvious d efects . P repa re the la nding a rea ma king s ure the floor is s trong enough to
take the load, follow any specific instructions from the supplier.
Ensure the lifting point is over the centre of gravity of the load, any loose part of the load should be
removed or sec ured.
S ec ure the s ling firmly to the loa d b y hoo ks onto lifting points or sha ckles etc . The s ling m ust no t be
twisted, knotted or kinked in any way. Use packing to prevent damage to the sling from corners or
edg es a nd to protect the loa d.
A GENERAL PURPOSE SLINGING PRACTICE
Do not exceed the SWL or ra ted a ngle, a ny choke ang le must not excee d 120 a nd a ny ba sket ang le
must not exc eed 90.
Do not force, hammer or wedge slings or accessories into position, they just fit freely.
When attaching more than one sling to a hook of an appliance use a shackle to join the slings anda void o vercrowd ing o f the hook.
Use an established code of signals to instruct the crane operator, ensure that the load is free to be
lifted and not for example bolted down. Check that there are no overhead obstacles such as power
lines. Where appropriate use a tag line to control the load. Except where special provision is made,
do not allow anyone to [pass under or ride on the load, the area should always be kept clear.
Keep fingers and toes etc clear ensuring they do not become trapped when lifting or lowering or
controlling loads.
Make a tria l lift and set do wn, e nsuring the sling will not b ec ome trapp ed. Use suppo rts, w hich a re
strong enough to sustain the load.
Never drag slings over floors etc, or attempt to drag a load. Place the hooks of free legs onto the
master link and take care to ensure that empty hooks do not become
ac cidentally engag ed.
Never use slings, which may become in contact with chemicals or hat without the manufacturers
approval. Never use damaged or contaminated slings.
On completion of the lift return all equipment to proper storage.

When using single accessories inclined to each other, the maximum included angle of 90 degrees
(alpha angle) or 45 degrees beta angle should not be exceeded.

Avia tion la w, in pa rticular The Air Naviga tion Orde r, ma kes it a n offence to ac t
recklessly or negligently in a manner likely to endanger aircraft. BS 7121 Safe Use
of Cranes pla ces a duty on a ll operato rs o f cranes a nd other lifting eq uipment tomcomply with procedures when intending to work in the vicinity of aerodromes.
The Appo inted Pe rson sho uld co ns ult the Aerodrome Mana ge r for permiss ion to
work if a crane is to be used within 6Kms of the Aerodrome measured from its
perimeter, and if its height exceeds 10m above ground level or that of the
surrounding structures, trees etc.
The term Aerodrome includes Airports , Airfields and Heliports where a irc ra ft a nd
helico pters la nd a nd ta ke o ff. The una uthorise d operation of c ra nes a nd o ther high
lifting equipment in the vicinity of such places could present a serious hazard to
aircraft and helicopters either as a physical obstruction or by interfering with
electronic prec ision g uida nce eq uipment.
The risk to pilots a nd aircrew who are unaw a re of suc h eq uipment whe n flying could
result in an aircraft or helicopter colliding with such equipment resulting in an accident.
The developer or crane opera tor should a pproa ch the Aerod rome co ncerned a t lea st
one mo nth in a dva nce of req uiring the use a crane or other ta ll co nstruction
equipment to find out if there are any limitations and regulatory procedures that must
be a greed upon before w ork commences.
At lea st three da ys prior to delivery of the crane the operato r must report to the
Aerodrome with precise details of the crane or lifting equipment to be used on site
a nd a pplies for the pe rmit to se t up a nd us e the spe cified eq uipment. Informa tion
must b e provide d o n the type o f crane tha t is to be us ed Tow er or Mobile, the length
and radius of operation of the boom, the area of operation along with
intended times a nd d ates of operations, a pplica nts name and conta ct d etails for the
crane when operating.
The pe rmit w ill s et out the criteria a nd a ny sp ec ific res trictions . A c opy o f the permit
must remain with the crane operator for the duration of the lifting operation and must
be produced if requested by an Aerodrome, CAA official or a Police Officer.
Once these deta ils have been considered it will be determined as to whether the
operation can proceed, any of the following conditions may be imposed.

Res trictions on crane operating times.

It is important that all relevant load reductions are applied.
LOAD CHART REDUCTIONS
At a ll times the we ight of the hookbloc k a nd all other loa d handling ac ce ss ories isconsidered part of the load and suitable allowance for them should be made.
Where a crane has tw in hoist fa cility two hookbloc ks may be fitted. An a llow a nce for
the combined weight of the hookblocks should be made.
Where a crane ca rries a fly jib stow ed on the ma in bo om (underslung or side mounted)
the sa fe wo rking load s hould be reduced to a llow for the a dd itiona l weight. The relevant
loa d reduc tions a re included in the spe cifica tion guide . This is not the ca se how ever
with cranes ma nufa ctured by J ones , Ta da no a nd Kato, where the sa fe working loa d ha s
been calculated with the fly jib carried in the stowed position.
When using the ma in bo om with a ny form or fly jib insta lled a n a llow a nce for bo th
the fly jib and hookblock should be added to the weight of the load, please contact
your nea res t de pot for further guida nce.
