APPROVE WORKFORCE INVESTMENT ACT CONTRACT AMENDMENTS

Dear Members of the Board:

On January 22, 2004, the Workforce Investment Board (WIB) reviewed and approved a recommendation to increase funding to two existing Workforce Investment Act (WIA) contracts. The purpose of this letter is to request your Board's approval of a contract amendment with ARBOR Employment and Training to increase funding by $23,414 and approval of a contract amendment with ERRIS, Inc. to increase funding by $35,000.

As you may recall, on October 7, 2003 your Board approved a FY2003-04 contract with ARBOR Employment & Training to provide continued on-the-job training services for WIA participants. In the proposed ARBOR contract amendment, an increase in funding of $23,414 is recommended to reimburse local employers that provide on the job training for WIA Adult and Dislocated Workers.

. As you may be aware, on April 29,2003 your Board approved a contract amendment with ERRIS, Inc. to conduct an annual labor market survey in FY2002-03. The on-line wage and hour information provided by this survey are highly valued by local employers and job seekers alike. In the proposed contract amendment, an increase of $35,000 will provide funding for ERISS, Inc. to conduct a similar labor market sulvey for FY2003-04. The results of the local job market will continue to provide current data to the WIB, employers, job seekers, the public, and partners in Workforce Santa Cruz County Career Centers.

The ARBOR Employment &Training and ERISS Inc. contracts are 100% federally funded. The amendments will involve no cost to the County. The two contract amendments are on file with the Clerk of the Board.

AMENDMENT 2 TO INDEPENDENT CONTRACTOR AGREEMENT

The parties hereto agree to amend that certain Agreement dated January 8, 2002 amended April 3,2003 by and between the COUNTY OF SANTA CRUZ HUMAN RESOURCES AGENCY, hereinafter called COUNTY, and, ERlSS Corporation, a California corporation, hereinafter called CONTRACTOR as follows: 0328

1. DUTIES. ERISS shall provide the deliverables (“Deliverables”) described in the Statement of Work including the employer survey and the Web Application, as directed by the Workforce Investment Board.

2. COMPENSATION. In consideration for CONTRACTOR accomplishing said result, COUNTY agrees to pay CONTRACTOR as stated in Section 3. I Exhibit B of the Survey Agreement, and for any additional services agreed upon by both parties for 2004, in an amount not to exceed $35,000 for the period to June 30,2004. Payment will be made as follows:

$35,000 for the job market survey and USWorks deliverables. One half of the amount ($17,500) shall be paid upon execution of the amendment, and one half ($17,500) shall be paid when the survey results are accepted in accordance with Section 3.2.

3. TERM. The term of this contract shall be extended from April 3, 2004 through the period as follows: ERISS shall deliver the Deliverables described in the Statement of Work to Customer on or before sixteen weeks from the date the survey is commenced. For a period of one year starting on the 1 Ith day following the date that the Survey Information (described in the Statement of Work) is made available for Customer’s use, ERlSS shall implement the Web Site.

4. Exhibit B: 13 Right to Renew. Change “the years to 2005 and 2006.”

All other provisions of said Agreement shall remain the same.
