Members of the Board:

One aspect of the County’s ongoing program to comply with the landfill disposal reduction mandate of AB 939 targets diversion of the organic portion of the solid waste stream. This material consists primarily of plant or yard waste and wood waste (about 13 percent of all waste) and food waste (about 20 percent). Diversion of yard waste and wood waste takes place through curbside collection and through separate handling at County disposal facilities.

In June 2000 your Board accepted a report on solid waste disposal that, among other things, recommended that food waste become a priority for landfill diversion for the unincorporated county. Subsequently, your Board approved a contract for solid waste consulting services with Karin Grobe, working as Organic Recyclers Anonymous (ORA), to assist Public Works in establishing food waste diversion activities for both the residential and commercial sectors of the community. This contract work provides education and technical assistance to businesses and institutions, residents (e.g., home composting) and schools (e.g., worm composting).

1. Approve the attached amendment to agreement with Karin Grobe to establish the not-to-exceed amount of $80,000 for solid waste consulting services and to extend the term of the agreement to June 30,2004.

2. Authorize the Director of Public Works to sign the agreement on behalf of the County.

FOOD WASTE AND ORGANICS DIVERSION SCOPE OF WORK FISCAL YEAR 2003-2004

Hours may be re-assigned among tasks only with prior approval of County. Additional or substitute projects may be requested depending on outcome of initial evaluation of needs (e.g., school diversion potential, eventual location of worm farming operations, food waste pilot, MC training time requirements, etc).

Materials and services will be reimbursed at cost plus 10% based on submission of itemized receipts. Eligible materials costs will include telephone, mileage ($0.3 15 cents per mile), postage, film and developing, graphic arts, worms and compost bins for educational uses and other costs approved in advance by County.

The County will pay Contractor based on invoices submitted by Contractor which itemize hours expended per task plus material costs and services. Invoices may be submitted monthly.

Contractor shall submit to County for pre-approval copies of public information materials intended for publication as print or electronic advertising or brochures. All artwork, advertising copy, graphics, and research data files prepared under this contract shall become property of County and Contractor shall submit originals (electronic and hard copy) of same no later than completion of contract.
