The Town of Winnsboro Council met in regular session on June 1, 2021 at 6: 15 p.in. at the Townof winnsboro Old Armory (due to the Covid-19 virus). Following standard procedures, copies ofthe agenda were provided to Council, The Voice and The Country Chronicle. Those inattendance were:

Call to Order:Mayor Gaddy called the meeting to order at 6: 15 p.in.
Invocation:Councilwoman Janice Bartell Prather offered the Invocation.
Approval of Minutes:Mayor Pro-tern MCMeekin made a motion to accept the minutes of the Finance and TownCouncil Meeting of May 18, 2021, be approved as written. Councilman Miller secondedthe motion. All voted aye.
Public Comments:Ms. Yvette Howard spoke on Code Enforeement and encouraged the town to hire afull time Code Enforcement Officer.

New Business:a. First Reading of Budget ordinance #061521A
Ms. Abell read the Ordinance. A Public Hearing and second reading will be held on June15, 2021. No comments were expressed.

c. Old Armory Gratis use Request American Red crossThe American Red Cross had requested use of the Armory on August 18, 2021, for a

Blood drive. The Red Cross had an event eLlyintheyearandtherewerenoproblems.Councilwoman Bartell Prather made a motion to approve the request and there would beno charge. Councilman Chapman seconded the motion and all voted aye.
d. Advanced Domestic violence & Sexual Assault TrainingChief Seibles and Sgt. Angie lngram spoke on two training seminars that the VictimAdvocates would be attending and explained that the seminars would count toward thenecessary training requirements under the state requirements. Sgts. Ingram and Goinswill be attending. Sgt. Ingram stated that after each session the instructors have to signoff on their attendance and without that the advocates would not receive credits. Theclasses are in Orlando and Las Vegas. This would be no cost to Public Safety. Councilwas in favor of the seminars.

Other Business:Council discussed the open positions, Mr. Calvin Johnson promotion, and the AMIsystem.
Executive Session: Pursuant to SC Code Section 30-4-70 (a) (2):Possible Actions by Council following Executive Sessiona. Legal/Contractual: Fairfield county Transfer station Fees
Councilman Chapman made a motion to enter into executive session for thediscussion of the Fairfield County Transfer Station Fees. The motion was secondedby Councilwoman Bartell-Prather. Mayor Pro-tern MCMeekin made a motion toresume the general meeting. The motion was seconded by Councilman Chapman.Motion: Mayor Pro-ten MCMeekin made a motion to have the town attorneycompose a letter stating the town's concerns over this new fee. CouncilmanChapman seconded the motion. All voted aye.

Adjournment: With no further business to discuss, Councilman Chatman made amotion to adjourn. The motion was seconded by Councilman Miller.All voted aye. The meeting was adjourned at 7:05 p.in.

Approval of Minutes:Councilwoman Janice Bartell-Prather made a motion to accept the minutes of the BudgetMeeting of May 6, 2021 and Town Council Meeting of June 1, 2021, be approved aswritten. Councilman Chatman noted typographical errors to be corrected and secondedthe motion. All voted aye.
Mayor Gaddy welcomed Mr. Jason Taylor. Mr. Taylor will replace Mr. Wood as TownManager on July 6, 2021.
Mayor Pro-tern MCMeekin made a motion to amend the agenda for the discussion of anew town vehicle for the town manager. Councilwoman Bartell-Prather seconded themotion and all voted aye.
Public Comments:Ms. Mazell Bell spoke on the recormection fee being charged even if you were notdiscormected. Ms. Bell requested Council review this policy.

New Business:a. Second Reading and public Hearing of Budget ordinance #061521A
Ms. Abell read the Ordinance. A Public Hearing was held before the vote. CouncilmanChatman made a motion to adopt the ordinance as presented. Councilwoman Bartell-Prather seconded the motion and all vote aye.
b. First Reading of Budget ordinance #061521BMs. Abell read the Ordinance. A Public Hearing was held before the vote. Mayor Pro-tern MCMeekin made a motion to accept Ordinance #0615218 as presented. CouncilmanChatman seconded the motion. All voted aye.
c. old Armory -Capital Expense Request for termite abatement and annualinspections.This comes before Council as a recommendation from the Finance Committee toApprove the request for the contract of $3,100.00 for abatement and annual inspectionfee of $555.00 annually. Town Council approved the request and stated to pay the bill infull, no payment plan.
d. Town Landscaping proposal: Mr. Calvin JohnsonThis comes before Council as a recommendation from the Finance Committee toenter into a contract with Ms. Jamil Keller for a three month trial period to handle therequirements of the planters on Congress Street, the beds behind the Town Clock,Enloe Comer, and Mt. Zion Walking Trail. Ms. Keller will be paid the same as DeanJackson was paid $1,800.00/month. At the end of the three month period, her contractwill be reviewed. Council approved the recommendation.
e. Discussion of new town vehicle for Town ManagerThe Finance Committee presented to Council a recommendation to purchase a DodgeRam Truck for the Town Manager. The cost is approximately $46,000.00. Public Safetywill receive the Dodge Charger and reduce his vehicle capital expense request by
$15,000.00. Council wanted to know if state purchasing had been reviewed and Mr. BillCastles stated that state purchasing had only work trucks with no additional options.Councilman Chatman made a motion to delay the purchase until further options could be
presented. Councilman Miller seconded the motion. All voted aye.
Old Business:Rescinding the Mask Ordinance #010521 was discussed by Council and Council agreed
the ordinance should be rescinded, This will have to be done by ordinance at the nextmeeting. Council stated that employees should continue to wear mask and follow theCDC and DHEC guidelines.
Other Business:Mayor Gaddy stated that the Town of Wirmsboro has been named Tree City for the 31Styear and thanked Mr. Bill Castles for submitting the application each year.Council requested an update on the new AMI system. Mr. Peak informed Council thatall new services were receiving the new meters. Meters and equipment are arrivingdaily and the two connectors will service all of Blythewood and part of winnsboro. Twoaddition connectors will be installed in the next phase and that will cover the entire

system. Mr. Peak stated that the company is working with Kathy and QSI to meet thebilling needs.Councilman Miller inquired about the American Rescue Plan. The funds have to be
Le?Ireleased to the state and then the state sen to the municipalities. Councilman Chatmanwanted to know about the grant for demolishing the houses in Zion Hill. Mr. Taylorstated Covid and easements have delayed that project. Councilman Chatman alsoinquired if the town would be hiring a full time code enforcement officer. Chief Seiblesstated Officer Jeter had a severe case of Covid-19 and is just returning to work. OfficerJeter will began to supply the code enforcement report.

Councilwoman Bartell-Prather seconded themotion. All voted aye.

Council thanked Mayor Gaddy and Town Manager, Don Woods for their years of service to the townand the outstanding working relationship they had shared with Council and the employees.
