We urge the Council to uphold their decision and to deny the appeal. Please find the attached letter on behalf of our Board. I did try to submit to the portal but I kept getting an error message. Dear Ms. Wolcott

On behalf of our members and board, the Harbor Association of Industry & Commerce (HAIC), would like to express our support for the Board of Harbor Commissioner's decision to certify the Supplemental Environmental Impact Report (SEIR) for the China Shipping terminal. We urge you to uphold their decision and to deny the appeal.

By certifying this SEIR, the Council is keeping our economy moving forward. The China Shipping terminal supports 2000 longshore and trucking jobs. 15% of the Port of Los Angeles's cargo volumes flow through this terminal and support 80,000 direct and indirect jobs in the region. At a time when so many of our fellow Angelinos are out of work, it is imperative that you do all that you can to preserve these well-paying jobs.

In addition to its economic benefits, the SEIR before you establishes one of the greenest conventional terminals in the world by replacing infeasible or unattainable goals with achievable mitigation measures that will better serve those who live in the community and work at the terminal. This SEIR provides Los Angeles with an opportunity for a $2 million greenhouse gas reduction fund and investment in critical infrastructure to support transition to zero emission vehicles. If Council fails to certify the SEIR, cargo will most certainly be diverted away from Los Angeles to terminals with less stringent environmental practices or to automated terminals.
