Issues: Lack of formal structure for approvals and
publishing of documents - Road Coordinating Committee (RCC) not functioning
Lack of national research fund Need for other COTO committees to be
reactivated.

services: Competitive selection on balance between competence and price
Preference for accredited laboratories Request for a QMS from consulting engineers
(ISO 9001 or similar) Reactivation of COLTO specification committee
– compatibility with CIDB requirements and revision
