1 About MEP Millennium Entrepreneurship Programme (MEP) is a tripartite project with Secondary Schools, working along with the Wofoo Social Enterprises (WSE) and Government Sector, Corporate or NGOs who act as mentors and supporting organizations. MEP will be running its 17th year in 2016-2017. Every year, MEP provides opportunities for students to learn more about the business world through a social study project with a designated theme relating to cut-edged social issues. Under the New Sector Secondary Curriculum, students need to pursue in Other Learning Experiences (OLE) during their school year, consisting of five areas namely: Moral and Civic Education Community Service Career-related Experiences Aesthetic Development and Physical Development MEP is a business proposal writing competition which allows students to apply what they have learnt in school subjects to real business situations. The program provides Career-related Experiences to students through training workshops, visits, seminars, business proposal writing and also guidance from mentors of different sectors throughout the whole project. To meet the changing environment, the aims of education in the New Millennium are shifting from the learning of structure knowledge to the nurturing of students’ capabilities in life-long learning, critical and exploratory thinking, innovating and adapting to change, self-confidence and team spirit where the priority would be on developing their creativity, self-commitment and social intelligent skills. Previously, MEP provided opportunities for students to learn more about business through a social study project with a designated theme relating to cut-edged social policies, or social issues such as Business Establishment, Business Ethics, CEPA, Tri-partite Partnership in Social Service Development, Creative Industries, Social Enterprises and so on.

2 Background Wofoo Social Enterprises has always been dedicated to foster youngsters’ whole-person development. MEP was first conceived by Hotung Secondary School in 2000 which was funded by the Quality Education Fund, it was one of the highlights among the “Career Development” programme. The Hong Kong Youth Institute, part of Wofoo Social Enterprises, was subsequently invited to organize MEP II, and since then joined hands with the Chartered Institute of Management Accountants (CIMA), School of Continuing and Professional Studies (CUSCS), Hong Kong Young Entrepreneur Association (HKYEA), Zonta Club of Hong Kong II (Zonta), Rotary Club of Hong Kong Sunrise (Rotary), Hong Kong Institute of Certified Public Accountants (CPA), Hong Kong Community College - The Hong Kong Polytechnic University (HKCC), and the Education Bureau (EDB) to carry on the successful programme.

3 Objectives

3.1 To arouse students’ interests in social issues and cares for the community. 3.2 To let participants have in-depth recognition of the selected topic. 3.3 To equip students with good project planning skills and entrepreneurial

thinking through requiring them to draw up feasible and sustainable proposals to solve specific social issues.

3.4 To strengthen students’ understanding of the importance of corporate social responsibility.

3.5 To develop students’ analytical acumen and positive values. 3.6 To build up team spirit among the participants.

4 Features

4.1 A chosen theme each year which is a local contemporary issue attached with high social consensus.

4.2 Each participating team formed by S4 to S6 students will be matched with a designated mentor from the education, business or other professional sectors.

4.3 Trainings will be provided to both students and mentors related to the entrepreneurship, report writing and mentoring.

4.4 Visits to organizations and seminars related to the chosen theme will be organized for participating students and mentors.

4.5 Each participating team, with the advice of their mentor, chooses a topic related to the theme and carries out studies to investigate and explore the topic from different perspectives; such as marketing, resources, financial feasibility and develop a business proposal with supporting data. The mentor acts as an advisor, a facilitator and a counselor.

4.6 A judging panel will be formed to score submissions based on concept, content and creativity as well as students’ analytical ability and presentation skills. The panel of judges is composed of a broad range of experts.

5 Effectiveness

5.1 Over 5,200 students have been served and 650 mentors have joined MEP and provided their professional advices and guidance over the past 16 years.

5.2 The learning process provides opportunities for students to integrate and apply what they have learned in their school subjects as well as broaden their horizons and discover their interests and inclinations. It also help students in developing their civic literacy, social awareness and ability to make informed decision so as become self-directed learners responsible for their own learning.

5.3 By inviting distinguished guest speakers to share ideas and experiences, students gained lots of insights on developing a new business that is conscience to the society.

6 Topic of MEP XVII The topic of this year is “Green Business in the Community (綠化商機在社

區)”. We aim to motivate students to develop an innovative, manageable, and environmental friendly business proposal through applying entrepreneurial concepts. It enables the teenagers to integrate their creativity to promote a green business idea which benefits the community and contributes to sustainable development.

7 Formation of Team

7.1 Each team consists of 4-6 members who are S4 to S6 students with at least one teacher acting as teacher advisor from the school.

7.2 Each school can recommend a maximum of 4 teams. 7.3 A voluntary professional from the business, social, education, or other

sectors will be assigned to each team’s mentor.

8.1 Opening Ceremony cum Students’ & Mentors’ & Teacher Advisors’ Training Workshop (26 November 2016). The opening ceremony will be followed by students and mentor training workshop. The content of the workshop includes: theme introduction, guest sharing, skills training etc. A training session will be arranged for mentors and teacher advisors in explaining the roles and functions of mentors in the programme.

8.2 Visits (December 2016 to March 2017). Field visits from relevant companies or institutions will be arranged for participating teams to have an

in-depth insight on the selected topic. Information will be given by representative of the organization to allow teams to experience the theme from different perspectives.

8.3 Proposal writing (Submission Deadline: 17 March 2017). A proposal of no more than 20 pages shall be submitted by each participating team. The report can be presented either in English or Chinese.

8.4 Judging – April 2017 (Finalist Announcement: 21 April 2017). 1st round judging will be arranged to score proposals based on the concepts, contents, financial planning, students’ analytical ability and presentation skills by a judging panel. The panel of judges is composed of a broad range of experts. Expected a maximum of 12 teams will be selected to go into final round.

8.5 Presentation cum Prize Presentation Ceremony (20 May 2017). 8.5.1 Part One – the semi-final teams will present their proposals to the

judges and audience, in the morning session on 20 May 2017. 8.5.2 Part Two – Booth presentation opens to all participants. 8.5.3 Part Three – The finalists (4 teams) will compete for the

Championship of MEP at the Final presentation session. All the participants can question the finalists.

8.5.4 A prize presentation ceremony will then be arranged to present prizes to all award winning teams. “Certificate of Merit” shall be given when deemed appropriate.

**The above schedule may amend according to the actual situation.

8.6 Contact hours of students will be counted and presented in the “Certificate

of Completion” as follows: 8.6.1 Attending Opening / Closing Ceremony (4 hours each) 8.6.2 Submission of Proposal (40 hours) 8.6.3 Attending Visit / Seminar / Workshop (3 hours each) 8.6.4 Preparation for the Final Presentation (20 hours)

9 Proposal preparation Participating teams should show good understanding, integration and application of the theme “Green Business in the Community (綠化商機在社區)”.

9.1 Through the theme, participating teams should create an innovative, manageable and effective business proposal.

9.2 Participating teams are also expected to demonstrate certain degree of originality and innovation in their proposals. The viability of resources and self-financing in the long run are included in the assessing criteria.

9.3 Reviewing proper literature materials is encouraged. Participating teams can use either footnotes or endnotes in the proposal. Notes may consist of comments or references to works of specific authors and should be signified by a numeric superscript number at the point where the note is relevant.1

9.4 The business proposal can be written in either English or Chinese. It should follow the requirement listed below: 9.4.1 Proposal: should not exceed 20 pages 9.4.2 Executive summary: should not exceed 1 page 9.4.3 20 seconds Creative Promotion Clip: 1 video clip 9.4.4 Appendices: should not exceed 10 pages 9.4.5 Fonts: Times New Roman or 新細明體 9.4.6 Font size: at least 12 pt 9.4.7 Spacing: single spacing 9.4.8 Margin: minimum 2 cm of each side (Marks may be deducted if teams do not follow the instructions of the proposal.)

9.5 If any appendix is referred to in the text, they should be included, in order to which they are referred at the end of the proposal.

11 Role of mentor

11.1 Each mentor will be assigned a participating team. 11.2 The mentor and mentees shall endeavor to meet at such time and place as

may be agreed between them. 11.3 The kind of activities and communications totally rest upon the agreement

between the mentor and mentees. It is encouraged that mentor and mentees should arrange one face to face meeting per month. Mentor shall spend at least 12 hours together with mentees through: 11.3.1 Email 11.3.2 Face to face discussion 11.3.3 Skype 11.3.4 Social gathering 11.3.5 Telephone contact

11.4 It will be most helpful for the mentor and mentees, in the initial stage, to agree on the level of commitment, mode and frequency of interaction, as well as the preferred focus through the mentoring experience.

11.5 The mentors are expected: 11.5.1 To have regular contact with the mentees. 11.5.2 To provide constructive feedback to the mentees. 11.5.3 To focus their advices to the mentees on:

11.6 The mentors shall furnish feedback to the Organizer by completing an evaluation form to be provided by the Organizer after the submission of the proposal.2 The mentors’ comment will be used as a final reference.

11.7 All mentors are welcomed to submit an article individually for sharing of the mentoring experiences.

12 Role of mentee 12.1 To make meeting appointment with the mentor by the team leader. 12.2 To prepare for the meetings:

12.2.1 Setting and sending the meeting agenda to the mentor before the meetings.3

12.2.2 Talking and sending the mentor and mentees’ meeting minutes after the meetings.4

12.2.3 Take actions to follow up on the discussed items. 12.3 To have other forms of contacts with the mentor

12.3.1 Taking the mentor and mentees record of communication.5

13 Role of teacher advisor Each participating team has a teacher advisor. The teacher advisors are expected to play an indirect supporting role in the programme:

13.1 To provide logistic assistance to the participating students when necessary. 13.2 To provide advice, suggestions and guidance when asked by their students. 13.3 To be informed of the progress and performance of their students in the

project by the Secretariat. 13.4 To communicate with the Secretariat and the mentors when necessary.

14 Suggested role of the participating school The Schools may consider providing the following support to the team(s).

14.1 Provide a display area for the team(s) to share the learning process during the programme (A request can be made to the Secretariat for the standard titled template for display on a A0-size poster).

14.2 Provide webpage space for the team to share the learning process during the prgramme via the school website (Alternatively, a request could be made to the Secretariat for webpage space on the MEP homepage).

14.3 Provide opportunities for mock presentations for the team(s), with the participation of fellow members of the school.

15 Assessment The business proposal should be submitted on or before 17 March 2017. Two rounds of judging will be marked by a panel of judges comprising representatives from the professional bodies. The judges’ decision shall be final.

15.1 First Round Judging (April 2017) Screening written proposals by a judging panel to select a maximum of 12 teams from all submissions. 15.2 Final Judging (20 May 2017) : Part One – The semi-final teams will present their proposals to the judges and audience. Part Two – Booth presentation opens to all participants. Part Three – The finalist (4 teams) will compete for the Championship of MEP at the Final presentation session. Q&A session will be arranged from the judges and the public.

A prize presentation ceremony will then be arranged to present prizes to all award winning teams.

17 Copyright of the submission All submissions will not be returned. The copyright of each submission will rest with its authors subject to the Organizer retaining the right to use the submissions for promotional and other non-commercial uses.

18 Regulations

18.1 The Organizer reserves the right to reject or disqualify any entries. 18.2 The Organizer has the right to use/edit the report for advertising and

promotional purposes in exhibitions, publications, on-line circulation or any other forms of communications without the liability to pay the participants, apart from appropriate acknowledgement made to the participants.

18.3 Participants should ensure that their entries have not infringed the copyright of works of any persons or organizations.

18.4 The Organizer assumes no responsibility for obtaining copyright permission for any report submitted.

18.5 All regulations are subject to amendments by the Organizer without further notice.

24 Attachment 4 – Referencing If any plagiarism or infringement of copyright is found in the proposal, the participating team will be disqualified. Any quote from published works or someone’s views, has to be disclosed with its source appropriately, for instance, (CHAN Tai Man, 2001) or (Ming Pao, 2002). Meanwhile, the source should also be listed on the reference page at the end of the proposal, in alphabetical orders, including author (if any), subject, publication, date and pages, see examples as below: Simon S.M.
