AIRSPACE CLOSURE KUALA LUMPUR AND SINGAPORE FIRs EXERCISEBERSAMA LIMA 16

1 INTRODUCTION1.1 Exercise BERSAMA LIMA 16 (BL 16) will take place within the Kuala Lumpur and Singapore FIRs from 110001UTC to191100UTC October 2016. The exercise airspace is split into 4 main Areas A to D, a Low Flying Area, specific Air Corridors,2 Permanent Restricted Areas, and a Naval Firing / Air-to-Air Engagement Area. These areas will be active according toplanned periods of intense aerial activity but released back to civil ATC when not required by military exercise traffic. Civil andnon-exercise military aircraft can continue to operate unrestricted within the non-exercise airspace as set out in paragraph 7except during periods of special activity set out in paragraph 3.

1.2 All exercise airspace will be active during the Air Defence Exercise (ADEX) intense aerial activity which is limited to two3-hour windows between 0100-0400 UTC and 0530-0830 UTC daily for the period of 11 to 19 October 2016. All exerciseairspace will be active during the ADEX. Thereafter, all exercise airspace is released back to civil ATC except Area B, theNaval Firing / Air-to-Air Engagement Area and the Permanent Restricted Areas; these will be released separately accordingto planned exercise activity.

1.3 Special Activity will take place from 180315UTC to 180345UTC and 190315UTC to 190345UTC October 2016. Thisactivity will impose additional restrictions on air activity in the vicinity of Singapore Changi Airport. Further details on both ADEXand Special Activity restrictions are provided at paragraph 3.

2 EXERCISE AIRSPACE2.1 Headquarters Integrated Area Defence System (HQIADS) under the Five Power Defence Arrangements (FPDA) shall bethe coordinating authority for the exercise airspace. Outside the ADEX windows, HQIADS will release Area B to the relevantcivil aviation authorities when not required for exercise purposes.

2.2 The exercise areas encompass portions of both the Kuala Lumpur and Singapore FIRs, as described below and depictedat Charts 1 through 7 to this AIP Supplement.

2.3 Where the boundaries of the exercise areas coincide with the boundary of the Bangkok FIR and Jakarta FIR, exercisemilitary traffic is to observe a 10NM lateral buffer.

2.4 Civil and non-exercise aircraft may operate up to the limits of the non-exercise airspace. Exercise aircraft will maintain avertical buffer of 1,000FT and a lateral buffer of 5NM from airspace released for civil use except when operating within thecorridors described in paragraph 2.2 (CCW, CCE, & TSC).

3 ADEX WINDOW AND SPECIAL ACTIVITY PERIOD3.1 ADEX Window 1 active daily between 0100UTC and 0400UTC.

i. ATS Route Y339 suspended. (Refer to paragraph 4.1 for alternate route.)ii. Vertical limit of Area B for civil use, between 59 DME PU and 90 DME PU, will be from FL180 to FL320.iii. Vertical limit of ATS Route A464 between SJ and 70 DME SJ for civil use will be from FL140 to FL260.

3.2 ADEX Window 2 active daily between 0530UTC and 0830UTC.

i. ATS Route Y339 suspended. (Refer to paragraph 4.1 for alternate route.)ii. Vertical limit of ATS Route A464 between SJ and 70 DME SJ for civil use will be from FL140 to FL260.

3.3 Special Activity will take place from 180315UTC to 180345UTC and 190315UTC to 190345UTC October 2016. Thefollowing airport / airspace will be closed to non-exercise aircraft:

4 SUSPENSION OF OPERATIONS ON SEGMENTS OF ATS ROUTES4.1 All aircraft movements within the following ATS route segments will be temporarily suspended throughout the exerciseperiod. Flights which would normally flight plan to operate along these route segments will plan via the alternate route instead:

5 REQUESTS FOR CLEARANCES INTO EXERCISE AIRSPACE5.1 Civil and non-exercise aircraft operating into and out of airports in Peninsular Malaysia and Singapore via established ATSroutes which intend to operate in the active exercise areas shall be permitted to operate subject to prior coordination. Pilots ofsuch flights shall conform strictly to the ATC clearances issued before entering active exercise areas. Any clearance into theexercise area will automatically expire if the aircraft cannot remain within 10 minutes of the flight planned ETDs and ETAs.

5.2 Civil and non-exercise aircraft requiring clearance into exercise airspace should submit a flight plan and inform BL 16Airspace Cell and SATCC at least six hours prior to departure. Submission of flight plan, either by email or fax, will be via therelevant AISOffice / operator. The Airspace Cell will process these requests and endeavour to approve the flight plan or providea de-conflicted slot time. BL 16 Airspace Cell will then pass this information to the operator and SATCC for approval / rejectiondissemination. Any queries should be directed to the BL 16 Airspace Cell.

5.3 In the event that request for clearance into exercise airspace has been approved by BL 16 Airspace Cell, operator shallenter this information under Item 18 OTHER INFORMATION “RMK/BL16A” when submitting actual flight plan.



6 INTERCEPTION AND IDENTIFICATION OF NON-EXERCISE AIRCRAFT6.1 All non-exercise SSR transponder-equipped aircraft when operating in the Kuala Lumpur and Singapore FIRs during theexercise period shall have their transponders set to their allocated SSR codes, or if a code has not been allocated, they shouldset Mode 3/A Code 2000.

6.2 Civil and non-exercise military aircraft entering or transiting the active exercise areas may be intercepted for the purposeof identification. An aircraft which is intercepted by another aircraft shall act in accordance to the instructions in the AIPs(Malaysia pages ENR 1.12-1 to ENR 1.12-3 / Singapore pages ENR 1.12-1 to ENR 1.12-4).

6.3 Civil and non-exercise military aircraft experiencing an emergency that necessitates them entering an active exercise areashould immediately advise the appropriate ATC agency so that necessary action can be taken to co-ordinate a safe entry intothe area.

7.2.21

8 RESTRICTIONS AND PROCEDURES

8.1SINGAPORE CHANGI AIRPORT8.1.1 During the intense aerial activity ADEXWindows as described in paragraph 3, ATS Route Y339 is not available for flightplanning. Aircraft departing from Singapore Changi Airport, routing via Peninsular Malaysia, to file MASBOSID for ATS RouteA457 to VKL. Overflights are to flight plan via A457

8.1.2 Aircraft arriving via ATSRoute A464, to file ARAMASTAR, can expect tomaintain FL140 until BOBAG. (En-route descentmay be available, but it should not be anticipated.)

8.1.3 Singapore Changi Airport will be closed during the Special Activity periods from 180315UTC to 180345UTC and190315UTC to 190345UTC October 2016.

8.1.4 To ensure that departures from Singapore Changi Airport are able to pass through FL140 prior to the commencementof the special activity, ATC will only allow departures up to 10 minutes before airport closure time.

8.1.5 For the first 15 minutes following Singapore Changi Airport’s re-opening at 0345UTC, Changi arrivals will be allowed toland on both runways while departures will depart on Runway 02C/20C only. Segregated mode of operations will resume after0400UTC.

8.2BUTTERWORTH CTR AND KUANTAN CTR8.2.1 During the exercise period, Kuantan TMA is inoperative

8.2.2 Butterworth and Kuantan ATC will provide separation and co-ordination between exercise traffic and prior notifiednon-exercise traffic throughout the period of activation.

8.2.3 Regular scheduled civil traffic will be coordinated with exercise traffic to permit normal operation where possible withinboth the Butterworth and Kuantan CTRs. However, some routing restrictions can be expected during the period of the exercise.

8.2.4 Non-scheduled civil and non-exercisemilitary traffic will be able to operate within Butterworth and Kuantan CTRs providedthat prior permission is obtained in accordance with paragraph 5. Continuation and / or circuit training flights will not be permittedwithin the CTR.

8.2.5 Scheduled civil flights that are unable to adhere to their published timings are to notify the Airspace Cell through theappropriate ATC Supervisor as soon as delays are identified prior to departure. During periods of intense aerial activity, somedelays may be expected.

8.3JOHOR BAHRU / SENAI INTERNATIONAL AIRPORT8.3.1 The Johor Bahru CTR will be deactivated for the period of the exercise. However, to allow for scheduled civil aircraftoperations in and out of Johor Bahru / Senai International Airport, including the completion of standard instrument approaches



and departures, a temporary CTR as described at paragraphs 7.2.18 and 7.2.19 will be released to civil ATC. Aircraft arrivingvia ATS Route A464 can expect to maintain FL140 and descend overhead VJB. In case of aircraft operational requirement /limitation where entering an active exercise area is necessary, separation will be provided real time by ATC.

8.3.2 Non-scheduled civil and non-exercise military traffic will be able to operate in and out of Johor Bahru / Senai InternationalAirport provided that prior permission is obtained in accordance with paragraph 5. In such circumstances, some delays maybe expected.

8.4PULAU TIOMAN AIRPORT8.4.1 An area within Pulau Tioman and adjoining corridors to VPK DVOR and VMR DVOR is not available throughout theduration of the exercise.

8.4.2 Civil aircraft and non-exercise military aircraft intending to operate into Pulau Tioman Airport must seek clearance fromBL 16 Airspace Cell in accordance with paragraph 5. During periods of intense aerial activity, some delays may be expected.The corridor coordinates are as follows:

Civil and non-exercise aircraft requiring clearance intothe exercise airspace should submit a flight plan andinform BL 16 Airspace Cell at HQIADS and SATCC at least six hours prior to departure. Submission of flight plan, either by email or fax, will be via the relevant AIS Office / operator. The Airspace Cell will process these request(s) and endeavour to approve the flight plan or provide a deconflicted slot time. BL 16 Airspace Cell will then pass this information to the operator and SATCC for approval / rejection dissemination. Anyqueries should be directed to BL 16 Airspace Cell at HQIADS.
