LOTTERY APPLICATION PROCESS

FREQuENTLY ASkEd QuESTIONS1. What is RSCO? Where is it located? RSCO is the Regional School Choice Office. The Connecticut State Department of Education created the RSCO to assist families to learn about and choose public schools and programs located in the Greater Hartford region. RSCO’s main office and the RSCO Parent Information Center (Room 270) are located in the State Department of Education at 165 Capitol Avenue, Hartford, CT. RSCO also has other locations (satellite sites) where parents can obtain information and applications. For a list of RSCO satellite sites, check the RSCO website at www.choiceeducation.org and/or see page 3 in this catalog.

2. What are the RSCO schools and programs?The RSCO schools and programs, located within the Greater Hartford region, include: the Hartford Region Open Choice Program, 29 magnet schools, 4 Connecticut Technical high schools (CTHSS) and the Suffield Regional Agriscience Center.

3. What is the RSCO lottery?The RSCO lottery is the computer-based method that places students who have submitted a complete and on-time application for available RSCO schools and programs. The Connecticut State Department of Education manages the RSCO lottery process.

4. Who is eligible to apply to the RSCO schools and programs?

Students who reside in Connecticut at the time of application are eligible to apply.

5. How can I enter my student(s) into the RSCO lottery?

Parents/guardians who submit a complete and on-time RSCO lottery application will have their student(s) entered into the RSCO lottery. Families are encouraged to complete the RSCO application on-line and keep a copy of the application they submit. During the application period, the RSCO application will be available online at: www.choiceeducation.org.

If you wish to apply on-line and need access to a computer and/or the internet, please contact RSCO at 860.713.6990.

If you applied to the RSCO lottery last year and would like your student(s) to be entered into the lottery for the 2012-2013 school year, you must reapply by January 20, 2012. RSCO does not carry over applications from year to year.

Paper applications are also available. If you choose to complete a paper application, you must mail or hand deliver the application to the Regional School Choice Office located at 165 Capitol Ave, Room 270, Hartford, CT 06106. The RSCO Parent Information Center is the only location that accepts paper applications that are hand-delivered or mailed.

6. Who can help me complete the RSCO lottery application?

The RSCO staff is available to assist you in completing the RSCO lottery application. Please call the RSCO at 860.713.6990 for assistance, visit the RSCO website at www.choiceeducation.org for satellite sites and/or to attend a RSCO fair.

7. When can I submit a RSCO lottery application?Beginning Friday, October 14, 2011 and ending Friday, January 20, 2012.

8. When is the application deadline?For 2012-2013, on-time applications – whether submitted via the internet, regular mail, or hand-delivery – are due by Friday, January 20, 2012. Incomplete applications and applications received after Friday, January 20, 2012 will not be included in the RSCO lottery.

RSCO is not responsible for mailed applications that are lost or not delivered in a timely fashion.

9. What are the important dates and deadlines for the RSCO lottery application process? • RSCO lottery application period starts: October 14, 2011 • RSCO lottery application period ends: January 20, 2012 • RSCO mails lottery results to parents/legal guardians for the following placements: – Magnet Schools and Non-Hartford Open Choice: March 2012 – Hartford Open Choice: April 2012 • Deadline for parents/legal guardians to notify the RSCO that they accept placement:

Will be stated in the RSCO placement letter and response form.

10. If a student requires or may require special education, ELL support services or learning accommodations under Section 504, can I apply to the schools and programs listed on the RSCO application?

Yes, if a student is otherwise eligible for the school or program, s/he will enter the RSCO lottery with the same access to a placement as any other student, subject to the placement procedures listed in this catalog. If the RSCO lottery process places a student, the student will be provided with appropriate programs and services in the new school or program as required by law. For those schools (see number 11, below) that do not place students through the RSCO lottery, please contact the schools directly for further information regarding their admissions policies.

11. Is there a different process for applying to the Connecticut Technical High Schools and/or Suffield Regional Agriscience Center?

Yes, the Connecticut Technical High Schools and Suffield’s Regional Agriscience Center have a separate application and admission process with different deadline schedules. For more information please contact and/or visit: • Connecticut Technical High Schools (CTHSS):

12. In what grade(s) are the largest numbers of available seats for each school or program?

The largest numbers of available seats tend to be in the entry level grades for each school or program. However, seats are available in other grades as well. If you are interested in a seat, please be sure to apply.

13. Why is it important that RSCO has my student’s current personal information?

RSCO uses a student’s personal information (e.g., name, address, telephone numbers, e-mail address) to contact you. When updating your personal information with RSCO, you may also provide the contact information of a relative or friend to increase the likelihood that RSCO will be able to contact you when necessary. If RSCO doesn’t have your student’s most current information, it will jeopardize your student’s placement.

It is the parent/legal guardian’s responsibility to update RSCO regarding changes to the student’s personal information.

If you move and/or change your phone number, you must update the student’s on time application on-line or contact the RSCO at 860.713.6990.

14. What happens if I submit an incomplete application?

To ensure accuracy, RSCO encourages you to complete the application on-line at the RSCO website: www.choiceeducation.org. If you do not complete the application prior to the application deadline, RSCO will not enter the application into the lottery.

Parents/legal guardians are responsible for the content of the lottery application which they submit to the RSCO.

15. What happens if I miss the RSCO lottery application deadline?

If you miss the application deadline, RSCO will not enter your application into the RSCO lottery. You will have an opportunity to submit a late application on the RSCO website, www.choiceeducation.org.

16. How will I know if my student has been selected for placement in a school or program through the RSCO lottery?

You will receive a letter indicating your student’s placement status in a specific school or program.

17. If my student is offered placement through the RSCO lottery, what do I then need to do?

If your student is offered a placement, you must complete and return to RSCO a Placement Response Form by the date specified in your notification letter. On this form, you will accept or decline your student’s placement in a specific school or program.

18. What happens if I do not return the completed Placement Response Form to RSCO by the specific deadline date?

If RSCO does not receive your completed Placement Response Form by the specified deadline, the RSCO will assume that you do not want the placement opportunity and RSCO will give that seat to another student.

19. Is it possible for my student to receive placement in more than one magnet school?

No, your student can only be placed in one of the magnet schools that you selected on the application. Once placed in any magnet school, your student will not be placed on the waitlist for any other magnet schools.

20. Can I submit more than one RSCO lottery application for my student?

No, you can only submit one (1) RSCO lottery application for each student.

21. If my student is placed in a magnet school other than his/her first choice, can s/he be placed on the waitlist for that first choice?

No, once placed in any magnet school, your student will not be placed on any other magnet school’s waitlist. Please make your selections carefully and only apply to schools in which your student would accept placement.

22. When an applicant applies to both Open Choice and magnet school(s), what happens when the applicant receives a placement for a magnet school?

The applicant can accept (or decline) a magnet school seat and still remain in the application pool for the Open Choice program. When an applicant receives a placement in a magnet-school seat, if the applicant also applied for the Open Choice program, RSCO will ask the applicant to accept or decline the magnet school placement and also to indicate if the applicant wishes to remain in the application pool for the Open Choice program.

23. do all high schools have schedules that are compatible with the schedule of the half-day programs at Greater Hartford Academy of the Arts (GHAA) and the Greater Hartford Academy of Math and Science (GHAMAS)?

Before applying to the half-day program at GHAA or GHAMAS, parents must speak with staff in their home school district to make sure that the home school high school has schedules which are compatible with the schedules at GHAA and GHAMAS.

Since RSCO applicants can only receive one magnet school placement, applicants cannot attend a RSCO high school and also one of the half-day RSCO magnet programs at GHAA and GHAMAS.

24. If my student(s) is on a waitlist, should s/he be registered for and attend a school in his/her own district?

Yes, in some cases students are placed after the school year has begun. Placements continue through the first half of the school year. Students should register in and attend their district school until they receive a placement letter.

25. What happens if my student is not selected for placement through the RSCO lottery? Is there anything else I can do?

If your student is not selected for placement through the RSCO lottery, then you will receive a Waitlist Request Form. This form allows you to request placement on the waitlist(s) for the schools and programs which you had previously selected in your RSCO Lottery application. For your convenience, only those programs and schools that you selected on the application will appear on the Waitlist Request Form. In order to retain your student’s original waitlist position, you must complete and return the Waitlist Request Form to RSCO by the specified deadline.

RSCO waitlists do not carry over from school year to school year. Applicants need to apply to the RSCO Lottery each year until they are placed.

26. Why is it important for me to return the Waitlist Request Form on time?

When you return the Waitlist Request Form on time, you preserve: (1) your student’s original waitlist position; and (2) the opportunity to have your student placed in a school or program that you selected, if a seat becomes available and your student is next on the waitlist. The waitlist information also guides RSCO’s future planning and program expansion to increase school choice opportunities.

27. Can I submit a RSCO application after the January 20, 2012 due date?

Yes, if you did not submit a complete and on-time application, you can submit a late application between January 21, 2012 and Friday, March 31, 2012. However, your student’s late application will not be entered in the RSCO lottery. Late applications are placed at the bottom of all waitlists after the RSCO lottery has been held.

Late applications are only available on line at RSCO’s website: www.choiceeducation.org. Parents/legal guardians can complete an online late application at the RSCO Parent Information Center and/or at RSCO satellites locations that are listed on the RSCO website. Parents can also call the RSCO (860.713.6990) for a list of satellite sites.

28. What happens if my student is retained (“stays back”) in his/her current grade?

It is important that you inform RSCO of any changes to your student’s application, including the grade(s) for which you are applying. If you are informed that your student will be retained (grades K-12), and you contact the RSCO with the change of grade before RSCO conducts the lottery, the RSCO will be able to enter your student into the lottery using the updated grade level.

After RSCO runs the lottery, if you are informed that your student will be retained, RSCO will place your student at the end of the wait list for the appropriate grade. If your student is placed in an inappropriate grade, you cannot accept placement in a school or program in that grade.

29. What are the application guidelines for Pk3, Pk4 and kindergarten?

The following are the application guidelines:

For students applying to begin grades PK3, PK4 and Kindergarten in 2012-2013 • PK3 (Pre-Kindergarten Age 3): Child was born between

September 1, 2008 and December 31, 2009 • PK4 (Pre-Kindergarten Age 4): Child was born between

30. What is the state integration standard that is included in the schools’ description information?

The standard refers to the state’s student enrollment goals for the degree of racial/ethnic integration in a school’s student population in the Greater Hartford region. A school that meets the state’s integration standard has met or exceeded the state’s goals or is within five percent of those goals (the close school provision). This information is provided as general school information and for purposes of planning program options.

31. Is the RSCO Lottery the same as the Hartford Public Schools’ Choice program?

No, the RSCO lottery and the Hartford Public Schools’ Choice program are different and separate lottery processes. Hartford residents are able to apply to both lottery processes. 1. do I have to pay for transportation services?There is no charge to families.

2. Which students are eligible to receive transportation services?

Generally, interdistrict transportation is available during regular school hours for grades K–12 students in the Greater Hartford region who: • Reside in towns included in the RSCO Transportation Zone and • Attend out-of-district programs offered through RSCO (the Open Choice program, magnet schools, Connecticut Technical High Schools [CTHSS], and the Suffield Regional Agriscience Center).

3. If a student does not live within the Transportation Zone, what options are available?

If a student lives outside of the Transportation Zone, two options are available to families and/or guardians: • Families and/or guardians may make arrangements to transport the student to the closest available bus stop located within the Transportation Zone or; • Transport the student themselves to school and request a stipend from the CREC Transportation Office. The stipend will be paid at the end of the school year based on your child’s school attendance.

4. If my child attends a magnet school program located in the district where he/she resides, who provides transportation?

Except for grades PK3 and PK4, the district in which your child lives will provide in-district transportation. You should contact your local Board of Education for specific information on the school district’s transportation policies.

5. If my student is eligible for transportation, how will I know what the transportation arrangements will be?

If your student is accepted, enrolls in one of the RSCO’s programs, and is eligible for transportation, you will receive notification from the CREC Transportation Office prior to the start of school. Such notification will include information about bus times and stop locations. Please note that, in an effort to reduce the length of student bus ride times, stops may be at central locations. If you have questions concerning bus times, stop locations, changes of address or any other transportation issues, please contact the CREC Transportation Office at 860.524.4077. Please do not direct transportation questions to your student’s school, because the school is not responsible for coordinating and arranging transportation services.

6. Are transportation services provided for extracurricular activities or events after school hours?

When a late bus is not provided, parents and/or guardians are responsible for transporting students to and from extracurricular activities and after school events.

7. If I have more detailed questions about my child’s transportation, whom should I contact?

The RSCO has contracted with CREC to operate the regional transportation system. Please direct all questions concerning transportation services to the CREC Transportation Office. The CREC Transportation Office operates a call center during the hours of 6:00 am – 6:00 pm which provides you with information and answers questions about your child’s transportation. You can reach a call center customer service person by calling 860.524.4077 or you can send an email to [email protected]. The RSCO website, www.choiceeducation.org/transportation, may answer questions you have about transportation services for eligible students. CREC transportation staff will be present at RSCO Recruitment Fairs in order to answer parents’/guardians’ questions about transportation services.

The Greater Hartford Regional School Choice Office (RSCO), a collaboration of the State department of Education (SdE), the Capitol Region Education Council (CREC) and the Hartford Public Schools (HPS), operates the regional transportation system that serves the school choice programs, which are listed in this catalog, in the Greater Hartford region. The regional transportation system offers a variety of transportation options, including traditional school bus transport, vans, public bus passes and parent stipends, where appropriate.

From school year to school year and/or during the course of a school year, RSCO may alter bus schedules and/or the locations of bus stops. When making such transportation changes, the RSCO will provide notice to parents and school personnel.

PROGRAM OvERvIEW:The goal of the program is to improve academic achievement, reduce racial, ethnic and economic isolation, and provide a choice of educational programs for students. When RSCO offers an applicant an Open Choice seat, RSCO may also offer an Open Choice seat to sibling(s) who also applied to the program if seats are available at the appropriate grade levels in that school or in another school in that district.

PLEASE NOTE: The parent/legal guardian must submit an on-time application for a student even if the student has a sibling already enrolled in the program. PROGRAM OvERvIEW:The Suffield Agriscience Center serves eleven surrounding towns. The 9-12 grade programs prepare students for college or business in the areas of animal science, agriculture mechanization, plant science, environmental science or general agriculture. Our students study in a modern well-equipped facility that includes greenhouses, labs for large and small animals, aquaculture, food science, floral design labs and an agricultural mechanics shop. In addition, students display their leadership qualities through their induction into the Suffield Regional FFA Chapter. Lottery Placement Procedures for Hartford Region Open ChoiceEnrolled sibling: When a seat is available, on-time applicants who already have a sibling enrolled in the Open Choice program are given preference for a placement in the town in which that sibling attends school. Every attempt is made to place siblings in the same town and, when appropriate, based on the grade levels of the students applying, in the same school. Whenever possible, students are placed in towns located close to where they live.

Applicant’s sibling: When RSCO offers an applicant an Open Choice seat, RSCO may also offer an Open Choice seat to a sibling or siblings who also applied to the Open Choice program. RSCO will try to place the siblings in the same school. Placing applicant siblings in the same school depends on the availability of seats in a school’s specific grades.

Open Choice Only applicants. RSCO lottery applicants who select only the Open Choice program in the RSCO Lottery application will be placed first in the lottery if seats are available.

Participation Rate: Applicants who live in towns other than Hartford, with lower rates of participation in school choice options, will receive preference over those students who live in towns with higher rates of participation.

Residential Zones: When assigning Open Choice students into Non-Hartford schools, the lottery will take into consideration the applicant’s residential zone. However, residence in a specific zone is not a criterion that determines assignment of Open Choice seats.

Lottery Placement Procedures for Magnet Schools Neighborhood: Only applies to Hartford resident students living within a half-mile (0.5) radius of specified schools (see pages 34 and 35 of this catalog.)

Parent Choice: Magnet schools that have partnership agreements with partnering school districts/towns (see below) may decide to admit students who do not live in those partnership towns. (Schools are not required to admit students from non-partnership towns.)

Participation Rate: Applicants who live in towns other than Hartford, with lower rates of participation in school choice options, will receive preference over those students who live in towns with higher rates of participation.

Partnering districts/towns: School districts and towns that have a partnership agreement with a magnet school to send specific numbers of students to that school. If schools participate in the State’s Parent Choice process, placement is not limited to students living in partnering districts/towns, and any interested student may apply.

School Pathways: Applies when a school sets aside a limited number of seats for students coming from a particular school that shares a similar magnet theme.

Sibling: Applies when an applicant sibling has applied to the same school which another sibling attends and will continue to attend in SY 2012-2013.

Staff: Applies to children of school-based employees (including teachers and other school-based staff)

Zones: Applies to Hartford resident students living in specific Hartford school zones and applying to certain schools, as follows:

• Zone 1 and applying to Montessori Magnet at Annie Fisher, STEM at Annie Fisher, and/or Noah Webster MicroSociety Magnet School.

• Zone 2: Capital Preparatory Magnet School (grades PK 3 – Grade 5 only)

• Zone 3 and applying to Breakthrough Magnet School and/or Mary Hooker Magnet School of Environmental Studies.

• Zone 4 and applying to R.J. Kinsella Magnet School of Performing Arts.

Late ApplicationsLate applicants may be placed in available seats only after on-time applicants have been offered placement in a school or program.

Late applications are placed on a wait list, based on date and time of receipt. Applications are selected for placement based on the applicant’s date and time of application. The procedures for the RSCO lottery do not apply when selecting applicants from late application waitlist.

The following terms, listed in alphabetical order, describe the RSCO Lottery’s placement procedures. The RSCO Lottery may use one or more of these procedures for placing students in a magnet school or Open Choice program. Please refer to each school’s description for a list of any lottery placement procedures specific to that school.
