Liverpool VisionThe client is Liverpool Vision working on behalf of the Mayor of Liverpool.

Liverpool Vision is a company limited by guarantee, wholly owned by Liverpool City Council. Its business plan, activities and finances are overseen by a Board of Directors, chaired by the Mayor of Liverpool. Liverpool Vision’s purpose is to generate investment and jobs in the city via its Marketing and Investment functions. Liverpool is rapidly gaining a reputation as a capital of commerce alongside its established role as a Capital of Culture, as a result of Liverpool Vision’s successful delivery of the UK’s first International Festival for Business in 2014.

International Festival for BusinessIn June and July 2014 Liverpool hosted the inaugural International Festival for Business (IFB) on behalf of the UK government. The principal objective was to support the government’s aim to double annual UK exports by 2020 whilst addressing the need to rebalance the UK economy. Working in association with UK Trade and Industry and sponsored by BT and Santander, the six week festival was a resounding success. The headline results announced in November 2014 have demonstrated the global reach and impact of the Festival. 92 countries attended; 415 business events took place; 68,600 people attended IFB events, and as a result 3,000 UK companies have secured or expect to secure domestic sales; 1400 UK companies have secured or expect to secure export sales totalling an estimated £100m over 3 years; and more than 350 companies expect to sign investment deals worth an estimated £200m over three years. The Right Honourable Lord Heseltine CH and Sir Terry Leahy in their forward in the recently released IFB 2014 Highlights Report stated that “the IFB was manifestly a success. It showcased Britain as a business destination and gave its businesses a platform from which to develop new relationships and achieve new sales”.

As the Festival drew to a close in July 2014 the government announced that Liverpool had been asked to host the second International Festival on behalf of the UK. IFB 2016 will again focus on supporting UK trade and exports and will take place in Liverpool over a 3 week period commencing on 13th June 2016. It will be delivered by Liverpool Vision, in partnership with UKTI and with the backing of the UK Government.

The International Festival’s principal focus will be to engage with participants with an interest in securing international sales and establishing the UK as THE home of International Business. It will be a truly global gathering of international reach and significance and will welcome the world’s smartest business leaders and thousands of international business delegates. It will be a meeting place for those wishing to reach new markets, to forge new connections and to secure new customers from key markets from around the globe.

By taking advantage of Liverpool’s unparalleled ability to host events on the scale of IFB 2014 the Festival will contribute to the Government’s Northern Powerhouse agenda by showcasing and creating business growth and investment opportunities for Liverpool, the Liverpool City Region and the wider North of England economy.

IFB 2016 will incorporate a maximum of 75 high quality international events; it will include a Best of British Exhibition; will be themed around the UK’s key growth sectors and will base itself at a state of the art centre in Liverpool.

Requirement OverviewBuilding on the success of the International Festival for Business 2014 (IFB 2014™), the development of IFB 2016™ is now well underway.

The work on identifying International business sector focused events began a number of months ago and to date a healthy list of event targets now exists within the project team who are developing the form and function of IFB 2016™.

The Festival Host Organisation (FHO), Liverpool Vision, is now seeking to secure the services of a professional website design, secure, support and hosting organisation who will work in parallel and under the direction of the existing core IFB 2016™ project team.

For clarity and avoidance of any doubt, and having regard for the Response requirements described later in the document, successful Tenderers will:

1. Have a proven track record of designing, supporting, securing, hosting and developing websites created to support a multi-faceted, Business 2 Business programme of events.

2. Be able to demonstrate in their bid, how they can efficiently interpret a complicated set of requirements and deliver a user friendly navigation system within the end product that allows an “impatient browser” to quickly find the information they need.

3. Be able to deliver a site which can offer users the ability to quickly establish on which days during the festival, they would get most benefit from their attendance.

4. Have a demonstrable ability to design quick and responsive websites to be both interacted with, via mobile and desktop devices.

5. Be able to demonstrate that they are capable of delivering timely and accurate user testing both on mobile and desktop devices, to ensure that the product is fit for purpose.

6. Be able to present websites that they have developed, that incorporate multiple event calendarisation, whilst simultaneously integrating a secure online payment capability to 3rd part ticketing systems, this is particularly essential for payment receipts for Platinum level Members of the IFB Business Club.

7. Be able to clearly evidence how they can provide a site that can provide sufficient capability to deliver a brand presence to sponsors of IFB 2016™, opportunity for commercial income generation through banner adverting, whilst simultaneously ensuring that the website does not appear cluttered and loses focus from the user perspective.

8. Evidence why they particularly are able to utilise social media feeds to deliver efficiency in the penetration of the IFB 2016™ International marketing message across world markets.

9. Have a proven track record in delivering multi-lingual sites that are culturally accurate and understandable in the target languages stated in this document.

10. Have experience in developing online systems that can match buyers with suppliers, innovators with investors and requirements with solutions.

The programme of work will commence as soon as possible in 2015 and ideally will commence week commencing Monday 17th January 2015 and complete at the end of August 2016.

Description of role & service requirements

Location:

The main geographic location for the performance and successful delivery of this work programme will be at the premises of the successful Tenderer. However there is an absolute requirement built into this ITT for the successful Tenderer to provide a digital specialist to work at Liverpool Vision HQ in central Liverpool for one day per week for a period of 3 months following the development of the initial website basic design. The main purpose of this requirement is for the specialist to work alongside the nominated internal team within the IFB 2016™ project team to advise on how the site can be optimised via the use of the proposed content management system and social media platform.

Additionally there will be requirement for the nominated account manager from the successful Tenderer to meet monthly against agreed objectives. This will also take place at the Liverpool Vision HQ in central Liverpool.

Relationship:

For the benefit of clarity, relationship between Liverpool Vision and the successful Tenderer is strictly a commercial buyer/supplier contractual relationship, based on the attached terms and conditions, without any elements of concessionary contract, for the services tendered.

Design Drivers Summary

The design strategy for the IFB 2016™ website has been established and in summary is as follows:-

1. The most important design criteria is that the end product is designed to satisfy and keep engaged the “impatient browser”, who simply wishes to use the site as an information resource, access quickly, get the required information and exit from the site having been impressed by the ease of use and access to information. As such the navigation system has to deliver to the customer a clear, logical and user friendly roadmap.

2. Design will commence at mobile device level and will then be migrated upwards to the desktop form and function. In this way the vast majority of functionality designed into the final product will be easily accessible to users from mobile devices such as smartphones and tablet hand held devices. Consequently the website needs to be responsive that adapts to the users device.

Typical device platforms that the website must work efficiently on:-i. iPhone versions 4 upii. Samsung Galaxy/Note variantsiii. Sony –HTC – LG – Google – Nexus – Nokia equivalentsiv. IPad Variants (Mini/Air etc.) – Samsung Galaxy Tab – Hudl – Lenovo – Google –

3. Target Audience : The target audience is general is summarised by website browsers from the following groupings some general, others more specific:-

4. The design of the site will the responsibility of the successful Tenderer, however this will have to be carried out within a set of brand guidelines for IFB 2016™. Currently the only available guideline package is that from IFB 2014™, as the current guidelines relating to IFB 2016™ are being refreshed.

5. All design must be significantly influenced by defence against external attack, or denial of service. In this instance close attention will be paid to the way in which any bid attempts to “design in” features that would mitigate the effects of attempted attack on the website. In particular all responses would be encouraged to explain how their proposed resultant design will build into the finished product resilience against external attack, particularly, but not only in the following areas :-

Robustness of the content management system offered within the bid Rigour embedded in the design of user password systems Use of virtual hosting to minimise the impact to browsers in the event of an attack on the

integrity of the website or service denial.It is anticipated that hosting service requirements will be 99.9% uptime based with an integrated ticket system of problems reported due to either website downtime due to external attack or resulting from partial failure of website functionality failure. In either case it will be important for any bid to describe the different level of services offered with the corresponding costs for each service level offered.

6. Substantial feedback has been received on the improvements that need to be applied to the refreshed IFB 2016™ website, relative to the product used in IFB 2014™. As such preferences have already been expressed via this process, re look and feel and they are summarised below to be used as a guide within the tender submission :- As already stated, functionality should be designed from mobile design up to the desktop. The facts and figures from the interim report should be on the IFB 2016™ landing page

clearly visible. There is a requirement to deliver a clear definition of how to get in touch with IFB 2016™

contacts and also how IFB 2016™ Business Club Members can be kept informed. Organisations or individuals who wish to engage in sponsorship support should be able to

clearly see the appropriate route to express their interest within the site. Organisations or individuals who wish to submit events to the FHO should be able to do so

through a quick and efficient route. There needs to be the presentation of a digital prospectus explaining why a delegate or

event organiser should get involved with IFB 2016™ that succinctly displays, the benefits or participation or why they should re-locate their International event to be part of the formal calendar of IFB 2016™ events.

Website has to be simple and stylish, easy to navigate, and as far as practically possible comply with the “three click rule” of information access to the browser.

The site needs to be IFB 2016™ brand led. There is a clear requirement for partner branding presence across all pages, in line with the

concept of the site being brand led Each page should be adopt a design strategy of minimising clutter and distraction, with

limited requirement for scrolling. IFB 2016™ website search engine optimisation is an important characteristic of the website

design. The goals of website optimisation for the IFB 2016™ website are shown below:-

Sponsorship Brand and Commercial Advertiser presence controls need to be offered within the design cost so that IFB 2016™ can manifestly demonstrate value for money to both customer groups.

User Experience Testing will be required and needs to be built into any budget, which allows a range of browsers with differing user profiles to be able to offer opinion on the website design prior to going live.

Clarity of social media and IFB 2016™ news is critical Potential for carousel header on home page and events page to highlight latest news, new

events, new speakers, new sponsors etc. Clear requirement for commercial banner advertisement to deliver income. Needs to have multiple language options and feel truly international!

Specific Requirements

There are a number of discrete requirements to this ITT which are detailed below and which should be factored into any future bid for the provision of the services outlined within this ITT :-

1. Design of a secure and user friendly website to be published at www.IFB2016.com (NB. other related domain names have already been procured and would need to be aliased to the core web address as appropriate). Any bid should be able to state what security certification standards the website will be designed to achieve (e.g., TLS, SSL etc.). Additionally, the solution submitted within the bid needs to explain why this is both appropriate, necessary and is a value for money service inclusion.

2. Hosting of the website and all associated data on a secure host platform, where security against attack is optimised to minimise the downtime resulting from attack by a third party.

3. Provision of a flexible but secure, integrated Web Content Management System. This product does not have to be a proprietary system and any bid can contain the inclusion of an in-house bespoke system, underpinned by a clear and evidenced explanation that the content management system is “fit for purpose”.

4. Provision of a Website Digital Specialist on a one day per week basis to work with the nominated members of the project team at the Liverpool Vision HQ, for a period of 3 months commencing approximately Monday 2nd February 2015.

5. Provision of a dedicated and named website technical support team for the duration of this contract.

6. Deliver a number of functional modules within a mutually agreed development schedule as follows:-

a. Event Calendar & Countdown Clock i. Countdown Clock to commencement of IFB 2016 that switches to “How Long You

Have Left to Grasp the Opportunity” Countdown Clock at 9am on Monday 13th June 2016.

ii. Core : Business Events (75 – 100 events that has the capability of having an open API to connect with 3rd party event organisers to allow ticket reservation on “open events”

iii. Complimentary : IFB related cultural eventsiv. Complimentary : “After Hours” option delegate cultural experience/entertainment

programmeb. Integrated CRM/Events Management System database back end system to allow all

event details to be captured and searched by IFB2016 internal staff. Current internal licensed system being used is CVENT which could be integrated into the solution proposed by the Tenderer or another option could be introduced within the ITT Response by the bidding organisation.

c. IFB Business Club Members function. This will be a restricted part of the site that needs to be securely logged into only by existing or new IFB Business Club members.

i. Business Club Registration & profile update portal –linked to our existing CVENT system or an alternative system offered as included within your Response.

ii. Executive Business Club Registrations and payment iii. Networking tools – linked to CVENT (or an alternative system offered as included

within your Response ) and could be split into groups or clusters according to sector, drawing down information from other “known to the FHO” Sector networks (e.g. Knowledge Transfer Networks etc)

iv. Delegate details – ability for delegates to search other delegates and make contact with them, but allowing the FHO facilitated this first introduction, with rights to then track the commercial progress of this relationship over the next 5 years.

Business Brokerage services are on offer from the moment a delegate enrols to be part of the IFB Business Club, whether they are a UK Business (Supplier or Buyer) or Non UK Business (This is limited to Buyers or International Businesses Sourcing UK Distributors or Agents – i.e. International Suppliers do not receive Business Brokerage support)

What the service is trying to achieve is to provide a type of “Business Speed Dating” by matching a sourcing requirement to a supply capability.  As such the outcome could be that a UK Buyer meets and commences commercial negotiations with a UK Supplier or that an International Buyer meets similarly with a UK supplier for mutual benefit.

In the IFB 2014™ product was offered essentially from the Liverpool City Region as this service was financed from EU funding routes, however it is the intention that IFB 2016™ will reach out to other UK Core City Regions to nominate a contact point to deliver this service nationally to benefit all businesses falling within all UK Core City Regions.

The new IFB 2016™ website needs to offer a module that provides an initial high level system of automating the matching of sourcing requirements to supply capability by utilising information captured within the initial sign up forms 1 & 2 as detailed below.  The output of this automation would then be to provide the central Brokerage Team within the project team the ability to understand which Buyers (UK or International) need to meet with which UK Suppliers.

If successful the result of the various conversations is the ability to set up a meeting which will take place at a designated area within the Festival main location.  As such there will need to be an integrated calendar facility within this module to allow the central IFB Business Brokerage team to set up the meeting and communicate this arrangement has been made to all interested parties.

e. Social Media Engine i. Website design should ensure that social media buttons are clearly visible and

operate efficiently from an impatient browser perspective.ii. We would like to expand our use of social media to keep our clients appraised of

recent developments on a daily basis and therefore the design should reflect Twitter feed posts (and other social media feeds) directly within the website design.

iii. The clear use of share buttons should be seriously considered, where appropriate on the website.

iv. There will be a requirement to ensure that all social media buttons and related activity on the site are linked to any Analytic packages put forward within the website design offer. Please note it is extremely important that the analytics are

incorporated into the site to allow the website contact manager to extract and interrogate the effectiveness of the IFB™ social media channels.

f. Sponsorship Brand Presencei. The design of the website should be cogniscent of the need for the IFB 2016™

commercial team to present appropriate level of Partner (sponsorship) branding in line with the sponsorship packages that they have contracted within. There are three levels of Partners: 4 Festival Partner Level – 10 Supporter Level – 4 Media Partners and a series, as yet undefined at the Friends of IFB Level, all will require differing amounts brand presence throughout the website.

g. Banner Advertising Capabilityi. There needs to be adequate “designed in” capability to deliver income stream to

IFB 2016™ through the presence of a commercially oriented banner advertising module. The design of this needs to balance the need to create income with the need to protect the clean and professional design of the site from the user perspective. As such it is required that any bid should include sufficient detail within the document to illustrate how this balance can be achieved/

h. Supplier To The IFB Module & Tender Sitei. There is a need to provide a service to potential suppliers who may wish to take a

presence within a supplier catalogue (NB: this catalogue does not purport to represent an “Approved Suppliers” listing).

ii. Consequently there is a need to provide a supplier registration site (potentially a fee paying service – SSL Certification) where a supplier organisations can both make known their capabilities as potential suppliers to IFB 2016™, as well as to other IFB 2016™ Business Club Members.

iii. Any successful entry into this function would then have a corresponding insert in an IFB 2016™ Suppliers Catalogue which must have a user search and filter system designed into the site.

i. Evaluation & Feedback Modulei. An Evaluation and Feedback module is required within the site.

ii. Pre & Post Festival surveys will be carried out, normally using an integrated 3rd party resource such as Survey Monkey or equivalent. The browser may then seamlessly be transferred to the survey site, deliver the feedback and return to the official IFB 2016™ website.

iii. It is the intention of linking delegate feedback to the entry of a prize draw which will take place in advance of the closing ceremony. As such this requirement needs to be built into the web design costs.

j. Who to Contact Module with integrated social media contact capability.i. This module is critical and will provide a clear route for delegates to contact the

correct individual members of the IFB 2016™ project team in order for their query to be satisfactorily resolved.

ii. The contact module must have the capability of providing the merging of the professional presentation of photographic images of the contracts with their basic and social media contact addresses.

iii. Within this module ideally from a mobile device the delegate would be able to use their device to make contact with the targeted individual by mobile site integrating the contact data into the mobile technology to allow calls, texts, and social media contact to be made.

k. HTML & PDF Document Libraryi. There is a clear requirement within the website to design a module that will host all

approved IFB 2016™ documentation.ii. In the case where the documents have been created in a dynamic format such as

HTML with embedded links, the module needs to have the capability to integrate with the document and allow functionality to be passed onto the browser.

l. Event Calendar Filteri. There is a specific requirement for design of an event filter for use by the browser,

to assist them in understanding what would be the best time for them to be present at IFB 2016™.

ii. There will need to be an integration of this filter with the event profile within the

engine that populates the calendar with event details. Some of the filters that are required are as follows:-

i. Ability to input a date range into the calendar searchii. Ability to input a time range on a specific day

iii. Ability to filter events by sector or sectors aligned with the eventiv. Ability to filter out events that are “not open to all” or are chargeablev. Ability to filter by type of event : Conference – Exhibition – ConFex – An

Audience With – Keynote Speaker – B2B 1:1 Meetings – Investor – Export Trade etc.

iii. Once the search has been effected by the browser there is a requirement to display a list of events that match the search criteria. Additionally the in the list provided there needs to be functionality that allows the browser to then look at the marketing collateral for each site, so that they can decide on whether the targeted event is a good use of their time.

m. Provision of Website Design Concepts (Wireframes)i. There is a requirement to provide a series of initial set of website design concept

drawings with a supporting guidance pack to illustrate the proposed functionality of the design.

ii. This does not have to be anything more that some screenshots placed within a PowerPoints or equivalent, presentation software.

Other Information Whilst the development and input of the website template and its functionality will be the

responsibility of the successful Tenderer, the internal Web Content Manager and Social Media Officer will deal directly with the creation and input of content for the various pages within the final product.

The social media activity will be managed by the Social Media Officer from within the IFB 2016™ marketing team. There will be a requirement for the successful Tenderer to provide the Officer with a series of analytical tools to extract data from the website.

Should it transpire that the successful Tenderer chooses to integrate with the existing CVENT system, rather than submit an alternative proposal, the successful Tenderer will be given access to the CVENT API and introduced to the CVENT support team by the FHO.

In an attempt to inform all Tenderers to this ITT as to the level of activity that was achieved for the 2014 website, we attach at Appendix 3 a number of Google Analytics diagrams in pdf form.  Clearly this represents the baseline from which the new website will be judged and Tenderers would be advised to demonstrate how the Tenderer’s Response will surpass performance in the areas shown within the analytics charts.

Provision of a Website Digital Specialist on a one day per week basis to work with the nominated members of the project team at the Liverpool Vision HQ, for a period of 3 months commencing approximately Monday 2nd February 2015.

In summary, the programme of work will commence as soon as possible in 2015 and ideally will commence week commencing Monday 17th January 2015 and complete at the end of August 2016.

Exclusivity Statement

It is the intent of the Festival Host Organisation to award a contract exclusively to one successful Tenderer, for the full term of the contract. However, Liverpool Vision reserves the right to contract with other digital providers that may operate in particular areas of specialism, related to digital marketing, in order that they may develop add-ons, widgets, specialist additional functionality, which in the opinion of the Festival Host Organisation, is necessary. In this regard, it is expected that successful Tenderer agrees to co-operate fully with any such third party. The successful Tenderer will quote to the FHO the cost of such additional work and this will be subject to mutual agreement.

Please note that by submitting a response to this ITT that you agree and comply with all parts of the ITT Instructions section.

1.1 General Instructions

1.1.1 This document is made available on the condition that the information contained within it is used

1.1.7 Without prejudice to any prior obligations of confidentiality you may have, no publicity relating to

this ITT or to the acceptance by LV of any ITT response or to the letting of any future contract shall be

released by you without the prior written approval of LV.

1.1.8 You shall be deemed to have examined before the submission of your tender response, all the

provisions in this ITT as well as regulations and other information relevant to your tender response, and

to have fully considered the risks, contingencies, and other circumstances, which could affect the tender

response. You shall be responsible for obtaining all information by the making of reasonable and

prudent inquiries and, by prior arrangement.

1.1.9 By submitting a Tender Response the Tenderer represents that it has read and understood the

ITT. The Tenderer will consider the contents of any submitted tender response as an offer to contract.

1.1.10 Any attempt by Tenderers or their advisors to influence the contract award process in any way

may result in the Tenderer being disqualified. Specifically, Tenderers shall not directly or indirectly, at

any time:

(a)      Revise or amend the content of their Tender in accordance with any agreement or arrangement

with any other person, other than in good faith with a person who is a proposed partner or

supplier;

(b)      Enter into any agreement or arrangement with any other person as to the form or content of any

other Tender, or offer to pay any sum of money or valuable consideration to any person to effect

changes to the form or content of any other Tender;

(c)      Enter into any agreement or arrangement with any other person that has the effect of prohibiting

or excluding that person from submitting a Tender;

(d)      Canvass LV or any employees or agents of LV in relation to this procurement; or

(e)      Attempt to obtain information from any of the employees or agents of LV or its advisors

concerning another Tenderer or Tender; or

(f)       Offer, pay, promise to pay, or authorize the giving of any financial or other benefit to any person

for the purpose of obtaining an improper advantage, or otherwise conduct themselves in a

manner contrary to any anti-bribery or anti-money laundering legislation and/or regulations in the

broadest sense (whether issued by the EU, the US, the UN or any other body) or any other such

rule or legislation that may apply from time to time. 

1.1.11 Tenderers are responsible for ensuring that no conflicts of interest exist between the Tenderer

and its advisors, and LV and its advisors and Partners. LV reserves the right to disqualify any Tenderer

that is guilty of any misrepresentation in relation to its Tender or the tender process.  Any Tenderer who

fails to comply with the requirements of this clause may be disqualified from the procurement process at

1.1.12 Only information provided as a direct response to this ITT will be evaluated. Information and

detail which forms part of general company literature or promotional brochures etc. will not form part of

the evaluation process. Marketing material should not be included with your tender response.

Supplementary documentation may be attached where you have been directed to do so. Such material

must be clearly marked with the name of the organisation and the section to which it relates. All sections

must be answered unless advised otherwise.

1.1.13 Please note that LV may require clarification of the answers provided or ask for additional

information.

1.1.14 The response should be submitted by an individual of the organisation, company or partnership

who has authority to answer on behalf of that organisation, company or partnership.

1.1.15 Should there be any obvious typographical errors or misunderstandings in the ITT documentation

then clarification should be sought. However, if the response is found to misrepresent facts, the

documents will be deemed void. In the case where the error or misrepresentation is not discovered until

after the contract is awarded, we reserve the right to determine the contract and costs incurred by us as

a result of the determination shall be recoverable from the Tenderer under the contract.

1.1.16 If applying on behalf of a consortium, please list the names and addresses of all other members

of the consortium. Any contract will be entered into with the nominated lead organisation and all

members of the consortium, who will in these circumstances each be required to execute said contract

together with all ancillary documentation, evidencing their joint and several liability in respect of the

obligations and liabilities of the contract. It will be for members of the consortium to resolve their

respective duties and liabilities amongst each other. For administrative purposes, any associated

documentation will be sent to the nominated lead organisation.

1.1.17 If sub-contractors are proposed to assist in the delivery of the service, please list the business

names, registered offices, addresses and specific areas of service which they will deliver.

1.1.18 It is the responsibility of tenderers to ensure that their tender is delivered not later than the

appointed time. LV does not undertake to consider tenders received after that time unless clear

evidence of posting is available (i.e. a clear post mark and/or certificate of posting). It should be noted

that mail is not delivered directly to the recipient but through a central post room. This may delay receipt

of post, and allowances should be made.

1.1.19 Whilst LV is committed to selecting a supplier or suppliers, it reserves the right not to accept any

proposals or award the contract.

1.1.20 LV does not bind itself to accept the lowest or any tender, and reserves the right to accept a

portion of any tender, unless the tenderer expressly stipulates otherwise on his tender. The right is also

reserved to award more than one contract.

1.2 Freedom of Information

1.2.1 LV is subject to The Freedom of Information Act 2000 (“Act”) and The Environmental Information

Regulations 2004 (“EIR”).

1.2.2 As part its duties under the Act or EIR, it may be required to disclose information concerning the

procurement process or the contract to anyone who makes a request.

1.2.3 If the prospective Tenderer considers that any of the information provided in their response is

commercially sensitive (meaning it could reasonably cause prejudice to the prospective Tenderer if

disclosed to a third party) then it should be clearly marked as "Not for disclosure to third parties”

together with valid reasons in support of the information as being exempt from disclosure under the Act

and the EIR.

1.2.4 LV will endeavour to consult with the prospective Tenderer and have regard to comments and any

objections before it releases any information to a third party under the Act or the EIR. However LV shall

be entitled to determine in its absolute discretion whether any information is exempt from the Act and/or

the EIR, or is to be disclosed in response to a request of information. LV will make its decision on

disclosure in accordance with the provisions of the Act or the EIR and will only withhold information if it is

covered by an exemption from disclosure under the Act or the EIR.

1.3 Responding to the ITT

1.3.1 All responses should be submitted in an unmarked sealed envelope, stating “Website Design,

LV appreciate the environmental impact and request therefore that where practical duplex printing on

environmentally friendly paper is utilised and that additional materials not directly related are not included.

1.3.2 In responding to this ITT you specifically agree the following:

1.3.2.1 Having examined all parts of the ITT that the supply of the Goods and/or Services to LV will be at

the rates/prices as provided. All prices must be quoted on the basis indicated in the accompanying

documents, except where the tenderer is invited to propose alternative price models, and should

exclude VAT.

1.3.2.2 That any other terms or conditions or any general reservations which may be printed on any

correspondence emanating from the tenderer in connection with this tender or with any contract resulting

1.3.2.5 The essence of competitive tendering is that LV shall receive bona fide competitive tenders from

3.2 Health and Safety

Safety Guide (the ’Purple Guide’) and other such guidance appropriate to your business, and to provide

a specific detailed risk assessment of all Health and Safety issues associated with the service.

Please provide a copy of your organisation’s business continuity plan (“BCP”) and specifically state how

this would be applicable to the service requirements of LV.

3.8.5 In order to provide community benefits, as necessary under the Public Services (Social Value) Act

2012, it is our intention that the selected Supplier undertakes to increase both the number and the quality

of employment opportunities available in the North West of England. Employment in Liverpool is a

priority area for LV Therefore, it is important that a significant percentage of the deliverables provided to

Liverpool Vision will be supplied by people who had been lacking in employment opportunities. Such

support may take the form of providing work placement or work shadowing opportunities, working with

organisations to help those a distance from the work place to become work ready as well as providing

coaching and mentoring for new entrants to the work place to ensure greater likelihood of success.

For smaller suppliers, it may be enough for you just to take on and train a school-leaver / graduate /

apprentice.

Appendix 1 – Terms & Conditions

This appendix contains the terms of the Framework Agreement and LV’s standard Terms & Conditions

for services.

By submitting a tender, the Tenderer is agreeing to be bound by the terms of this ITT and the

agreements save as in relation to those areas of the agreements specifically highlighted in the response

to Appendix 2. As such, if the terms of the agreements render proposals in the Tenderer’s tender

unworkable, the Tenderer must submit full details of the unworkable/unacceptable provisions within the

Agreement by completing the Legal Comments Table attached at Appendix 2.

Following receipt of this response, LV will consider whether any amendment to the Agreement is

required. Any amendments will be published through a Clarifications Log and will apply to all Tenderers.

Where both the amendment and the original drafting are acceptable and workable to LV, LV will publish

the amendment as an alternative to the original drafting. In this case, Tenderer’s should indicate if they

prefer the amendment; otherwise the original drafting will apply. Any amendments which are proposed,

but not approved by LV through this process, will not be acceptable and may be construed as a rejection

of the terms of the Agreement leading to the disqualification of the tender.
