1Introduction
Enactedin2005theMentalHealthServicesAct(MHSA,or,theAct)providessignificantadditionalfundingtotheexistingpublicmentalhealthsystem.Withthegoalofwellness,recoveryandself‐sufficiency,theintentofthelawistoreachoutandincludethosemostinneedandthosewhohavebeentraditionallyunderserved.TheMHSArequiresthateachcountydevelopaThreeYearProgramandExpenditurePlanwithsubsequentyearlyPlanUpdateswiththeactiveparticipationofstakeholders,toincludeconsumersandfamilymembers.TheActandsubsequentregulationscallforaCommunityProgramPlanningProcesstobeimplementedforeachThreeYearPlanandsubsequentyearlyPlanUpdatesaspartofthisstakeholderparticipation.Thisprocessisto,1)identifycommunityissuesrelatedtomentalillnessresultingfromlackofcommunityservicesandsupports,2)analyzethementalhealthneedsinthecommunity,and3)identifyandre‐evaluateprioritiesandstrategiestomeetthoseneeds.
ContraCostaBehavioralHealthServices(CCBHS)engagedthecommunityinthisprocesspriortotheFiscalYear2016‐17PlanUpdate,whichrepresentsthethirdyearofContraCostaCounty’scurrentMHSAThreeYearProgramandExpenditurePlan.TheFY2016‐17PlanUpdateproposestosetaside$43.1millionintheupcomingfiscalyeartofund85programsandplanelementsinthecomponentsofCommunityServicesandSupports(CSS),PreventionandEarlyIntervention(PEI),Innovation(INN),WorkforceEducationandTraining(WET),andCapitalFacilities/InformationTechnology(CF/TN.IncludedinthePlanUpdateisadescriptionoftheCommunityProgramPlanningProcessforFiscalYears2014‐15,2015‐16and2016‐17.ThusthefullcomplementofMHSAfundedprogramsandplanelementsaretheresultofcurrentaswellaspreviouscommunityprogramplanningprocesses.Thisyear’splanningprocesswasbuiltuponpreviousones,andprovidesaframeworkforimprovingexistingservicesandimplementingadditionalprogramsasfundingpermits.
Design
Planningforthe2016‐17CommunityProgramPlanningProcessbeganinAugust2015byutilizingtheConsolidatedPlanningandAdvisoryWorkgroup(CPAW)asaforumforplanningcommunityengagement.CPAWisanactive,ongoingstakeholderbodythatprovidesinputtotheBehavioralHealthServicesDirectoronplanningandevaluationofMHSAfundedservicesandsupports.Recommendationsarisingfromthisprocessincludedanemphasison1)engagingthosestakeholderswhonormallyhavenotpreviouslyparticipated,2)partneringwithpreventionandearlyintervention(PEI)programsforhelpinreachingoutandengagingpopulationstraditionallyunderservedbypublicmentalhealth,and3)usingcreativeeventsorvenuestosurfaceagerelatedandculturallyspecificpriorityneedsandstrategiestomeetthoseneeds.PEIprogramrepresentatives

2subsequentlyworkedwithCPAWtodevelopascheduleof23differenteventsthroughouttheCountyduringthemonthsofOctober,NovemberandDecemberof2015.(Attachment1)TheseeventswerehostedbyPEIproviders,andwereheldinvariouslocationsandsettingswhereindividualscurrentlyreceiveservices.Examplesofvenueswerefocusgroups,townhallmeetingsandforums,andgenerallyaddingacommunityengagementprocesstoexisting,plannedevents,suchasgraduations,holidayparties,andregularlyscheduledmeetings.Thisprocesseffectivelyreachedandreceivedinputfrompreviouslyunderrepresentedpopulations,suchashomeboundelderlyadults,parentsandfamiliesofat‐riskchildren,isolatedcommunities,andindividualsidentifyingasLGBTQandNativeAmerican.Theentirecommunityofstakeholderswereinvitedtoparticipate.APEIRoundtablemeetingtookplaceinDecemberthatactivelyengagedconsumersandfamilymembers,countybehavioralhealthservicesstaff,andPEIprovidersindevelopingsuggestedstrategiestomeettheneedssurfacedinthe23events.
Inadditiontotheactivitieslistedabove,asurveyformwasavailablebothattheeventsandonlineforstakeholdersinordertosupplementthequalitativeinputobtained.645surveyswerecompletedbyindividuals,includingserviceproviders,consumers,familymembersandcommunitymemberswhoparticipatedintheaboveeventsaswellastheonlinesurvey.
Results
Ingeneral,thetopprioritizedneedsfromthisyear’scommunityprogramplanningprocess(eventsandsurveys)wereidentifiedas:
Affordablehousingaspartofthetreatmentplan, Betterinformationandhelpinaccessingservicesandresourcesinthecommunity, Bettercommunicationandcoordinationbetweenserviceproviders, Transportationassistanceingettingtoandfromservices,and Servicesthatareculturallyandlinguisticallycompetent.
Improvementssuggestedwere:
ToprovidemorePEIservicesofthekindthatresponderswerereceiving, Greateroutreachtothecommunity, Quickermentalhealthresponsetorequestsforservice, Servicesthatareprovidedinthelanguage/dialectspokenbythepersonreceiving
services, Servicesthataremoreculturallysensitive, Lessstaffturnover.

Increasedaccesstomentalhealthservicesbyhavingcareprovidersstationedatthesiteswherepeoplearealreadyaccessingothertypesofservices,suchasPEIprograms,schools,independentlivingcenters,seniorcenters,
Providemoreculturalcompetencytraining,particularlyintermsoftraininglanguageinterpreters,
Institutemonitorsfortranslationservices, SetupacountywideUberorLyftaccounttoincreaseaccesstotransportation, Expandfreeridewindowforcountytransitbusses(currentlysenioranddisabled
discountsonlyapplyfortransitfrom10‐2), Providetrainingsonhowconsumersandfamilymemberscanlearnabout,access
andadvocateforresourcesandservices, Hostevents,suchasaresourcefair,thatbringtogetherproviders,consumersand
familymemberstolearnabouteachotherandhavepurposefuldiscussionsregardinghowtocollaboratetoprovidemoreandbetterservices.
Ofnotearesurveyaggregateresponsesthatmaybeofuseinestablishingsystembenchmarksanddirectionformovingforward:
76%identifiedmentalhealthservicesasanimportantservicetobeprovided;62%identifiedprimarycareprovision,45%identifiedparticipationinlocalcommunityorganizations,and33%identifiedparticipationinsocial/vocationalservicesasimportant.(Respondentscouldidentifymorethanoneareaasimportant.)
Ofthosewhohadtriedtoaccessmentalhealthservices:o 54%accessedservicesinlessthantwoweekso 31%accessedservicesovertwoweekslatero 15%didnotreceiveservicesatall
62%ofPEIprogramparticipantsindictedthattheywerereceivingmentalhealthservices

Thisyear’scommunityprogramplanningprocesshasidentifiedcurrentandongoingmentalhealthserviceneeds,andprovidesindicatorsforMHSAfundedprogramstoaddresstheseneeds.ItalsoinformsplanningandevaluationeffortsthatcaninfluencehowandwhereMHSAresourcescanbedirectedinthefuture.
