    Malta Health Students Association | Statute

    Preamble

    For the purpose of this statute:

    MHSArefers to the Malta Health StudentsAssociation.

    UOM refers to the University of Malta.

    EB refers to the Executive Board of the MHSA.

    HC refers to Healthcare.

    Administration refers to the Administration of the Faculty of Health Sciences, University of Malta.

    AHP refers to the Allied Healthcare professionals.

    Departments refers to all the departments within the Faculty of Health Sciences, University of Malta.

    International Health studentsrefers to associations, organisations and/or societies which are similar to the MHSA but operate from and in

    other countries.

    EGM refers to Extraordinary General Meeting

    AGM refers to Annual General Meeting

    Chairman refers to the Chairman appointed by the board/ members during an AGM or EGM.

    FHS refersto the Faculty of Health Sciences, University of Malta.

    MHSA Team refers to any member of the Executive Board and/or subcommittee/s

    In this statute, any reference in the masculine gender also includes references to the feminine and vice versa. InArticles were the term similaris

    present, the term in its contextual format is decided by the board with 2/3 majority;

    Were a majority may be deemed necessary by the secretary general.

    ARTICLE 1Definition

    Article 1 is divided into 8 sub-articles giving a detailed description of the MHSA. Any changes such as grammatical editing, removal or addition of sub-

    articles requires the approval of the 2/3 of the members in the AGM.

    1.1. The MHSA stands for Malta Health StudentsAssociationand was founded by Christian Ellul and Clinton Schembri Frankalanza on the 9th

    of November 2009. The founding board members were elected officially for the first time in March 2010, found in appendix 1

    1.2. The MHSAis a senate recognised, voluntary apolitical association of current and past students (ALUMINI) of the FHS.

    1.3. MHSA operates on a non-profit basis.

    1.4. The activities and work carried out by the MHSA are determined by the association s mission statement. The mission statement of the

    association is as follows;

    1.4.1. To be a representing body for all FHS students on academic, social and public awareness issues.

    1.4.2. T o unite students from different departments at the FHS closer together, promoting the multi-disciplinary approach to healthcare.

    1.4.3. To be a voice to the students issues, problems that might be encountered during their studies.

    1.4.4. To promote the healthcare professions on a University and national level together.

    1.4.5 To promote health and well-being through proposals and policies by consultation with all stakeholders.

    1.5.1. The MHSA has the following intentions and goals:

    1.5.1.1 To be a representation body for all the member students of the FHS.

    1.5.1.2 To enhance and improve the public perception and respect of every healthcare profession on all levels.

    1.5.1.3 To create a unified group of professional health care students at the FHS. Eliminate rivalry where present, and put into practice the

    term allied healthcare professionals in the studentsprofessional practice.

    1.5.1.4 To be of aid to the FHS wherever needed in the best interest of the student members.

    1.5.1.5 To be a voice to FHS students wherever possible at the UOM such as KSU, KSUs social policy commission (KPS), and others. The

    MHSA believes that the studentsvoice should have the ability to go beyond the UOM.

    1.5.1.6 To promote, educate on and implement the concept of a multidisciplinary team among FHS students.

    1.5.2. The MHSA shall carry out these intentions and goals by:1.5.2.1 Adequate representation of the executive board members in different structures of the UOM.

    1.5.2.2 Board members openly discussing the students concern. After discussing such concerns and/or issues during the executive board

    meetings, they will use any means necessary to deliver the concerns in any way deemed effective by the board.1.5.2.3 Strategies regarding issues that the board thinks may affect students are discussed appropriately within the board. Thorough

    analysis of issues will be discussed at board level and the outcomes are made public to the members and any concerning bodies.

    1.5.2.4 External professional suggestions and help are commanded when the board deems it necessary. Afterwards the appropriate action

    and position by the MHSA is taken.

    1.6. The MHSA may become a member of similar international associations, organizations or societies with related aims/intentions and

    goals as determined by this statute, provided that the activity of this association/organization or society is not in conflict with the

    interests of the University of Malta, Maltese constitution and/or its laws, European treaties and/or its laws.

    1.7. The MHSA should inform its members as follows:

    1.7.1 The general public is informed by:

    1.7.1.1 Sending invitations, publications and notices.

    1.7.1.1 Using media of public communications such as the internet.

    1.7.2 The particular public (FHS students and delegates) is informed by:

    1.7.2.1 Distributing invitations and notices of specific events to members and non-members as determined by the board.

    1.7.2.2 Keeping a record of all the minutes of the meetings of all the bodies of the association-

    available for analysis by the members of the MHSA.

    1.8. The official logo of the MHSA is shown to the right. It is made up of a cross, with identical and

    uniform sides. The sides are bright blue, with a light blue shadow creating a 3 dimensional effect. The

    centre of the cross includes a black Maltese cross, which is black and the central cross based on a

    white background. The full name of the association, Malta Health StudentsAssociation or the initials

    of the association, MHSA, can be amalgamated with the logo. Different colour tones but which

    retains the same design and wording and fonts is allowed for promotional purposes.

    Article 2- The members, delegate members and membership.Article 2 is divided into 7 sub-articles giving a detailed description of membership into the MHSA and the regulations. Any changes such as grammatical

    editing, removal or addition of sub-articles and its contents requires the approval of 2/3 of the members present during an AGM or EGM.

    2.1. All students reading for a degree or diploma at the University of Malta, within the Faculty of Health Sciences, may be represented by the

    MHSA and can request to become members or delegates by giving their written consent.

    2.2. The rights of members of the MHSA are as follows:

    2.2.1 Participate in all events of the MHSA.2.2.2 Represented on all levels by the MHSA.2.2.3 Nominate candidates for Executive and sub-committee posts.2.2.4 Request assistance from the MHSA on issues relating to education during the course of study within the Faculty of Health

    Sciences. These matters can be related to discrimination both educational and social, examination problems, problems with

    lecturing staff or faculty administration, case of neglect, lack of professionalism, or quality education within the specific course

    or other irregularities deemed appropriate by the board at the time.

    2.3 Members are obliged:

    2.3.1 To regard the MHSA and its statute,2.3.2 To regard the executive board of the MHSA,

    2.3.3 To participate and support the MHSA.

    2.4 Members of the MHSA can also become delegate members by paying an annual membership fee as stipulated by the EB. The rights of

    delegate members include the following:

    2.4.1 All the privileges of members as mentioned (refer to 2.2)2.4.2 May be candidates for executive board posts and sub-committee structures of the MHSA.

    Malta Health Students Association | Statute2.4.3 Can present a matter directly to the board which will be discussed in the next upcoming board meeting. This correspondence

    will occur through the Secretary General.

    2.4.4 Benefit from all promotional offers as part of the MHSA sponsorship agreements at that time.2.4.5 Benefit from reductions in MHSA leisure, education and health events in which a fee is required.2.4.6 Will be given preference to participate in all MHSA events.

    2.5 Delegate members are obliged to:

    2.5.1 Follow the obligations mentioned in sub-article (2.3),

    2.5.2 Pay an annual membership fee as stipulated by the board,

    2.5.3 Be exemplary figures to MHSA members, MHSA and the healthcare professions.

    2.6 A membersrights both as a delegate or member can be terminated if 2/3 of the board found these statute regulations broken in anyway by the particular member.

    2.7 The rights of Alumni members are as follows:

    2.7.1 To participate in the activities of the MHSA.

    2.7.2 To participate after being chosen by the EB in sub-committees as part of the structures of the MHSA.

    Article 3- LanguageArticle 3 is divided into 3 sub-articles giving a description of the official language/s of the MHSA. Any changes such as grammatical editing, removal or

    addition of sub-articles and its contents requires the approval of 2/3 the members in the executive board during an AGM or EGM..

    3.1 The official languages of the association are Maltese and English. Other languages can be used whenever necessary, provided

    adequate translations are made into English or Maltese.

    3.2 Official notices should be written in English or Maltese or both.

    3.3 If adequate resources are present; articles, productions, adverts etc. should be made in both English and Maltese.

    Article 4- General MeetingsAct of Article 4: Article 4 is divided into 9 sub-articles giving a detailed description of all the meetings and regulations by the MHSA. Any changes

    such as grammatical editing, removal or addition of sub-articles and its contents requires the approval of 2/3 the members in the executive board during

    an AGM or EGM.

    4.1 The Annual General Meeting (AGM) is the highest body of the MHSA.

    4.2 The AGM has to take place between the first of October and the end of December of every year.

    4.3 The dates and venue of the AGM should be informed to the members in a minimum of 2 weeks ahead. This is the responsibility of the

    secretary general.

    4.4 The agenda of the AGM will consist of the following:

    4.4.1 Appointment of Chairperson

    4.4.2 Approval of the minutes

    4.4.3 Matters arising

    4.4.4 Reading and approval of the Presidentsreport

    4.4.5 Reading and approval of the Secretary Generals Administrative report

    4.4.6 Reading and approval of theFinancial report

    4.4.7 Vote on motions brought forward to the General Meetings and amendments to statute.

    4.4.8 Appointment of electoral commissioner when the nominations received exceeds the number of posts available to form the new EB.

    If an election is not required, the new board members are approved. If an election is required the AGM follows article 5.

    4.5 The chairpersonsdecisions are final. If the chairperson is a member of the association he has both original and casting vote, if he is not a

    member he has only a casting vote.

    4.6 The Quorum for the AGM is that of 25% of the members, if the quorum is not reached the AGM starts 15 minutes later.

    4.7 An Extraordinary General Meeting meets when:

    4.7.1 25% of members demand it and put forward their demand to the board in writing, together with the requested signatures. The

    reasons for such claim must be explained. After such valid reasons are proved; the Executive Board is bound to call an EGM

    within a month from this demand.

    4.7.2 2/3 of the executive board demand it. This EGM has to be called within 1 month from the demand/decision.

    4.8 The agenda for the EGM has to include sub-articles (4.7.1), (4.7.2).

    Malta Health Students Association | Statute4.9 In case of an EGM, sub-articles (4.3), (4.5), (4.6) also have to be followed.

    Article 5 Elections of Executive board and its membersAct of article 5: Article 5 is divided into 10 sub-articles giving a description of the nominations, selections and elections of the board of the MHSA. Anychanges such as grammatical editing, removal or addition of sub-articles and its contents requires the approval of 2/3 the members in the executive board.

    5.1 The electoral commissioner chosen in the AGM must be someone who will not contest the election.

    5.2 The secretary is responsible for publishing a call for nominations for the executive board.

    5.3 Nominations should be signed by the nominee, the proponent and a secondant to the nomination. All of these should be

    members of the association. Nominations should reach the secretary general by the deadline stipulated 2 weeks prior to the

    AGM/EGM notice calling for executive board candidates. The proponent or secondant must be either a member of a

    subcommittee or an EB Member.

    5.4 In case that the number of nominations received surpasses the number of posts needed for each position within the board, an

    election has to be called and this occurs during the same AGM. This notice should include the date, time and location of the election.

    5.5 In case that the nominations are less than the number of posts needed those that have been nominated take the posts in the

    board accordingly and a second call for nominations for the vacant posts is issued within 2 active days.

    5.6 In the case where even the second call for nominations doesntreach the amount of post needed the board must operate with

    the number of candidates already elected automatically.

    5.7 Elections are conducted during the AGM.

    5.8 Results of the election should be published during the AGM.

    5.9 If a vacancy is created on the board, the incumbent board has to review any nominations and co-opt possible candidates into the

    board; preference is given to members who are working in the MHSA sub-committees. If the number of candidates interested exceedsthe amount of incumbent posts, an interview is called. The interview is done by the P, SG and any other EB member chosen during the

    preceding board meeting. The interviewers will decide on the final selection of candidates. An interview is made even if a single

    candidate is interested for the post.

    Article 6- The Executive BoardActs of Article 6: Article 6 is div ided into 17 sub-articles giv ing a description of the official executive board of the MHSA. Any changes such as grammatical

    editing, removal or addition of sub-articles and its contents requires the approval of 2/3 of the members in the executive board.

    6.1 The new elected board must meet not later than two weeks from their election with the incumbent board. The elected boardwill take their full executive role during a month transition from the last AGM. The new elected board is in power after the first

    meeting with the current incumbent board. On that date the incumbent board is the new elected board for that year.

    6.2 The executive board meetings should be held not less than once every 6 weeks throughout the whole year.

    6.3 The EB positions will be allocated according to an election held among the newly elected board members during the first meeting held

    independently of the previous board. Candidates must make their preferred position within the board clear prior to the said election for both

    the first and the second preference by not less than 4 days prior to the election.

    6.3.1 Handover

    During the month of transition from the last AGM, every position of the incumbent board is to provide a detailed handover to the

    elected, respective individuals occupying the post. Handover needs to include:i. The plan proposed and discussed during planner's weekend of the previous yearii. Handing in of any documents pertaining the relevant post

    iii. A meeting is required for additional information and guidanceiv. Emails and passwords, including all contact details of subcommittee members should the post involve chairing a subcommittee.

    *6.4 The Executive board is made up of the following:

    6.4.1 President (P)***

    6.4.2 Secretary General (SG) ***

    6.4.3 Financial Officer (FO)

    6.4.4 Public Relations Officer (PRO)

    6.4.5 Leisure Officer (E)

    6.4.6 Health Officer (HO)

    6.4.7 Education Officer (EO)

    6.4.8 International Relations Officer

    6.4.9 Internal and External Affairs Officer

    ** Can be designated a position with 2/3 majority of the board without an EGM taking place. If the position is refused he can retain his

    membersposition. This post is also only available when there is adequate representation in other positions across the board.

    *** Post can be occupied by a member who has been in the executive board for 1 term or more.

    6.5 Below is the positional power and structure of the EB, level 1 with the highest power and Level 6 with the least power.

    Malta Health Students Association | Statute6.6 In the case of an even number of executive board members, when a decision cannot be agreed upon, it is re-evaluated among all

    members present and another voting session will ensue.

    6.7 In the case of a repeat of (6.6) the final decision will be made by the president.

    6.8 All executive board members have full and equal voting rights on all the agendas falling within the competence of the MHSA. In the

    case of an even number of board members during meetings requiring a vote the president has the casting vote as (6.7).

    6.9 The executive board members of the MHSA assume organizational, management, administrative, professional, and technicalresponsibilities, and it executes the programme of work of the association. The board acts on the following;

    6.9.1 To act upon the decisions taken during the General Meetings and Executive board meetings.

    6.9.2 In the case where decisions to be taken in (6.6) are not agreed upon, after the necessary discussion on board level are taken,

    with the help and recommendation of its members (where needed) voting in the board is conducted.

    6.9.3 At board level 2/3 majority of the board members will be required to pass a specific motion when a situation (6.6) is

    present. In cases where the 2/3 majority is not reached the motion is rejected.

    6.9.4 The board acts in accordance with article 6.

    6.9.5 To prepare proposals for the general acts of the association.

    6.9.6 To prepare proposals for the financial plans and annual financial reports.

    6.9.7 To appoint sub-committees, technical and program committees and editorial boards from among the members of the MHSA.

    6.9.8 To control the material and financial operations and assets of the association.

    6.9.9 To co-ordinate work of the sections, technical and program committees and editorial boards.

    6.9.10 To approve all events and activities in which the MHSA will be associated with or itself organising, including those coming from

    the sub-committees.

    6.10 The financial and material assets of the Association are managed by the board and may come mainly from the following:

    6.10.1 Membership fees,6.10.2 Grants and subsidies (from UOM, KSU, Government funds and EU funds etc.),

    6.10.3 Gifts and bequests,

    6.10.4 Sponsorships and contractual relationships

    6.10.5 Fund raising activities

    6.11 Financial and material assets cannot be accepted by the board if coming from political parties in Malta and the European Union.

    6.12 The Executive board officials are responsible and competent for the following:

    6.12.1 President:

    i. Leads and co-ordinates the work of the association and the board,

    ii. Is the official representative and spokesperson of the association,

    iii. Chairs the board meetings,

    iv. Coordinates the role of each official in the board.v. Sets up sub-committees after discussion at board level.

    6.12.2 Secretary General:

    i. Together with the President, is responsible for coordinating the work of the board,

    ii. Is the secondary official representative and spokesperson of the association,

    iii. Assumes the role of the president in case of the absence of the aforementioned.

    iv. Is responsible for the running of the office and correspondence, SG issues official and press releases of the association,

    v. Makes sure the statute is abided by all members and executive board. In the case rules are broken the

    secretary should present proof within the board and election for role termination may be instituted.

    vi. Holds a meeting with all the chairmen of each subcommittee once a month

    vii. Event Reports Collection

    viii. Works along with the Affairs Officer on more attention and inclusion for the delegates.

    6.12.4 Public Relations Officer:

    i. Serves as a voice for the MHSA on campus and the media,

    ii. Distributes official statements of the association,

    iii. Organizes any webpage, blog, emails, newsletters that the MHSA might issue.

    iv. Exploits opportunities present for the MHSA. These may be academic, social activities and health awareness activities

    amongst others.

    v. Works with the Faculty Departments Officer to promote the MHSA within the FHS.

    vi. Creates the mhsaMEDIA subcommittee within 6 weeks from entering the office

    Malta Health Students Association | Statutevii. Acts as a chair of mhsaMEDIA subcommittee

    6.12.5 Financial Officer:

    i. Keeps the financial records and transactions of the MHSA,

    ii. Is responsible for all matters pertaining to sponsorship and its negotiation process.

    iii. Keeps an inventory of all the assets of the MHSA,

    iv. Informs the board about the financial position of the MHSA,

    v. Exploits funds that might be available to the MHSA for the benefit of the Association and/or students upon

    decision by the board and work to bring them to the MHSA by informing the board members about them.

    vi. Looks and applies for foreign and local grants for the benefit of the MHSA and its members, working in tandem with the

    Public Relations Officer.

    vii. The financial officer is responsible for documenting all finances pertaining to the association and its subcommittees in

    collaboration with the respective chairs.

    6.12.7 Leisure Officer:

    i. Takes an organizational leading role in the planning and implementation of leisure activities of the MHSA,

    ii. Is responsible for the daily running of lesuire aspects of the association,

    iii. Works together with the educational and health officers when the events/ lesuire activities are related to health

    and/or educational purposes,

    iv. Creates the mhsaLEISURE subcommittee within 6 weeks from entering the office

    v. Acts as the chair of the mhsaLEISURE subcommittee.

    6.12.8 Educational Officer:

    i. Is responsible for all the educational related agendas of the association,

    ii. Should have sound knowledge about the educational system of the FHS and keep in touch with latest educational

    updates of the FHS, UOM and all the related educational institutions within the board,

    iii. Will update the board on educational matters and device plans together with the events officer on matters effecting

    FHS students and the MHSA.

    Malta Health Students Association | Statuteiv. Organize educational events and work in collaboration with the Leisure and the Health Officers when these events may

    overlap with the aforementioned.

    iv. Creates the mhsaEDUCATION subcommittee within 6 weeks from entering office

    v. Acts as chair of the mhsaEDUCATION subcommittee.

    6.12.9 Health Officer:

    i. Prepare the necessary papers and make the necessary research on health related aspects effecting the general health

    of the population of Malta with particular interest on the student population (but not necessarily limited to FHS

    students only),

    ii. Submit reports on health if requested by the board,

    iii. Device plans for health events and keep a sound knowledge on current health issues/concerns in the national sphere.

    iv. Creates the mhsaHEALTH subcommittee within 6 weeks from entering office

    iv. Acts as the chair of the mhsaHEALTH subcommittee.

    6.12.10 International Officer:

    i. Is responsible for international correspondence with foreign associations/ organizations and entities.

    ii. Organises and submits reports on foreign cooperations between our association and

    foreign entities.

    iii. Exploits opportunities brought about from ERASMUS and Youth in Action Programs.

    iv. Creates the mhsaEXCHANGE subcommittee within 6 weeks from entering office.

    v. Chairs the mhsaEXCHANGE subcommittee reporting back to the EB.

    6.12.12 Member:i. The statute provides the position of one board member. The elected member assists the board accordingly. The

    member can be a member of other associations as long as this complies with sub-article (2.1). For this position a

    postgraduate student within the FHS shall be given preference both if an election is required and also when the roles

    are designated at the beginning of the official term of the new EB.

    Malta Health Students Association | Statute6.12.13 Internal and External Affairs Officer

    i. Takes down the minutes of official EB meetings.ii. Represents MHSA in KPS meetingsiii. Assists the Secretary Generaliv. Maintains an Events Calendarv. Sets up communication link between FHS class reps, FHS Student reps and the MHSAvi. Organize minimum of 2-3 meetings throughout the scholastic year with the FHS class reps

    6.12.14 MHSA Coordinators:

    MHSA Coordinators are any member of the MHSA Team who have been assigned to lead and organize a campaign or single event,

    and is appointed so at the discretion of his/her respective officer/chairman. The appointment of an MHSA Coordinator is to be

    minuted in the upcoming official meeting.

    National Coordinator for Public Health Screening

    i. Is responsible for health screening in secondary schools and during any outreach in which screening is required.ii. Is responsible for setting up a Health Screening Committee, which consists of students from various disciplines within

    the FHS, who will work within Health Screening Committee as Health Screeners.

    iii. Appropriate training must be made available to become official MHSA Health Screeners, prior to participating in anoutreach.

    6.13 All the members occupying the posts have the right to ask other executive board members for help on their day to day work when

    they feel the other members expertise might be needed. All the board members have an obligation to help wherever possible even ifthis goes beyond their position. The main and ultimate role of every board member is to strengthen, improve and make a better MHSA

    in every situation.

    6.14 Termination of roles:

    6.14.1 Any member can have his role terminated on approval of 2/3 of the board. The member in question is denied his vote.

    6.14.2 Executive Board Members who do not attend 3 consecutive executive board meetings without prior reasonable notification to

    the Secretary General or President may be automatically withdrawn from the board, with the Secretary General informing all

    the Executive Board in following board meeting. This notice should be made public on the MHSA website and official social

    6.15 Resignation of a member is approved by the President. The member in question is held liable for any decisions taken while occupying

    the post.

    6.16 A person shall be appointed in the first month after the formation of an executive board (every year) to take the leading role of the

    association and act as chair in cases where both P and SG are in absence. This person may be anyone within the executive board chosenwith a vote of 2/3 majority to designate this member this position

    6.17 Probation clause:

    6.17.1 The probation clause may be ensued on current executive board members who have been found to have broken any part of this

    statute but; Still deemed capable by the current executive board to fulfil his/her duties within the board.

    6.17.2 The probation clause allows the President and SG to closely monitor whether the executive member in question is satisfying his

    role and competences pertaining to his position within the board for a specific period of time.

    6.17.3 If any member of the executive provides the necessary proof that the executive member on probation has broken any of the

    articles within this statute, the president alone has the capacity to oust the said member on probation out of the EB if he deems itsuitable.

    6.17.4 In probation the executive board lists a number of criteria together with the member in question which need to be followed by

    the executive member under probation. If these criteria are not followed the president reserves the right to automatically

    terminate the role of the member and MHSA membership.

    6.17.5 If a previous EB has ousted a board member from a previous EB or sub-committee by 2/3 of the EB, theaforementioned member is

    not allowed to be nominated again as a candidate for a new post in a new EB or subcommittee.

    6.17.6 Executive Board members and sub-committee members may be placed on probation if disciplinary actions are deemed appropriate

    by the 2/3 of the members in the EB. Members placed on probation will remain so indefinitely as determined by the president.

    Article 7-Sub-committees and other students organizations within FHSAct of Article 7: Article 7 is divided into 6 sub-articles giving a detailed description of the MHSA relationships with other students organisations. This

    included information on the possibilities of sub-committees in the MHSA structures.

    7.1 The MHSA has to work effectively in order to reach its intentions and goals. The MHSA does this by bringing strong co-operation between

    the MHSA and other students organizations within the FHS, UOM and other NGOs.

    7.2 The first and foremost priority of the MHSA is to create strong and unique co-operation and communication with any other

    Malta Health Students Association | Statutestudentsorganization within the FHS particularly those which are health oriented. The MHSA recognizes their importance but is aware

    of greater opportunities if all parties can work together.

    7.3 The MHSA will support the organizations underlined in (7.2) on all their issues. When our aid and help is required, the MHSA will do so

    as deemed necessary, within its boundaries. This aid will create and further cooperation between the various organizations within the FHS.

    7.4 The MHSA Health sub-committee:

    7.4.1 The Health Officer of the executive board should set up a sub-committee of health during the first six weeks of the new executive

    term. The Health Officer himself acts as a chairman of the sub-committee and reports back to the executive board on the current

    issues and agendas discussed within the health subcommittee.

    7.4.2 The Health sub-committee shall be referred to as mhsaHEALTH with the abbreviation of the association written in lower case letters

    while the corresponding term, health written in uppercase letters. All references to this sub-committee should be addressed in this

    way.

    7.4.3 mhsaHEALTH committee can work with any amount of members given that they are MHSA members. The corresponding chairman of

    each sub-committee should opt to select a single member from each department of the FHS when this is possible.

    7.4.4 The role of the mhsaHEALTH committee is to discuss, propose and organize Health related press releases and provide the executive

    board with health related information requested. The mhsaHEALTH should be active in discussing and proposing health related talks,

    seminars, activities to the executive board. Upon approval the mhsaHealth shall implement the proposed in harmony with all

    recommendations provided by the executive board. Annually the mhsaHEALTH should hold a National Health Awareness Day. The

    mhsaHEALTH should have an autonomous budget that may be generated from sponsors to make up for the financial recruitments of

    events organized by the same committee. The executive board may in specific circumstances and when deemed necessary by the

    same board, assist the Health committee financially or through the resources deemed necessary at the t ime.

    7.5 The MHSA Leisure sub-committee:

    7.5.1 The Leisure Officer of the executive board should set up a sub-committee of leisure within the first six weeks of the new executive

    term. The Leisure officer himself acts as a chairman of the sub-committee and reports back to the executive board on the current

    issues and agendas discussed within the leisure subcommittee.

    7.5.2 The Leisure sub-committee shall be referred to as mhsaLEISURE with the abbreviation of the association written in lower case

    letters while the corresponding term, leisure written in uppercase letters. All references to this sub-committee should be addressed

    in this way.

    7.7 The MHSA Educational sub-committee:

    7.7.1 The Educational Officer of the executive board should set up a sub-committee of education within the first six weeks of the new

    executive term. The educational officer himself acts as a chairman of the sub-committee and reports back to the executive board on

    the current issues and agendas discussed within the educational subcommittee.7.7.2 The Educational sub-committee shall be referred to as mhsaEducation with the abbreviation of the association written in lower

    case letters while the corresponding term, education written in uppercase letters. All references to this sub-committee should be

    addressed in this way.

    7.7.3 mhsaEDUCATION committee can work with any amount of members given that they are MHSA members. The chairman of the sub-

    committee should try and opt to select a single member from each department of the FHS when this is possible.

    7.7.4 The role of the mhsaEDUCATION committee is to discuss, propose and organize educaional opportunities for MHSA members in the

    name of the MHSA. The mhsaEDUCATION should be active in discussing, proposing and promoting health education events on a

    regular basis. Upon approval of decisions taken by the mhsaEDUCATION the committee shall implement the proposed in harmony

    with all recommendations provided by the executive board. The mhsaEDUCATION should have an autonomous budget that may be

    generated from sponsors or grants to make up for the financial recruitments of events organized by the same committee. The

    executive board may in specific circumstances and when deemed necessary, assist the committee financially or through the

    resources deemed necessary at the time.

    7.8 The MHSA Media sub-committee:

    7.8.1 The Public Relations Officer of the executive board should set up a sub-committee concerning media relations within the first six

    weeks of the new executive term. PRO himself acts as a chairman of the sub-committee and reports back to the executive board on

    the current issues and agendas discussed within the media subcommittee.

    7.8.2 The Media sub-committee shall be referred to as mhsaMEDIA with the abbreviation of the association written in lower case letters

    while the corresponding term, media written in uppercase letters. All references to this sub-committee should be addressed in this

    way.

    7.8.3 mhsaMEDIA committee can work with any amount of members given that they are MHSA members. The chairman of the sub-

    committee should try and opt to select a single member from each department of the FHS when this is possible.

    7.8.4 The role of the mhsaMEDIA committee is to discuss, propose and organize promotional strategies for the MHSA and MHSA events.

    The mhsaMEDIA should; create original branding for the association and its subcommittees; be responsible of

    Malta Health Students Association | Statutephotography/videography duing events; obtain the MHSA with airtime and exposure on local newspapers; update the MHSA

    website, social networks as well as releasing the monthly MHSA newsletter. Upon approval of decisions taken by the mhsaMEDIA

    the committee shall implement the proposed in harmony with all recommendations provided by the executive board. The

    mhsaMEDIA should have an autonomous budget that may be generated from sponsors or grants to make up for the financial

    recruitments of events organized by the same committee. The executive board may in specific circumstances and when deemednecessary, assist the committee financially or through the resources deemed necessary at the time.

    Article 8- Amendments of the statuteAct of article 8: Article 8 is div ided into 3 sub-articles givin g a description of poss ible amendments to the statute. Any changes such as grammatical editing,

    removal or addition of sub-articles and its contents requires the approval of 2/3 of the members in the executive board during an AGM or EGM.

    8.1 The statute can be amended through an General Meeting

    8.2 Any member can formulate an amendment which must have a proponent and a secondant. The proponent and secondant have to bemembers of the MHSA too.

    8.3 The amendments proposed then pass to the General Meeting for discussion and voting. An amendment to the statute passes with 2/3

    majority.

    Article 9- DissolutionAct of Article 9: Article 9 is divided into 3 sub-articles g iving a description of the disbandment or dissolution of the MHSA. Any changes such as grammatical

    editing, removal or addition of sub-articles and its contents requires the approval of all the members in the executive board.

    9.1 The dissolution or disbandment of the MHSA can officially occur when:

    9.1.1 All the board votes for it.

    9.1.2 2/3 majority of the members present in the EGM.

    9.2 In case of dissolution or disbandment of the MHSA any liquid assets have to be placed in a fiduciary fund while the fixed assets have to

    be passed to the Dean of the FHS, UOM in the eventuality that the association is re-established.

    9.3 A full report on the reasons why the MHSA was disbanded or dissolute is made by the incumbent President for reference by members

    and future students.

    Appendix 1.Act of Appendix 1 shall recognize the presence of past Executive Board Members and past Sub- Committee Members for their work within

    the MHSA. Any changes such as grammatical editing, removal or addition of content requires approval of 2/3 of the members within the

    EB and this may be done outside of an AGM.

    Appendix 2.Act of Appendix 2 shall recognize past positions of the Executive Board and will be used for reference should the incumbent board

    consider to actively re-add the said positions to the statute during a General Meeting.

    2.1 Departments Officer:

    i. The officer should make sure that adequate representation is present from all courses offered at the FHS,ii. Makes sure the MHSA is a positive influence on all courses at FHS.

    iii. This officer works with the PRO to promote the MHSA within the FHS courses.iv. Makes sure that the MHSA is focusing on all courses equally and its members are represented equally.v. Conduct a meeting every month with the chair of each subcommittee to discuss potential events and prospective

    agendas of all parties involved. The departments officer updates the SG on a regular basis regarding the said

    meetings.

    2.2 Deputy Secretary:

    i. Together with the secretary general, is responsible for the running of the office and administration of the MHSA,ii. Assumes the role of the secretary general in the case of absence of the aforementioned. His/her role shall

    be restricted to sub-articles (6.12.2- iv,v)

    iii. Takes the minutes of the executive board meetings with the assistance of SG.iv. Is responsible for formulating a calander for both confirmed and tentative events being oragnized by the EB and all

    the subcommittees. This calander should be accessable to all board members and subcommittee members, while afinalized version which is updated regularly should be available online for all MHSA members and the general

    public.

    2.3 KPS officer:

    i. Is responsible for the MHSA representation at Kumissjoni Politika Socjali (KPS) within University.ii. Is obliged to attend the meetings of the commission and report back on policies and actions to the EB.

    iii. Is responsible to state the official position of the MHSA- agreed at EB level- to the rest of the commission andmake sure that the MHSA is being an influential organization on this commission.
