Section 1.0 Overview of the Community Involvement Plan

The Environmental Proteetion Ageney (EPA) developed the Community Involvement Plan to faeilitate two-way eommunieation between the community surrounding the Fruit Avenue Plume Superfund Site and EPA and to encourage community involvement in site activities. The EPA will utilize the community involvement activities outlined in this plan to ensure that residents are continuously informed and provided opportunities to be involved.

This Community Involvement Plan addresses the relationship of the Fruit Avenue Plume to the community and EPA (Section 2), provides a background of the community (Section 3), presents EPA's community involvement program (Section 4), and provides a listing of resources available (Appendices). EPA drew upon several information sources to develop this plan, including community interviews and site files. EPA's Regional Office will oversee the implementation of the community involvement activities outlined in this Plan.

Section 2.0 Capsule Site Description

2.1 Site History

The Fruit Avenue Plume Superfund Site is a chlorinated solvent groundwater plume located within the city limited of Albuquerque, Bemalillo County, New Mexico. The site IS located at the northwest comer of Third Street and Roma Avenue. The contamination is contained in an aquifer underlying a portion of downtown Albuquerque, predominantly in the central business district. The primary source of the contamination is a closed dry cleaner (Elite Cleaners/Sunshine Laundry) that operated from about 1940 to 1970. A bank parking lot now occupies the property where the dry cleaner was located. The estimated size of the plume is 2/3 mile long, 550 to 1,300 feet wide, and at least 544 feet deep.

Approximately 187,000 people obtain drinking water from wells within four miles of the source. The closest municipal well is 1.2 miles from the site. There are approximately 6,000 people within one mile of the site; these are mostly workers, not full-time residents. Two hospitals and two City of Albuquerque municipal well are located I to 1-3/4 miles from the source site.

The primary contaminant of concem is triehloroethylene (TCE), a chemical solvent, found at levels of up to 90 micrograms per liter (90pg/L) in the ground water. The Maximum Containment Level (MCL) that is allowed under the Safe Drinking Water Act is 5pg/L. Tetrachloethene (PCE), cis-I, 2-Dichloreothene (eis-DCE), and trans-1, 2-Dichloroethene (trans-DCE) also found in some areas of the ground water plume, but these contaminants are below their respective MCL's.

Chlorinated solvents are heavier than water and readily sink in groundwater. An exact or calculated volume of the chlorinated solvent (TCE) released into the groundwater is unknown. However, very small amounts of these chemicals can contaminate large volumes of soil and groundwater.

The area of contamination consists only of the subsurface soils and groundwater. Therefore, the ground surface conditions are safe for people who live, work, and visit the area in the immediate vicinity of the site.

The site was added to the EPA's National Priorities List (NPL) in October 1999, and the studies determining the extent of the contamination were completed in March 2001. In June 2001, the EPA proposed to clean up the site using a variety of methods including soil vapor extraction and ground water extraction with air stripping and activated carbon filtration. The EPA selected the final cleanup plan in September 2001. In June 203, the EPA completed the design of the cleanup plan. On completion of the cleanup work, the groundwater will be within acceptable federal drinking water standards.

2.2 Site Description/Location

The Fruit Avenue Plume Site consists of mainly contaminated ground water that exists below portions of the downtown Albuquerque area, in the general vicinity of Lomas Blvd., south to Tijeras Avenue/Martin Luther King, Jr., and from Sixth Street to beyond Elm Street.

Ground water contaminated with chlorinated solvents is concentrated in the vicinity of the former Elite Cleaners/Sunshine Laundry property. From there, the exiting plume extends for more than 3,675 feet east-southeast. Contamination m ground water extends to a depth of more than 544 feet below the ground surface. The total volume of contaminated ground water is estimated to be 320,000,000 gallons.

2.3 Site Inspections and Cleanup Activities

The contamination includes chlorinated solvent chemicals, primarily trichloroethylene (TCE) and tetrachloroethene (PCE). TCE and PCE are suspected cancer-causing chemicals and have also been shown to cause non-cancer health problems such as central nervous system disorders and liver and kidney damage. The ground water beneath the site contains TCE and PCE at concentrations above regulatory limits and at levels high enough to pose health hazards to humans if ingested, inhaled, or absorbed through the skin.

Currently, no one is using the contaminated ground water for potable (drinking or showering) use so risk is minimal. However, if the plume extends far enough, it may contaminate municipal drinking water supply wells in the future. Downtown businesses use the ground water in limited non-potable applications.

The remedial action objectives for the site are to:

-prevent human ingestion of, inhalation of, or dermal contact with ground water that contains concentrations above the maximum contaminant level goals set by the Clean Water Act.

-prevent human ingestion of, inhalation of, or dermal contact with concentrations of PCE and TCE in ground water, the source of which is contaminated soil with concentrations of PCE and TCE that exceed 0.027 mg/kg and 0.024 mg/kg, respectively.

The remedial design, completed in June 2003, includes soil vapor extraction, treatment in place, and extraction of contaminated ground water with air stripping and activated carbon treatment followed by re-injection into the ground water.

EPA and its contractor installed a new monitoring well in March/April 2012 east of 1-25 and north of Roma Avenue, as per recommendations in the first Five-Year Review. EPA and NMED are currently conducting an update of the previous Monitoring Natural Attenuation (MNA) Study and an update of the ground water model.

Current sampling shows that in influent concentrations are below the remedial goals, therefore the system was switched to the "Rest" period in May 2013, while further monitoring continues The first annual ground watering sample event of the year was conducted in February 2014.

Based on results of the MNA Study, the system status was switched to "Standby" in April 2014. Cleanup goals have been met in the extraction well for the past year and further monitoring will continue. During the summer 2014, repair activities were conducted on selected monitoring wells where wellheads (vaults and boxes on roadways and or pavements covering the monitoring well pipes) have suffered some damage due to traffic and weather

The first semiannual ground water sampling event for 2015 was conducted in February.

Section 3.0 Community Background

3.1 Community Profile

The 2009 census reflected approximately 528,497 persons living in Albuquerque, New Mexico. The population consists of Caucasian, 42.5%, Hispanic, 44.9%, Black, 3.3%, Two or more, 2.0%, Pacific Islemder, .5%, and Other, 8.1%. The population density is 2,737 people per square mile. The elevation is 5,311 feet above sea level. The latitude is 35.11 N, longitude 106.61 W.

TCE and PCE are the leading concerns at this site because they are known carcinogens recognized by the Resource Conservation and Recovery Act (RCRA) and regulated under the Safe Drinking Water Act.

• The Coca-Cola production well had to be removed from service in 1989 when TCE levels exceeded the MCL of 5.0 ug/L.

• The St. Joseph Hospital well was removed from service in December 1996 when TCE levels approached the MCL. In 1997, this well exceeded the MCL for TCE.

• The Presbyterian Hospital well showed levels of TCE below MCL in 1999. • The City of Albuquerque municipal well, Yale 1, exhibited trace levels of TCE

and PCE in 1999. It is unknown whether the contamination source of Yale I is from the Site; however, Yale 1 well is located downgradient of the Site.

3.4 Responses to Community Concerns

Commitments to community members:

3.5 Summary of Communication Needs

Section 4.0

EPA's Community Involvement Program

The overall goal of EPA's community involvement program is to promote two-way communication between citizens and the EPA and to provide opportunities for meaningful and active involvement by the community in the cleanup process. EPA will implement the community involvement activities described below. The following plan is based on the results of the community interviews described previously.

4.1 The Plan

The community will be kept informed of all activities relevant to the public health and the environment by means of an updated mailing list. Local media, fact sheets, and community meetings will be used to keep the community informed.

Issue 1: Keeping the public informed and up-to-date

Activity lA: Designate an EPA Community Involvement Coordinator (CIC)

• Objective: To provide a primary liaison between the community and the EPA, and to ensure prompt, accurate, and consistent responses and information dissemination about the Site. In those instances where EPA's Community Involvement Coordinator may be unable to provide adequate information (such as technical issues), inquiries will be directed to the appropriate EPA contact.

• Method: EPA will designate a CIC to handle site inquiries and serve as a point of contact

Activity IB: Prepare and distribute site fact sheets and technical summaires

• Objective; To provide citizens with current, accurate, easy-to-read, easy-to-understand information about the Fruit Avenue Site.

• Method: Fact Sheets will be mailed to all parties on the site mailing list. In addition, copies will be available at the information repository.

• Timing: EPA will prepare and distribute fact sheets as needed.

Activity IC: Meet with local community groups

• Objective: To provide community leaders multiple opportunities to get involved in collaboration

• Method: Contact the community leaders and keep them informed of what is happening at the site

• Timing: On-going

Issue 2: Staying current

Activity 2A: Provide a toll-free 800 number for community to contact EPA

• Objective: To enable citizens to get the latest information available when they want it rather than having to wait for a meeting or a fact sheet, and without incurring any cost.

• Method: EPA has activated an 800 number and will publish it periodically in the local papers and in all fact sheets.

• Timing: The line is currently operational at 1.800.533.3508.

Activity 2B: Maintaining a mailing list for the site

• Objective: To facilitate the distribution of site-specific information to everyone who wants to be kept informed about the site.

• Method: EPA will create a mailing list that includes all residences of all the residences adjacent to the Site, in known or suspected paths of migration, or those otherwise affected

Activity 2C: Establish and maintain Information Repository

• Objective: To provide a convenient location where residents can go to read and copy official documents and other pertinent information about the Site and EPA activities.

• Method: The repository is a reference collection of site information containing the Administrative Record file, other site-speeific information, the Community Involvement Plan, information about the Technical Assistance Grant program, and the general Superfund process. The Community Involvement Coordinator will work with a local contact to establish the local repository. This repository will be accessible to the physically challenged, will have copier facilities, and will be available to residents during normal business hours and at least some evening and/or weekend hours.

• Timing: EPA has established the local repository at the Albuquerque Public Library, 501 Copper Ave, NW, Albuquerque NM, 87102, 505.768.5240.

Activity 2D: Provide Site and Superfund information on the internet

• Objective: To provide key resources for searching and listing both general and specific information about Superfund and hazardous waste issues.

• Timing: The Administrative Record is opened as soon as site investigation begins and remains opened.

Activity 3B: Hold public meetings

• Objective: To update the community on site developments and address community questions, concerns, ideas, and comments.

• Method: The EPA will schedule, prepare for, and attend all announced meetings. EPA will provide at least two weeks' notice of the scheduled meeting. The Regional Project Manager, Community Involvement Coordinator, and other appropriate EPA staff will attend.

• Timing: The EPA will hold community meetings as appropriate.

Issue 4: Community Involvement

Activity 4A: Make informal visits to the community

• Objective- To help keep community members informed about the Site, while providing EPA with feedback about the site activities and the community's opinion.

• Method: EPA will establish a presence in the community through informal, often unscheduled visits to talk spontaneously with local residents.

• Timing: Throughout the entire Superfund process.

Activity 4B: Solicit comments during a Public Comment Period

• Objective: To give community members an opportunity to review and comment on various EPA documents. This provides the citizens with meaningful involvement in the process and also provides the Site Team with valuable information for use in making decisions.

• Method: EPA will announce each comment period separately. Announcements will be published in the newspaper and EPA fact sheets. These will include particulars about duration, how to make comments, where to submit comments, etc. EPA may solicit comments on the following information documents: draft Community Involvement Plan, draft summary test results (not individual tests), and initial interpretation, preliminary finds about the Remedial Investigation and a list of possible remedies likely to be considered, preliminary findings of the Feasibility Study and a brief summary of the

• Timing: Comment periods will be announced as appropriate. A comment period is required in conjunction with the announcement of the Proposed Plan and will last a minimum of 30 days.

Activity 4C: Prepare and issue a Responsive Summary

• Objective- To summarize comments received during comment periods, to document how the EPA has considered those comments during the decision-making process, and to provide responses to major comments.

• Method; EPA will prepare a Responsive Summary as a section of the Record of Decision The Responsive Summary will include four sections: (1) Overview (2) Background about Community Involvement (3) Summary of eomments received and Agency responses (4) Remedial Design/Remedial Action concerns. All information, both technieal and nontechnical, will be conveyed in a manner that is easily understood.

• Timing: EPA will issue the Responsive Summary as part of the Record of Decision.

Activity 4D: Revise the Community Involvement Plan

• Objective: To identify and address community needs, issues, or concerns regarding the Site or the cleanup remedy that are not currently addressed in this Community Involvement Plan.

• Method- The revised Community Involvement Plan will update the information presented in the previous version of the Community Involvement Plan

• Timing: EPA developed the Community Involvement Plan in 2003. EPA will continue to revise the Community Involvement Plan as community concerns warrant or at least every three years until the Site is closed.
