Highlights of the Month

PROGRAM PROJECT DETAIL COMMUNITY LIFESTYLE

2017 Sports Expo and Sign-on Day

Sports Expo and Sign on day was held at the Mackay Entertainment and Convention Centre on Sunday 12 February. Approximately 8,000 people attended the Expo to gather information from the record 100 sporting clubs and community groups in attendance.

Chinese New Year celebrations

Chinese New Year celebrations were held on 4 February in Victoria Street. The spectacular event was well-attended by community members and supported by local businesses.

Visitors to Library Services There was an 8.59% increase in library visitors during February 2017 compared with the same period last year, with the majority of increase at the new Dudley Denny City Library.

MECC & EVENTS Sir Elton John in concert The MECC has been working with Economic Development and Chugg Entertainment to assist in the development of this concert. The project has culminated in the concert date being confirmed as 22 September 2017 at the BB Print Stadium.

External visitation to Mackay February’s events had higher than average external visitation. The average across all events was 8% which is high for this time of the year. Notable events include Suzi Quatro in concert which had 25 % external visitation in patronage.

Sports Expo

Live Facebook event for Sir Elton John

Launched revised Council Connect TV series with Vector Control team being first in the series

The team provided extensive media promotion for the Sports Expo in helping to deliver a successful event on the day.

There was great engagement as we went Live with the Sir Elton John concert announcement. It attracted 11,000 views on the day.

The new version of Council Connect has received positive feedback. It involves a series of specialist infomercials to showcase council workers on the front line. These are being shown on Facebook and local TV.

EMERGENCY MANAGEMENT (EM)

Community Engagement (Get Ready Message).

Emergency Management staff, SES Volunteers and QFES staff attended community events this month including; Sports Expo, Star FM and Porters Cyclone Day and Chinese New Year.

River and Rain Alert Stations Project

The project continues to roll out with BOM and EM staff conducting radio pathway testing on proposed sites.

Inspector General Emergency Management (IGEM), Disaster Management Officers network Conference and LGAQ Disaster Management Conference.

Confirmation that both workshops will be held in Mackay this year in the week of 8th May 2017. Planning is now underway for these.

IGEM Mackay District Improvement Strategy Implementation Workshop.

Confirmed to be held on the 7th March 2017. The Honourable Mark Ryan MP, Minister for Emergency Services and QPS will be in attendance along with the Mayors of Mackay, Isaac and the Whitsundays.

HEALTH & REGULATORY SERVICES

Dengue Prevention Awareness February saw the completion of the Dengue prevention awareness campaign across radio, television and social media. This was a joint initiative with Mackay Hospital and Health Service and included the Mackay, Isaac and Whitsunday Council areas. It promoted actions people can take to prevent mosquito breeding and reduce their exposure to Dengue.

Mosquito breeding areas Vector Control Officers have been working hard treating 706 hectares of mosquito breeding areas this month.

Workplace Health & Safety

Summary Six incidents were reported during February.

For the 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost. No lost time injuries or lost days were recorded in February.

Incidents and Injuries

Two injuries to MRC employees were reported in February and one incident:

• A worker felt pain in their neck, shoulders, and back while carrying a vacuum cleaner.• A worker suffered a minor cut to their finger after it was caught in a door.• Three library workers witnessed the physical assault of a member of the public, outside the library.

Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

Community Programs Number of Community Enquiries – 750 Number of Emergency Relief Assistance Packages Provided – 13 JP Services provided to community – 31 Sarina Neighbourhood Centre - 10 bookings of the meeting room to support 112 members of the Sarina community. Community Development Activities • The auditions for Mackay’s Got Talent 2017 were held at the Seniors Citizens Complex on Sunday 19

February. 21 young emerging artists and performers auditioned with 7 progressing through to the finals. The finals will be held during National Youth Week with the event to be staged at the MECC on Saturday 8 April. Tickets will be available from the MECC box office from Friday 3 March.

• Sarina International Women’s Expo will be held at the Bob Wood Cultural Hall, Sarina on 8 March.

Approximately 40 stallholders will be in attendance offering information and advice to all those attending. • The Women Who Make Us Proud Awards ceremonies will be held in in Mackay on 8 March and Sarina on

9 March. 143 nominations were received by the closing date of 20 February. • Chinese New Year celebrations were held on 4 February in Victoria Street. The event was well-attended

by community members and supported by local business, Economic Development and Community Development.

• The draft Accessible Communities Action Plan has been received from the consultants and is being

reviewed prior to presentation to council for adoption. • Registrations for the Community Strengthening: Board Development Conference open on 1 March and

close on 20 March. Registrations can be made through the following link: http://www.mackay.qld.gov.au/community/events/community_strengthening_board_development_conference • Planning for the inaugural Volunteer Expo to be held in May is progressing well. Online registration for

exhibitors opened on 14 February, with 26 applications received to date. • Ten young people participated in the free Learn to Skate workshop held at the Sarina Skate Park on 25

February. • 13 young people are currently engaged in creative writing workshops to develop the script for the 2017

Valley District Youth Council production. • Round 2 of the Regional Arts Development fund closed on 8 February with 18 applications received

requesting $103,446.19. The assessment committee has finalised its assessment of these applications.

• Round 2 of the Community Grants program closed on 3 February with 56 applications requesting $270,658.10 being received. The assessment committee review of the applications will be conducted on 3 March.

• The Creative Mackay Facebook Page, which has replaced the hard copy Art Is-In Calendar of the Arts is

developing well and currently has 463 members. Posts continue to be submitted by both Arts Development Officers and active members.

• Multicultural CAMS Officer is currently working with the Ethnic Communities Council Queensland to

connect them with the Pacific Islander and Australian South Sea Islander community in Mackay, with a view to rolling out the Living Well Multicultural Health Program in Mackay.

Community Meetings / Events / Interagency Meetings. 87 meetings and events were held, highlights of which included: • Support was provided to the Filipino community in order to further develop relationships between the

Community Development team and this active community group. • Meetings have been held with the Pacific Islander community to assist with the planning of the Pasifika

cultural festival in 2017. • Planning is underway to recognise Harmony Day across council on 21 March. Staff will be invited to bring

a plate of food to celebrate cultural diversity and to dress in the theme colour of orange or wear traditional clothing from a country of their choice.

• Support continues to be provided to the Drop-In Centre Management Committee as they endeavour to

establish a drop-in centre for homeless and vulnerable people in the Mackay Region. • Support is being provided to the Mackay & District Italian Association to plan and deliver an Italian Street

party scheduled for 29 April. • Community Development connected with Mackay Golden Years and Mackay 50 and Better groups to

promote council services and facilities and to build relationships between council and seniors’ groups. • Meetings have been held with a local employment agency to assist with better engagement with the

Indigenous community with a view to improving employment outcomes. • Discussions have commenced with the Aboriginal and Torres Strait Islander Community Health Service –

Social Emotional and Wellbeing Unit to progress activities to recognise 2017 National Sorry Day.

Sister Cities Program Applications for chaperones for the 2017 Student Ambassador trip to Matsuura have closed, with 5 applications being received. Interviews and selection processes will be undertaken prior to the selection of the youth ambassadors. Sport & Recreation 3 meetings/events and 41 contacts were managed during the reporting period, highlights of which included: • Sports Expo and Sign on day was held at the Mackay Entertainment and Convention Centre on Sunday

• Sport and Recreation in collaboration with the Mackay Police Service (Crime Prevention Unit) are rolling out the bike education program, ‘Safety Circus’ to year 3 students across the region.

• The Get Out Get Active program commenced 13 February with 52 participants engaged in the first week. The full program is available on council’s website:

• Groups with an interest in Brewers Park Sarina met with council staff to discuss opportunities to progress development at the site. Council will continue to meet with a committee, made up of representatives of the various sporting organisations in order to ensure productive working relationships are developed and maintained.

• The Sport and Recreation team are providing support to the project delivery team of the Mackay Regional Sports Precinct project draft report.

Museums

• Volunteers at Sarina District Historical Centre and Pioneer Valley Museum are currently changing over their exhibitions and preparing to reopen to the community in March.

• Mackay Museum Volunteers are again welcoming visitors to the museum on Tuesdays, Thursdays and Sunday 10am to 2pm.

• Greenmount Homestead volunteers have mounted new displays which can be viewed in the Resource Centre during opening hours: Sunday to Friday 9.30am – 12.30pm.

• The Pioneer Valley Museum’s display has been changed over in preparation for their reopening on 1 March. The museum has also mounted a display of World War I panels at the Gargett Hotel, which has proved popular with locals

Artspace Mackay Current Exhibitions - Artspace Mackay • Gallery One – Copier Jam! A touring exhibition that showcases current zine, independent comic creators,

collectives and distributors from across Australia. The exhibition will include the publications alongside original art, layout pages, workings and even a vending machine that distributes zines. Three local zine makers were included in the exhibition.

• Gallery Two A - Pet Portrait Project - The Pet Portrait Project is an Artspace Mackay community art project that was inspired by the love, humour, comfort and inspiration that is shared between a person and their pet. For this heart-warming venture, we encouraged talented people in our region of all ages and backgrounds, from beginners to experienced artists, to make an artwork to pay fitting tribute to their pets. The entry fee of $5 and the contents of the donation box have been donated to the Mackay branch of the RSPCA, a sum of more than $600.

• Gallery Two B - hosts Focus on the Collection with artworks by Wiradjuri artist Karla Dickens. Created from an intensely personal place, it is this authenticity that powers each work.

• Gallery Three - Very woofy – Noel McKenna - a selection of McKenna’s artists books alongside the artist’s recent donation of fourteen works on paper.

The Gallery is currently closed for refurbishment from 20 February to 21 March. During this time we will be holding intensive training sessions for our Visitor Services, Workshop and Project Volunteers. On re-opening we will have three new exhibitions, a revitalised gallery shop and the Tate Adams Reading Pod will be in place.

Mackay Entertainment & Convention Centre and Events Overview The Performance of the MECC against KPI’s overall is going well. Attendance is up 14% on last year's figures. The MECC team have been working hard with a range of different promotors and events to bring a variety of entertainment options to Mackay this year. During the month we held three expos in the convention centre, the Bridal Expo, Sports Expo and the Hello World Travel expo. The MECC also hosted a Morning Melodies Simon Gillespie’s Peter Allen tribute, The Searchers; Go your own way the story of Christine McVie and Suzi Quatro in concert. Business Events Development

Staff attended the AIME exhibition in Melbourne. The MECC in collaboration with Toowoomba and Townsville, developed a “Boutique Queensland” concept attracting 3 pre and post exhibition media articles. This helps in maintaining a profile for Mackay Region in the business events industry nationally and internationally in NZ. An article about the collaboration will be published this month in an NZ Business Events industry magazine. Festivals and Events

Mackay City Centre Easter Carnival Marketing material for this event is currently being finalised, with radio and print advertising to commence in mid-March. Facebook and online marketing will commence from 6 March 2017. The Festivals team is working with the Mackay City Centre and Libraries to organise visits from the Easter Bunny to coincide with school holiday activities, as extra promotion for the event. MLC Advice Mackay has been secured as a major event sponsor for the third year in a row, showing their continued support of the event and the region. Festival of Arts Several sponsors have re-signed for the 2017 event, and discussions are underway with other major sponsors to finalise their involvement in 2017.

The Festivals team is currently focusing on finalising these few remaining sponsorship opportunities and

commencing artwork in readiness for the Festival launch. Global Grooves Local support of this event continues to grow with several cultural groups already expressing interest in the October event. The Festival team has had an initial discussion with a representative from the Australian South Sea Islander (ASSI) community. This year marks the 150th Anniversary of the arrival of South Sea Islanders to the Mackay

area as indentured labourers, and the local ASSI community are planning an increased presence at this year’s event to mark the occasion. The local Fijian community are also applying for grant funding to bring artists from Fiji, and plan to incorporate an artist in residence program at this year’s Global Grooves alongside their usual Global Village site. The first year of the $20k Multicultural Affairs Queensland grant was successfully acquitted and the Festivals team will use the second year instalment of $20k this year to assist these groups with their attendance at the event.

Corporate Communications and Marketing

Overview It has been a busy month for the program with a number of media campaigns and events finalised. Extensive media promotion and PR arranged for the February Footy Fest – NRL & AFL pre-season games. The announcement of the Sir Elton John concert and Queensland Maroons Fan Day generated enormous local, state and national interest. The team were part of the Sports Expo & Sign-on Day committee in delivering another successful expo. A series of revised Council Connect TV infomercials, showcasing some of the different roles and services provided to the community has been launched. The six-part series runs on Facebook and local television. The roles include Trade Waste, Water laboratory, Street Sweeper, Linemarking and Vector Control. The draft Corporate Plan is in the process of being reviewed by council. The team attended a one-day LGMA training session on Digital Community Engagement. Significant sponsorship has been secured from Sugar Australia to assist in updating the Sarina Sugar Shed video which includes shooting new vision for the Welcome Tour video which is shown at the start of the Sugar Shed Tours. The updated version will also have a component promoting the sugar industry. The first official meeting of the Anzac Day organising committee was held to start preparations for the Citizens Morning Parade. This year, council is providing greater assistance to the Mackay RSL in organising the Parade.

Emergency Management Overview The Emergency Management team and SES volunteers are continuing to reinforce the “Get Ready” Mackay message throughout the community. This has been done through social media and attending various community events. During this month, community events have included Sports Expo, Star FM and Porters Cyclone Day and the Chinese New Year Street Party. On 8 February a working committee met in Mackay to discuss last resort “Places of Refuge”. In this meeting there were representatives from Mackay and Whitsunday Regional Councils, QFES (EM and Fire), Department of Education and Training and Building Assets and Services (Department of Housing and Public Works). The Emergency Management Team are working at State level on several issues. Emergency Management staff continuing to assist with Council’s Strategic Risk Analysis and Evaluation project. The Mackay Local Disaster Management Group meeting was held on 27 February 2017. Exercises

Storm event 14 & 15 Feb Mackay Group attended 8 requests for assistance with residential sandbagging and tarping. Mirani Group assisted a residence in Pleystowe by chain-sawing a tree that had fallen and was blocking their driveway

SES Current Capabilities The Mackay Regional SES Unit currently has the capability to provide operators for the following functions:

• Member training and competency maintenance is ongoing. • All fleet has been reported as operational with the exception of:

o 1 x flood boat - engine is currently being replaced o 1 x trailer – to be re-registered by Queensland Fire & Emergency Services

Community Events • Public awareness display at the Porters / STAR FM Cyclone Awareness Day • Joint participant with MRC’s Emergency Management team at the Chinese New Year Celebrations on 4

February and the Mackay Sports Expo and Sign On Day on 12 February – promoting emergency and disaster preparation and SES recruiting.

Education and Training Sessions

Food safety training sessions are conducted for non-profit organisations and for food handlers at festivals and events. School education includes responsible pet ownership and dengue fever awareness. Customer Requests Throughout February 2017, 736 requests for service were received, compared with 877 for February 2016. 79% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.
