Anti-Poverty Week Food Drive
This year’s Anti-Poverty week food collection initiative was very successful with double the amount of food and toiletries being collected this year compared to last year. All donations were provided to St Paul's Uniting Church, Anglicare Mackay and the Sarina Inter Church Council for distribution to those in need.
MECC & EVENTS Global Grooves 2016 Global Grooves 2016 was successfully delivered on October 29 at Queens Park. Attendance at this year’s event was an increase on last year’s event, with an estimated 10,000 people in attendance. The numbers were consistently high across the afternoon and into the evening. Feedback from the event has been positive with the public commenting on the range of food available and the family friendly atmosphere of the event.

EMERGENCY MANAGEMENT (EM)
Mackay Pioneer River and Rain Alert Network Upgrade.
Successful grant application for funding ($384,000) to assist in the upgrade.
HEALTH & REGULATORY SERVICES
Eat Street Food Fest Mackay Eat Street was held at Harrup Park Country Club on 15 October 2016. This was the largest approved food event ever held in Mackay with 69 food vendors. Environmental Health Officers worked with Harrup Park Country Club leading into the event, approving their temporary entertainment event application and delivering 2 food safety training sessions to food vendors. At the event, 4 Environmental Health Officers inspected individual food preparation areas during set up and while operating throughout the evening. There was a good level of food safety from food vendors.

Summary
Four incidents were reported during October. One of these incidents resulted in lost time – a worker suffered a minor foot injury after the glass door of a food cabinet became dislodged and fell.
For 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost – one in October.
Incidents and Injuries
There were four incidents reported in October • A lost time injury where the glass door from a food cabinet came off its tracks, falling and
hitting a worker’s foot. One day was lost. • A staff member tripped over a sand bag that was being used as a door stop, twisting their
ankle. • A first aid injury while connecting parts of a vacuum cleaner. • A worker received a small shock from static electricity when chain on roller door was
touched. The area was tested by an electrician – no electrical faults or current found. Electrician advised that static electricity was the probable cause.

Council in Community Mackay Regional Councillors visited the Northern Coast and Beaches on 5 October for their monthly Council in Community, where the councillors spend a day in the communities around our region. The visit included:
• A tour of Kerrisdale Gardens
• Morning Tea with the Habana Progress Association
• Site Visits to: • Eimeo Surf Club • Northern Beaches Community Hall • Bucasia Green Waste Facility • The Proposed Bucasia Skate Park Facility
• Lunch at the Northern Beaches Bowls Club
• Presentations by: • Northern Beaches Police • Northern Beaches Community Network • Northern Beaches Bowls Club
• An afternoon 'Have a Cuppa with Council'.

Community Programs Number of Community Enquiries – 713 Number of Emergency Relief Assistance Packages Provided – 9 Community Development Activities
• The draft Accessible Communities Action Plan is currently available for community consultation until 11 November. Comments on the draft are welcome through Connecting Mackay at the following link http://connectingmackay.com.au/ Hard copies of draft plan and feedback forms are also available at all customer service centres across the region.
• Community Development Officers held a council stall for the Mental Health and Wellbeing Fair held on 8 October at the Mackay Showgrounds. The stall featured 5 interactive “wellbeing stations” showcasing how council addresses and improves the community’s mental health and wellbeing. The event was attended by 900 people and approximately $10,000 was raised towards mental health initiatives and research in the region.
• Support was provided to the Mackay Child Friendly Action Group in the planning and delivery the Day for Daniel Family Fun Day event held on October 28 at the Shakespeare Child & Family Centre. The event was well supported with 50 families in attendance.
• Planning for a series of Community Grants Training sessions has been completed. The sessions will be delivered throughout the region in November. These free sessions will guide people through the new SmartyGrants online application system for Council grants as well as providing tips on successful grant writing. Sessions will be held in Mackay, Monday 21, Sarina Tuesday 22 and Mirani Wednesday 23 November. All sessions commence at 5.30pm.
• Sarina Youth Centre staff arranged “The Big Chill’ in conjunction with the Sarina High School and headspace Mackay during Mental Health Week. Students engaged in Tai Chi sessions, played football with the team from Deadly Choices and gathered information from the headspace team.
Community Meetings / Events / Interagency Meetings. 59 meetings and events were held, highlights included:
• Support was provided to 15 multicultural groups to facilitate their participation in Global Grooves. The event, held at Queens Park on Saturday 29 October, continues to attract a broad cross section of the community.
• The Valley District Youth Council production “It’s About Time” was held at the Pinnacle Playhouse on 7,8,14 and 15 October. 220 community members attended the performance delivered by 25 Youth Council members. The Youth Council chose to donate the profits from the events to Anglicare Mackay.
• The 2016/17 bid to Arts Queensland for funding for Regional Arts Development Fund (RADF) was approved this month. Arts Queensland will contribute $83,000 toward arts projects in our region through the program.
• The Mackay Interagency meeting was held 18 October with 12 local agencies represented. • The Multicultural Officer (Australian South Sea Islander Community) will be conducting Youth
Leadership forums in Rockhampton and Innisfail on 6 & 12 November.

These forums follow the successful trial held in Mackay during June 2016 and aim to develop the leadership skills of young people to ensure ongoing sustainability of organisations and the retention of cultural knowledge.
Sister Cities
• The annual Youth Ambassador Program was completed with 9 students visiting Japan and in particular Matsuura.
• A group of 10 Matsuura Citizens will arrive in Mackay on 12 November for a 4-day visit to the region. A full itinerary has been developed to showcase the region’s attractions to the visitors.
Sport & Recreation 4 events/club meetings were supported. Events coordinated included:
• The Sport and Recreation Co-ordinator, together with the nominees for the North Queensland Sportstar Awards, attended the annual awards evening on 29 October.
• Planning for the 2017 Sports Expo to be held on Sunday 12 February is well-advanced, with the Organising Committee meeting monthly. Expressions of interest for stalls at the Expo will be invited in November.
• The third and final block of activities under the ‘Re-activate You’ program concluded on 17 October. ‘Re-activate You’ activities included Zumba, Yoga, Multicultural swimming lessons, Hip Hop Dance, group fitness sessions. A total of 1,017 women and girls participated in the program.

Library Highlights
• First 5 Forever Team has commenced outreach activities with the implementation of Chatter Play in Sarina. This program is delivered in partnership with the Sarina CWA and the Child Youth & Family Health unit. Sessions are designed to provide a more personal interaction where First 5 Forever staff can engage with families and provide First 5 Forever messages in a comfortable setting.
• Young People Services staff attended the Baby Play and Story Time Workshop at the State Library of Queensland (SLQ) presented by SLQ and First 5 Forever.

Mackay Entertainment & Convention Centre and Events Overview • The MECC hosted Destination Q during October and was well regarded by the patrons and the
organisers for the facilities and staff commitment to customer service. The organisers were particularly impressed with the technical skills of the staff and the quality of equipment in a regional venue. The friends of the theatre received special mention and great praise for their work alongside Mackay tourism volunteers assisting with Destination Q.
Business Events Development
• The MECC hosted 4 professional conference organisers for a successful familiarisation of the regions business events facilities
• The MECC received national PR in the Business events industry magazines for its innovative work with Professional conference organisers promoting the region
Festivals and Events
Mackay Festival of Arts • The final details of the 2017 Festival program is currently being finalised, with the sponsorship
proposal going out shortly to confirm previous sponsors and to secure any new sponsorship opportunities.
• We are currently on track to launch the Festival earlier than in previous years, with the launch planned for March 2017.
• Interest from local artists in the Illuminate project was very strong with several local artists shortlisted for the project, pending the outcome of the Festivals Australia grant.
Fashion Week Mackay • The MECC facilitated the gala event of Fashion Week Mackay on Saturday October 8. • Feedback from attendees and the Fashion Week Mackay committee was positive, with the event
running smoothly.

people in attendance. The numbers were consistently high across the afternoon and into the evening. • Feedback from the event has been positive with the public commenting on the range of food available
and the family friendly atmosphere of the event. • Vendors and the public were also pleased with the new layout which was implemented this year. The
location of the main stages was moved so it faced all other areas of the event. • The later start time of 2pm was also a successful change, which meant we avoided the heat of the
day and patrons who attended from the start of the day were able to fully enjoy the event.

New Year’s Eve • The Festivals team is now focused on the final details of this event and will be working in the next few
weeks to finalise plans for the event layout, the kid’s craft workshop and the fireworks display. • Naming Rights Sponsorship for this event has been confirmed, with BB Print coming on as our
sponsors for this event. • Marketing for New Year’s Eve will commence in early November.

Corporate Communications and Marketing
Overview A wide array of work was undertaken by the Corporate Communications and Marketing team in October.
Content and design of the 120-page 2015-16 Annual Report has been finalised. The report is due to go before council in November for adoption.
The team provided communications and marketing for the successful 2016 Global Grooves event, as well as smaller events, including Movies in the Meadows at the Mackay Regional Botanic Gardens.
Communications and marketing assistance was provided to the planning department with the proposed Mackay Region Planning Scheme being readvertised for a further round of public consultation.
Assistance was also provided to Water and Waste Services with communications around changes to bin collection services, as well as National Water Week, including Council Connect stories.
A competition to encourage residents to get connected with their local community was a big success.
With an iPad Air 2 up for grabs, thanks to a partnership between council and Harvey Norman Mackay, residents simply had to subscribe to at least one of our e-newsletters to enter.
A total of 1100 individual entries were received, boosting subscriptions to our e-newsletters by much more than that, as some entrants opted to sign up to more than one, or even all our the e-newsletters.
Subscriptions to our e-newsletters rose 4327 when post-campaign subscriptions were compared to pre-campaign numbers.
We also passed 1000 followers on Instagram during the month, less than a year since launching.

Emergency Management Overview This month the Emergency Management Team continues to work with the Inspector General Emergency Management (IGEM) in completing the Mackay Capability Review. On the 5 October IGEM completed a validation meeting with EM staff in Mackay. Any further feedback from the Mackay LDMG on the capability review is due on the 11 November 2016. IGEM will be presenting the outcomes and the process of the review to the Mackay LDMG on the 28 November 2016. On 10 October a LDMG meeting was conducted. Also in this reporting period all of the Local Recovery Groups (Human/Social, Infrastructure, Economic and Environmental) meetings were conducted. Emergency Liaison Officers from Seaforth, Midge Point and Eungella met on 21 October 2016 to discuss disaster preparedness activities for the storm season. Emergency Management, SES and Strategic Planning (Flood and Drainage) staff continued the “Get Ready” message with a stand at the Global Grooves, 29 October, where approximately 1,500 emergency bags were handed out. Education and Training Sessions

Customer Requests Throughout October 2016, 613 requests for service were received, compared with 773 for October 2015. 79% were completed in nominated timeframes. Health and Regulatory Services aim to complete a minimum of 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed with which compliance can be achieved using compliance processes, timeframes for completion can be affected. Monthly Infringements Activity The graphs below provide a summary of infringement activity for Health & Regulatory Services over the past 13 months from 1 October 2015 to 31 October 2016. There has been a decline in regulated parking infringements issued during the month because a cable connection on the Number Plate Recognition Camera had deteriorated, requiring repair by the supplier. This meant that for half of October, car parking patrols had to be completed on foot by Officers. Officers daily regulate 2,525 on street car parks, off street car parks, loading zones and car parks designated for disabled people.
