Highlights of the Month
PROGRAM PROJECT DETAIL COMMUNITY LIFESTYLE
Cyclone Debbie recovery Community Programs' team members have supported community recovery activities following cyclone Debbie. Activities have included providing information and support to residents in the Koumala, Sarina, Eton, Hibiscus Coast and Midge Point areas. The team has also provided information to support the implementation of outreach teams, linking the teams with local intelligence and resources to enable them to provide support to residents during outreach door knocking activity.
Mirani Chillax youth event “Mirani Chillax” was held on April 6 at the Mirani Youth and Community Hall. 40 young people attended the event and engaged in activities including inflatable games and musical entertainment. The activity supported by the youth team allowed young people to reflect on their experiences following cyclone Debbie.
Deadly Choices program delivery
The Sarina Youth Centre Community Development Officer (CDO) is supporting the Mackay Deadly Choices team to deliver a range of programs at the Sarina High School. Deadly Choices is an initiative of the Institute for Urban Indigenous Health (IUIH) in South East Queensland and is funded by Queensland Health. Deadly Choices aims to empower Aboriginal and Torres Strait Islander people to make healthy choices for themselves and their families.
MECC & EVENTS Department of Community’s recovery hub
MECC assisted the TC Debbie Disaster Recovery by hosting a Community Hub in the Convention Centre from Friday the 31st of March through to 23rd April, with over 6388 attendances, contributing to the higher than normal April attendance figure.
Mackay City Centre Easter Carnival
The event was attended by an estimated 6,000+ people, which is an increase on past Easter events. Those attending enjoyed the live entertainment on stage, the Giant Easter Egg Hunt and rides for the children.

Cyclone Debbie recovery
Anzac Day
Mackay Volunteer Expo
The team assisted with delivery of information about the recovery from Cyclone Debbie, such as the green waste kerbside collection.
Council played a greater role in organising the main Citizen’s Parade in Mackay this year as the RSL looks to transition organisation of this event to the community. Council’s Corporate Communications team was represented on the organising committee and provided communications support for Anzac Day parades and services in our region.
Promotion for the inaugural Mackay Volunteer Expo, to be held on Sunday, May 7, began in April. It included a TV commercial, Facebook video and radio promotion with ABC Tropical North.

EMERGENCY MANAGEMENT (EM)
TC Debbie Transitioned from Response to Recovery during this month. All four local recovery groups are still "stood up" providing support to the community.
SES Deputy Local Controller Interviews
Deputy Local Controller interviews completed this month. Positions will be filled by the end of May 2017.
Emergency Liaison Officer meeting
A de-brief meeting/lunch was held with the Emergency Liaison Officers to discuss TC Debbie and congratulate them on a job well done during the event.
HEALTH & REGULATORY SERVICES
Cyclone Debbie Local Laws Officers responded to dog and cattle related incidents after Cyclone Debbie passed through the region. Environmental Health Officers provided assistance to businesses and residents about reducing public health and safety, and environmental risks during recovery and clean-up activities.
Off Street Paid Car Parks PayStay was introduced in the five Mackay City Centre Off Street Paid Car Parking areas on 18 April 2017. Wednesday appears to be the busiest day of the week for the car parks with 250 people using PayStay and 75 people using pre-paid parking permits. Officers have been working with individuals and groups to transition to using PayStay.
Animal Management Strategy
The Draft Animal Management Strategy was released for community feedback on 24 April 2017. The strategy seeks to ensure that the needs of animals and their owners are addressed, and identifies a list of objectives to support and promote responsible pet ownership in the community.

Workplace Health & Safety
Summary
Six incidents were reported during April.
For the 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost. No lost time injuries or lost days were recorded in April.
Incidents and Injuries
There were three injuries to MRC employees recorded in April:
• A worker had a near miss with two aggressive dogs.• A worker cut the inside of their finger while they were preparing food.• A worker suffered minor bruising when they tripped over while exiting a building.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

The April Council in Community Day was spent in the Pioneer Valley and Mackay Regional Councillors visited the following locations:

Community Lifestyle
Community Programs Members of the Community Programs team provided support to the Shared Services – Call Centre team by donning headsets and taking calls during the busy period post cyclone Debbie.
• Number of community enquiries – 1,109 • Number of Emergency Relief Assistance Packages Provided – 6 • Sarina Neighbourhood Centre meeting rooms utilisation –18 bookings to support 99 members of the
Sarina community. • Provision of JP services to the community – 11
Community Development Highlights of activities this month include: • Mackay Regional Council, through the Community Programs team, established a partnership with a
national not-for-profit group, Givit, to facilitate donations of white goods, bedding, linen and other household items to support families impacted by cyclone Debbie within our region. A number of impacted families placed requests for assistance, with the majority of the requested items being sourced locally either through donations from community members or the purchase of new items from local retailers.
• Online registrations for the Seniors Expo open on May 2 with 80 stall sites being available. Registrations
will close at the end June, or as soon as all sites are allocated. The Expo will be held at the Mackay Showgrounds on 22 August from 9:00am to 1:00pm.
• Community Development met with Hampden Valley Progress Association members on April 5 to discuss
progress of the development of Delachantos Road Park. • Community Development presented information on council grants at a Mackay Tourism Bootcamp event
on Wednesday April 26. Information was shared with local not-for-profit groups with a number of agencies requesting further information and support to prepare applications.
• Sarina Neighbourhood Centre facebook page had 16 posts reaching 7,599 users. • The Centrelink Kiosk within the Sarina Neighbourhood Centre was accessed by 90 clients this month.
This number is higher than average and is as a result of clients accessing the Kiosk seeking support payments following cyclone Debbie.
• A Community Leadership Forum for young Australian South Sea Islanders was held on 12 April at the
ASSI Meeting Hut. 12 people from the Bowen, Proserpine and Mackay regions participated in the Forum. • Community Action for a Multicultural Society (CAMS) supported a ‘lap lap’ traditional cooking event held in
Rockhampton on Saturday 22 April. 30 young Australian South Sea Islander’s attended. Males and females were taught separately the cultural responsibilities involved in cooking ‘lap lap’. This event was an outcome of the Community Forum held in Rockhampton, which identified the need for young people to develop cultural knowledge and skills.
• CAMS officer in partnership with the Mackay and District Australian South Sea Islanders Association
(MADASSIA) facilitated a Cast Net workshop on Sunday 2 April. 27 local Australian South Sea Islanders attended. The workshop was facilitated by Doug Mooney and Darryl Tass, and participants provided positive feedback at the end of the workshop and look forward to similar workshop opportunities in future.

• Applications are now being invited for round 3 of the RADF program. Applications can be made through
the Smartygrants link https://mackay.smartygrants.com.au/ and will close on Wednesday 17 May. Community Meetings / Events / Interagency Meetings. 67 meetings and events were held, highlights of which included: • 50 local organisations registering to participate in the inaugural Volunteers Expo to be held on 8 May at
the Senior Citizens Centre from 10am to 2pm. The Expo will be opened by the Mayor. • Creative Mackay e-bulletins distributed to over 900 subscribers. • Support is being provided to the office of the Mayor in the delivery of the Mayor’s Leadership Forum on
Domestic and Family Violence to be held at the MECC on 19 May. Rosie Batty will provide the opening address.
Sister Cities Program With a relatively small number of applications for the youth ambassador program (due to a smaller than average Year 10 cohort in Queensland this year) received this year, it has been decided to combine the youth and citizens groups for the tour to Matsuura. The tour is planned for 21 – 27 September.
Museums Sarina Museum Currently closed for building repairs, which were rescheduled due to cyclone Debbie. The Museum is due to reopen early May. Volunteer hours contributed: 250 Mackay Museum Open: Tuesday, Thursday and Sunday from 10am to 2pm. Visitor numbers: 5 Volunteer hours contributed: 94 Pioneer Valley Museum Open: Tuesday to Thursday 9.30am to 2.30pm Visitor numbers: 18 Volunteer hours contributed: 272 Greenmount Homestead Open: Sunday - Friday 9.30am - 12.30pm Visitor numbers: 71 Volunteer hours contributed: 119

Sport & Recreation 2 meetings / events and 76 contacts were managed during the reporting period, highlights included:
• Promotion of funding opportunities available to sporting and recreation groups following cyclone Debbie sent to approximately 300 organisations.
• Support being provided to the Mackay Regional Sports Precinct project team during the development of plans for the site.
• Planning has begun in partnership with Deaf Sports & Recreation Queensland to support the delivery of workshops that aim to develop skills within local sporting clubs to better meet the needs of sports people with hearing impairment.
• A range of local sporting clubs have received a welcome funding boost through council’s Better Community Building Fund. The funding allows clubs to improve infrastructure and leverage other funding opportunities to deliver improved services and facilities for residents and visitors to the region.

Libraries
• The total number of visitors for all branches for April is149,163. Of these visits – from January to April 2017, 81,412 were specific visitors to Dudley Denny City Library compared to 46,302 for the same period last year to the Mackay City Library.
• Volunteer hours: 116 across all library branches.
• The New Laptop Dispenser Unit was installed at Dudley Denny City Library in April. It will provide an additional 12 devices for the community to use in the library.
• The Library Service continues to grow its Social Media followers, exceeding its yearly KPI. This is the
result of a deliberate strategy to engage more fully with the community via regular posts which highlight upcoming programs, new resources and services.

Artspace Mackay Current Exhibitions - Artspace Mackay • Gallery One – Punuku Tjurkupa Artback NT – the first touring exhibition of artworks from the Maruku Arts
archive based at Mutitjulu, near Uluru in the Northern Territory. Punuku Tjukurpa includes 88 punu objects, alongside sculptural works, 2D pieces and specially produced audio and video footage. Artists have shared the teaching of stories that inform the intricate designs and markings incorporated in the objects. The title of the exhibition, Punuku Tjukurpa, describes the story and the Law behind these works.
• Gallery Two - ASSI 150 - 2017 is a significant year that marks the 150th anniversary of the arrival of South Sea Islanders to Mackay. Australian South Sea Islanders, despite the hardships they have suffered, are a strong and dynamic community who continue to make an enormous contribution to all aspects of life, not only in the Mackay region, but in the broader Australian community as well. A selection of objects from the Museum of Applied Arts and Sciences aims to introduce viewers to the cultural diversity, vitality and spirit resonant in Oceanic art and to some of its universe of forms, both old and new.
• Gallery Three – Man Cheung Botanical Cosmos Mackay – produced through the Artspace Artists in Residence Program and in collaboration with Mackay Regional Botanic Gardens, Botanical Cosmos presents a stunning selection of plants found in the Mackay region. Using photography, video and sound, artist Man Cheung reveals the plants’ refined aesthetics, seductive forms and vivid colours in a series of unique botanical artworks.

Mackay Entertainment & Convention Centre and Events Overview
• MECC assisted the TC Debbie Disaster Recovery by hosting the State Community Hub in the Convention Centre from Friday the 31st of March through to 23rd April, with over 6388 attendances, contributing to the higher than normal April attendance figure.
• Morning Melodies and two other entrepreneurial shows this month were moved due to TC Debbie. As such we had lower than expected attendance. Year to date our cost recovery for entrepreneurial shows is still above our target of 50%.
• MECC has 43 confirmed events for delivery in May and June 2017. • Friends of the MECC donated 399 hours for the month, most of those hours were training related.
Business Events Development
• Repeat mining related conference of 600 delegates in 2020 has confirmed Mackay to host – details to be advised.
• Several bids submitted are still under consideration and site visits from organisers are anticipated in May.
• Six conferences ranging between 80 and 350 delegates bringing room nights to the region have been confirmed for May, June.
Festivals and Events
Mackay City Centre Easter Carnival The Mackay City Centre Easter Carnival was successfully held at Bluewater Quay on Sunday, 16 April 2017. The event was attended by an estimated 6,000+ people, which is an increase on past Easter events, with those attending enjoying the live entertainment on stage, the Giant Easter Egg Hunt and rides for the children. In addition to the Easter Carnival, there was a Dive-In Movie at the Bluewater Lagoon for the second year in a row. The event was attended by 200 people, and feedback from the event was positive. Festival of Arts A major sponsor for the Festival has been secured, with Mackay Mazda returning as naming rights sponsor of the event. The Mackay Mazda Festival of Arts will go on sale on Friday, 5 May 2017 (several weeks earlier than in past years and slightly delayed due to TC Debbie disruptions). All tickets purchased to Festival shows provide two entries in the draw to win a Mazda 2 thanks to Mackay Mazda.

Corporate Communications and Marketing
Overview Tropical Cyclone Debbie still made her impact felt in April, with focus turning from disaster management to recovery. The Corporate Communications & Marketing team remained busy providing timely messages on recovery arrangements, including a massive green waste kerbside collection undertaken by council through contractors. Anzac Day was another key event delivered in April, with council playing a greater role in organising the main Citizens’ Parade in Mackay this year as the RSL moves to transition organisation of this event to the community. Mackay Regional Council was represented on the organising committee and provided communications support for Anzac Day services and parades throughout the region. A Facebook live video of the main parade in Mackay generated more than 5000 views. A photo album from the Mackay event reached more than 27,000 people and a Facebook post about a lost medal from the day reached more than 66,000 people and was shared more than 1000 times (the medal has now been found and returned to the owner). During the month, promotion also ramped up for the inaugural Mackay Volunteer Expo, to be held on Sunday, May 7. It included Council Connect print and online stories with the Daily Mercury, a TV commercial, Facebook video and radio promotion. Planning for another major #MackayPride campaign – the Mackay Region’s Sweet Secrets Trail – was finalised during the month. Details of the “secret” campaign were slowly revealed ahead of an official launch due to be held at the Greater Whitsunday Farmers’ Market in early May. The campaign, with the tagline the “rush before the crush” is aimed at celebrating our region’s sugar cane heritage. During May, residents are invited to try some tasty desserts on a sweet secrets trail, with more than 20 restaurants and cafes creating signature desserts. The team also helped highlight council’s successful Better Community Building Fund, with recipients approved for $2 million in funding. The successful not-for-profit sporting and community groups to receive funding attended a morning tea at council to mark the occasion. The team provided support to this announcement, including producing video featuring interviews with successful recipients at the morning tea. The Corporate Communications & Marketing team assisted with promotion and public education for council’s new PayStay system in off-street paid car parks in the Mackay City Centre. Communications to help assist with the transition to the new system included a video produced by the team. Still on Health and Regulatory Services, the Don’t Dump In Our Backyard campaign, aimed at helping combat illegal dumping in our region, also kicked off.

Emergency Management Overview This month has been extremely busy from an emergency management context. The SES has been still receiving requests for assistance during this reporting period post impact to TC Debbie. The Emergency Management Team has been finalising details from the response to TC Debbie and are now embedding themselves into the recovery functions. The Emergency Management Team, with the Mayor, conducted regular meetings with the Queensland Reconstruction Authority (QRA) and the State Recovery Coordinator, Brigadier Christopher Field and Deputy State Recovery Coordinator, Assistance Commissioner, Kevin Walsh. QRA are working closely with Councils NDRRA Project Control Group assisting with the capture of NDRRA costs. This includes Counter Disaster Operations (CDO), Emergent Works, Restoration of Essential Public Assets (REPA) and Category D activation for ineligible costs and assets. Exercises Nil exercises conducted for this period.
Debriefs conducted for TC Debbie have included:
• Emergency Liaison Officers • Places of Refuge and Evacuation Centres • Communications during a disaster event
Other debriefs that are scheduled for May 2017 include:

Activity Event Comments SES Activations
Cyclone Debbie clean up
Various clean up tasks performed around the Mackay local government region (73 tasks) Mackay Unit crews were also deployed to assist in the Whitsunday area with recovery, including a day long operation at Long Island.
Land search – 3 April SES assisted police with a missing person request. The search was later called off when the person returned of his own accord.
Land search – 23 April SES assisted police with the search for a party of 4 who had not returned from a 4WD excursion in to Eungella National Park. All persons were found safe and well by SES.
Land search – 30 April
SES assisted police with a search for a missing mountain biker who became lost at Broken River. He activated his EPIRB and was located by SES members safe and well.
LDMG and Recovery Groups
TC Debbie March/April LDMG/LDCC stood down 4th April 2017. The four local recovery groups are still stood up providing support to the community. Local recovery groups are working closely with the District Recovery Groups.

SES Membership Numbers Membership numbers as of 30 April 2017: 214 Member numbers as of 30 April 2016: 293 The difference in membership numbers between 2016 and now is as a result of administrative housekeeping. A recent membership review found a substantial number of persons listed as ‘active’ were lapsed members who have not attended SES activities for more than 2 years. The current membership figure includes 46 members that have not attended any SES activity for at least 12 months and consequently their membership status is being reviewed. Community Events

Education and Training Sessions
Food safety training sessions are conducted for non-profit organisations and for food handlers at festivals and events. School education includes responsible pet ownership and dengue fever awareness. Customer Requests Throughout April 2017, 599 requests for service were received, compared with 711 for April 2016. Current Active Requests categories include:

72% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.
