TheForestServicealsoincorrectlyimpliesintheScopingLetterthattheSolitudeCanyontrailprojectisnotamajorconstructionproject.Theletterstates“workwillbeperformedusinghandtoolsandasmalltrailmachine,”falselyimplyingtheconstructionofthistrailisnobigdeal.Asindicatedabovebytheagency’sownprioranalysis,constructionofthistrailisamajorundertakingthatmayhaveseriousconsequencesforslopestabilityandpublicsafety.
V. AnEnvironmentalAssessmentisRequired
TheForestServiceshouldprepareanEAonthisproject;thecircumstancesdemandit.UseofaCEforaprojectofthisscope,withpotentiallysigni[icantimpactstowildlife,soilsandotherresources,isplainlyinappropriate.ACEdoesnotallowforthedevelopmentandcarefulconsiderationofalternativestotheproposedaction,includinga“noaction”alternativeandtheconsiderationofdifferenttrailalignmentsand/oralternatesites.
