Programmes, portfolios, projects and their management explained

Introduction The differences between programmes, portfolios and projects and their management are significant but there are some easily identifiable distinguishers as described below.

Programmes and their managers Programmes are initiatives that contain a number of projects and ordinary business intiatives aimed at bringing about strategic change. They are typically large, have a long-time frame (2+ years) and introduce change into complex changing environments. Because of this there is no real clarity about when or how they will finish or exactly what they will need to do; so they have to have the flexibility to change over time. Their goal is a strategic vision rather than a single clear objective.

The manager of a programme therefore has to be adaptable to a changing environment and an altering strategy. This means that their organiser for preferring any selection of projects within their programme is one of achievement of benefit and alignment with strategy. They have to be prepared to switch projects on or off as appropriate.

Portfolios and their managers Portfolios by contrast are an approach to running a number of change initiatives (either projects and/or programmes) that have no common vision or objective. It is simply more convenient for the organisation to group these initiatives together for management purposes. For example it would be sensible given an organisation has a limited number of IT staff to group all the IT projects together so that the optimum use of scarce resource is achieved; regardless of the fact that each project is discrete and going in a different direction.

Because of this, the portfolio manager has the challenge of juggling throughput of projects against whatever priority has led to the creation of the portfolio (in the example above scarce resource), whether this is cost, benefit or risk. Their focus is therefore not on an individual project but the best sequencing of all projects within the portfolio.

Projects and their managers Projects are the basic building-blocks of both portfolios and programmes. They are relatively low complexity initiatives that have a clear focus on the delivery of a specific set of outputs to achieve a distinct and static objective. Typically these outputs are delivered within a constraint set of time, cost and quality.

Project managers therefore have an intense focus on the definition of their projects’ outputs and a behaviour that drives towards its planned delivery within the set of constraints. Such a focus would be counter-productive for either a programme manager or a portfolio manager who clearly need to have far more flexibility.

APM Registered Project Professional Preparation Workshop (PPMAPMRPPP)

Who is it for? APM Registered Project Professional (RPP) is an industry wide competence standard in project management. APM Registered Project Professionals will be able to demonstrate the capabilities of a responsible leader, have the ability to manage a complex project and use appropriate tools, processes and techniques. Professionalism is defined through the APM Five Dimensions of Professionalism:

• Breadth of understanding as defined by the APM Body of Knowledge • Depth of ability in line with the APM Competence Framework • Achievement through professional qualifications and a portfolio of evidence

Commitment through Continuing Professional Development (CPD) • Accountability through APM membership and the APM Code of Professional

Conduct. This one day workshop provides guidance on the elements required and how best to successfully complete the assessment process.

Assessment process The assessment for APM Registered Project Professional has two parts:

• A portfolio of evidence – to demonstrate competence across 29 core and 18 complementary areas

• Project management competences, which is to be accompanied by a CPD log • A professional review – an interview with two peer APM Registered Project

Professional assessors. Candidates must be able to provide evidence of:

• Managing others in a complex project environment • Demonstrating responsible leadership • Exhibiting professional and ethical behaviour • Demonstrating competence in 29 core project management competences • 35 hours of Continuing Professional Development (CPD) within the last 12 months.

APM Practitioner Qualification, combined event (PPMPQC)

Who is it for? The APM Practitioner Qualification (APMPQ) is for individuals who want to show that they can effectively manage a non-complex project across its whole lifecycle. The APMPQ is appropriate for individuals who have at least 3 years’ experience in responsible leadership functions of non-complex projects or have been a team member of a more complex project. Candidates wishing to take the APMPQ must also satisfy one of the following criteria for project management knowledge: Either: have passed the APMP qualification Or can demonstrate good familiarity with the APM Body of Knowledge and have passed

an equivalent qualification such as PMP, ISEB Certificate in Project Management, Open University Project Management Module M865

Or can demonstrate that they have good foundation knowledge of project management supported by evidence of relevant CPD.

This combined one day workshop and three day assessment splits into two modules for individuals who are looking to achieve the APMPQ qualification and who have booked, or wish to book, an APMPQ assessment. Module one (the preparation workshop) provides guidance on the elements required and how best to successfully complete the APMPQ assessment covering the following:

• The Practitioner qualification and where it fits in the range of qualifications and certifications offered in the UK

• The objectives of the assessment centre • An explanation of the format of the assessment centre together with a description,

and experience of, the elements and areas to be assessed • The roles played by each participant and the detailed content and aims of each of the

sessions. This module additionally offers a chance to experience the elements of an assessment centre by using similar case work to that in the APM’s assessment. Each session takes approximately one hour with feedback and breaks at the end of each. Module two comprises the three-day Assessment Centre and is NOT a learning event. Assessors collect evidence of project management capability through group activities, exercises and a written exam. You will be observed discussing and solving problems relating to a project case study, and will also be interviewed by your assessors during the assessment period. The assessment process fundamentally relies on all candidates attending each session on time. Lateness, for any reason, compromises the assessment process and will result in a FAIL. For this reason, the assessment session is designed as a residential event, and any elements missed will result in a fail of the assessment. Please anticipate evening work. Please note that this event can be booked for up to 8 or up to 12 delegates. There are different course codes for both events.

V1c Page 20 of 64 © CITI Limited 2015

What do candidates need to bring to Module 1 - • Photo ID to enable them to undertake the assessment. • Project Based CV for guidance.

What do candidates need to bring to Module 2 - • Photo ID to enable them to undertake the assessment.

What do candidates need to submit ahead of the Assessment? No later than 2 weeks ahead of the assessment centre, all delegates must submit to CITI:

• a project based CV outlining the candidate’s experience in project management, with details of their responsibilities and involvement across the project life cycle.

• a completed APM Practitioner Qualification application form • a completed APM self-assessment form
