RE: Community Conversations Interim Report
The Community Development team, with assistance from our consultant, Rhodeside & Harwell and other City departments, has spent the last 2 months holding informal conversations with the community. The complete list of Community Conversations is provided below. On October 11th
our consultants, Deana Rhodeside and Jennifer Koch will provide an interim report to the City Council on how these conversations are going. The final report will be provided to the City Council and the community at the Council’s town hall meeting on November 20th. As a reminder, the conversations were proposed to assist in the following:
‒ Defining a community vision‒ Supplementing the data obtained from the City’s Citizen Satisfaction Surveys‒ Evaluating City’s Strategic Priorities; and‒ Setting the stage for the 2018 Comprehensive Plan Update

History

City Council adopted Policy No. #P-2015-01 at theirJuly 28, 2014 meeting to establish the process forresidents to establish parking districts in single familyand townhome communities. Once established,overnight parking would be restricted to vehiclesdisplaying a parking pass for the established Zone.

HistoryPermits are issued for $10each calendar year by theTreasurer’s Office for everyvehicle owned by persons inthe City and registered inthe City. Daily use visitorpasses can be purchased inpacks of 5 for $10 with anannual maximum limit of 10packs per property address.

HistoryThe initial intent of the program was to reduce the numberof vehicles parking on City streets that were not registeredin the City. It was estimated that this would reduce thenumber of vehicles parking in these districts by 5% to10%.

Ongoing Discussions• Staff Transportation Committee continues to evaluate
and provide recommendations for requests to establishnew Parking Districts
• Staff have met with residents living along LiberiaAvenue to facilitate neighborhood conversations
• Staff have identified opportunities for Townhomecommunities to increase internal parking opportunitiesthat include reducing the landscaping requirements toadd additional spaces.

Continuing Issues• As Zone 2 Parking Districts are established, parking
complaints move to unregulated areas• Complaints about vehicles being parked with large
space gaps to “preserve” parking spots for friends andfamily
• On-street parking space availability in certain areas isexceeded by demand

continuing requests to establish Parking Districts• Parking available within some townhome communities

Staff will provide an update on current operational procedures at the Manassas Regional Airport for Aircraft Rescue and Fire Fighting (ARFF) and the request for increased services. Included in this packet are pictures of the surplus ARFF equipment from Richmond that was secured by the City before it was auctioned so that it could be considered for use. This equipment can still be declared as surplus if the City decides not to change the current fire and rescue operational procedures at the airport.
