A Regular Meeting of the Council of the City of Manassas, Virginia was held in Council Chambers, City Hall, on the above date with the following present: Mayor Harry J. Parrish II, Vice‐Mayor Jonathan L. Way, Council Member Marc T. Aveni, Sheryl L. Bass, Ken Elston and Mark D. Wolfe; City Manager W. Patrick Pate, Deputy City Manager Bryan Foster, City Attorney Martin R. Crim, Deputy City Attorney Michael R. Vanderpool, Assistant to the City Manager & City Clerk Andrea P. Madden, Community Development Director Elizabeth S. Via‐Gossman, Planning and Zoning Manager Matthew Arcieri, Chief Douglas W. Keen, Fire and Rescue Chief Rob Clemons, Finance and Administration Director Paul York, Communications Manager Patty Prince, Development Services Manager Jamie Collins, Deputy Chief of Fire and Rescue Wade House, and Economic Development Director Patrick Small. Absent from the meeting was Council Member Ian T. Lovejoy. Mayor Parrish called the meeting to order at 5:30 p.m. and delivered the invocation. Boy Scout Troop 670 led those present in the Pledge of Allegiance. City Attorney Report
Mr. Crim reported on the eminent domain suits related to the Prince William Street
project; the City continues to work with property owners in an effort to avoid litigation. Mr. Crim updated the City Council on potential improvements at Aurora Flight
Sciences. City Manager Report
Mr. Pate announced that the City of Manassas was named one of the thirty‐nine (39) Best Small Towns in America to visit by Etcetra! Blog from Collections Etc. Magazine. Mr. Pate reported that the Standard and Poors Global Ratings raised its long‐term rating on the City of Manassas’ General Obligation Debt to AAA from AA+. As a result of this exemplary rating, the City has attained an interest rate on the recently issued bonds of 1.83 percent. Mr. Pate alerted the public to the presence of an ARAN vehicle that is conducting an inventory of all public streets in the City using a customized van that uses GIS. The information gathered will be used to calculate pavement ratings for City streets. Mr. Pate reminded the City Council and the public that the Civil War Weekend events will begin on Friday evening, August 26, at 7:00 p.m. John Hennessy, a historian with the National Park Service, will deliver the keynote address. Mr. Pate congratulated Paul York, Finance and Administration Director, for receiving the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the U.S. and Canada (GFOA). The award was given for the City’s Comprehensive Annual Financial Report (CAFR) and is the highest form of recognition given in the area of government accounting and financial reporting. Mr. Pate stated that last week, the Secretary of Agriculture and Forestry, Todd Haymore, visited KO Distilling and announced its expansion. Following the announcement, Mr. Haymore presented KO with a grant from the AFID program. Mr. Pate invited Bill Karlson from KO Distilling forward to the podium; Mr. Karlson thanked the community for its support and presented a framed print to the Mayor and City Council.
Chief of Police Report Chief Keen provided an update on the CALEA process and emphasized the Police Department’s need for additional space and retention. 5

Council Time Vice‐Mayor Way congratulated KO Distilling on the news of its expansion. Council Member Aveni recognized members of Boy Scout Troop 670 in the audience and thanked the young men for leading the Pledge of Allegiance. Council Member Bass stated that she appreciates the newsletter distributed by the Economic Development Department. Council Member Elston commented on the Civil War Weekend events and also informed the public of a conference at the Hylton Performing Arts Center for first responders and veterans on September 10, 2016 from 3:00 p.m. to 6:30 p.m. The events include a film titled “Rebirth: Brian’s Journey” and a meet‐and‐greet reception; all events are open and free to the public. Mayor Time Mayor Parrish presented to Deputy Fire and Rescue Chief Wade House a resolution honoring him for his many years of service to the City of Manassas.

Item 1. Approve Minutes of the Regular Meeting of July 25, 2016. COUNCIL MEMBER BASS MOVED that the Minutes of the Regular Meeting of July 25, 2016 be approved. Seconded by Council Member Aveni. Roll call vote: AYES – Aveni, Bass, Elston, Way and Wolfe. ABSENT – Lovejoy. MOTION CARRIED. Item 2. Consideration of a Mortgagee Rights Agreement between 9950 Wakeman Drive, LLC and KeyBank National Association and the City of Manassas in which the City of Manassas is a Party to the Agreement and Authorize the Mayor to Sign the Agreement.
COUNCIL MEMBER BASS MOVED that the Mortgagee Rights Agreement between 9950 Wakeman Drive, LLC and KeyBank National Association and the City of Manassas be approved and that the Mayor be authorized to sign the Agreement. Seconded by Council Member Aveni. Roll call vote: AYES – Aveni, Bass, Elston, Way and Wolfe. ABSENT – Lovejoy. MOTION CARRIED. Item 3. Consideration of Resolution #R‐2017‐08 Honoring Deputy Chief Wade House upon His Retirement from the City of Manassas as Its Deputy Chief of Fire and Rescue.
COUNCIL MEMBER BASS MOVED that Resolution #R‐2017‐08 honoring Deputy Chief Wade House upon his retirement from the City of Manassas as its Deputy Chief of Fire and Rescue be approved. Seconded by Council Member Aveni. Roll call vote: AYES – Aveni, Bass, Elston, Way and Wolfe. ABSENT – Lovejoy. MOTION CARRIED.

Items 8 of the Agenda: Consideration of Resolution 2017‐03‐R Amending the FY 2017 Budget by Budgeting and Appropriating $66,000 from Miscellaneous Revenue from the Northern Virginia Gang Task Force for the Gang Task Force Executive Coordinator Position and Amending the FY 2017 Staffing Plan by 1 Position / 0.75 FTE. Chief Keen explained that the Executive Coordinator of the Northern Virginia Regional Gang Task Force (NVRGTF) is directly responsible to the NVRGTF’s Executive Board; Chief Keen currently serves as the Board’s Chairman and works closely with the Coordinator. Although the position will be included in the City of Manassas’ staffing plan and paid through the payroll system, all NVRGTF member jurisdictions will contribute to the Coordinator’s salary and benefits. Chief Keen stated that this staffing change will not result in any additional cost to the City. COUNCIL MEMBER AVENI MOVED that Resolution 2017‐03‐R amending the FY 2017 Budget by Budgeting and Appropriating $66,000 from Miscellaneous Revenue from the Northern Virginia Gang Task Force for the Gang Task Force Executive Coordinator Position and Amending the FY 2017 Staffing Plan by 1 Position / 0.75 FTE be approved. Patricia Fields, Secretary of the Electoral Board, presented to the City Council a report on the new voting precincts to be effective in 2017. Item 12 of the Agenda: Property Code Enforcement Update. Matthew Arcieri, Planning and Zoning Manager, presented to the City Council a property code enforcement update. Item 13 of the Agenda: Development Services Update. Jamie Collins, Development Services Manager, presented to the City Council an update on Development Services projects. Item 14 of the Agenda: Presentation of the Annual Report of the Fire and Rescue Committee. Councilman Marc T. Aveni presented to the City Council the annual report of the Fire and Rescue Committee. Items 15 of the Agenda: Request the Economic Development Authority Approve the Second Amendment to the Agreement of Purchase and Sale with Buchanan Partners. Patrick Small, Economic Development Director, explained that Buchanan Partners is requesting a deferral of a portion of the land purchase price for the Phase 1 property, residential property. During the rezoning process, Buchanan Partners agreed to deliver an above market townhouse product in terms of size and exterior finish. Mr. Small stated that Buchanan Partners is proposing a deferred payment of a portion of the land to help the economic viability of the project. COUNCIL MEMBER WAY MOVED that the request that the Economic Development Authority approve the Second Amendment to the Agreement of Purchase and Sale with Buchanan Partners be approved. Seconded by Council Member Wolfe. Roll call vote: AYES –Bass, Elston, Way and Wolfe. NAYS: Aveni. ABSENT – Lovejoy. MOTION CARRIED. Items 16 and 17 were reserved for changes to the Agenda. Item 18 of the Agenda: Presentation of Resolution #R‐2017‐08 Honoring Deputy Chief Wade House upon His Retirement from the City of Manassas as Its Deputy Chief of Fire and Rescue. Earlier in the meeting, Resolution #R‐2017‐08 was presented by Mayor Parrish to Deputy Chief Wade House upon his retirement from the City of Manassas as its Deputy Chief of Fire and Rescue.
Item 19 was reserved for changes to the Agenda. Item 20 of the Agenda: Citizens’ Time Dr. Paul Patterson, a resident of the City of Manassas, shared his concerns with the City Council regarding the water retention pond being constructed behind his home on Bond Court. Ann Patterson, a resident of the City of Manassas, echoed the comments of Dr. Patterson and asked that the Council consider ways to mitigate the impacts of the retention pond being constructed behind her home. Selfo Sosa, a resident of the City of Manassas, stated that the owner of the East End Mobile Home Park has not provided the residents with information regarding a possible sale of the property.

Daniel Mendoza, a resident of the City of Manassas, stated that he is concerned about the future of his family and does not know where they will live if the mobile home park is closed.
Item 21 of the Agenda: Consideration of a Motion Authorizing a Closed Meeting on Subjects in Accordance with the Amended Freedom of Information Act.
COUNCIL MEMBER AVENI MOVED that the City Council convene in a closed session to discuss a prospective business or industry or the expansion of an existing business or industry since no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the City, and to allow staff to inform the Council of a situation in which the protection of the privacy of an individual in a personal matter not related to public business, as permitted by Virginia Code § 2.2‐3711 Paragraph A (5) and A (4), for which the Virginia Freedom of Information Act permits discussion in closed session. Seconded by Council Member Bass. Roll call vote: AYES – Aveni, Bass, Elston, Way and Wolfe. ABSENT – Lovejoy. MOTION CARRIED.

COUNCIL MEMBER AVENI MOVED that the City Council certify that, in the closed meeting just concluded, nothing was discussed except the matters specifically identified in the motion to convene in closed meeting and lawfully permitted to be discussed under the provisions of the Virginia Freedom of Information Act cited in the motion. Seconded by Council Member Bass. Roll call vote: AYES – Aveni, Bass, Elston, Way and Wolfe. ABSENT – Lovejoy. MOTION CARRIED.

ProclamationWHEREAS, on September 17, 1968, the 90th Congress authorized President Lyndon B. Johnson to issue annually a
proclamation designating the week including September 15 and 16 as National Hispanic Heritage Week to honor the contributions of Americans who trace their roots to Spain, Mexico, the countries of Central and South America and the Caribbean; and
WHEREAS, on August 17, 1988, Congress amended the former resolution, authorizing the President to extend this recognition into an annual month-long celebration, from September 15 through October 15as Hispanic American Heritage Month; and
WHEREAS, Hispanic American Heritage Month celebrates the achievements of Hispanic Americans in the Arts, Education, Entertainment, Government, History, Law, Literature, Medicine, Military, Music, Politics, Science, Sports, and other endeavors; and
WHEREAS, Hispanic American Heritage Month allows us an opportunity to recognize the unsung heroes of Hispanic American History, including: Cuban physician Carlos Juan Finlay, who originated the theory of yellow fever transmissions by mosquitoes and changed the medical research worldwide as his theory was confirmed in 1901; Nancy Lopez, the first Mexican-American golfer to compete in the Ladies Professional Golf Association, winning almost every major championship title, who was later inducted into the LPGA Hall of Fame; and Retired Lt. Gen. Elwood Richard Quesada, a World War II fighter pilot named the first head of the Federal Aviation Administration who developed the operations of the F.A.A. setting the standards for aircraft safety; and
WHEREAS, the City of Manassas continues to recognize the contributions of the Hispanic Americans in our community who volunteer their time and efforts, such as: City Youth Javier Hernandez, Freddy Hernandez, and Dennis Soriano, who visited neighbors and helped seniors and single parents maintain the upkeep of their properties; Bishop Juan Pellicier and wife Jaimer Pellicier, with the Sudley Ward, Church of Jesus Christ of the Latter-Day Saints, who organize theiryouth congregation to collect food and emergency supplies for warming shelters in the City to participate in statewide service programs including the “Day to Serve” program; Weems Elementary School Interpreter Betty Prilliman , who helps families settle into the neighborhood, creating a sense of trust between Weems and the community; Manassas Boys and Girls Club volunteer Miguel Torres who developed a woodshop program that focuses on teaching youth basic carpentry to learn a key skill and improve their confidence; and Lockheed Martin Systems Engineer Sr. Miguel Matta, who led the 2016 Summer Robotics camp at the Manassas Boys and Girls Club, exposing youth to science, technology, engineering, and mathematics (STEM) disciplines and helping the youth to apply critical thinking methods through fun and creative problem-solving activities.
NOW, THEREFORE, I, Harry J. Parrish II, Mayor of the City of Manassas and on behalf of the Manassas City Council, hereby proclaim September 15 through October 15, 2016 as
“HISPANIC AMERICAN HERITAGE MONTH”
in the City of Manassas and encourage all citizens to participate in programs that honor and recognize the unique contributions of Hispanic Americans in our community, including the Annual Latino Festival, that will take place on September 25, 2016 at the Loy E. Harris Pavilion in Old Town Manassas.

PROCLAMATIONWHEREAS, alcohol and drug addiction recovery is essential to everyone’s overall
physical and emotional well-being; and
WHEREAS, people who have alcohol and drug addictions can recover and lead full, productive lives; and
WHEREAS, the goal of Alcohol and Drug Addiction Recovery Month is to raise awareness and understanding of alcohol and drug addiction and the importance of appropriate and accessible services; and
WHEREAS, the Community Services Board does hereby request that the City of Manassas join in recognizing the importance of alcohol and drug addiction recovery and the need for appropriate and accessible services.
NOW THEREFORE, I, Harry J. Parrish II, Mayor of the City of Manassas, Virginia and on behalf of the Manassas City Council, hereby proclaim the month of September 2016 as
“Alcohol and Drug Addiction Recovery Month”
in the City of Manassas and proclaim our continued support for awareness and understanding of alcohol and drug addiction and the need for appropriate and accessible services for all citizens with alcohol and drug addiction difficulties.

ProclamationWHEREAS, mental health is essential to everyone’s overall physical and emotional well-being;

WHEREAS, mental illness will strike one in five adults and children in a given year regardless of age, gender, race, ethnicity, religion or economic status; and
WHEREAS, people who have mental illness can recover and lead full, productive lives; and
WHEREAS, an estimated two-thirds of adults and young people with mental health disorders are not receiving the help they need; and
WHEREAS, the goal of Mental Health Awareness Month is to raise awareness and understanding of mental illness and the importance of appropriate and accessible services; and
WHEREAS, the Community Services Board does hereby request that the Manassas City Council join in recognizing the importance of mental health awareness and the need for appropriate and accessible services.
NOW, THEREFORE, I Harry J. Parrish II, Mayor of the City of Manassas, Virginia and on behalf of the Manassas City Council hereby proclaim October 2016 as
MENTAL HEALTH AWARENESS MONTHin the City of Manassas and proclaim our continued support for awareness and understanding of mental health and the need for appropriate and accessible services for citizens with mental illness.

ProclamationWHEREAS, blood cancers are diseases that can affect the bone marrow, blood cells, the lymph nodes and other parts
of the lymphatic system; and
WHEREAS, there are three main types of blood cancer: leukemia, lymphoma and myeloma; and
WHEREAS, every three minutes, someone in the United States is diagnosed with blood cancer, representing an estimated combined total of 171,550 individuals who are expected to be diagnosed with leukemia, lymphoma or myeloma in 2016; and
WHEREAS, blood cancers don’t discriminate and can affect anyone at any time, regardless of age, gender or race, with early diagnosis making all the difference when it comes to treatment; and
WHEREAS, blood cancers can be extremely complex, with some patients requiring a bone marrow/stem cell transplant as part of their treatment; and
WHEREAS, leukemia, lymphoma and myeloma are expected to cause the deaths of an estimated 67,870 people in the U.S. in 2016, while an estimated 1,185,053 people in the U.S. are either living with, or are in remission from leukemia, lymphoma or myeloma; and
WHEREAS, the health and vitality of the people of the Commonwealth of Virginia and of the City of Manassas are significantly enhanced by local efforts to increase communication and education pertaining to blood cancers and commemorating Blood Cancer Awareness Month in September helps raise general awareness of the disease and provides hope to those affected by a blood cancer diagnosis; and
WHEREAS, in an effort to raise awareness to these serious forms of cancer and as a show of support, Novant Healthis participating in the Light It Red for Lymphoma campaign lighting its buildings in red for the entire month of September.
NOW, THEREFORE, I Harry J. Parrish II, Mayor of the City of Manassas, Virginia and on behalf of the Manassas City Council meeting in regular session this 12th day of September, 2016 do hereby proclaim the Month of September 2016 as

RE: RESOLUTION REGARDING NEW APPOINTMENTS TO THE FIRE AND RESCUE COMMITTEE AS A RESULT OF THE ANNUAL ELECTION OF OFFICERS OF THE MANASSAS VOLUNTEER FIRE COMPANY FOR YEAR BEGINNING SEPTEMBER 1, 2016
WHEREAS, in accordance with the Code of Ordinances, City of Manassas, Virginia (2002), as Amended, Article II, Section 60-17, “The Volunteer Fire Company shall nominate two members for service on the Fire and Rescue Committee for appointment by the City Council;” and
WHEREAS, at the election noted above held on August 30, 2016, Jason C. Lesnik was reelected President and Gary Orndoff was reelected Chief of the Manassas Volunteer Fire Company for the year beginning September 1, 2016; and
WHEREAS Jason C. Lesnik and Chief Gary Orndoff have been nominated by the Manassas Volunteer Fire Company to serve on the Fire and Rescue Committee reappointing President Jason C. Lesnik and Chief Gary Orndoff.
NOW, THEREFORE, BE IT RESOLVED that the Manassas City Council does hereby reappoint Jason C. Lesnik and Chief Gary Orndoff to serve on the Fire and Rescue Committee effective September 1, 2016.

The Code of Virginia requires that the governing body of each county and city approve the annual plan and budget of itsrespective Community Services (CS) before the CS can become eligible for grants from the Virginia Department ofMental Health, Mental Retardation and Substance Abuse Services. The City needs to accept the plan by September30, 2016. A staff report by Alan Wooten, CS Executive Director, is attached.
Community Services Board services are provided and budgeting as part of the Shared Services Agreement with PrinceWilliam County.

RE: APPROVE THE FY 2017 AND FY 2018 COMMUNITY SERVICES PERFORMANCE CONTRACT WITH THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES
WHEREAS, the Prince William County Community Services Board must have an approved Performance Contract with the Virginia Department of Behavioral Health and Developmental Services in order to continue receiving State and Federal funding; and
WHEREAS, the Prince William County Community Services Board must have an approved Performance Contract with the Virginia Department of Behavioral Health and Developmental Services or it will be subject to fines and penalties; and
WHEREAS, approval by the Prince William Board of County Supervisors and the Councils of Manassas City and Manassas Park City are required for the Prince William County Community Services Board to have an approved State Performance Contract; and
WHEREAS, the City Attorney has reviewed the FY 2017 and FY 2018 Community Services Performance Contract and has found no grounds for its rejection; and
WHEREAS, the Community Services Board recommends approval of the FY 2017 and FY 2018 Community Services Performance Contract by the Prince William Board of County Supervisors and the Councils of Manassas City and Manassas Park City; and
WHEREAS, there are no new local general revenues required with this action;
NOW, THEREFORE, BE IT RESOLVED that the City of Manassas City Council does hereby approve the FY 2017 and FY 2018 Community Services Performance Contract between the Prince William County Community Services Board and the Virginia Department of Behavioral Health and Developmental Services.
