City Twinning A city-level partnership on a specific activity between

a North and South cities sharing a similar vision towards the low-carbon and climate-resilient growth. More specifically, the partnership allows:

• (1) North cities to showcase their specific experience at an international stage; and

• (2) South cities to reflect their partner city’s experience in developing a specific carbon finance (climate change) action in their cities.
