Undistinctive Town CentresStepney town centres: count of civic amenities Facilities include civic centres
(such as town halls, courts, Job Centres), libraries and churches. There are almost 1,100 in London’s 221 town centres, but only 48 (4%) of these are in Stepney.
Only 7 out of 342 of London town centre Places of Worship (2%) are in Stepney. These include five C of E churches: o St Paul’s Old Ford; o St John at Hackney; o St Mary’s Islington; o St John on Bethnal Green; o St Paul West Hackney.
Tower Hamlets town centres score particularly low on civic and community focal points, although there are “Ideas Stores” (libraries) at Chrisp Street, Whitechapel and Watney Market.

Changing EthnographyNational Insurance Registrations to Overseas Nationals resident in Stepney, 2003 – 2012
Overall numbers of registrations has risen from 16,000 to around 30,000 in ten years, an increase of 90%.
Numbers from Western Europe have risen almost four fold, with the bulk of the increase since 2010.
In 2011 – 2012, there were 3,390 Spanish registrations, 3,610 Italian and 2,490 French.
Registrations by Poles peaked at 3,450 in 2006 and have been declining every year since.
Bengalis accounted for most registrations by country of origin, although there were fewer in 2011 – 2012 (1,410) than ten years previously.
Other significant national groups (2011 – 2012) included Australians (1,640), Germans (1,050) and Indians (1,020).

Every inner London borough now features on the list, including Haringey, where over 4,000 former Stepney residents moved in 2011.
Outer London boroughs to the North (e.g. Enfield) and to the East (e.g. Waltham Forest) also attract Stepney residents.
The only non-London local authorities to feature on either list are Brighton and Thurrock.
Top twenty accounted for 56% of all movers out in 2002; 58% in 2011.

population describe themselves as unpaid carers for friends, neighbours or family members.
This compares with 8.4% for London and 10.2% for England.
32,000 carers provide between 1 and 20 hours of unpaid care a week; 9,200 between 20 and 50 hours and 12,900 over 50 hours.
In Hackney and Islington, there are around two “sufferers” for every carer (the highest ratio among London boroughs), compared with a ratio of around 1.7 to one for London and England as a whole.
A recent survey found that only 28% of Hackney carers “felt they had encouragement and support”, the lowest proportion for any English LA (all England average is 43%).

Networking InitiativesKey arts venues identified in Islington’s Cultural Strategy LB Islington envisages a
“cultural infrastructure” to which locally-based Creative Industries (CI) contribute.
Islington HUB, CoC, Business Design Centre, Sadler’s Wells, Central St Martins set up CI Knowledge Transfer Network.
Yet networking not necessarily local: Shoreditch-based CI network (“Hackney House”) partnering with Austin, Texas.
Stepney arts organisations still look largely to grant-making institutions for support, accounting for £84 million of 2012 – 2015 Arts Council (AC) funding (8% of total).
Tower Hamlets has 36 AC-supported organisations, more than any other English LA (Islington second with 32).

Networking Initiatives ?• A semi-formal survey found 28 active
gangs in Hackney (highest number of any London borough); 26 in Tower Hamlets; 24 in Haringey and 13 in Islington. Some 250 gangs were identified across London.
• Of these, around 50 or 60 were classified as “high harm” gangs (firearms; serious violence; drugs supply; murder). There were 9 such gangs in Hackney; 9 in Southwark; 7 in Haringey; 5 in Tower Hamlets and two in Islington.
