CENTRAL OREGON REGIONAL HOUSING SURVEY
SUMMARY
Background
The Central Oregon Regional Housing Survey was designed to inform a Regional Housing Needs
Assessment project being organized by the Housing for All regional housing consortium, with support from
the Central Oregon Intergovernmental Council (COIC). The Regional Housing Needs Assessment will
examine the region's current housing stock and distribution and analyze what types of housing will be
needed as the region continues to grow. Housing is a multidimensional issue so input was collected from
a broad cross section of stakeholders across the region to be sure the assessment would capture the many
different perspectives of housing needs. The study area for the Assessment covers all of Crook, Deschutes,
and Jefferson Counties, including their municipalities.
Methodology
The survey contained a total of 59 questions, including a core set of 23 questions posed to all survey-
takers with the remaining 36 questions divided between various subsets of respondents depending on
the respondents’ reported areas of subject matter expertise. No respondent answered all 59 questions,
but rather answered the 23 core questions plus, potentially, a small set of four to eight additional subject-
specific questions. The survey was open for 47 days, from June 11 to July 27, 2018. A total of 772 responses
were received over that time.
This was not intended to be a survey of the general public but of broadly-defined housing industry
professionals. The sample of survey respondents was achieved primarily through dissemination of the
electronic survey link by Housing for All members to their contact networks. Therefore, the sample is not
random and likely incorporates a bias toward respondents who follow housing issues and concerns in the
area. For this reason, we do not ascribe statistical significance to the results, however, the results are a
helpful indicator of the perceptions of professionals across a variety of housing-related industry sectors
in the region.
Respondents
Respondents were all asked about their familiarity with various Central Oregon geographies and not
where they live or work because many respondents, such as housing advocates, real estate agents,
builders, and human services providers were expected to have knowledge and insights into multiple
submarkets in Central Oregon. Over 85% of respondents reported familiarity with Bend, nearly half with
Redmond, 29% with Prineville, and 27% with Sisters. Between 15% and 18% of respondents were familiar
with La Pine, Madras, and unincorporated Deschutes County, while those reporting familiarity with the
other geographies (unincorporated Cook County, Culver, Warm Springs, Metolius, and unincorporated
Jefferson County) were under 8%.
In order to sort respondents into categories based on their subject-specific expertise for the purpose of
answering additional questions related to those categories, respondents were asked to self-select a single
role they play in the community. Nearly 14% classified themselves as employers; 13% as health, human
service, or public safety providers; 12% as builders, developers or real estate professionals; 7% as
landlords, property managers, or HOA managers; 7% as housing advocates; 7% as local government staff;
and just over 1% as elected officials. Each of these groups went on to answer a unique set of survey
questions related to their expertise, however, the 4% of respondents who classified themselves as “other”
and the almost 35% as members of the general public answered only the core questions.
