Carillion is one of the largest construction and

support services companies operating in the UK

aviation sector.

In the past five years, we have delivered over

£500m-worth of aviation projects globally.

Our portfolio includes most of the UK’s major

airports, including: Heathrow, Gatwick,

Airport strategy, planning & regulation

Through our in-house design agency TPS, we support airport operators in developing their master plans, and translating these into development plans and designs.

Maximise utilisation of runway & airfield

OUR PROJECT PORTFOLIO

LONDON HEATHROW

Carillion has delivered numerous airside and landside

projects at Heathrow over many years. These have ranged

from major schemes such as T5C to small works packages

and maintenance. We have advised, planned, designed,

constructed and maintained airfield infrastructure, retail

refurbishments, parking and security improvements.

Terminal 5CClient: HAL Value: £235m

Our role: Design & Build

Heathrow Airport Limited (HAL) selected Carillion in

August 2007 to design and construct Terminal 5C

following the com pletion of the CBI framework selection

process. The project was delivered on time in 2011. The

project has presented a number of distinct challenges and

the summary below shows how our response to those

challenges resulted in tangible added value.

Health and Safety - Now completed, the project

had at peak over 700 people on site which called for in-

novative thinking in Health and Safety. The project was

seen to be leading on workforce engagement and ran a

behavioural safety programme covering all levels within

Carillion and its supply chain.

Design Programme - The briefed ten stand scheme

changed to twelve stands in February 2008 extending

scheme design completion by 5 months.

Our response to this challenge was to amend the

structural and M&E design to accommodate either a ten

or twelve stand solution. We froze the structural design

and commenced production design to allow a July 2008

construction start. By progressively freezing the remaining

design we continued production design in sequence with

the construction programme making use of TPS to overlap

activities in the production design to meet the programme.

This resulted in a re-programme of work mitigating 3

months of the 5 month extended period.

Logistics - Set in the middle of operational aircraft

stands, Terminal 5C was originally classified as Airside.

We designed a logistics solution that resulted in a

declassification of the Airside pass process. This has

resulted in significant time and cost savings.

Cost - The completed schematic design was estimated to

cost £398m by Davis Langdon and Carillion. The approved

budget was £359m, a reduction of £39m. Carillion’s por-

tion of the reduction amounted to £25m.

Carillion’s Design to Cost process was implemented

immediately upon appointment. Integrated Project Delivery

Teams were responsible for discrete elements of the

project. Each team drove the design, programme and cost

of their element, reducing waste and optimising value for

money. We achieved savings of £35m, far exceeding the

proportioned reduction of £25m.

Creating a landside site, challenging the M&E technical

standards and changing the apron level façade

material were some of the achievements. In addition

considerable savings have been achieved through robust

market competition and challenging HAL’s framework

contractors.

Programme - The original completion date was

November 2010. Unfortunately the scheme design was

extended by 5 months and low visibility stopped steel-

work erection cumulatively by almost 1 month. Work

was reprogrammed and a planned approach to working

weekends was adopted to recover the lost time resulting

from low visibility. The project recovered circa 4 months

cumulatively resulting in a completion date of January

2011.

Overall lessons learnt from Terminal 5B resulted in a

shorter programme and increased output. On a per

square metre basis the programme for T5C was close to

10% faster than the T5B programme.

Design to Cost - HAL has benefited from the robust

design to cost process that Carillion applied on T5C. The

result is that T5C came in under budget. The process in-

tegrates scope, programme and cost into a single stream

of activities aimed at achieving the objective rather than

the inputs. The project was broken down into its core

elements, such as structure, envelope, fitout and M&E.

These elements are managed by those parties that can

most influence the design, programme and cost. Delivery

teams consist of the designer; key subcontractor; cost

consultant and Carillion’s construction, design and com-

mercial managers.

Benefits of Design to Cost• Project budget was met at circa 25% savings

compared to T5B;

• Risks were managed out through design

simplification and learning elicited from the first

phase of T5;

• Ownership of the design, programme and budget;

• Challenging HAL’s technical standards with “fit for

purpose” reviews;

• Co-ordinated and efficient design and construction

activities;

• Works well in a progressive fixity form of contract

allowing HAL to limit their risks while benefiting

from the buying gains.

Heathrow Air Traffic Control TowerClient: HAL

Value: £50m

Our role: Design

Carillion’s in-house design agency, TPS, were part

of the integrated project team who planned,

designed and constructed the new Heathrow Air

Traffic Control Tower. The project had a number of

challenges which included extremely constrained

site logistics, a tight design and construction

programme, and integrating the new structure and

its underground services into the highly complex

existing Heathrow network.

Bundled Assets ReplacementValue: £9.3m Our role: Design & Build

The contract consisted of 50 separate projects

ranging in value from £20k to £600k. Carillion took

outline briefs and developed the projects to scheme

design with programme, quality and cost solutions

for HAL go/no go decision.

Carillion took ownership of the whole process from

inception through stakeholder engagement, on site

construction and finally into operational readiness.

A new procurement solution for HAL, this has

proven to be a great success with Carillion’s breadth

of service capability delivering real benefit to the

customer.

Most of the projects take place in sensitive areas, in

engineering hours. The first project into operation

was the replacement of the specialised blinds in the

critical control tower. Works were completed two

weeks ahead of schedule and under budget through

great teamwork and stakeholder engagement.

Terminal 5A Retail Essential WorksValue: £0.5m Our role: FM & Building

The works comprise four separate retail units (Boots,

Prêt, WHSmith & The Olympic Store) which required

a full re-design with respect to their individual

functions and layouts within retail units of the

departures area of T5A.

This involved a full architectural / MEP & structural

solution which, on approval, led to the full strip-out

back to shell & core, with re-instatement of new

services, screed & partitions.

Terminal 4 Aircraft Passenger Boarding Bridge (APBB) ReplacementValue: c£3.5m Our role: Building

The T4 APBB Replacement project includes the

replacement of the APBBs on the following 5 stands

at T4; 402, 403, 407, 408 and 419. Additionally

there will be new APBB installed on stands 402

and 407.

As part of the replacement project, the scope

includes the replacement of the rotundas and

the short fixed links between the rotundas and

the nodes. On the two stands requiring second

APBBs, new rotunda foundations and columns

will be required and new fixed links.

Terminal 5C Airbridge WorksValue: £1.6m Our role: Building

Similarly these works involved the design,

manufacture and production, planning,

installation, testing and commissioning of two

new Aircraft Passenger Boarding Bridges (APBB)

and Pre Conditioned Air at stand 561 in T5C.

This included the modifications to the existing

fixed and link node to receive the two new APBB,

all associated M&E works and any new line

marking required.

Snow Operations (Winter Resilience) Main WorksValue: £10m Our role: Building & Civils

The Snow Operations project will provide

Heathrow’s Airside Operations with a redeveloped

and permanent Snow Base facility from which

winter operations and rehearsals can be planned,

briefed and coordinated. The facility will provide

parking and wash facilities for the winter vehicle

fleet, increased capacity of de-icing product

storage and fuel, and welfare facilities for winter

operational staff.

In an area of critical buried utilities Carillion and

HAL worked closely to develop excavation methods

to identify and maintain charted and uncharted

critical utilities. The works take place in a restricted

environment for radar, aircraft movements and

runway alternations. In a very difficult working

environment the safety record of the project was

exemplary which pays testament to Carillion and

HAL’s focus on Health & Safety at work.

Eastern Base Maintenance,Taxiway MIKEValue: £1.2m Our role: Civil Engineering

The EBM project forms part of the works to provide

a fully A380 aircraft compliant airport at Heathrow.

This project aligns with the New Generation Large

Aircraft (NGLA) Strategy and enables A380 aircraft

access to British Airways maintenance facilities.

Facilities Management Services, Terminals 1, 2 & 3Value: £15m Our role: FM

Carillion’s team at Heathrow is predominantly a

self-delivery model, providing a broad range of

services encompassing some 300+ employees.

We understand the need to work safely, control

costs and comply with aviation planning and work

flow requirements in a demanding and dynamic

environment.

Carillion’s dedicated FM team works closely and

flexibly in partnership with HAL, to provide planned

and reactive maintenance to the terminal buildings

and services infrastructure. This approach drives

consistency across both hard and soft services.

Working to exacting regulations for operating both

landside and airside, the team is supported by a

number of specialist subcontractors, and delivers an

integrated model ensuring business continuity and

safety for the travelling public.

In addition to the mechanical and electrical

services, the team provides a full range of fabric

maintenance as well as delivering minor projects.

Recent client satisfaction surveys have shown a

continuous improvement in service delivery.

We have developed a savings methodology based

on principles that drive a culture of continuous

improvement and flexibility. Carillion’s partnering

ethos is evident in our on-site Maximo champion

who works closely with HAL and is now an integral

part of their ongoing asset and planning regime.

We also provide close support to HAL’s directly

employed labour (DEL) with our on site team, who

operate 24/7 365 days a year, and integrate with

the DEL team to provide support as and when

required.

Notable AchievementsSince commencement of this 10-year framework

contract in 2009, Carillion has supported Heathrow

in a range of business critical activities:

• Delivering extra 1st line security personnel

(compliance staff) during peak periods and

extreme events.

• During the UKBA industrial dispute, additional

resources were made available to guide

passengers efficiently and safely to their revised

carriers, supporting the combined goal of

minimising customer impact and maintaining a

professional service.

• During the Icelandic volcano eruption, we

flexed our service solution when Heathrow was

shutdown. Our teams used this abnormal period

to make fabric improvements and engaged in

deep cleaning works of the terminal buildings

for which Carillion received formal recognition

from HAL.

• By using on site and mobile personnel, we

ensure our workforce is flexible enough to

support increases in passenger numbers, while

still delivering the ‘step change’ promised in our

strategic solution.

LONDON GATWICK

Carillion has been involved in airside and landside

projects at Gatwick for more than 15 years.

Since 1997, we have advised, assessed, surveyed,

planned, designed, constructed and maintained

airfield infrastructure, retail refurbishments, parking

schemes, security improvements and counter

terrorism measures.

North West Zone (NWZ) Stand Project - Taxiways and RunwaysClient: Gatwick Airport Limited

Value: £25m

Our role: Civil Engineering

The NWZ Stands Project forms part of the Gatwick

Airport North Terminal Programme.

The project comprises three distinct but inter-

related elements:

• Apron and Taxiways to provide six new

stands suitable for use by A380s and Boeing

Dreamliner aircraft including all services

• New balancing ponds, major culverts, pump

stations and associated drainage

• A reinforced earth visual bund

Plus six new remote fully serviced stands and

an associated taxi lane connected to a taxiway,

refuelling facilities, airside road network, landside

perimeter road, an earth screening bund and

surface water attenu ation ponds.

The existing earth screening bund required an

increase in height and length to 16m heigh

and 350m long. The design was required to

screen views of the Boeing 747 tailfins from

predetermined viewpoints.

SafetyThe site team was made up of 170 personnel and

with a high emphasis on working safely, the project

was complete without major incident.

EnvironmentWe have supported Gatwick with ISO14001

accreditation.

We recycled over 99% of materials with initiatives

including:

• Crushing concrete for Type 1 totalling 40,000

tonnes from GAL, site demolition & Juliet Kink

• Asphalt planings in wetlean

• Importation recycled Type 1A for Stands &

Bund

• Reuse of site won earthworks material

We have been involved in the translocation

of reptiles from the site and have developed

hibernaculum, structures that provide a safe haven

for hibernation during the winter period.

• Re-use of 29,000 tonnes of crushed concrete

stockpile stored by GAL.

adjacent Northern Runway project.

league table.

Pier 5Client: BAA/GAL Value: £45m

Our role: Design and Build

This current project involves the reconfiguration of

Gatwick Pier 5 to segregate departing and arriv-

ing passengers, enabling more efficient passenger

flow, and to improve space utilisation.

This will be achieved through the construction of

a departing passengers’ corridor above part of the

existing pier and the reconfiguration of the first

floor. The new corridor is modularised with sections

manufactured off-site for on-site assembly.

The works are being undertaken in two phases to

minimise disruption and to minimise impact on

airport operations.

Northern Runway RemediationClient: BAA/GAL Value: £3.5m

Our role: Civil Engineering

Carillion was employed to remedy the defects

in the resurfacing works. The scope comprised

localised repairs along the whole length of the

Runway pavement; including various crack and

joint repair solutions, planing out, subsurface

repair, patch repair with SMA, reconstruction of

larger areas with Marshall Asphalt, additional sub

pavement drainage and removal & reinstatement

of edge lights.

The works were successfully carried out in night

time possessions with hand-back every morning to

Airport Operations.

Facilities Management ServicesClient: BAA/GAL

Value: £4.4m

Our role: FM

Carillion has provided a wide range of FM services

at Gatwick, through a predominantly self-delivery

model, with specialist subcontractor support.

Our team worked closely with Gatwick’s directly

employed labour and also supported Carillion’s civil

engineering team on North West Zone projects.

Services provided include:

• Hard FM services

• Planned & reactive maintenance

• Fabric maintenance

• Environmental management

• Health & safety management

As part of our role, Carillion also undertook a

number of commissions for small works projects at

Gatwick including:

• a £1m re-fit of retail stock room to new

security staff accommodation;

• a £120k ceiling re-fit across the terminal

building; and

• a £1m police station conversion of cell areas

into locker room and shower facilities.

Our role: Design and Build

Carillion constructed a new mid-stay car park

providing 5,305 new parking bays to the south of

Stansted Airport which was completed in two

phases.

Carillion installed road restraint systems in the

Undercroft service tunnel beneath the terminal as

part of security and anti-terrorism measures.

Apron Development WorksClient: London City Airport

Twelve-month design and build airport expansion

contract with significant challenges. Working live

within an operational environment, works were

conducted out of operational hours, either at night

or using weekend shutdowns.

Operational Improvements ProjectClient: London City Airport

Value: £6.5m

Our role: Civil Engineering

• A design and build project comprising a hold

area for three aircraft with taxiways linking

to the runway. The works were constructed

during non-operational hours, nights and

weekends.

• A major extension to the existing airfield’s

ground lighting system was also carried out

integrating into the existing system.

• The project was completed succesfully four

weeks ahead of programme without impacting

airport operations, security or the local

BIRMINGHAM

Runway Resurfacing & Associated WorksValue: £12m

Our role: Design and Build

The works comprised the resurfacing of 1600m of

the main runway, repairing existing concrete bays

on Alpha taxiway, construction of Charlie taxiway,

reconstructing an existing intersection in PQC

and installing major pollution control measures

including 3400m3 water storage tanks.

The Project included installation upgrades to the

existing system, new cabling and luminaries to the

link taxiway. All services were integrated into the

airports’ existing system, including new signage.

The majority of the works were executed at night.

Baggage HandlingValue: £3.9m

Our role: Design and Build

The redevelopment of terminal 2 baggage handling

facility consists of the development of the airside

facility and includes improved passenger movement

by means of demolition of the existing escape stairs

and the provision of two new stair/ lift towers. This

allowed the routing of passengers in and out of the

departures and arrivals area of terminal 2 to a new

bussing facility.

The works comprised planing out existing

excavation, compaction of formation, wet lean

concrete and pavement quality concrete to

50,000m² of the taxiway.

A number of changes and modifications

to the terminal’s existing car park were

undertaken along with the construction of

a new car park and set down area including

new road construction and drainage.

EAST MIDLANDS

Carillion’s in-house design agency, TPS, were the

project managers and designers for the lengthening

and strengthening of the 09-27 runway at East

Midlands Airport.

This involved lengthening the runway at each end

and strengthening the existing pavement.

Carillion worked in partnership with the airport

and contractor and the development work included

navaid and AGL improvements in parallel.

The project was completed successfully and a

full CAP 232 survey with WGS 84 control was

undertaken. CAA approved this in accordance with

ICAO regulations.

This runway development has contributed to the

growing level of service provided by East Midlands

Airport facilitating the improvement of transport

links for the people and businesses of Nottingham,

Leicester and Derby and the surrounding area.

EDINBURGH | GLASGOW

Edinburgh Airport: Planned & Reactive MaintenanceClient: BAA / Edinburgh International Airport

Our role: Planned and Reactive Maintenance

Carillion has carried out a range of FM and

maintenance services at Edinburgh, and also

delivered a number of small projects. These

included:

• A £350k security upgrade to the central search

area to incorporate two further facilities; and

• A £296k bar and restaurant re-fit for

Wetherspoons within the airport.

Glasgow Airport: Planned & Reactive MaintenanceClient: BAA / Glasgow Airport Limited

Our role: Planned and Reactive Maintenance

As part of our FM and maintenance services

contract at Glasgow, Carillion delivered a number

of small projects. These included:

• A £67k retail project comprising additional

space for WH Smith which included

mechanical, electrical and fabric works; and

• An upgrade to the KLM airport lounge facilities

under a £415k small power works project.

Construction of a new taxiway, removal of the

existing taxiway, extension of parking aprons,

associated drainage, earthworks, ductwork and

electrical AGL systems.

Work was carried out airside, while the airport

remained operational.

all systems have maximum reliability and resilience.

Carillion has responsibility for the operation,

maintenance and repair of a wide range of assets

at Southampton International Airport, and works

closely with the airport’s maintenance and facilities

team to ensure that the works have minimum

impact on the operations of the airport.

Our dedicated team on site includes an office

manager and two multi-skilled technicians with the

support of an account manager plus commercial

RAF LINTON-ON-OUSE

The works comprised resurfacing the main runway and associated taxiways within

a tight programme including a major upgrade of runway drainage, and complete

renewal of the AGL system. Outside the contract works, and as an exercise in

sustainability, Marshall Asphalt tests were carried out in an agreed area and pattern.

This resulted in an amenity area now used for carting and other sports.

Air Traffic Control TowerClient: Defence Estates

Value: £5.6m

Our role: Design and Build

The works included provision of a Visual Control Room and Approach Control Room

to enable the delivery of safe and efficient Air Traffic Services.

A phased delivery programme was agreed and close liaison with key stakeholders

including the local Authority was undertaken.

Sustainability was a key driver and a number of initiatives were undertaken including

a ground source heat pump used for heating, cooling and for domestic hot water. In

addition thermal zoning and controls regulate temperatures throughout the building

which are monitored by a BMS system, allowing energy consumption to be managed

effectively.

This contract is for facilities management services at several DIO sites: RAF

Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Molesworth, RAF Menwith Hill, RAF

Croughton, RAF Fairford, plus several outlying stations and support sites.

Facilities managed include service personnel homes, offices, high security airbases,

schools, shops, restaurants and a commercial airport where service personnel fly to

and from the USA.

Carillion resources the contract with its own self-delivery team, supported by

DUBLIN AIRPORT, IRELAND

Terminal Master PlanClient: Air Rianta / Dublin Airport Authority (DAA)

Value: £40m

Our role: Airport master planning, terminal facility

design and simulation, airside planning layout and

engineering, baggage handling systems advice,

security/counter-terrorism assessment.

Carillion’s in-house design agency, TPS, were

part of a consortium commissioned to undertake

a master plan and associated terminal and pier

developments at Dublin International Airport. The

development was intended to accommodate the

forecast increase in annual passengers from 14 to

30 million and beyond.

The project was divided into three phases,

comprising master planning, planning application

approvals and then progressing to design for

identified projects.

The project also included a comprehensive

and integrated monthly consultation process,

ensuring the involvement and contribution of all

stakeholders at Dublin Airport and the wider public

and business community in its future development.

Throughout the project, the use of simulation tools

played a key part in the analysis, from our initial

assessment of terminal capacity through to detailed

analysis of future concept options.

These tools included the airside simulation tool

“Pathplanner” and “Witness” passenger terminal

simulation for all terminal capacity assessments.

MADRID-BARAJAS AIRPORT, SPAIN

Terminal 4Client: The Spanish Airport Authority

Value: £1bn

Our role: Brief preparation, airport terminal

planning, structural engineering, building services

engineering, civil engineering, baggage system

concept design and design management.

The design of the Terminal 4 complex consisted

of four main elements; a multi-storey car park;

the core terminal; interconnecting tunnel; and the

satellite building. Specific challenges for the new

Terminal Complex were to:

• ensure compliance with Schengen rules of

immigration;

• design a facility to effectively handle the

unique traffic patterns of Non Schengen

(International including UK) and Schengen

Traffic (an intra European treaty);

• utilise a modular design;

• produce a facility which can handle more than

12,000 passengers in a peak hour;

• integrate major transport interchange features,

such as people mover systems, metro, heavy

rail, coach, taxi and private car;

• build provision for handling the new A380

aircraft; and

• ensure that the major commercial revenue

streams were generated.

Having been the biggest construction project in

Europe, this superb facility opened on 4th February

2006 and has since received glowing tributes

in terms of operational efficiency, passenger

experience and revenue generation.

Our role: The contract calls for the contractor

to develop, design and complete a coordinated

detailed design of the building works and AWAN

airport wide network, including construction

drawings, shop drawings, engineering,

procurement, manufacturing, fabrication, supply of

components and systems, full coordination of site

works, interface management, site management,

responsibility for time, quality, risk, health and

safety, approvals and permits, supervision,

construction, installation, quality assurance, testing

and commissioning, handover and maintenance

of the works. The works involve the installation of

300km of fibre optic cabling and construction of

ten buildings as shown below:

The customer is the Ministry of Transport &

Communications, with finance provided by the

Ministry of Finance, for whom we have carried out

numerous projects for within the present airport

area. The relationship is long standing and goes

back to the 1970s; the last project carried out was

the Muscat Airport apron expansion to cater for the

new Airbus A380 and drainage completed in late

2007. We are currently doing other small works for

the client including security fencing and car park

extensions.

NEW BUGESERA INTERNATIONAL AIRPORT, RWANDA

Concept & Detail DesignCarillion designers, TPS, were commissioned

by the Government of Rwanda to produce the

concept and detailed design for the New Bugesera

International Airport (NBIA) on the outskirts of the

Rwandan capital city of Kigali.

The project involves the construction of a new

airport on a greenfield site and our scope included

architectural, civil and structural engineering design

as well as working with specialist suppliers on the

design of airport systems such as ATC, baggage

handling and navigation aids.

Construction is scheduled to commence in 2013

with the airport becoming operational in 2017.

We provided the following specialist functions:

• Terminal facility simulation & architectural

• Airside planning layout & engineering detailed
