Earthsea Pty Ltd is a well-established community relations and cultural
heritage consultancy that have founded an impeccable reputation on
delivering quality assured and economic outcomes in the areas of project
management, cultural heritage management, archaeology, stakeholder
relationship development and Indigenous workforce participation.
Earthsea’s principle consultants, Richard Woolfe and Ben Keys, offer a
refreshingly practical approach to ensure ‘more is achieved for less’ and
follow the doctrine that every problem has a workable solution.
Established in 2005, Earthsea has provided services throughout many
remote and regional centres, with a strong focus on central and northern
Australian contexts. Major clients include, NT and Qld Government,
Department of Defence (Mt Bundey and Kangaroo Flat), Rio Tinto Alcan
Gove, Rio Tinto Weipa, Cape Alumina, Cameco Australia, Rum Jungle
Resources, Territory Iron, Northern Land Council, and Central Land
Council.
Regardless of your project requirements, working with either Richard or

PROJECT AND STAKEHOLDER MANAGEMENT
The following services offered are specifically suited to projects with existing or potentially complex stakeholder, regulatory compliance or community interests. Services include:
Management or supervisory requirements of projects for short-term campaigns or human resourcing gaps.
Contractor management and reviews.
Confirmation of project objectives, limits and required outcomes.
Evaluating project costs.
Independent review of high-level regulatory approval documents (i.e. Mine Management Plans, Cultural Heritage Management Plans etc.).
Stakeholder identification and land access negotiations.
Social risk identification, prioritisation and management.
Assessment of the quality of relationships and the identification of growth elements to improve relationships.
Development and management of community engagement strategies.
Acting as the Company or Community representative in stakeholder discussions and negotiations.
Development of inclusive strategies and plans for maximising Indigenous workforce participation.
CULTURAL HERITAGE MANAGEMENT
The following cultural heritage management services are offered:
Strategic planning and development of regulatory documents such as Cultural Heritage Management Plans, disturbance approvals (NT), and related internal procedures, including, training packages, guidelines and company inductions.
Cultural heritage/archaeological surveys or related management requirements at any location in Australia, irrespective of duration or remoteness (Aboriginal and historical).
Excavations of sites, test pitting and analysis of cultural materials, including: Aboriginal artefacts, rock art and historical objects.
Rock Art recording and management.
Providing advice for legislative compliance, survey requirements, community consultation, remote logistics, heritage agreements, data management and artefact curation.
Indigenous community consultation including mapping sites of significance in the Aboriginal tradition.
Due diligence assessments, reviews, and heritage predictability modelling, which are particularly beneficial in the pre-feasibility stage or pre-purchase phases of projects or developments.
GIS Software: mapping can be produced in MapInfo Professional® GIS and ArcGIS products yet data can be provided to clients in any common format. Where possible every opportunity will be used as a social capital platform to foster stronger relationships between stakeholders.

TRAINING
The following training and mentoring options can be provided to your management
teams, field staff or contractors at any location.
Cultural heritage management and cultural awareness.
Stakeholder engagement (including Indigenous stakeholders).
Community relations development and stakeholder conflict resolution.

Practical, ‘hands on’ courses and field based training in GPS, GIS and mappingsoftware.
HISTORICAL RESEARCH
Provide quality historical research and documentation to government andbusiness to facilitate decision making in the heritage management area; and
Quality assessment of heritage significance using current heritage assessment
criteria or by negotiation with native title parties.
Since 2005, Richard and Ben are proud to have delivered services to Industry and
Communities that have ensured lasting stakeholder relationships and successful
outcomes to a vast number of projects. A few of these key achievements include:
Completion of over 100 projects across WA, QLD, NT, SA and Vic.
Developed and managed the largest cultural heritage project in the NT to date forTerritory Iron’s Frances Creek Mine Operation.
The first professionals to have been granted a Regional Heritage Permit (NT)which allowed Industry to directly negotiate the management of archaeologicalresources with Traditional Owners. This vastly streamlined regulatory approvaltimelines.
Developed, in partnership with the NLC, one of the most successful Indigenousemployment programs at a mine site in the NT. Bringing the Indigenousparticipation rate from ~6% to 20% within two years.
Provided policy advice to the NT Minister for the Environment and Heritage onmatters pertaining to heritage, planning and Aboriginal sacred sites.
Provided advice to Aboriginal people and communities on a range of social andeconomic issues to ensure balanced outcomes with industry;

Qualifications and Experience:
Bachelor of Arts in Archaeology and Paleoanthropologyfrom the University of New England (graduated with distinction).
Post Graduate Diploma in Geographic Information andSurvey (Archaeological Major) from Charles Darwin University.
Master of Arts (Heritage Management), University of New England.
Richard is an archaeological surveyor with 15 years’ experience as a heritage specialist in the Northern Territory and Queensland. Richard specialises in Indigenous and historical heritage survey and cultural heritage management planning, and is the Director of Earthsea Pty Ltd.
In addition, Richard has worked in a variety of positions in the heritage area including Heritage Coordinator for Territory Iron’s mining operations, Heritage Officer with Northern Territory Government, Acting Director of Heritage for the same office and Review Coordinator for the Northern Territory Government’s Review of the Heritage Conservation Act.
Richard has also authored numerous regulatory reports, a major public discussion paper on heritage and archaeology in the Northern Territory, and developed/delivered a major public consultation plan in the NT (Public review of the Heritage Conservation Act);

Ben is a true all-rounder with 10 years’ experience in heritage management and community consultation (Indigenous, government agencies and NGOs), coupled with mine management, land access management, tenement management and aspects of environmental management such as mining compliance, acid mine drainage and fire management.
Most recently, Ben was engaged (until Care & Maintenance) as the Heritage and External Relations Manager and relieving Acting General Manager Operations for Territory Iron Pty Ltd.’s 1.8mt/pa mining operation. This placement included the responsibility of Government, Native Title and community relationships, Indigenous employment, cultural heritage, land access negotiations, and media liaison. Ben also managed special projects for the Company, the most notable being the BBC’s Top Gear mine site race that aired in 2015.
Ben has also been an author on several published academic journal articles and an invited speaker at a number of mining industry conferences in the Northern Territory.
In 2015 Ben’s service to the community was recognized through being honoured with a “Local Hero Award” on Australia Day by the Pine Creek, Victoria Daley Regional Council.

Rate: Where possible we offer a competitive pricing arrangement
Earthsea generally provides quotes on individual projects. The costing of these
projects will include project management from conception to finalisation, fieldwork,
reporting and post reporting advice and other costs as required (e.g. accommodation,
vehicles and travel, field equipment and employment costs for Traditional Owners).
